It is proved that intellectual capital in developed economic systems is one of the main assets that affects the functioning of enterprises. It is established that the topical issue is the definition of intellectual capital as a modern tool for the formation of information and analytical support for the development of construction companies (BP). The purpose of the research on the definition of intellectual capital as a modern tool for the formation of information and analytical support for the development of construction enterprises has been achieved. To achieve this goal, the following tasks have been solved: determining the intellectual capital of construction companies; characteristics of the elements of intellectual capital of construction companies; formation of tools for the formation of information and analytical support for the management of intellectual capital of construction companies. It is determined that the intellectual capital of construction companies is a category that has a complex structure and is characterized by a set of functional, cost, urban, spatial and features, which as a result of constant transformations form the relevant knowledge, skills, experience of workers to create an intelligent product. attractiveness, competitiveness and efficiency of activities based on interaction between customers, investors, contractors, public authorities and BP. Elements of construction capital are defined. The tools of formation of information-analytical support of development of construction enterprises are singled out.

The purpose of the article is to determine the directions of the integrated assessment of the competitiveness of construction enterprises. To achieve this goal the following tasks should be solved: the formation of a model for the assessment of the integral indicator of competitiveness, the characteristics of the indicators which are used in the developed model. It is proved that the characteristic of directions of estimation of an integral indicator of competitiveness of construction enterprises for determining its influence on the formation and use of intellectual capital, as a means that determines the development of the company, becomes of special significance. The scientific developments conceptual provisions concerning definition of directions of competitiveness estimation are presented. However, the issue of the characteristics of an integrated indicator of competitiveness assessment of construction enterprises remains unresolved. In scientific research there is no common approach to assessing the competitiveness of enterprises. The following directions, which can help to solve the problem, are singled out: implementation of standardization of indicators; calculation of partial coefficients according to the relevant indicators; evaluation of the integral indicator for three components: economic development, living standards of the population, investment attractiveness; defining a generalizing integral indicator of competitiveness. Areas of the model construction for determining the competitiveness of enterprises are determined. They are as the following: efficiency of production activities; assessment of the financial condition of the enterprise; the effectiveness of the organization of sales and promotion of goods on the market; the competitiveness of the goods. The models have been developed. The integral index of competitiveness of construction enterprises has been determined.

The article defines the directions of modeling the influence of the integral indicator of the formation and use of intellectual capital on generalizing criteria of competitiveness and investment attractiveness of construction enterprises. A high level of influence of the integral indicator of the formation and use of intellectual capital on the level of competitiveness is established. It is proved that the investment attractiveness at a low level is determined by the directions of formation and use of the intellectual capital of construction enterprises. The results of modeling have formed the basis for the growth of the level of competitiveness and investment attractiveness through the adoption of sound management decisions.

It is proved that the formation of a modern paradigm of formation and use of corporate social responsibility is an important factor influencing the development of construction companies. Corporate social responsibility is defined as a modern toolkit based on a system of structural components, covering various areas of operation of construction companies. It is characterized as a system of targeted actions of stakeholders of construction companies aimed at meeting their material, socio-economic, corporate needs, taking into account investment, innovation, environmental, urban planning, project areas of construction companies to increase social dialogue and social factors and companies. The aim of the study is to form a modern paradigm of formation and use of corporate social responsibility of construction companies, taking into account the transformational processes occurring in the external and internal environment. The study solves the problem of the purpose: the definition of corporate social responsibility of construction companies as a modern tool for their development; characteristics of structural components of corporate social responsibility of construction companies; identification of modern aspects of the formation and use of corporate social responsibility of construction companies. The normative-legal provision of formation and use of corporate social responsibility of construction enterprises is characterized. Modern aspects of application of corporate social responsibility of construction enterprises are defined. As a result of the research the author's definition of corporate social responsibility of construction enterprises is proposed, which is determined through the prism of system characteristics of stakeholders' interaction to meet their material, socio-economic, corporate needs, taking into account investment, innovation, environmental, urban planning, project areas. In the process of forming and using CSR, a social dialogue is provided between all stakeholder groups, which creates conditions for the development of BP. Elements of formation and use of corporate social responsibility of construction companies are identified, which reflect the directions and features of their activities, social dialogue and interaction with stakeholders.

