The work is devoted to solving an urgent task - to develop a complex of scientifically-based proposals of conditions and measures that provide technologies for the operation of electricity traction networks based on energy and resource conservation. The article deals with theoretical and practical issues of technology development and repair of the contact network (CN) on state to ensure the process of passenger transportation. The technical criteria for the status of CN are determined and the technologies of maintenance are offered as monotonically changing parameter control. The set of diagnostic and reliable indicators is offered. Generalized structural diagrams of the system of assessment of the condition of the CN and the ranking of repair work taking into account the possible impact of defects. It is proposed to rank them by three characteristic features: first-class failures in which the CM as a system completely loses its capacity; type 2 failures (partial) in which the effectiveness of the functioning of the CM decreases; failures of the 3rd kind - are noted in the elements of KM for the time of work on the current composition and repair. It is shown that the use of maintenance system according to the state with parameter control is possible if: operating conditions of the CM conditions do not allow the work to failure; KM devices have high functional value with insufficient degree of reserve; there is a high level of operational adaptability and repairability. The basic criteria of the condition of the CM and the quality of current flow are summarized. Technologies based on the synthesis of probabilistic methods of parameter estimation, real diagnostics and simulation modeling of the CM state are proposed. The basic criteria of the condition of KM, which allow to estimate the resource saving during maintenance and repair, are defined.

An analog fuel control for a gas turbine engine was compared with several state-space derived fuel controls. A single-spool, simple cycle gas turbine engine was modeled using ACSL (high level simulation language based on FORTRAN). The model included an analog fuel control representative of existing commercial fuel controls. The ACSL model was stripped of nonessential states to produce an eight-state linear state-space model of the engine. The A, B, and C matrices, derived from rated operating conditions, were used to obtain feedback control gains by the following methods: (1) state feedback; (2) LQR theory; (3) Bellman method; and (4) polygonal search. An off-load transient followed by an on-load transient was run for each of these fuel controls. The transient curves obtained were used to compare the state-space fuel controls with the analog fuel control. The state-space fuel controls did better than the analog control.

The scientifically substantiated principles of development of technology of operation of electric systems with traction loads by condition and minimum expenses during their life cycle for urban electric transport are developed. Saving quality criteria that determine resource conservation are generalized. It is proposed to expand the functions of tram wagon laboratories to measure the basic quality criteria. The scheme of expert system for analysis of the state of power supply devices and development of control effects in the analytical centers of control systems is developed. The scientifically grounded principles of the development of the technology of operation of electric systems with traction loads on the state and minimum expenses in the course of their life cycle, in particular the concept of maintenance of power supply devices on the basis of their diagnostics and monitoring, a complex automated system of diagnostics of the contact network and current collectors, means of improving quality scratching and reducing the wear of the contact wire, which collectively solves the problem of resource conservation and allows reducing operating costs 1.5–2 times. Generalized current quality criteria that determine resource conservation. It is established and experimentally confirmed that the basic criteria for the state of the contact network are contact pressing and the coefficients of reliability and economy of current flow. It is proposed to expand the functions in the field of measuring the basic criteria for servicing the contact network by state. The information technologies of an estimation of a condition of power supply devices during their operation on the basis of synthesis of two sources of information are offered: real-time diagnostics and simulation modeling. A generalized scheme of the expert system for analysis of the status of power supply devices and development of control effects in the analytical centers of control systems has been developed. Statistic data concerning the trolleybuses operations in Ukraine prove that reliability of traction electric engines has been reduced for subjective and objective reasons over the past 10-15 years. New developments and the use of technologies are therefore needed for more effective use of the known technical equipment, its modernization, reliability improvement and extending the service life. To determine the effectiveness of trolleybus operation on the route, the modern methods of reliability assessment of the traction electric engines are used, which allow to get adequate characteristics of the structure, functional links of parts and units. Improving public transport services is linked to the efficient operation of urban electric transport. It depends on the capabilities and quality of individual components and units of rolling stock. In addition, power supply and traffic control systems play an important role. An important technical and economic indicator of quality for each technical system of electric transport or product is the concept of reliability, which characterizes the level of operating conditions of the main elements and characteristics of traction electric motors. One of the main criteria for the reliability of traction motors is the reliability of operation during operation. The conditions of operation of electric machines of trolley buses are analyzed and the main directions of increasing their operational reliability are determined. The nature of the change in the state of structural units of an electric machine during operation has been established. A mathematical model of reliability has been developed that takes into account changes in the state of structural units of an electric machine.

