<p>The purpose of the present study is to compile the strategic planning of environmental sustainable development of Imam Khomeini port. Today, urban regions are regarded as the most basic units of global economic space. The planning on such regions is of high importance because it influences various aspects of human life. Previously, it was supposed that urban issues could be recognized and managed by intellection and science. Nevertheless, in recent years the attitude of system planning and sustainable development perspective have been included in urban planning studies that made serious doubts on this attitude to urban planning. SWOT is one of the most significant models of strategic planning which is used for identification of the strengths and weaknesses of internal and external environment of Imam Khomaini port for sustainable development planning. To this end, natural environment, physical and human systems were investigated through GPS data, synoptic stations, geology data, census and urban comprehensive and developing plan. The results showed that positive and negative points of sub-systems i.e., weaknesses and threats were more than the opportunities and strong points of the system. Moreover, most of the internal negative points were related to the natural sub-system and most of the external threats were related to the physical aspects. According to the results, two main strategies including settling the buildings in the most appropriate direction towards climatic conditions and adapting the accessibility networks with principles of special climatic planning of passages are suggested.</p>

This article describes the implementation of special autonomy (Ots) policies in Papua through the management of the Special Autonomy Fund by formulating a strategic plan for sustainable development. Strategic Planning Program and Other Programs for Sustainable Development to Initiate and Promote Development in Papua. The purpose of this study is to analyze and understand the procedures for managing the Special Autonomy Fund. The method used is qualitative by studying, interpreting, explaining, analyzing, and interpreting various forms of procedures for managing the Special Autonomy Fund for Papua's Sustainable Development. As a result, it appears that the Papua Special Autonomy Fund's operations are weak, community participation is small, and the budget is ineffective. When the Special Autonomy Fund was implemented, there were no irregularities in its use. However, Papuans feel that there is a lack of funds for special autonomy compared to the many demands and expectations of the people in this area. Therefore, the management of these funds must be transparent and honest, and the community must also be involved in the preparation of Papua's sustainable development programs.

3D geo-information is essential for urban climate studies. It is obvious that both natural environment and built-up environment play the fundamental role in defining the climatic conditions for urban areas, which affect the quality of human life and human comfort. The paper presents the main categories of 3D geo-information used in urban climate studies and roles in creating and operating the numerical models specially designed to simulate urban planning scenarios and improvement of the urban climate situation.

Strategic urban planning plays a real and significant role in the development of urban areas around the world. It helps mitigate the loss of lands and especially divert urban growth away from “agriculture lands”. It provides for improved and equal urban services and utilities as well as enhances local economics, livability and sustainability. This paper explores the importance of strategic planning and its role in sustainable development in addition to the importance of its implementation process. Case studies in Egypt are presented through a questionnaire with the local government with a group of 19 cities. We find that there are many problems associated with the implementation process, which have prevented the conversion of these plans into a reality. The aim of this paper is to illustrate the concept of strategic planning and its process and to explain how Egypt is dealing with it. Secondly, this research aims to suggest a new implementation system that can solve the main implementation system’s problems in Egypt. In conclusion, the paper identifies, through statistics, the perspectives of local government staff in Egypt about the preparation and implementation of the strategic plans, including proposed solutions and the opportunity of community participation.