The main purpose of this study is to systematize the conceptual provisions for determining the organizational and economic mechanism of intellectual capital management in construction companies. Theoretical and methodological provisions are systematized and appropriate approaches to the definition of organizational and economic management mechanism are identified. As a result of the study, the lack of uniform approaches in this analysis was determined. For example, the modified approach is characterized by ways of forming and using interdependent elements aimed at achieving this goal. Within the framework of the structural approach, the main attention is paid to the structural elements of the organizational and economic management mechanism, the combination of which allows to ensure the achievement of the set goal. The functional approach involves determining the directions of implementation of organizational and economic management mechanism. With regard to the goal-oriented approach, the main attention is paid to the goal of creating and implementing an organizational and economic management mechanism to ensure the efficiency of operation and development of economic entities. Among the current scientific approaches, it is worth paying more attention to those where the structural components of intellectual capital are highlighted. The main ones are strategic, which are determined by the use of future opportunities, ensuring the development of the construction company; economic, which are determined by the organization, planning, financing, control; organizational, which are formed on the basis of the use of security services at the construction company and constant monitoring; tactical - providing by increasing the efficiency of the potential that exists in the enterprise; implementation of an integrated assessment of the state and level of use of economic security at the enterprise. Thus, based on the provisions of an integrated approach, the definition of "organizational and economic mechanism of intellectual capital management of construction enterprises" is proposed, which is characterized as a certain integrity of organizational, economic, social, technical components, characterized by high interaction and interdependence features and directions of formation and application of elements of intellectual capital, its estimation that allows to develop administrative decisions for increase of efficiency of formation and application of intellectual capital at the construction enterprises.

Abstract. The urgency of forming partner stakeholder relations at construction enterprises (BP) in the conditions of slow growth or decrease of the main indicators of the state functioning, negative influence of external and internal factors, unstable socio-economic and political situation in the state is determined.  It is proved that in the construction sector there are processes of slowing down the index of construction products with increasing total area of residential and non-residential buildings. Based on the study of theoretical and methodological provisions, formed approaches to the definition of stakeholders: functional; structural; process; an approach based on identifying threats affecting stakeholders; strategic; social; retrospective; complex; resource. Sound approaches allowed to propose the definition of stakeholders of construction companies, which are characterized as individuals and (or) legal entities or groups of persons interacting in the construction sector on the basis of strategic contours and social directions and determined by functional, resultant, structural, process, strategic, complex features.  the relationship of which has a certain level of risk and threat, which allows to form a contractual relationship in capital construction, to carry out architectural control, appropriate calculations, provided by the project documentation, material and labor resources. The types of stakeholders of construction companies are identified based on the characteristics of internal and external stakeholders interacting with construction companies, which allowed to form economic and organizational support for the formation and implementation of stakeholder relations and build a quantitative basis for sound management decisions to strengthen their financial condition. It is determined that the formation of and acquires special significance use of corporate social responsibility as important factor in creating a socially oriented economy that is modern trend of counteraction to negative phenomena, impact of pandemic COVID-19. Achieved the purpose of the study to determine the directions of corporate development social responsibility of construction companies. Tasks solved of the presented research: definition of directions and features implementation of corporate social responsibility of construction enterprises; characteristics of strategic contours of corporate development social responsibility; determining the directions of level growth the effectiveness of corporate social responsibility construction companies. For the development of corporate social responsibility are proposed stages of economic and mathematical modeling: the formation of information-analytical support based on quantitative and qualitative indicators that determine the corporate social responsibility of enterprises; construction systems of indicators for assessing corporate social responsibility; assessment of the generalizing factor of the level of formation and use corporate social responsibility of enterprises; determining the degree the influence of factors on the generalized indicator of formation and use corporate social responsibility based on correlation coefficients and determination; assessment of economic and mathematical adequacy criteria models; interpretation of the obtained results. The results of the assessment of the integrated indicator of formation are presented and the use of corporate social responsibility for construction enterprises, which created a quantitative basis for the adoption of reasonable management decisions. To ensure the strategic contours of corporate development social responsibility of construction companies is proposed application of modern tools of geographic information systems, which allows you to build monitoring maps of CSR changes, taking into account spatial aspects of enterprise functioning. The application of organizational and economic mechanism is offered formation and use of corporate social responsibility construction companies, which allows you to determine the organizational and economic directions of its development as important factors of creation strategic contours.

