This study aims to determine the responsiveness of public services in Indonesia during the Covid-19 pandemic, this time digital bureaucracy is very much needed in every government agency in carrying out its duties and functions in order to accelerate the process of public services during the Covid-19 pandemic. Service standardization is the next most important thing to keep the bureaucracy running effectively, quickly and responsively in providing the best service to the community. This study chooses a qualitative research type with a literature review approach. The results of this study found that The Indonesian bureaucracy has not been able to respond to strategic problems in Indonesia quickly due to several obstacles to an apathetic bureaucratic culture, and the lack of participation of all parties in the public service process during the Covid-19 pandemic, there are still shortcomings in terms of speed, quality and community satisfaction. This is also influenced by overlapping policies that take a long time to implement.

The purpose of this study was to determine the effect of the quality of public services on community satisfaction in the field of labor placement services at the Manpower and Transmigration Office of Bantul Regency, Special Region of Yogyakarta. Sampling in this population uses a non-probability sampling technique with the type of accidental sampling. The population of people who visited the Manpower and Transmigration Office of Bantul Regency, D.I.Yogyakarta, was 50. The sample taken was 44. Data was collected by distributing questionnaires to respondents. The collection technique using SPSS.17. Based on the results of the study, it was stated that the Public Service Quality variable had a positive and significant effect on community satisfaction, having a significant value of 0.000 less than 0.05

Along with  level of social media fame that higer than before, we cannot deny that now there is an expansion of social media "functions", where the social media is not only used as a medium of self-existence, but also the existence of groups, institutions and state institutions. Used not only for individual interests, but also for economic, social, political, and cultural interests. One of the social media functions “now” is the function of public services, where the social media is used as a medium of public service by institutions and state institutions like Ombudsman RI Bengkulu. Digital-based services through the internet network are carried out by Ombudsman RI Bengkulu as a way to reach the community. Such as through Facebook, Twitter, Youtube and Instagram. Digital-based services via the internet by the Ombudsman RI Bengkulu can be said a manifestation of the Ombudsman service innovation to the public. Therefore it is interesting to see about how far the social media is used by the Indonesian Ombudsman Bengkulu for public service purposes. This study is a qualitative study that seeks to analyze and describe the use of Instagram in public services by the Ombudsman RI Bengkulu. The results showed that social media, by the Ombudsman RI Bengkulu, was used as a medium for socializing and raising complaints in the process of public service. Besides being used as a media for public services, there are positive and negative impacts arising from the use of social media in the public service process by the Ombudsman RI Bengkulu. However, the use of social media is considered effective and is considered to be able to facilitate the process of public service, besides that it is also a manifestation of the diffusion of innovation in the public service process by the Indonesian Ombudsman Bengkulu. <p><em>The quality of public service performance has a broad impact in various parts live, especially to achieve public welfare. Therefore the efforts to improve public services must be conducted continuously by  Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu dan Tenaga Kerja (DPMPTSP NAKER) of Pangkalpinang. The Efforts to improve the quality of services must be conducted jointly, integrated, programmed, directed, and consistent by paying attention to the needs and expectations of the public, so that the services provided to the community can be given appropriately, quickly, cheaply, openly, simply and easily implemented. The purpose of the Community Satisfaction Index Survey preparation is to find out the performance of DinasPenanaman  Modal Pelayanan Terpadu Satu Pintu dan Tenaga Kerja of Pangkalpinang which will be used as a basis for making and establishing policies in order to improve the quality of public services.</em></p><p><em>The Survey of Community Satisfaction Index (IKM) is made refers to the provisions of  Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Republik Indonesia Number 14 Year2017 concerning Guidelines for Preparing the Community Satisfaction Survey of Public Service  Providers Units of at least 9 SKM Elements. The respondents of the survey were the people who were applying for licensing at DPMPTSP NAKER of Pangkalpinang amounted to 224 people. The Community Satisfaction Index Survey is collaborating with University of Bangka Belitung through the Institute for Research and Community Service (LPPM), which is formulated through a cooperation agreement with the service provider of Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu dan Tenaga Kerja of Pangkalpinang.</em></p><p><em>Based on the results of the IKM survey with 9 elements, obtained the value of the service element which has the lowest value is the element of Requirement (U1) with a value of 3.193 and the element that has the highest value is the Cost / Tariff (U4) of 3.767. The community satisfaction survey in the DinasPenanaman Modal Pelayanan Terpadu Satu Pintu dan Tenaga Kerja of Pangkalpinang with a weighted NRR of 3.374 was converted into the public satisfaction index at a service unit of 84.36, which was categorized into B or good.</em><em></em></p><p><strong><em>Keywords:</em></strong><em> </em><em>Community Satisfaction Index</em><em>, </em><em>Public Satisfaction, Public Service</em><em></em></p>

