<p><em>Open Data</em><em> (OD) </em><em>is data that is publicly available and free for anyone to use, reuse and redistribute.</em><em> </em><em>The Bandung</em><em> City</em><em> Government is the first </em><em>municipality</em><em> government in Indonesia to implement OD programs as a form of public service in the digital era. Although E-government practices have been applied to public services provided by various Central and Regional government agencies in Indonesia, in general there are still obstacles related to the extent to which the data can be accessed </em><em>and used-reused </em><em>by the public for various purposes. The study conducted in the Bandung </em><em>Municipality</em><em> Government was directed at efforts to find an effective OD innovation management model in the public sector by using qualitative methods with a case study strategy. Based on field findings, the OD program carried out at the Bandung Government is a collaboration of multiple actors and stakeholders (communities, private sector, NGOs) starting from the initiation stage up to its implementation. In this case, the Bandung City Government together with the various parties involved built an Open Data ecosystem that aims to produce credible data for decision making, and create a more transparent and accountable government.</em><em> </em><em>The implementation of this program has not been fully effective because the implementation has not been optimally integrated in Public Information Services (LIP). This has implications for the mechanism of unclear and non-smooth coordination and communication between fields and between Regional Government Work Units (SKPD) which are responsible for implementing OD and LIP. </em><em>The stuation</em><em> raises different views on the selection and display of data published (information dissemination). </em></p>

Performance measurement is very important in evaluating the performance of local government officials or organizations in their efforts to provide services to the public. This study soughts to provide an overview of the financial performance of the Sukabumi City Government as a region that has won the Unqualified Audit Opinion from the BPK-RI in five consecutive years. The research was conducted using a descriptive quantitative approach. Regional financial ratios were used to measure the financial performance in question. Based on the results of the analysis and discussion, it was found that the Sukabumi City Government was quite capable of financing development or operations in the government by self-financing; PAD has always increased from year to year; Others Legal PAD has the highest contribution in contributing to overall PAD revenue; the level of dependence of the Sukabumi City Government on the source of transfer income on average was in the "MEDIUM" category; the achievement of the annual target of the Sukabumi City Government's PAD has been very effective; and the capital expenditure ratio in the Sukabumi City Government was still low below the average capital expenditure ratio in the regional government.

The concept of public information in the form of open data and its main features are studied. It is determined that due to the possible wide application of open data, the definition of the main grounds for the classification of open data is an insufficiently covered issue. The purpose of this study is to determine the types and criteria for the classification of public information in the form of open data. This is necessary for their widespread use in order to solve socially important tasks and to use their full potential in unusual directions. The author has analyzed international reports on open data and identified the problems of the quality of such data and the possibility of using them to solve socially important tasks. The classification of open data is formed on the following grounds: 1. by data type; 2. by data format; 3. by subject. The article determines the value of open data to society and the possibility of its wide use in the example of other countries. The problems that complicate the implementation of the government data discovery initiative in Ukraine include the underdeveloped culture of open government; insufficient level of training of public authorities to work with open data; insufficient funding for the public data discovery initiative; low level of public awareness and interest in public data and the benefits of using it. Unfortunately, most citizens are still satisfying their curiosity by using open data. The author notes that using data that describes the patterns we live in can help us solve problems in ways we may not have anticipated. As a rule, public sector systems do not respond too quickly on changes. With open data, they could track, predict and respond to real-time changes. This would allow the public sector to streamline its processes and services and it would be possible to clearly identify areas for improving and increasing productivity, to develop specialized solutions based on various demographic indicators and other factors. This would be a huge transformational leap in attracting open data to the public sector, as it opens up a number of areas for innovation. The author substantiates the importance of open data for public sector transformation, economic benefits and their use as an instrument for creating an information society.

The consistency between planning and budgeting is important because it is a marker for local governments in assessing the performance of all government programs and activities, whether they are running well and according to the goals set. The difference in consistency in the Pangkalpinang City Government occurs from year to year. Still, there is a commitment from the Regional Head to build consistency between planning and budgeting to realize community welfare. This research has a purpose: to find out and analyze how the consistency between planning and budgeting in the 2018 to 2020 fiscal year is through an analysis of the planning process and the budgeting process to see what factors support this consistency. The research method used uses a qualitative approach and analysis through the Interactive Model of Miles and Huberman. The results obtained from the research are planning and budgeting process in the Pangkalpinang City Government is still not consistent. The research locus is at the Regional Development Planning and Research Agency of the Pangkalpinang City, Regional Finance Agency of Pangkalpinang City, and Regional House of Representatives Budget Agency of Pangkalpinang City. Each year, the consistency that occurs is different in the Regional Government Work Plan (Rencana Kerja Pemerintah Daerah or RKPD). The highest consistency is found at the end of the Regional Medium-Term Development Plan (Rencana Pembangunan Jangka Menengah Daerah or RPJMD), which in this research falls on the 2018 Regional Government Work Plan (RKPD).