A significant part of Ukrainian bridges on public roads is operated for more than 30 years (94 %). At the same time, the traffic volume and the weight of vehicles has increased significantly. Insufficient level of bridges maintenance funding leads to the deterioration of their technical state. The ways to ensure reliable and safe operation of bridges are considered. The procedure for determining the predicted operational status of the elements and the bridge in general, which has a scientific novelty, is proposed. In the software complex, Analytical Expert Bridges Management System (AESUM), is a function that allows tracking the changes in the operational status of bridges both in Ukraine and in each region separately. The given algorithm of the procedure for determining the predicted state of the bridge using a degradation model is described using the Nassie-Schneidermann diagram. The model of the degradation of the bridge performance which is adopted in Ukraine as a normative one, and the algorithm for its adaptation to the AESUM program complex with the function to ensure the probabilistic predicted operating condition of the bridges in the automatic mode is presented. This makes it possible, even in case of unsatisfactory performance of surveys, to have the predicted lifetime of bridges at the required time. For each bridge element it is possible to determine the residual time of operation that will allow predict the state of the elements of the structure for a certain period of time in the future. Significant interest for specialists calls for the approaches to the development of orientated perspective plans for bridge inspection and monitoring of changes in the operational status of bridges for 2009-2018 in Ukraine. For the analysis of the state of the bridge economy, the information is available on the distribution of bridges by operating state related to the administrative significance of roads, by road categories and by materials of the structures. Determining the operating state of the bridge is an important condition for making the qualified decisions as regards its maintenance. The Analytical Expert Bridges Management System (AESUM) which is implemented in Ukraine, stores the data on the monitoring the status of bridges and performs the necessary procedures to maintain them in a reliable and safe operating condition. An important result of the work is the ability to determine the distribution of bridges on the public roads of Ukraine, according to operating conditions established in the program complex of AESUM, which is presented in accordance with the data of the current year. In conditions of limited funding and in case of unsatisfactory performance of surveys, it is possible to make the reasonable management decisions regarding the repair and the reconstruction of bridges. Subject. The article focuses on contemporary trends in the industrial and socio-economic development of Russia during the technological transformation of its sectors. Objectives. The study is an attempt to analyze what opportunities and difficulties may arise for the development of the industrial sectors in Russia. We also examine the dynamics of key development indicators of the industrial sectors, point out inhibitors of their competitiveness. Methods. The methodological framework comprises general methods of systems, structural-functional and comprehensive approaches to analyzing economic phenomena. We applied graphic, economic-statistical methods of research, conventional methods of grouping, comparison and generalization, and the logic, systems and statistical analysis. Results. We display how industrial sectors develop over time by type of economic activities. The article provides the rationale for structural rearrangements and further innovation-driven development of the industries. We display that the Russian industries technologically depend om imported production technologies. We substantiate the renewal of assets and technologies at industrial enterprises, and retain and develop human capital. Conclusions and Relevance. Primarily, the Russian economy should be digitalized as a source of the long-term economic growth. Notably, industrial enterprises should replace their linear production method with that of the circular economy and implement resource-saving innovative technologies. The State evidently acts as the leading driver of technological retrofitting of the industrial sector. If the State holds the reasonable and appropriate industrial policy at the federal and regional levels and configure its tools to ensure the modern approach to developing the industries in a competitive fashion, the industrial complex will successfully transform into the innovative economy.

The article compares the results of calculation of the finite element simulation of current and temperature distribution in the scale model of the DC catenary with the data of laboratory tests. Researches were carried on various versions of the structural design of catenary model, reflecting the topological features of the wire connection, characteristic of the DC contact network. The proportions of the cross-sectional area of the scaled model wires are comparable to each other with the corresponding values for real DC catenary. The article deals with the operating conditions of the catenary model in the modes of transit and current collection. When studying the operation of the scale catenary model in the transit mode, the effect of the structural elements on the current distribution and heating of the wires was obtained. Within the framework of the scale model, theoretical assumptions about the current overload of the supporting cable near the middle anchoring have been confirmed. In the current collection mode, the experimental dependences of the current in the transverse wires of the scale model are obtained from the coordinate of the current collection point. Using the model it was experimentally confirmed that in the section of the contact wire with local wear, not only the temperature rise occurs but also the current redistribution due to the smaller cross section. Thus, the current share in other longitudinal wires of the scale model increases and their temperature rises. Scale and mathematical models are constructed with allowance for laboratory clamps and supporting elements that participate in the removal of heat from the investigated wires. Obtained study results of the scale model allow to draw a conclusion about the adequacy of the mathematical model and its correspondence to the real physical process. These conclusions indicate the possibility of applying mathematical model for calculating real catenary, taking into account the uneven contact wear wire and the armature of the contact network.

A multidimensional analysis of the state of Russian studies on the education issues over 1993–2016 was carried out based on the materials of the data contained in the Web of Science (SSCI, A & HCI and SCI-E databases). There were determined the dynamics and trends of a number of relevant indicators, such as the number of Russian publications by year, the share of these publications in the global flow of publications on education issues, the dynamics of the share of publications made in co-authorship with foreign colleagues, etc. A number of distributions of Russian publications on educational issues was compiled and analyzed: by journals, by Russian regions and cities, by organizations and authors of the publications. It was found that most of these distributions were characterized by a high level of non-uniformity. A list of journals (125 titles) in which Russian works on education issues had been published was compiled. Russian organizations (308) and domestic researchers (about two thousand) engaged in studying the issues of education were identified. It was discovered that more than 200 organizations and about 400 academicians from 60 foreign countries had participated in Russian studies on the education issues.

According to forecasts for 2022, the number of self-propelled agricultural machinery that will fail will be about 100 thousand units. This will have a significant impact on the overall productivity in the field of agricultural production and will require additional financial costs for effective resource-saving environmental-oriented utilization of agricultural machinery with the maximum recovery of secondary resources in the processing of its components. (Research purpose) The research purpose is considering the main life cycles of machinery, including agricultural, and determining the possibility of obtaining secondary resources in the recycling of components of machinery and equipment. (Materials and methods) The authors found that the establishment of an industry-wide recycling system would allow the reuse of usable and recovered parts obtained from decommissioned equipment, as well as receive additional funding from the sale of secondary resources. The authors have found that for the functioning of the whole system, it is necessary to work with a large amount of data related to the ongoing recycling processes, as well as constantly monitor changes in the state and properties of materials. They also found that the maximum use of digital technology is the only way to combine all these requirements and make the system work. (Results and discussion) The article reviews the key points of the use of life cycle method for equipment, including agricultural, reviews the state of machine and tractor park of agro-industrial complex, shows the possibility of using resource-saving ecologically oriented branch system of recycling of agricultural machinery, as well as the movement of waste and material flows in the processing components of utilized machines. (Conclusion) The article presents recommendations on the possibility of efficient disposal of equipment, including agricultural, with the maximum recovery of secondary resources from recycled waste.