O turismo rural consiste no conjunto de atividades turísticas desenvolvidas no meio rural, comprometido com a produção agropecuária, agregando valor aos produtos e serviços, resgatando e promovendo o patrimônio cultural e natural da comunidade. O estudo objetivou desenvolver e apresentar uma proposta de planejamento estratégico do turismo rural, a ser utilizado como vetor de desenvolvimento sustentável do Núcleo Jk, Mata de São João, Bahia. O estudo pautou-se na análise das propriedades rurais no âmbito da percepção da comunidade, da sua infraestrutura e atrações turísticas para a prática do turismo rural, sugerindo ações de planejamento para a implantação da atividade turística local. A Colônia Juscelino Kubitscheck (NJK) foi fundada em 1959 com a finalidade de desenvolver a técnica agrícola e ao mesmo tempo fornecer produtos agropecuários de qualidade, como hortaliças, frutas e verduras. A metodologia utilizada possuiu abordagem qualitativa, a partir de pesquisas bibliográficas, documentais e de campo com entrevistas semiestruturadas com agricultores e representantes locais ligados ao turismo e entidades/associações de moradores, visando elucidar a importância do turismo rural para a localidade. Com a análise dos dados foi possível estabelecer um modelo para o referido planejamento estratégico, constatando a vocação e interesse da população para a implantação dessa modalidade turística. Tem-se o intuito de desenvolver o turismo sustentável, valorizando a população local como fonte inesgotável de bens culturais e integrar as empresas locais nesse processo, promovendo uma rede de solidariedade. Espera-se contribuir com a valorização do patrimônio cultural e natural enquanto fator de cidadania e recurso efetivo para desenvolvimento sustentável do Núcleo JK, inserindo-o no roteiro turístico do município de Mata de São João. Strategic planning of rural tourism: paths for sustainable development at JK Center in Bahia (Brazil) ABSTRACT Rural tourism is the set of tourist activities in rural areas engaged in agricultural production by adding value to products and services, rescuing and promoting the cultural and natural heritage of the community. The study aimed to develop and present a strategic planning proposal for rural tourism to be used as sustainable development vector in the Jk Center, Mata de São João, Bahia. The study was based on the conducting an analysis of rural properties, the community perception of its attractions for the practice of tourism and suggesting planning actions for the implementation of local tourism. Cologne Juscelino Kubitschek (NJK) was founded in 1959, with the purpose of developing the agricultural practices and at the same time provide quality agricultural products such as fruits and vegetables vegetables. The methodology it has qualitative approach, with searches literature, documentary and field through a semi-structured interview with local representatives of farmers related to tourism in the Jk center. With the analysis of the data it was possible to establish a model for strategic planning noting the vocation and public interest in the implementation of this type of tourism. The development of developing sustainable tourism, provides valuing the local population as an endless source of cultural and integrate local businesses in this process by promoting a network of solidarity. We hope to have contributed to the valorization of the cultural and natural heritage as a factor of citizenship and effective resource for sustainable development of the Center JK, inserting it in the tourist route of the municipality of Mata de São João. In the context of decentralization reform, the use of roadmapping has the particular importance for the development of amalgamated territorial communities. This visual and understandable tool for strategic planning is widely used around the world, but in Ukraine it has not become quite popular, including due to the lack of regulatory and methodological support. This article was an attempt to change this negative trend, as it proves the feasibility of roadmapping use in the planning of sustainable development of amalgamated territorial communities and offers a unified procedure for the construction of such a road map in accordance with the existing legal framework. Attention is focused on the fact that the use of any from these methods of prediction in the amalgamated territorial communities at this stage of decentralization is associated with a significant number of problems.To improve the quality of community planning and overcome the shortage of skilled and professional staff was suggested to use the roadmapping as a process of building a kind of guide-guide or step-by-step scenario of ATС development with reflection in the graph form of strategically important events in the time sequence is proposed. It is stated that the roadmaps have significant advantages, the main of which is the visibility and clarity and are represented by a wide range of types and formats. It is proved the appropriateness of technology roadmaps usage as such, let to associate time-specific measures of development, to assess threats and opportunities, identify priorities. Proposed procedure for constructing the roadmap for the sustainable development of AТС with detailed description of each stage and a list of possible key points (nodes of the graph), which are fully correspond to the official methodological content of strategic planning of local and regional developments. Its implementation should help amalgamated communities not only to improve the quality of strategic plan and simplify its complex process, but also ensure its compliance with the current regulatory framework. Keywords: roadmapping, sustainable development, amalgamated territorial community, decentralization, strategic planning, procedure for constructing the technology roadmap.

