Papua Special Autonomic Fund Management Strategies in Sustainable Development Perspective in Papua

This article describes the implementation of special autonomy (Ots) policies in Papua through the management of the Special Autonomy Fund by formulating a strategic plan for sustainable development. Strategic Planning Program and Other Programs for Sustainable Development to Initiate and Promote Development in Papua. The purpose of this study is to analyze and understand the procedures for managing the Special Autonomy Fund. The method used is qualitative by studying, interpreting, explaining, analyzing, and interpreting various forms of procedures for managing the Special Autonomy Fund for Papua's Sustainable Development. As a result, it appears that the Papua Special Autonomy Fund's operations are weak, community participation is small, and the budget is ineffective. When the Special Autonomy Fund was implemented, there were no irregularities in its use. However, Papuans feel that there is a lack of funds for special autonomy compared to the many demands and expectations of the people in this area. Therefore, the management of these funds must be transparent and honest, and the community must also be involved in the preparation of Papua's sustainable development programs.

Local wisdom is the people knowledge which comes from long evolved period between the people and their environment. Local wisdom by the some people is made as a basis in environment management based on sustainable development. Technology advancement in globalization era has impact to the development and existence of local wisdom, are values or the customs are considered have been outdated compared to the modern age advancement. On the other side, in fact the if reviewed the principles and concept of local wisdoms can live side bi side with this globalization era, even they can be made as a reference for the sustainable development, certainly after they going through empowerment of values and the local wisdom. The article identifies the main aspects of strategic planning of the city image. In Ukraine as a democratic country, where the people are the main source of power, strategic planning, in particular in urban planning should be carried out for the people and together with the people. The stages of strategic planning are identified. They represent the relevant tasks, which should be accomplished on the basis of local public, business, and industrial organizations, thus obtaining comprehensive information about their problems and needs. The mechanisms used in the foreign practice of strategic planning are analyzed (on the example of Barcelona (Spain) and Hamburg (Germany). Community participation in strategic planning of Barcelona (Spain) and Hamburg (Germany) demonstrates its important role in Barcelona’s acquisition of the City of the Future Award (2015) and Hamburg’s high 23rd place in the 2010 World Quality of Life Ranking. The paper establishes that the cooperation of cities and society is the ground for the successful strategy; the community is a full participant in strategic planning. The main thing in the development strategy is to reach a consensus between the government-business-residents on a common vision of such development. In Germany, the planning law provides for community participation in all planning processes, and the entire population of the city can participate in the process of resolving issues using the Internet platform. Ensuring community participation in the form of partnership at all stages - both in the development process and in the implementation and monitoring of results will help optimize the process of regulating urban planning in our country.


The large number of borderlands existing in European territory contains many ventures of Cross-Border Cooperation (CBC). Nonetheless, the management strategies related to such projects and the sustainable development they bring to the regions still raise many questions. Considering the little knowledge regarding the management and governance of borderland territories, the present research through the analysis of nine CBC projects (eighteen European border cities) aims to provide further insights from a common strategic planning perspective. The study was projected to locals, experts, and technicians related to the border cities' planning. In this regard, the participants were asked through questionnaires about their perceptions and feelings about the success of the border-cooperation projects in their area of residence or work. Thereby, the investigation enabled us to identify and isolate the five essential factors and challenges to consider from a socio-cultural perspective: (i) Sense of belonging and break cultural barriers; (ii) Diverse infrastructural offer - Euro Citizenship; (iii) Better life's quality standards; (iv) Retain young and talented people; and Public participation

Strategic urban planning plays a real and significant role in the development of urban areas around the world. It helps mitigate the loss of lands and especially divert urban growth away from “agriculture lands”. It provides for improved and equal urban services and utilities as well as enhances local economics, livability and sustainability. This paper explores the importance of strategic planning and its role in sustainable development in addition to the importance of its implementation process. Case studies in Egypt are presented through a questionnaire with the local government with a group of 19 cities. We find that there are many problems associated with the implementation process, which have prevented the conversion of these plans into a reality. The aim of this paper is to illustrate the concept of strategic planning and its process and to explain how Egypt is dealing with it. Secondly, this research aims to suggest a new implementation system that can solve the main implementation system’s problems in Egypt. In conclusion, the paper identifies, through statistics, the perspectives of local government staff in Egypt about the preparation and implementation of the strategic plans, including proposed solutions and the opportunity of community participation.

Community participation is a component that plays a very important role in implementing development in the village, because community involvement will have an impact on the benefits of development results for the village community, starting from planning, implementing, and utilizing the results of development in the village. The results showed that the coverage indicators were not implemented properly. Village development programs were only discussed by a few elements and did not involve all elements of society. Then there is still minimal space given by the village government to the community. In addition, the livelihoods of local people who require going to fields and forests make it difficult for the village government to empower them so that indicators of empowerment are still not visible there. Obstacles to participation in the community related to the development of Kampung Kamangi include the lack of public awareness of the importance of being involved in any development in the village, and the lack of space provided by the village government to the people who will participate.

