This research entitled Analysis of Planning and Budgeting Conceptency in Pegunungan Bintang District Case Study On Department of Transportation, Communication and Informatics Year 2013-2015. In this research try to analyze consistency between planning and budgeting seen from planning and budgeting document like RKPD, PPAS, and APBD. RKPD (Local Government Work Plan), which is the result of the selection of community aspirations through the Development Planning Council (Musrenbang). Furthermore, RKPD work plan and funding are used as guidance in the budgeting process (budgeting). Budgeting begins with the preparation of Temporary Budget Priorities and Ceiling (PPAS). The approved PPAS is used as a guideline for the preparation of Regional Revenue and Expenditure Budget Plans (RAPBD) which is then ratified into Regional Revenue and Expenditure Budget (APBD). The results of the analysis are then analyzed using the Planning and Budgeting Consolidation Matrix to see how far the consistency is occurring. The results of this study indicate that the average level of consistency planning and budgeting in the field of Transportation, Communications and Informatics in Pegunungan Bintang District in 2013-2015 is quite good where the average level of consistency of programs between RKPD and PPAS ranges between 80.00%. While the average level of consistency of activities is 61.98%. This indicates that the drafting of the plan on PPAS still exists that is not guided by RKPD. The level of program consistency between PPAS and APBD has an average value of 60.64%. While the average level of consistency of activity is 63.19%. The level of planning and budgeting concessions from year to year shows a fluctuating value. In consistency the budget outline has a consistent value. Inconsistencies occur because there are activities that suddenly appear and are not contained in the previous document. This is due to delays in information activities from the central government. The consistency between planning and budgeting is important because it is a marker for local governments in assessing the performance of all government programs and activities, whether they are running well and according to the goals set. The difference in consistency in the Pangkalpinang City Government occurs from year to year. Still, there is a commitment from the Regional Head to build consistency between planning and budgeting to realize community welfare. This research has a purpose: to find out and analyze how the consistency between planning and budgeting in the 2018 to 2020 fiscal year is through an analysis of the planning process and the budgeting process to see what factors support this consistency. The research method used uses a qualitative approach and analysis through the Interactive Model of Miles and Huberman. The results obtained from the research are planning and budgeting process in the Pangkalpinang City Government is still not consistent. The research locus is at the Regional Development Planning and Research Agency of the Pangkalpinang City, Regional Finance Agency of Pangkalpinang City, and Regional House of Representatives Budget Agency of Pangkalpinang City. Each year, the consistency that occurs is different in the Regional Government Work Plan (Rencana Kerja Pemerintah Daerah or RKPD). The highest consistency is found at the end of the Regional Medium-Term Development Plan (Rencana Pembangunan Jangka Menengah Daerah or RPJMD), which in this research falls on the 2018 Regional Government Work Plan (RKPD).

This paper presents a multi-objective optimization models which operating as time processes (2025-2035) for the design of hydrogen supply chain. The feasibility of the models are illustrated through a detail case study of Dalian, China. Furthermore, the case is evaluated with the total daily costs and CO2 emissions reduction constraints. The results show that with the increase of hydrogen demand, considering the environmental factors, SMR are mostly applied in hydrogen production link. Shahekou and Pulandian grids are suitable for the constructions of hydrogen production units. Tank trucks are the main modes of hydrogen transportation. The proposed design models can provide policy-makers with the selection of infrastructures pathways for strategic dynamic hydrogen development planning.