This article is research on the implementation of e-Kinerja within the Banda Aceh City Government.  In this paper, the author uses a descriptive qualitative approach and collects data through a study of existing documents.  This method illustrates how the implementation of e-Kinerja is carried out by the Banda Aceh Government, which the author then compares with existing concepts, namely the concept of performance and reward and punishment.  The results of this study are that the implementation of the e-Kinerja system carried out by the Banda Aceh City Government has a good impact on the regional civil apparatus, the government, the City Government Work Unit (SKPK), and the public.  These impacts include making promotions and transfers based on equal job for equal pay for regional civil servants, facilitating supervision for the government, and knowing the effectiveness and efficiency of work units.

The utilization of online media, known as Cyber Public Relations (CPR), is the online public relations activities for information dissemination using online media by government institutions as an agenda to build the image of the institution in the public eyes. The purpose of this study was to determine and analyze the model of Cyber ​​Public Relations and the obstacles in utilizing the online media of the DKI Jakarta Provincial Government in building a positive image of the institution. The paradigm used in this research is the constructivist paradigm. This research is using a qualitative research approach with a case study research method. Data collection techniques include: (1) in-depth interviews (2) observations, and (3) study of relevant literature. The process of analyzing qualitative data is carried out in stages: data reduction, then presenting the data and finally verifying (drawing conclusions). The results showed that through two official websites, namely the official website www.jakarta.go.id as a data information center and www.beritajakarta.com as the official portal for reporting. In addition, it has a number of social media, twitter, facebook, Instagram and YouTube as a means of information to the public. It is also supported by JAKI as an application that is the gateway for the community to access all online services for the DKI Jakarta Provincial Government. Cyber ​​PR is used in synergizing communication between DKI Jakarta regional government and the community so that it can produce a better image of government in the community.

ABSTRACTThe Covid-19 pandemic due to a novel virus yet infectious disease needs to be informed to the public. This process was implemented due to a gap in information from the public regarding knowledge of the Covid-19 pandemic. This very circumstance requires the continuity of public information dissemination in Indonesia.                                This study aims to examine the sustainability of public information dissemination in the era of the Covid-19 pandemic; to describe the meaning of the role of public information in the era of the Covid-19 pandemic. This study employs a literature study to determine concepts and discussions in the conditions of the Covid-19 pandemic.                                This study employs the concept of public information, dissemination, and principles of sustainable development. In addition, this study refers to a number of government regulations, namely: KMK-No.-HK.01.07 MENKES 413 2020 concerning Guidelines for the Prevention and Control of Covid-19, Law No. 14 of 2008 concerning Public Information Disclosure, and the Minister of Communication and Informatics Regulation Number 17/Per/M.Kominfo/03/2009 concerning National Information Dissemination by the Government, Provincial Governments and Regency/City Governments. Furthermore, the study is related to the condition of the Covid-19 pandemic. This study concludes that the sustainability of public information dissemination in the Covid-19 pandemic era can be implemented if it is applied with the concept and several applicable requirements, namely the quality of information, optimization of dissemination, and the adoption of the principle of sustainable development in the dissemination of public information.Keywords:  Covid-19 pandemic, information public, dissemination, sustainable development principle. ABSTRAKPandemi Covid-19 yang disebabkan oleh penyakit baru dan menular perlu diinformasikan kepada publik. Proses ini dilakukan karena adanya kesenjangan informasi dari publik terkait pengetahuan pandemi Covid-19. Kondisi ini memerlukan adanya keberlanjutan diseminasi informasi publik di Indonesia.Kajian ini bertujuan untuk untuk mengkaji keberlanjutan diseminasi informasi publik di era pandemi Covid-19; untuk menguraikan pemaknaan perana informasi publik di era pandemi Covid-19. Kajian ini menggunakan studi kepustakaan untuk menemukan konsep dan pembahasan dalam kondisi pandemi Covid-19.Kajian ini menggunakan konsep dari informasi publik, diseminasi, dan prinsip pembangunan berkelanjutan. Selain itu, kajian ini juga merujuk pada sejumlah peraturan pemerintah, yakni: KMK-No.-HK.01.07 MENKES 413 2020 tentang Pedoman Pencegahan dan Pengendalian Covid-19, Undang-Undang No. 14 Tahun 2008 tentang Keterbukaan Informasi Publik, dan Permen Kominfo Nomor 17/Per/M.Kominfo/03/2009 tentang Diseminasi Informasi Nasional oleh Pemerintah, Pemerintah Daerah Provinsi dan Pemerintah Daerah Kabupaten/Kota. Selanjutnya, kajian dikaitkan dengan kondisi pandemi Covid-19. Kajian ini menyimpulkan bahwa keberlanjutan diseminasi informasi publik di era pandemi Covid-19 dapat dilakukan jika dilakukan dengan konsep dan beberapa persyaratan yang berlaku, yakni kualitas informasi, optimalisasi diseminasi, dan adopsi prinsip pembangunan keberlanjutan dalam diseminasi informasi publik. Kata Kunci: Pandemi Covid-19, informasi publik, diseminasi, dan prinsip pembangunan berkelanjutan