Subject. Currently, as the global economy evolves, its innovative components should demonstrate a tendency of accelerated growth as intellectual capital, information technologies, increasing knowledge and digitization of mushrooming production processes. Nowadays, intellectual capital is one of the economic development drivers. However, the economic community is found to have no generally accepted wording of the concept, thus laying the basis for this article. Objectives. The study sums up the analysis of approaches used by the Russian and foreign economists to determining the economic substance of intellectual capital. We also identify the importance of human capital as its components and specify the definition of the concept. Methods. The article overviews and analyzes proceedings by the most renowned authors, which substantiate how the economic substance of intellectual capital should be unveiled, and suggest its definitions. Results. We specified the definition of intellectual capital concerning the current economic development. We suggest integrating a new component into intellectual capital, such as intellectual property, which includes products of intellectual activity and intangible assets. They can be owned by the entity or other legal entities and individuals, including some employees of the entity. Conclusions and Relevance. The specified definition of intellectual capital will help address issues of sustainable economic development and ensure the competitiveness of the Russian entities nationwide and worldwide, since it directly contributes to intellectual capital and its components.

This article is devoted to the study of the image of Executive authorities in modern Russia. The relevance of the chosen topic of the scientific article is emphasized for the present time, when society and the state are developing methods of countering the coronavirus pandemic – not only in the medical, but, no less important, in the socio-psychological aspect. In this perspective, the consolidating potential of a positive image of government bodies and civil servants is noted. Attention is focused on the terminological apparatus of the problem. Based on the analysis of relevant scientific works, the article provides the author's definition of the image of public authorities. The author notes the peculiarity of the image of Executive authorities, which consists in the presence of two inextricably linked equivalent components – the image of the authority and the image of a civil servant. Image formation of government bodies is considered as a multi-factor interaction of three main subjects: government bodies, the population, and the mass media. The main method of implementation is still the mass communication media, which provide a permanent presence of Executive authorities in the information and communication space. It is noted that the basis for the formation of a positive image of the Executive authority and bureaucracy is their effective functioning. At the same time, the perception of citizens, their attitude to the activities of Executive authorities, the level of trust in them is considered as the main indicator of the modality of the image. Based on the analysis of data from sociological studies, the conclusion about a positive trend in the perception of public authorities and officials by Russians is substantiated. However, there is a negative impact on their image of the lack of these changes and, in General, a low level of openness of public authorities.

The article reveals the main features of the competence approach in the practice of European public administration. The features of the competence approach in public administration are determined on the basis of analysis of the basic concepts of public administration. In the dynamics of the formation and development of popular theories of interaction between state and local authorities, such as the theory of a free community, community (public) and public and state (the theory of municipal dualism), we can trace a number of characteristic features of a competency approach, which manifests itself both through the general theoretical relations and manifestations, and through the practice of coexistence of public authorities. There is a problem of definition and distribution of public functions as a prerequisite for defining and shaping the competences of public institutions. An important issue in the context of a competent approach is the institutional consolidation of functions in the context of the existence of the basic models of territorial organization of power. In each of the varieties of the Governance concept (Responsive Governance concept, Democratic Governance concept, Good Governance concept), the specifics of the use of competencies are defined. The archetypal symbols in the European public administration are singled out using the analysis of competence in public administration in its main constituents. A brief description of the archetypal aspect of European public administration is given. The main components of competence are shown in connection with the existing archetypal symbols and the characteristic trends of their development. Their connection is shown according to the scheme “the entity component (who?) — the object component (what?) — the administrative component (how?) — the basis (in what environment?)”. Concerning the trends of development of a competence approach in the context of practice and theory of public administration, it is determined that modern concepts of public administration are characterized by shifting the balance between state and public institutions to the sphere of common goals and tasks, and thus responsibility. The joint activity of all subjects of society requires new forms of cooperation, definition of the spheres and subjects of each entity’s activity for effective cooperation, distribution of functions and competences of the entities, formation and consolidation of their status characteristics.

The rotating machineries in a factory usually have the characteristics of complex structure and highly automated logic, which generated a large amounts of monitoring data. It is an infeasible task for uses to deal with the massive data and locate fault timely. In this paper, we explore the causality between symptom and fault in the context of fault diagnosis in rotating machinery. We introduce data mining into fault diagnosis and provide a formal definition of causal diagnosis rule based on statistic test. A general framework for diagnosis rule discovery based on causality is provided and a simple implementation is explored with the purpose of providing some enlightenment to the application of causality discovery in fault diagnosis of rotating machinery.