The use of social media today is not only functioned for personal interests, but also for the benefit of groups, organizations, and state institutions in terms of public services as conducted by the Ombudsman RI Bengkulu who utilize social media as a medium of public service in Bengkulu province. It is interesting to study about the new "concept" that is applied in the process of public service, especially one of the challenges that faced by these institutions is the lack of public understanding of the existence of these institutions, so that innovation is basically needed in reaching out to the community and carrying out the role as a state institution with totality in carrying out public services as an objective of the existence of this state institution. This research was conducted to see how the social media was utilized by Ombudsman RI Bengkulu in conducting public services as a form of innovation in public service by Ombudsman RI Bengkulu. The research method was using a qualitative descriptive approach where the research results were analyzed by using the theory of diffusion of innovations. The research subjects in this case are the Ombudsman RI Bengkulu, and the social media users who have accessed the Ombudsman RI Bengkulu social media page, which is proven by digital traces left in the form of likes and comments on the Ombudsman RI Bengkulu Social media. The four elements in the innovation diffusion process show the innovations that applied in the public service process by the Ombudsman RI Bengkulu and how the utilization of these innovations in the public service process by the Ombudsman RI Bengkulu. Innovation in this regard is related to the use of social media as a medium for socialization and raising complaints in the process of public service by the Ombudsman RI Bengkulu. It is said as a form of innovation because the process of public services that is usually done traditionally both directly and through traditional media so that it costs quite a lot, with the use of social media can be done more easily, quickly and efficiently. Keywords—: Innovation; Service; Public; Social Media; Ombudsman RI Gender Bengkulu.

Abstract: In the current era of globalization, information technology advancing rapidly. Developments in information technology have led to a new revolution in the form of a conventional shift working system into the digital era. This change has also changed the perspective of each person in doing various activities one of which is on the activities of government agencies. The number of managed data and the need for rapid delivery of information in the public service activities at the Village Office Sambeng Kulon, Banyumas District. Public services such as the pcopulation census should be carried out continuously, continuous, timely and accurate. Because every day people must have come to the village office for various purposes such as making a written request KTP, KK, cover letters moving, death certificates, birth certificates and a letter was not able to take a long time and every resident who apply for the required letter is not uncommon back to the house to complete the necessary requirements for at least information about the documents needed to make the required letter. It is of course not efficient. To solve the above problem, a computerized system should be applied over existing systems to ensure the accuracy of the data. With so all processes can be fully realized public services effectively and efficiently because it does not have to require a longer time. Public services are the key to running a perfect government in the framework of the obligation to serve its citizens. In practice, we often encounter complicated problems from the start to the end. So that this bureaucratic process becomes long, inefficient, and expensive. A fast and precise process is needed so that the public service process will be better in the future. One of the causes of not optimal public services in Indonesia is due to inadequate supervision of internal government. Finally, supervisory agencies have become important in their existence in Indonesia, both for direct investigation and following up on reports from the public. After conducting an investigation, the Ombudsman of the Republic of Indonesia will issue a recommendation if it is proven that the public service institution has committed maladministration. However, many question whether these recommendations are being followed. Then whether the recommendation is sufficient as a sanction for maladministration is still in question. Globalization as the estuary of cultural changes and values ​​in society brings drastic transformations. The use of mobile phones and the internet which are increasing every year also requires the government to be able to give innovation to the concept of public services that are integrated with technological changes that are currently happening. The Mobile government which is part of e-government is a concept that should be implemented by the government. The West Java Provincial Government as one of the components of government in Indonesia in taking advantage of these opportunities adapts to technology. Adapting technology as part of government governance is the main focus on implementing mobile government, especially on mobile applications to achieve equitable and integrated public services. The purpose of this study is to analyze the optimization of digital opportunities in West Java Province with the concept of mobile government as the basis for its application. This research is classified as descriptive qualitative. The results show that mobile government has been implemented in the public service process carried out by the West Java Provincial Government. The purpose of this study is to analyze the optimization of digital opportunities in West Java Province with the concept of mobile government as the basis for its application. This research is classified as descriptive qualitative. The results show that mobile government has been implemented in the public service process carried out by the West Java Provincial Government such as Pikobar, Sapawarga, K-MOB, Si Votun Jabar, and Sambara applications.

The purpose of this research is not only aimed to know the service quality but also to know the supporting and inhibiting factors of the public service in Prona. This research used qualitative research type which is choosen by certain sample who had knowledge about Prona Service Quality. The research result showed that 1) if the required file was completed then the certificate could be quickly resolved 2) the service flow could be said “good” 3) the employee had not done the best in their work 4) PRONA activites will be completed within one budget a year 5) public enthusiasm in enrolling their land by Prona 6) the less of surveyor staff become the most inhibiting factor of Prona service. Keywords: Quality, service, PRONA

This chapter is not an example of comparative politics but of area studies, a field that is descriptive, cultural, historical, and contextual, seeking to analyse a country or region. The chosen area is the dominion countries of the British Commonwealth. The chosen method is the textual analysis of primary sources: speeches, writings, evidence to inquiries, and interviews by heads of the public services. This chapter analyses how the heads of the public services articulate the traditions of ‘constitutional bureaucracy’ found in Westminster systems of parliamentary government and selectively draw on past understandings to understand present-day changes. It describes traditions under challenge that reshape reforms as reforms reshape them. In each case, it is not a question of ‘in with the new, out with the old’, but of ‘in with the new alongside key components of the old’. The myths and legends of yore remain germane to the modern public service.