This research aims to describe the management of public information through the official website to improvethe accountability of regional budget management. The public information governance through the website is the government's effort to utilize technology gives public easy access to information, especially in terms of accountability in managing regional budgets. This is based on the instruction of Minister of Home Affairs No. 188.52 / 1797 / SJ on " Transparency in Regional Budget Management ".It instructs that the Regional Government is obliged to publish budget plans, work plans, budget allocations, budget realization and the report documents to the official website of the Regional Government's official website on "Transparency in Regional Budget Management "content menu. However, the empirical fact shows that the information disclosure of Regional Government in Jemberis low. Based on Penambulu’s research (2014), Jember ranks on information disclosure is 35th of 38 Regencies / Cities in East Java. This background madethe researcher to research further related to public information disclosure, especially accountability of regional budget management website based in Jember. This research use a qualitative approach with descriptive research. The research design is case studies. Data collection techniques are primary data (observation and semi-structured interviews) and secondary data (documentation). The technique of selecting informants is purposive sampling and snowball sampling. The validity testing is by extending participation, perseverance, and triangulation. Data analysis uses data reduction, data analysis, and conclusion. The results showed that the public information governance has not been optimal. There is no “Transparency in Regional Budget Management “menu on the Jemberofficial website, the low commitment of regional leaders to implement e-government, the low ability of human resources to manage information technology. Therefore, information governance through the website has not been able to increase accountability of budget management in Jember. This can be seen from: a) the website does not contain information that public needed regarding budget management in detail; b) Jember Information Commission has not yet been formed; c) The sanctions from the East Java Information Commission are only reprimands and warning letters; d) Joint accountability has not been coordinated well and the lack of authority due to the legality status of assisting public information officers(only assignment letter not decree) ; e) There is a tendency for the JemberGovernment to maintain the status quo. Researchresults find communication activity conducted in Surabaya city government public relation Activitiesthe management of Media Relations as a means of communication to the public using a one-waycommunication, where is Surabaya city government public relations role as journalists indisseminating information to the public, and controls the news or information to mass media.In application of Surabaya City Government Public Relations are already maximizing the duties andfunctions of Public Relations Surabaya City Government in achieving and maintaining excellentservice and quality information, and to improve information channels and public aspirations, andmaintain harmonious relations with the media and the public.

This study examines the effect of Education and Training (Diklat / Bimtek), Understanding of the Regional Financial Accounting System (Simda) on the Performance of regional financial managers. This research was conducted on 60 regional financial managers in 33 Regional Government Work Units (SKPD) Bengkulu City Government. This study collected data by giving questionnaires to respondents. Research data were processed using the SPSS program.The results of the study prove that Education and Training (Diklat / Bimtek), Understanding of the Regional Financial Accounting System (Simda) has a positive effect on the performance of regional financial managers. This proves that the better the management carried out by the regional government towards Diklat / Bimtek, the understanding of Simda which is owned by the regional financial managers in the SKPD, the better the performance of regional financial managers. Bengkulu City regional government to continue to improve the existing Diklat / Bimtek model, together with increasing understanding of Simda towards local government SKPD.

Purpose After discussing recent academic attempts to assess the status of worldwide military transparency and accountability in nations which adopted open governance paradigms, this paper tries to show that such countries allegedly committed to democracy and open data should coherently fight for military transparency and citizen inclusion in the governance process, avoiding the prevalence of military secrecy over military transparency. The most important contribution of the paper is discussing the lack of military transparency, until now taken for granted as a traditional armed forces ’informal right, and proposing concrete definitions of military transparency and secrecy within the context of the open government partnership. In addition to the definitions, an exploratory model of how military accountability can affect military transparency has been suggested. Design/methodology/approach For the proposed endeavour, first a description on the context of open governance where the involved public defence sector is inserted is given. Second, notions of military transparency and secrecy are proposed. Finally, the paper discusses when military secrecy could be granted and what it means for military information to be unjustifiably kept secret. At the end, the urge of the citizen involvement to open the still insulated military governance systems is highlighted. Findings This paper proposes notions of military secrecy and military transparency and suggests the second term as a broader notion which includes the first. This paper also indirectly identifies the conditions for the inadmissibility of military secrecy and calls attention to the bad externalities of unjustifiably holding public information back. Research limitations/implications The consideration of the proposed notions of military secrecy and military transparency could minimize the traditional excuse of military confidentiality that armed forces worldwide tend to not to convey public information to the public while making military accountability perfectly possible without overexposing its strategies regarding national defence. Practical implications Providing armed forces and citizens with concrete definitions of military secrecy and military transparency could not only help military institutions to develop a sincere transparency policy based on open government terms, but it could also guide interested media and citizens with their control and oversight tasks by establishing clear limits for alleged secrecy while releasing the borders for military transparency. Social implications The suggested approach for military transparency and secrecy is not only adequate to the globalized strategy of open governance but also mainly a way to finally reward citizens’ often misused and manipulated trust. Originality/value It is the first attempt of an academic definition for military secrecy and military transparency taking into consideration the open government terms and aiming at improving military accountability.
