The Social Service Office of the City of Palangka Raya is one of the services in the City Government of Palangka Raya. One of the functions of the Social Office is as the implementer of regional regulation No. 3 of 2016 Implementation of the Regional Health Insurance for the City of Palangka Raya. This is because health insurance is one of the basic needs of the people of Palangka Raya City so that this is interesting to study. Sources of data in this study are primary data in the form of observations and interviews of Palangka Raya City Social Service Officers and the general public and other data supporters. Data collection techniques are observation, interview, documentation. The data analysis technique is data reduction, data presentation, conclusion drawing, and data verification. This research was conducted at the City Office of Palangka Raya using descriptive qualitative methods. The results of this study are that with existing limitations, the Social Service still strives to provide the best service for the community. The structure of the bureaucracy is running well, communication is running smoothly both internally and externally, the disposition is well run and resources are also good in providing services to the public. From these results, it can be said that the Social Service Office was able to implement Perda number 3 of 2016 quite well even though there were several obstacles/obstacles. Inhibiting factors have not been implemented properly Regional Regulation No. 3 of 2016 concerning the Implementation of Regional Health Insurance in Palangka Raya, among others: 1) Limited resources in particular Human Resources (HR) in the City of Palangka Raya Social Service, 2). Limited access to the community so that existing databases are sometimes prone to errors. 3). Limited supporting facilities and infrastructure, in this case, is signal coverage and wifi facilities that cause online services to be often delayed.

The city government of Palembang in this case the mayor of Palembang has issued the Palembang Mayor's Instruction No. 1 of 2020 on April 21, 2020 which instructs the improvement of control, prevention, and handling of transmission of corona virus diseases 2019 (COVID-19) in the city of Palembang.  This research aims to maintain public peace in facing the spread of COVID-19 in Indonesia conducted by the Civil Service Police Unit.  The research method uses an empirical legal approach.  Data collection techniques sourced from primary data and secondary data.  The results showed that the Palembang City Civil Service Police Unit had tried to overcome the existing problems, it was found obstacles in the field such as the people who did not wear masks and still clustered on the grounds of family members.  However, this can be handled by the PP policemen by arranging patrol schedules so that they routinely check the activities of the people with the firmness of the Sat Pol PP leaders in the city of Palembang. The commitment is supported by infrastructure to always stop appealing to the public both through print and online media.  This is influenced by factors that influence the success of COVID-19 supervision, control and prevention during PSBB, including internal factors including the Palembang Municipal Civil Service Police Unit in monitoring, controlling, preventing the spread of COVID-19 always prioritizing coordination and synchronization with cross-sectoral .  While external factors include the interests of the community itself.

The discussion of this research is the development of creative cities in a country is the result of the efforts of the government and creative actors in the city in the country. Creative city can not be separated from the potential of social capital that is owned by the people in the city. Social capital is a social organization concept that includes network of norms and social trusts that facilitate mutual coordination and cooperation including in developing the regional economy. This research aims to (1) know the contribution of social capital in making a creative city, (2) express the social capital and creativity of individuals and communities to realize creative city, and (3) know aspects of social capital that dominant influence on a creativity of the city. The method of this research is qualitative primary data with technic observation and indepth interview, also secondary data in the form of document and archive analysis from Bandung city as one of creative city in Indonesia. Research is done during 2015-2016. Conclusions this research are (1)Social capital that form trust, tolerance, cooperation, openness, and independence of the community greatly contributes in the creation of creative city because through the braided integration of social capital that forms a norm of behavior binding for its citizens to be creative and does not require material capital,(2)Individual urban creativity formed through the process of socialization of elements of social capital in the life of society to trigger creativity of individuals and society as a whole, and (3) The form of openness, tolerance, and cooperation are the dominant elements of social capital in growing the creativity of individuals and societyKeywords: Creatif city, Social capital

This study aims to find out and describe the implementation of garden management policies in the City of Palangka Raya through Regional Regulation No. 03 of 2006 in order to create useful gardening conditions. The research method used is descriptive qualitative. In this case, the researcher wants to describe and also explain the phenomena that occur related to gardening problems that are still lacking in management. The primary data source of this research is the people of the City of Palangka Raya and the Office of Cipta Karya, Spatial Planning and Housing. The results of this study address this shows that there is still low awareness and willingness of the community to participate together in maintaining and managing parks. In addition, the communication, supervision and human resources factors that are owned by the related Office as the implementation of the policy to the public is felt to have not run optimally