Abstract. Today village funds are one of the topics being discussed hotly, in their implementation of the many deviations of priority development funds carried out because they increase understanding of village funds and increase community participation in village fund management. This research was made with the aim to study the effect of village funds and community participation on village fund management. The test tool in this study is a simple and multiple linear regression analysis using SPSS software. This research uses quantitative methods using surveys. In this study, the technique used in collecting data consisted of 62 questionnaires distributed by 62 people to villages and village communities in the area of West Bandung Regency. The results show that the village financial statements have gone well against the system, community participation has gone well and involves accounting of village funds and community participation in the management of village funds. Abstrak. Dewasa ini dana desa adalah salah satu topik yang sedang hangat dibicarakan, pada pelaksanaanya seringkali banyak penyimpangan dana maupun prioritas pelaksanaan pembangunan yang terjadi karena kurangnya pemahaman atas akuntansi dana desa dan kurangnya partisipasi masyarkat dalam pengelolaan dana desa. Penelitian ini dibuat dengan tujuan untuk mengetahui pengaruh akuntansi dana desa dan partisipasi masyarakat terhadap pengelolaan dana desa . Alat uji dalam penelitian ini ialah analisis regresi linier sederhana dan berganda dengan menggunakan software SPSS. Penelitian ini menggunakan metode kuantitatif dengan pendekatan survey . Dalam penelitian ini, teknik yang digunakan dalam pengumpulan data berupa kuisioner yang disebarkan sebanyak 62 kepada para aparatur desa dan masyarakat desa di wilayah Kabupaten Bandung Barat . Hasil penelitian menunjukan bahwa pada umumnya akuntansi dana desa sudah berjalan dengan baik disertai dengan sistemnya, partisipasi masyarakat sudah berjalan dengan baik dan terdapat pengaruh akuntansi dana desa dan partisipasi masyarakat terhadap pengelolaan dana desa.

The purpose of this study was to see whether the Sukakarya District of Sabang City had been fully or not transparent in managing village funds. The research method is quantitative research method with the census. The population in this study were all villages in Sukakarya Subdistrict, Sabang City consisting of 8 (Eight) Villages. The Data used for primary data is obtained directly without intermediaries by researchers. The Data in this research is the result of the spread of the questionnaire where the researcher distributed the data to special purpose research. The results of this study Understanding village officials related to Transparency The management of village funds in the Sukakarya District of Sabang City is already very good, because most village apparatus have fully understood what the policies of the mayor have arranged and have understood the contents of the Village Fund Management guidelines. Public perceptions related to transparency in managing village funds in general are good, except that the community still lacks perception or knowledge in managing village funds. Community participation in the process of planning and implementing village fund management is already active. This can be seen in the planning process, the people who attended were quite adequate, but there was still a lack of aspirations conveyed by the community for planning the use of village funds. Likewise in the implementation process, community participation is sufficient.

<p>The purpose of the present study is to compile the strategic planning of environmental sustainable development of Imam Khomeini port. Today, urban regions are regarded as the most basic units of global economic space. The planning on such regions is of high importance because it influences various aspects of human life. Previously, it was supposed that urban issues could be recognized and managed by intellection and science. Nevertheless, in recent years the attitude of system planning and sustainable development perspective have been included in urban planning studies that made serious doubts on this attitude to urban planning. SWOT is one of the most significant models of strategic planning which is used for identification of the strengths and weaknesses of internal and external environment of Imam Khomaini port for sustainable development planning. To this end, natural environment, physical and human systems were investigated through GPS data, synoptic stations, geology data, census and urban comprehensive and developing plan. The results showed that positive and negative points of sub-systems i.e., weaknesses and threats were more than the opportunities and strong points of the system. Moreover, most of the internal negative points were related to the natural sub-system and most of the external threats were related to the physical aspects. According to the results, two main strategies including settling the buildings in the most appropriate direction towards climatic conditions and adapting the accessibility networks with principles of special climatic planning of passages are suggested.</p>

The Handicraft of embroidery “palaminan” in Nareh Pariaman is an old culture product which is used for social purposes. As the time goes, now, the “palaminan” is not only used by the king or noblesse. Right now, it has been used in mostly wedding parties of Minangkabau tradition. It is used as the seat of the bride groom and bride who are called king and queen for a day. Regarding this theme, when we see the several various of palaminan, it looks like been influenced by the Chinese and Hindi/Gujarat Custom. Such as phoenix 9(bird) and lion decorated at the “palaminan”, or for the Gujarat custom, there are embroidery with mirrors that decorate the palaminan. The mirror embroidered for the people of Nareh Pariaman has the meaning “suluah bendang” in the village. The art of embroidery palaminan Nareh Pariaman has many structures which are connected to each other. They can not be separated in each use. The structures are decorated by the many kinds of Minangkabau decoration. Most of the decorating comes from application of the Minangkabau’sphilosophy known as “alam takambang Jadi Guru”. The philosophy has symbolic meaning that contains some lessons about managing humans life, especially for people of Nareh Pariaman.Keywords: beyond culture, motif, pelaminan
