The quality of the performance of the State Civil Apparatus (ASN) is a very important resource to be able to determine the capacity of the Regional Apparatus Organization (OPD). One of the efforts to improve the quality of OPD performance is the promotion of positions. Promotion of an award given for work performance and dedication of a civil servant, as well as being excited to improve work performance and loyalty. Therefore, it is necessary to determine a promotion. The weighting method in this study uses the Analytical Hirarchy Process. This study also compares this method with the Technique for Ordering Preference based on Similarities with Ideal Solutions. The resulting criteria are formal and informal. Consists of formal sub-criteria consisting of formal education, position experience, class rank, technical competence, managerial competence and socio-cultural competence. Then for the informal sub-criteria consisting of discipline, innovation, creativity, ideas for institutional functions, the ability to collaborate and work in teams, loyalty, responsibility, leadership, ability to communicate well and recommendations at the provincial and / or ministerial level. Furthermore, calculations are carried out using the AHP and TOPSIS methods for data for 2018 which means 1 position, in 2019 means 2 positions, and in 2020 means 4 positions. In one position consists of 3 ASN alternatives. After comparing the accuracy level of the AHP and TOPSIS methods with experts, the results of the AHP method are better in making recommendations for structural promotion of echelon IV ASN by producing a perfect score of 100% and a TOPSIS value of 71.4%.

Employees are a very important resource for determining the success of a work unit. Efforts to improve the quality of the performance of an ASN is a promotion. The promotion is an award given for work performance and service of ASN, as well as encouragement to further improve work performance and service. One of the main causes is because there is a mismatch between the competencies of employees with the positions they occupy. The discrepancy is caused by the composition of expertise or skills of employees who have not been proportionate. Therefore, it is necessary to have an assessment in determining promotions by taking into account several elements, including formal and informal elements. In both elements there are special criteria as a basis for making an assessment. The method used in this research is Soft System Methodology (SSM) using Analytical Hierarchy Process tools. From the results of the study obtained 2 criteria, namely Formal and Informal. Formal criteria consist of formal education sub rank, rank / goal. space, position training, job experience, years of service, and age, while innovation, creativity, and ideas for developing institutional functions, discipline, ability to collaborate and cooperate with teams, leadership, loyalty, responsibility, ability to communicate well, and political intervention is a sub-criterion of informal criteria. Keywords: decision making, position placement system, state civil aparature, soft system methodology, analytical hierarchy process

The evaluation of the work performance of health professionals has focused the interest of scientific research in recent decades as a basis for improving the quality of health services. The global COVID-19 pandemic has pushed countries’ health systems to the limit and had previously unknown consequences on the job performance of health professionals. In this context, what are the determinants of performance? There are numerous studies that link job performance with other variables that directly affect it, such as leadership, job satisfaction, organizational commitment, and work environment. However, there are no studies that jointly relate all these variables, and even less in the field of health. The main objective of this work is to analyse how these variables are configured together to generate a good level of performance of health professionals during the times of COVID-19. To do this, a fuzzy set qualitative comparative analysis (fsQCA) is carried out, an appropriate method that will allow finding the joint causal effects of key variables in human resources to ensure a good level of job performance in health organizations. The study reveals that leadership and commitment are the two key drivers of performance. The data confirm that the “recipe” to achieve a good level of performance consists of the combination of leadership, commitment, and a good work environment. Additionally, in the case of less satisfied workers, linking leadership and commitment is a sufficient condition.

Allergic rhinitis is a global health problem that causes major illness and disability worldwide. Although nasal and nonnasal symptoms are directly attributable to inflammation in the upper respiratory tract, individuals also experience generalized symptoms that include fatigue, mood changes, depression, anxiety and impairments of work and school performance, and cognitive function. Health-related quality of life focuses on patients’ perceptions of their disease and measures impairments that have a significant impact on the patient. The burden of disease, as the patient perceives it, forms the basic motivation to seek medical aid or to undergo therapy. Adherence to therapy requires changes in health, perceived by patients as relevant and outweighing eventual disadvantages of intervention. Because so many factors are involved in health-related quality of life, there are multiple ways in which it can be measured. A variety of validated and standardized questionnaires have been developed including assessments of school performance, work performance, productivity, and other parameters that quantify the impact of allergic rhinitis and its treatment on quality of life. The aim of this review is to highlight the impact of allergic rhinitis on the quality of life and to analyze the most commonly used health-related quality of life instruments.