This study aims to construct the assets accountability of the Sultan Mudaffar Sjah II era of the Ternate’s Sultanate (1975-2015). The focus of the study was to uncover various forms of embodiment and values contained in accountability during the Sultan Mudaffar Sjah II Ternate’s Sultanate. This research uses ethnographic methods developed by River and Boas. The analysis used to answer research questions uses Foucoult's historical thought analysis of Power-Knowledge. Questions were given to several informants who explained that they were competent to support this research. In carrying out asset accountability, the values inherent in the Accountability of Sultan Mudaffar Sjah are based on the philosophy of Jou se Ngofangare which is closely held by the Ternate’s Sultanate. Accountability of Jou se Ngofangare is what gave birth to a trilogy of dimensions that instills the values of a harmonious relationship between humans and God, humans and humans, and the relationship between humans and nature. The construction of accountability for Sultan Mudaffar's assets takes several forms: His view is that all property is intended for the people. Much has been done by Sultan Mudaffar Sjah during his leadership in the contemporary era, from protecting all forms of the Sultanate's assets. Starting from accountability for power, accountability for trust and responsibility for customary land, until he also donated land for the public interest in this case to the City Government of Ternate, namely for the construction of Khairun University as well as the construction of an airport.

The public need big cities nowadays are very complex. No exception to the needs of the people of Surabaya. One of the new needs of urban society is traveled. Traveled synonymous with waste of money. Not at this time, traveled enough to spend time with visiting the city park. Surabaya has a lot of city parks that can be utilized by the community. A total of 27 active city park owned by Surabaya. But unfortunately some of them, can be utilized by the community. Apart from that, the city park form a new lifestyle and needs in the community that traveled in a city park. Travelling in the city park provides an exciting experience. An interesting experience can be formed through a component in experiential marketing, namely sense, feel, think, act and relate that will describe a new experience as a result of a particular stimulus. Through experiential marketing also, the city government can find out what people felt after visiting the city and what is needed by the community. Proved that the city parks are built and design well, according to the needs and expectations of the community. This is clearly evident from the many community activities in the city park on the weekends.

Indonesia telah terbagi atas beberapa daerah, dan pada setiap daerah sudah banyak dibangun perumahan. Khususnya daerah di kota Medan, Sumatera Utara yang sudah banyak perumahan yang telah dibangun khususnya tempat tinggal bagi masyarakat kota Medan yang berpenghasilan rendah (MBR). Dengan munculnya pembangunan dapat menumbuhkan pertumbuhan ekonomi, dan tersedianya lapangan pekerjaan.Pembangunan infrastruktur termasuk hal penting dalam metode pertumbuhan suatu bangsa yang baik pada sektor ekonomi, sosial, budaya, pendidikan, pertanian dan sektor lainnya.Penelitian ini bertujuan untuk mengetahui rumah subsidi yang dapat dijangkau oleh penghuni MBR dan untuk mengetahui faktor kepuasan penghuni MBR terhadap pembelian rumah subsidi.Metode yang digunakan adalah deskriptif kuantitatif, yaitu menggunakan survey data primer dan mewawancarai kepada narasumber. Hasil penelitian ini diharapkan dapat memberikan manfaat, diantaranya menambah wawasan pengetahuan bagi penulis tentang keadaan sosial dan ekonomi bagi penduduk di perumahan subsidi di daerah Perumahan Hijau 3 Indonesia has been divided into several regions, and in each region many houses have been built. Especially in the city of Medan, North Sumatra, which has built a lot of housing, especially housing for the people of Medan city with low income (MBR). With the advent of development, it can foster economic growth, and the availability of jobs. Infrastructure development is an important factor in a nation's good growth methods in the economic, social, cultural, educational, agricultural and other sectors. This study aims to determine the subsidized houses that can be reached by MBR residents and to determine the satisfaction factor of MBR residents for the purchase of subsidized houses. The method used is descriptive quantitative, using primary data surveys and interviewing informants. The results of this study are expected to provide benefits, including increasing knowledge insight for writers about the social and economic conditions for residents in subsidized housing in the Green Housing area 3