Abstract. Village management is a crucial as the government closest unit to the community. So it needs a clear planning and arrangement to realize the welfare of the local community. A transparent planning involving citizens through the Village Mid-Term Development Plan (RPJM Desa) and the Village Government Work Plan (RKP Desa). Citizens’ engagement will produce results like meeting the needs of clothing, food and shelter, as well as to have an easy access to various services and other social activities. But creating a prosperous village community is uneasy; a government policy should be in place to regulate the welfare efforts, one of which is through a development policy. This research uses a descriptive qualitative approach. Data collection is performed through observation, interviews and documentation study. The findings show that the village development planning policy carried out based on the stages adjusted to the policy promulgated by the central government through Village Law Number 6 of 2014. Furthermore, it contains the elaboration of the stages of village development planning adjusted to the priority development policies. It is through this policy priority that Cidokom Village conducts a development program to improve the welfare of the village community. Abstrak. Pengelolaan desa menjadi penting, sebab unit pemerintahan tersebut paling dekat dengan masyarakat. Sehingga perlu perencanaan dan penataan yang jelas untuk mewujudkan kesajahteraan masyarakat setempat. Perencanaan yang transparan dan juga melibatkan warga dapat melalui Rencana Pembangunan Jangka Menengah Desa (RPJMDesa) dan Rencana Kerja Pemerintah Desa (RKPDesa). Pelibatan Warga akan membuahkan hasil terhadap terpenuhinya kebutuhann sandang, pangan, dan papan., serta untuk memiliki akses yang mudah pada berbagai layanan dan kegiatan sosial lainnya. Namun mewujudkan masyarakat desa yang sejahtera tidaklah mudah, perlu adanya kebijakan pemerintah yang mengatur langsung usaha kesejahteraan, salah satunya melalui pembangunan. Penelitian ini mengunakan pendekatan kualitatif deskriprif. Tujuannya untuk memudahkan peneliti dalam menjelaskan bagaiman hasil temuan diperoleh di lapangan. Adapun metodenya melalui observasi, wawancara dan juga studi dokumentasi. Hasil penelitian menunjukan bahwa kebijakan perencanaan pembangunan desa dilakukan berdasarkan tahapan yang disesuaikan dengan kebijakan yangtelah dibuat olehpemerintahpusat melalui undang- undang desa nomor 6 tahun 2014. Selanjutnya berisi penjabaran tahapan perencanaan pembangunan desa yang disesuaikan dengan kebijakan prioritas pembangunan. Melalui prioritas kebijakan inilah Cidokom melakukan program pembangunan untuk meningkatkan kesejahteraan masyarakat desa.

One of the factors that can affect a person's behavior is a communication message. In the context of the da`wah, preachers who involved actively in da`wah communication with the Orang Asli should be able to ensure that the message conveyed can be understood by the target group. In addition, the selection of the correct messages of da`wah based on the foremost priority simplify the process of sharing information between the preachers and the Orang Asli. Accordingly, this article aims to identify specific topics of Islamic faith (akidah) submitted by the Orang Asli in the process of da`wah communication and to identify verbal feedback given by the preachers to the Orang Asli of the topics. This qualitative study using case study design and data was collected through semi-structured interviews. Interviews involving nine preachers were active in da`wah activity to the Orang Asli community in Selangor. Data were analyzed thematically according to the specified objectives. The study found that the topics frequently raised by the Orang Asli is concerned about belief in Allah, belief in Malaikat, and belief in Qada' and Qadar. The topics may be found within the framework of worldview in their beliefs and practice of ancient traditions. Therefore, the preachers gave verbal feedback on these topics is based on a clear and precise sample corresponding to the level of their thinking. The emphasis on these topics is very important to strengthen and purify the faith of the community.Keywords: Communication; Message; Preacher; Indigenous community Abstrak: Elemen mesej dalam komunikasi merupakan salah satu faktor yang dapat memberi kesan terhadap perubahan tingkah laku seseorang. Dalam konteks dakwah, pendakwah yang terlibat dalam proses komunikasi dakwah dengan Orang Asli seharusnya berkebolehan memastikan kandungan mesej yang disampaikan boleh difahami oleh sasaran dakwahnya. Di samping itu, pemilihan mesej dakwah yang betul mengikut keutamaan memudahkan proses perkongsian maklumat antara pendakwah dengan Orang Asli. Sehubungan dengan itu, artikel ini bertujuan untuk mengenalpasti topik-topik tertentu dalam mesej akidah yang dikemukakan oleh masyarakat Orang Asli kepada pendakwah dan mengenalpasti maklum balas lisan yang diberikan oleh pendakwah kepada Orang Asli terhadap topik tersebut. Kajian kualitatif ini menggunakan reka bentuk kajian kes dengan pengumpulan data melalui temu bual separa struktur. Temu bual melibatkan sembilan orang pendakwah yang aktif dalam aktiviti dakwah masyarakat Orang Asli di Selangor. Data kajian dianalisis secara tematik mengikut objektif yang ditentukan. Kajian ini mendapati bahawa topik-topik yang sering dikemukan oleh Orang Asli kepada pendakwah dalam penyampaian mesej akidah ialah berkenaan tentang keimanan kepada Allah SWT, keimanan kepada malaikat, dan keimanan kepada qada’ dan qadar. Topik-topik berkenaan didapati berada dalam kerangka worldview kepercayaan dan amalan tradisi mereka. Sehubungan dengan itu, pendakwah memberikan maklum balas lisan terhadap topik-topik tersebut adalah berdasarkan keterangan yang jelas dan contoh yang tepat bersesuaian dengan tahap pemikiran mereka. Penekanan terhadap topik-topik tersebut merupakan perkara yang penting dalam rangka mengukuhkan dan memurnikan akidah masyarakat Orang Asli.Kata kunci: Komunikasi; Mesej; Pendakwah; Komuniti Orang Asli

