The Regional Medium-Term Development Plan (RPJMD) as a mandatory document in the planning process carried out by local governments is one of the vital documents that determines the future development direction of an area. The purpose of this study was to determine the policy evaluation strategy aimed at the Regional Medium Term Development Plan (RPJMD) for the 2011-2016 period, with the locus of Cianjur Regency. The strategy that can be carried out by the Cianjur Regency government refers to the Priority scale pattern which is based on the calculation results of the Analitycal Hierarchy Process (AHP), which essentially follows the pattern; (1) dimension of perception equation, (2) dimension of accuracy, (3) dimension of equalization, (4) dimension of responsiveness. (5) the dimension of adequacy, (6) the dimension of efficiency, (7) the dimension of effectiveness. The results showed that in order to increase people's purchasing power and create a prosperous South Cianjur community, the Regional Government and DPRD of Cianjur Regency are expected to be able to increase synergy, both in the form of coordination and collaboration, especially in relation to the preparation of the Regional Medium-Term Development Plan in the coming period by making road infrastructure development one of the Cianjur Regency Development Missions. This is very important to do, so that road infrastructure development gets serious attention from various stakeholders.

Purpose of the study: This study examines the capacity planning of the new autonomous region (DOB) in the Seluma regency of Bengkulu province, Indonesia. Methodology: By applying the descriptive qualitative research and interactive model, the results show that capacity planning becomes an important process involved by all stakeholders. Moreover, the planning process, which reflected the development and implementation of the DOB’s objectives, includes four approaches (1) technocratic; (2) political; (3) top-down/bottom-up; and (4) participatory. Main Findings: The findings imply that policy actors are required to respond to parts of the process that have not been effectively accommodated. Additional planning further should be based on the results of academic studies and expert opinions. Therefore, it needs a strategy and capacity planning to deal with these threats employing diversification strategies to increase creativity and innovation. Applications of this study: This study can be useful in the government and regional development. This study can be useful to plan work programs every year as set out by the Regional Revenue and Expenditure Budget (APBD) in line with the vision and mission of the elected Regent. Participatory planning is a necessity. Unfortunately, participatory planning has various problems that make it ineffective. Human resource capacity as an input factor for participatory planning is still inadequate. The participatory planning process has not optimized the best way of producing the outputs that are needed by the community. Spatial aspects of planning, activities in the space, and budgeting must be aligned. However, empirical facts show the inconsistency of development planning. The purpose of this study is to analyze the relationship between community participation in planning and regional development performance through spatial planning, development, and budget planning alignment, as the mediating variable. This study explore measurement of all three variables using quantitative indicators. The results of this study, using SEM PLS, indicate that the direct relationship of community participation and the performance of infrastructure development is significant if it does not include the mediation variable.  Process, results of participatory planning, alignment of spatial and development plans, and alignment of strategic plans with work plans are significant variables. Therefore, local governments need to make efforts to improve participation processes in spatial planning and development so as to improve the regional development planning alignment and performance

The consistency between planning and budgeting is important because it is a marker for local governments in assessing the performance of all government programs and activities, whether they are running well and according to the goals set. The difference in consistency in the Pangkalpinang City Government occurs from year to year. Still, there is a commitment from the Regional Head to build consistency between planning and budgeting to realize community welfare. This research has a purpose: to find out and analyze how the consistency between planning and budgeting in the 2018 to 2020 fiscal year is through an analysis of the planning process and the budgeting process to see what factors support this consistency. The research method used uses a qualitative approach and analysis through the Interactive Model of Miles and Huberman. The results obtained from the research are planning and budgeting process in the Pangkalpinang City Government is still not consistent. The research locus is at the Regional Development Planning and Research Agency of the Pangkalpinang City, Regional Finance Agency of Pangkalpinang City, and Regional House of Representatives Budget Agency of Pangkalpinang City. Each year, the consistency that occurs is different in the Regional Government Work Plan (Rencana Kerja Pemerintah Daerah or RKPD). The highest consistency is found at the end of the Regional Medium-Term Development Plan (Rencana Pembangunan Jangka Menengah Daerah or RPJMD), which in this research falls on the 2018 Regional Government Work Plan (RKPD).

The Regional Medium Term Development Plan (RPJMD) is one of the development planning documents that must be prepared by the regional government 6 months after the regional head is inaugurated. Vision The mission in the RPJMD is the vision and mission of the elected regional head offered to the community at the time of the campaign implementation in the implementation of the Regional Election Committee and adjustments that refer to the existing RPJPD. This means that the RPJMD is a political contract between the regional head and the community during his tenure (5 years). The political process is also interpreted as a stage where there is interaction between the executive and the legislature in the legislative process, especially in relation to the discussion of the RPJMD which sets out the vision and mission of the regional head during his term of office. The legislative process is focused on the stages of discussion and agreement with the DPRD regarding the RPJMD and its relation to the performance of the future regional government.

Planning can be defined as determining the actions that will be carried out in the future with the aim of achieving what is desired. Planning is often arranged to solve a certain problem at a certain time. Planning is a continuous process, covering two aspects, namely the formulation of the plan and its implementation. Development is a process of implementing activities to make a better change as an application of a predetermined planning process. In the Cianjur Regency RPJMD 2011-2016, it is explained that the policy on public works is directed at road and bridge infrastructure programs, irrigation, water resources, building construction and rural infrastructure development. In accordance with the context of the problem to be studied, this research focuses more on road infrastructure based on tourism in South Cianjur which is expected to increase the purchasing power and welfare of the community, especially those in South Cianjur. This research uses qualitative research. A qualitative approach was chosen because it can be used to reveal and understand something behind a phenomenon that is not yet known or a phenomenon that is little known. The results showed that the implementation of the Cianjur Regency RPJMD policy was deemed not implemented properly, it was proven that good road conditions were around 36.35% and the rest was 64.65%.

The ability of the Regional Government in planning the budget is something that is very influential in order to realize the goals set through the Medium Term Development Plan. The change in the paradigm of the government system from centralistic to decentralized (regional autonomy) has the consequence of a change in the development planning paradigm from a sectoral development approach to a regional (regional) approach. This study uses qualitative methods, to see whether the budget planning implemented by the East Java Provincial Government is in accordance with public policy, and sees its potential, taking into account the development of the 2014-2019 Medium Term Development Plan. The results achieved in this study are mostly the budget planning process that is applied in accordance with public policy, which starts from the bottom, although the results obtained are still not fully in accordance with the target. And this is evident that East Java is the province that first applied ebudgeting, so that budget management can be more transparent and accountable.

<p>The development and provision of road infrastructure in Nigeria has primarily been through the traditional forms of procurement strategies by the federal, state and local governments through budgetary allocations and door-financed loans and grants this thereby leaves the Nigerian road sector in a precarious situation. In recent time, with the demand for more road infrastructure arising from the population explosion and urban-rural migration coupled with the financial crisis experienced by the Federal Government resulting from global economic and financial crisis the Federal Government of Nigeria therefore sought to involve the private sectors in the development of road infrastructure facilities via Public-Private Partnerships (PPPs) like the developed countries so as to meet their economic growth.</p><p>This paper examined the state of road infrastructure development through Public-Private Partnerships in North-Central Region of Nigeria with emphasis on the strengths and limitation of PPPs. The chapter begins with a review of literature on the concept of PPP road infrastructure development in North-Central Region of Nigeria. Academic literatures were also reviewed on PPP objectives, operational and financial characteristics in road infrastructure development in North-Central Region of Nigeria this was followed with the assessment of the PPP road infrastructure development life-cycle process and its challenges.</p>