The growing economic, social and digital inequality in the world, turbulence of economic and social processes lead to disorientation of educational organizations in development priorities. There are threats of stagnation and lag in the development of educational organizations, ineffective use of resources. The active development of ideas for sustainable development and the digital transformation of socio-economic relations induce educational organizations to revise long-term development programs. The study is aimed at solving the urgent problem of uncertainty in the strategic planning of the development of educational organizations in the context of digital transformation, socio-economic instability, challenges of the 21st century and new requirements for a specialist. The analysis of the studies showed that the professional community is actively discussing educational ecosystems of different types, based on the relationship between the participants and digital educational technologies. The methodology of strategic planning for the development of educational ecosystems presented in the work is considered as a complex of scientific methods: system analysis, classification, personality-oriented and ecosystem approaches. In the context of the concept of continuous, sustainable development, the educational ecosystem should be considered as a complex self-organizing, self-regulating and self-developing community — a group of people united by common interests, using common resources and a system of connections for learning and development. Using the example of the RANEPA North-West Institute of Management, it is shown that the use of the ecosystem approach for strategic development planning allows you to get the most complete and holistic view of the educational organization, its environment and role in the development of society. The methodology of strategic planning for the development of educational ecosystems allows: to create better models for the development than the generally accepted models of managing the educational process; develop an “ecosystem” strategy for the development of an educational organization; avoid costs and waste of resources in the context of digital transformation and dynamic changes in social relations.

The article discusses the meanings of life and value priorities of the post- Soviet society. The author argues that, at present, there are symptoms of a global ideological crisis in the world, that the West does not have its own vision of where and how to move on and has no understanding of the future. Unfortunately, most of the post-Soviet countries do not have such vision as well. In these conditions, there are mistrust, confusion, paradoxical manifestation of human consciousness. The main meanings that determine our life-world are: the desire of citizens for social justice and social security, the desire to figure out and understand the basic values of modern society, how honestly and equally the authorities act toward their fellow citizens, and to what extent they reflect their interests. The meanings of life, which are the answers to the challenges of the time, are embodied in the cultural code of each nation, state. The growth points of new values, which will become the basis for the future sustainable development of a new civilization, have yet to be discovered in the systemic transformative changes of the culture. In this process, the emergence of a new system of values that governs human life is inevitable. However, modern technology brings new troubles to humans. It has provided wide opportunities for informational violence and public consciousness manipulation. Nowadays, the scenario that is implemented in Western consumer societies claims to be the dominant scenario. Meanwhile, today there is no country in the world that is a role model, there is no ideal that others would like to borrow. Most post-Soviet states failed to advance their societies to more decent levels of economic development, to meet the challenges of the modern information age, and to provide the population with new high living standards. Therefore, in conditions of growing confrontation, we should realistically understand the world and be ready to implement changes that will ensure sustainable development of the state and society without losing our national identity.

The main task that determines the effective functioning of the country is the formation of a strategy for its socio-economic development based on a long-term innovation strategy. An innovative development strategy of the country is defined as a fundamental, basic element of the overall strategy of socio-economic development. The purpose of the article is to develop the conceptual foundations for shaping the country's socio-economic development strategy in modern conditions, adjusting the priority directions of the strategy and the peculiarities in using the means of achieving the goals, taking into account European experience. The article examines the European practice of developing and implementing the strategy of socio-economic development of the country as the most important instrument of the state's influence on social and economic development. Recommendations on the use of advanced strategic planning tools are developed. It is proved that without the scientific and methodological support of the plan of socio-economic development of the country it is impossible to count on the successful solution of important tasks and the democratization of public relations. The concept of strategy formation is designed to take into account the interests of economic entities and territory and to cover not only the traditionally used sectoral aspect of development, but also the territorial, which includes the creation and development of clusters and special economic zones. European experience shows that transition of a country to an innovative socially oriented type of development requires an increase in the efficiency of the state strategic planning process, the achievement of which is possible only with the co-ordinated activity of state authorities, business structures, science and society. It should be emphasized that in the prevailing conditions there is a need to form a single integrated system of social and economic development planning that optimally combines both the use of strategic planning and the program-target method for solving urgent problems.