The article shows the state of Ukrainian Whiteheaded cattle, which includes distribution of cattle, the number of animals belonging to respective bloodlines, evaluation of young animals with live weight in the process of growing and milk production of cows during the first lactation. It reflects the historic development of the breed when it was colonism whiteheaded cattle, which turned into the original breed, undergone a significant expansion in livestock and increase of productivity, decreased in the number, was as basis for creation of Ukrainian Black-and-White dairy breed and now bred only in one breeding farm. Visual estimation of animal exterior showed good development of cows and calves and their belonging to the dairy type. In the vast majority the cows of the herd have a black suit, a white head with " glasses" around the eyes, white belly, udder, lower legs and brush of the tail. The youngsters aren’t consolidated by the exterior, and among them there are animals which are not typical for Ukrainian Whiteheaded breed. The young animals have some lag in live weight behind the breed standard [12] to 7 months’ age with exceeding of this trait in certain periods quite significantly in the future. It was established that selection of heifers on live weight will be effective at the early age (1-5 months), given the coefficient of variation of live weight – 22,63-30,21% and will not have a significant influence in the future. Milk yields of first-calf heifers vary considerably depending on the origin. The milk yield of first-calf heifers in the herd was 4238,5 kg on average, the heifers belonging to Mart 171 and Ozon 417 bloodlines had the best milk performance – 4483,1 and 4254,9 kg accordingly. The most aligned milk yield during the first lactation was in the cows belonging to Ozon 417 bloodline, the limits of the trait are 4128,5-4327,4 kg with the average value by the line 4254,9 kg. In contrast, the first-calf heifers of Ryezvyi 33 bloodline with average milk yield 4048,9 kg had limits of the trait 2199,3-4736,1 kg. Even greater range in cows’ milk yield during the first lactation R= 4939 kg (limits 1687 – 6626 kg) is characterized for the herd in general, it shows, on the one hand, the possibility of qualitative improvement of cows’ productivity due to selection on the investigated trait and lack of selection in the herd on the other hand. It was established that daughters of bull Chardash belonging to Ryezvyi 33 bloodline produced 4736,1 kg of milk for 305 days of the first lactation with fat content 3,6%, whereas Zlak’s descendants of the same line were characterized by the lowest milk yield for the first completed lactation – 2199,3 kg with fat content 3,7% and the average value by the line – 4048,9 kg of milk, fat content 3,6%. Similar variability of first-calf heifers’ milk yields, depending on the origin, is typical for other bloodlines of Ukrainian Whiteheaded breed. To increase milk productivity of Ukrainian Whiteheaded cows is recommended to repeat successful combinations of parental forms, and to preserve the breed – to carry out an objective assessment of animals by a range of traits, given the efficiency of selection of heifers on live weight at early age.

AbstractHistorians have not paid close attention to the activities of freebooters operating out of Dunkirk in the late 1620s. This essay corrects that omission by first studying the threat from Dunkirk to England's east coast and then addressing how the central government, counties, and coastal towns responded. A surprisingly rich vein of manuscript material from Great Yarmouth and particularly from the Suffolk fishing community of Aldeburgh informs this case study of the impact of this conflict around the North Sea.

The paper responds to research problems related to the implementation of large-scale investment projects in waterways in Europe. As part of design and construction works, it is necessary to indicate river ports that play a major role within the European transport network as intermodal nodes. This entails a number of challenges, the cardinal one being the optimal selection of port locations, taking into account the new transport, economic, and geopolitical situation that will be brought about by modernized waterways. The aim of the paper was to present an original methodology for determining port locations for modernized waterways based on non-cost criteria, as an extended multicriteria decision-making method (MCDM) and employing GIS (Geographic Information System)-based tools for spatial analysis. The methodology was designed to be applicable to the varying conditions of a river’s hydroengineering structures (free-flowing river, canalized river, and canals) and adjustable to the requirements posed by intermodal supply chains. The method was applied to study the Odra River Waterway, which allowed the formulation of recommendations regarding the application of the method in the case of different river sections at every stage of the research process.