Introduction: Emotional intelligence is a decisive factor for adaptation to the work environment. Objective: To inquire into the employment location and the correlation between perceived quality of work life, emotional intelligence and stress coping strategies in graduates of a university from Manizales.Materials and methods: Analytical cross-sectional design. From a population of 1 245 graduates, 149 were asked about their working conditions using the CVP35 questionnaire on quality of work life, the TMMS-24 questionnaire on emotional intelligence, and the CRI-Y questionnaire on stress coping strategies. Results: 88.6% of the respondents work; 51.7% of them have a full-time job. In the CVP35, 53% of the participants were classified in the “quite a lot” category for the workload domain, 63.1% for the intrinsic motivation domain, 51.7% for the managerial support domain, and 4% for the perceived quality of life domain. Regarding the TMMS-24 questionnaire, 59.1% should improve their perception, 48.3% have an adequate level of comprehension, and 51% have adequate regulation. The level of emotional intelligence positively influences both the perception of quality of work life (QWL) and the type of stress coping strategies that are used. Conclusions: Emotional intelligence has a significant influence on young professionals’ perception of QWL, and thus on their work performance; therefore, their comprehensive training requires the inclusion of emotional competences in the different curricula in order to counteract the negative effects of work stress to improve their perception of QWL, so that, this way, they have a better work performance and a higher productivity when they enter the labor market.

AbstractThe problem of Human Resources (HR) in Indonesia is becoming increasingly complex, this is reflected in the large number of formal education graduates from various levels who are not absorbed in the world of work. Many factors cause this to happen, including the mismatch between HR competencies and the labor market, the growth of the workforce is greater than the availability of available employment and population distribution between regions is not evenly distributed. If you look at the achievements of Indonesian tertiary education graduates, many of Indonesian tertiary education graduates are slow to get jobs, this shows that there is a broken link between higher education and the world of work. Higher education has not been able to produce graduates with high selling prices armed with the knowledge they have learned even though in general higher education graduates have greater employment opportunities than high school or lower level graduates. Many realities on the ground show that the quality of Indonesian people as a potential resource still does not meet expectations. This happens because of the low quality of education in Indonesia. By fulfilling good educational needs, the students will get benefits and can improve the quality of life of the knowledge they have, so that after completing their education, they can get decent jobs or create quality jobs. Indonesia's education world must start to build links with the world of work, so that the world of work responds to graduates produced in accordance with what the world of work wants; this paradigm must be understood and built by the Indonesian government. Education transformation is needed so that education is able to produce reliable and resilient human resources; education and educators must be improved.

Emotions are a fundamental part of mental health and human behavior. In the workplace, optimal performance of employees is necessary for productivity enhancements and its relation to the quality of a manufacturing product, therefore leading a company to advantages and competitiveness. This means that the workplace staff must remain in a neutral or a calm emotional state, for an adequate job performance. When an operation is not pleasant or the same task is carried out for a long period of time (repetitive), it can cause negative emotions such as stress, and this will have repercussions in poor work performance. The purpose of this research is, by means of an electroencephalogram (EEG), to identify the stress in the repetitive assembly of a manufacturing product. To measure brain waves, the Emotiv Epoc equipment was used and a manufacturing line was designed, divided into three workstations, where the assembly of product comprising a LEGO car was carried out within a manual repetitive approach. The appearance of stress was determined by employing two different methodologies, the prefrontal relative gamma marker (RG) and the valence, arousal, and dominance (VAD) emotional categories. The results obtained from the first methodology, corresponding to the RG marker, displayed a significant more change between the relaxation state and the product assembly carried out at 70% of the standard time (ST). A less significant change was observed between the relaxation state and the product assembly carried out at 100% ST, thus signaling the presence of stress. Additionally, the results from the VAD methodology resulted in moderate and low levels of stress, when the product assembly was carried out at 70% and 100% standard time, respectively.