This study aims to describe and describe the Service Performance of the Social Rehabilitation Sector of the City of Palangka Raya Social Service (a case study of Beggars). The research method used is a qualitative description which is where the researcher wants to describe and describe the Service Performance of the Social Rehabilitation Sector of the City of Palangka Raya Social Service (a case study of Beggars). Sources of data namely in this study are primary data and secondary data which is the primary data source is the General and Personnel Subdivision, SUB Division of Social Rehabilitation Services. Data collection techniques in this study are Observation, Interview, and Documentation. Based on the research results that the Service Performance of the Social Rehabilitation Sector of the City of Palangka Raya Social Service (Case Study of Beggars) is not good enough because it can be seen from the absence of concrete data between the number of beggars who enter and leave every day/month, lack of government funds to handle these beggars the lack of infrastructure that supports beggar rehabilitation and service programs such as the unavailability of shelters for beggars in rehabilitation, which makes many beggars still exist.

This article discusses how the communication strategy of the Surabaya City Government Public Relations in serving and exploring the potential of the community through social media. This study used a qualitative descriptive method. From the results of this study, four findings were obtained. Firstly, in conveying messages through social media, the Surabaya City Government Public Relations, especially in conducting discussions with the social media team, to determine the market for the message. Secondly, social media content which is so varied according to what is happening in the community, especially in the city of Surabaya. Thirdly, the Public Relations of the Surabaya City Government holds a photo contest on social media every month. It is also a place to facilitate the aspirations and work of the citizens of the city of Surabaya. Fourth, in the use of social media, the Surabaya City Government Public Relations has its own segmentation which aims to make it easier for the public to sort out the information needed through social media

Introduction. The coronavirus has become a serious test for national and regional power and management systems. Many systems have demonstrated their effectiveness and flexibility, competence and coherence. But there were also cases when erroneous decisions were made at the regional and even national levels. The purpose of this article is to determine the main trends in changes in the social behavior of the city government and citizens of St Petersburg in the context of the coronavirus pandemic.Methodology and sources. The article is based on classical and modern theories of urban sociology, sociology of the formation and functioning of public spaces and public life in a modern city, data from urban statistics on COVID incidence and empirical observations.Results and discussion. From the very beginning, the city government of Saint Petersburg became the center of coordination and mobilization of all city resources to overcome the pandemic. However, it is not always possible to manage the available resources correctly and effectively. One of the reasons for the inefficient use of available resources was that the government did not define a strategy to combat the coronavirus pandemic from the very beginning. Decisions were made situationally, sometimes inconsistently. It is worth noting that, despite the restrictions imposed, the social behavior patterns of a significant part of citizens have not changed significantly, but have only been transformed into hybrid social practices.Conclusion. The study described the existing normative and hybrid models of social behavior of the government and citizens in the public space of the city in the context of the coronavirus pandemic, identified the most affected types of social relations (local-local) and local spaces (trade, entertainment, etc.) in which new social norms are most often violated.

This research is motivated by awareness and concern for public order, especially in tourist areas. This study aims to determine the policy actions of the West Manggarai Regency Government in managing parking in order to create orderly traffic and to find out the factors that hinder the parking arrangement in order to create orderly traffic in Labuan Bajo City, West Manggarai Regency. This research was designed using a qualitative descriptive method. The techniques used in collecting data are through interviews and documentation. The results show that the government's policy actions in managing parking in the city of Labuan Bajo have not run according to the regulations in the Labuan Bajo city area. Then, there was a mistake between the content of the policy and the implementation in the field. In addition, there is still a lack of awareness from the public to obey traffic regulations, especially parking and a lack of complete facilities where there are 2 areas that are at the center of congestion, namely Jl Soekarno Hatta and Jl. Mirror Stone Market. So this situation makes the people become a habit and low awareness in conducting parking arrangements in the city of Labuan Bajo. Therefore, through this research it is hoped that the Labuan Bajo City Government will increase the parking area in the shopping and market areas so as not to cause congestion. Then, the government is expected to be more assertive in providing guidance to parking attendants in order to comply with applicable regulations.
