Dhaka city, the soul of Bangladesh is highly vulnerable to the earthquake disaster due to high density of population, unplanned infrastructure and close proximity with India and Myanmar’s active seismic area, poor economic condition, poor emergency preparation and recovery capability. A major earthquake might kill about 88,000 people and demolish 72,000 buildings and damage 86,000 others and economic loss due to damage of structures will be from US $ 650 million to US $ 1,075 million in the capital Dhaka [9]. The government organizations and strategies and community based organizations is important for the management of devastating impact of earthquake in Dhaka city. By introducing proper policy and planning for disaster management, community awareness build up and training, proper implementation of national building code, well coordination among government organizations and infrastructures and nongovernment organizations, enrichment of well equipped rescue team can limit the impact in a manageable boundary. The policy issues regarding disaster like earthquake could be handled mostly at the national level but planning and implementation issues are to be handled at the local community level. The earthquake hazards can never be resisted but the severe damages of earthquake disaster in Dhaka city can be reduced by increasing capacity as it reduces the risk and vulnerability. The connection between poverty and women's lack of power over resources and decision-making has now caught the attention of policymakers in government and mainstream development all over the world. Women empowerment issues perceived nationally or locally are being addressed by both state and non-state agencies. Beside the government intervention, NGOs are implementing various types of Women Empowerment Programmes including IG Programmes. Women Empowerment Programmes in India include livelihood support Programme, rehabilitation and job placement for rescued women, safe motherhood Programme and so forth. In spite of involvement of various NGOs in women empowerment through Income Generation and Skill Development Programmes, the status of women is still not satisfactory in India as various official as well as unofficial reports claim and the outcomes against the stated objectives of the NGOs' Women Empowerment Programmes are often questioned. Therefore, the present study is focused in assessing the impact of IG Programmes run by non-government organizations in empowering women. The researcher hypothesizes that IG Programme with its components viz., skill training, resource inputs of loan and equipment help to increase income to the women through independent business or work in the related field; the increased income lessens their dependence on family heads and enables to spend for personal expenses; gives them certain freedoms as individuals; enables them to contribute to family affairs financially, which creates an environment in the family in favor or the women to accept her views and participation in family matters like education, marriage, purchase etc.

India is urbanizing at an alarming rate and the impact of climate change is becoming more visible each passing day. The rapid urbanization and climate change have severe direct and indirect consequences, such as increasing poverty, inequality, massive displacement, public health concerns, and challenges of urban governance, among others. This paper identifies some of the most pressing issues faced by urban India in the context of climate change. It also details the interventions undertaken at the local, national, and international levels to counter the effect of the climate change. In addition, it critically evaluates the role of government organizations, especially in terms of undertaking regulatory and planning functions. The paper argues that the implementation of institutional reforms would enable the government to reach out to the private sector to improve urban service delivery. It also provides examples of best practices from India and the world in combating climate change through adaptation and mitigation approaches.Abstrak. India mengalami urbanisasi pada tingkat yang mengkhawatirkan dan dampak perubahan iklim menjadi terlihat setiap hari. Urbanisasi yang cepat dan perubahan iklim memiliki konsekuensi langsung dan tidak langsung yang parah, seperti antara lain meningkatnya kemiskinan, ketimpangan, pengungsian besar-besaran, masalah kesehatan masyarakat, dan tantangan tata kelola kota. Makalah ini mengidentifikasi beberapa masalah paling mendesak yang dihadapi oleh perkotaan India dalam konteks perubahan iklim. Makalah ini juga merinci intervensi yang dilakukan di tingkat lokal, nasional, dan internasional untuk melawan dampak perubahan iklim. Selain itu, secara kritis makalah ini mengevaluasi peran organisasi pemerintah, terutama dalam menjalankan fungsi pengaturan dan perencanaan. Makalah ini berpendapat bahwa pelaksanaan reformasi kelembagaan akan memungkinkan pemerintah menjangkau sektor swasta untuk membantu meningkatkan pelayanan perkotaan. Makalah ini juga memberikan contoh praktik terbaik dari India dan dunia dalam memerangi perubahan iklim melalui pendekatan adaptasi dan mitigasi.Kata kunci. Globalization has been a significant force in the development of the market and economic environments. The micro, small, and medium enterprises (MSMEs) need to focus on technological capabilities to face the competition in the globalized market. They have to analyze the market opportunities in the rapidly growing economy as well as emerging markets. The aids of a globalized and digital economy depends to an excessive extent on favourable business environments and healthy competition. The performance of MSMEs depends on accessibility to various strategic resources like abilities, technical know-how, innovativeness, and finance. Thus, it is imperative to consider the factors influencing work conditions firm level, and the strategies formulated at the national level are organized to local business perspectives. This paper examines the global scenario of MSMEs, the impact of globalization, the role of MSMEs in India, the growth perspectives of MSMEs during the pre-and post-globalization period, the critical challenges, and the role of the government in encouraging and developing MSMEs.

This research was conducted based on the condition of the development of tourism on the island of Nusa Lembongan, aiming to find out the impact brought about by socio-economic conditions against the tourism society.This study uses qualitative and quantitative approach with mix method, the primary data source that are obtained by observations and direct interviews and secondary data. The sampling technique used was purposive sampling techniques and data analysis using the method of case study. This study shows tourism provides impact on society and the government on the island of Nusa Lembongan are seen from eight aspect among others : impact increasing of foreign exchange, impact toward local community income that increasing before tourism exist, impact toward higher prices than the real prices, impact toward employment for opportunity to local community, ownership and control of tourism accommodation, the distribution of benefits and advantage against indigenous village, development in general are seen from 4A tourism and government income of tax viewed from PHR. Advice can be given to government and businessman and tourism service on the island of Nusa Lembongan in the order of future improve the facilities, infrastructure supporting tourism, reinforce the rules on the division of the proceeds against the indigenous villages, improving access and employment for local community on the island of Nusa Lembongan.   Key Words              : Tourism, Nusa Lembongan Island, Impact

Bathing and playing in the river is not a new phenomenon for some people. But this experience creates a recreational spirit on the Tepusriver which is now better known as the Blue Lagoon. This area is a term for the settlement that is split a piece of the river in the dusun Ndalem Ngemplak Sleman. Its tributaries are clear and blue, surrounded by some springs with natural bamboo groves and old trees that invite local and around communities for recreation. The local community has anticipated it by responding to the communities’ demands as well as the recreation area. Appear sporadically “warungs” and recreational activities follow-up though not yet grown in conceptual. This paper aims to study the map of affordance and activity of previous research findings and could be used to the biophilic design to afford the health, productivity, and wellbeing in the tourism area. The method is by synthesizing the previous research findings in 2016, some relevant urban design theories, and biophilic design principle. The conclusion is paid attention to two main principles. The first principle is maximizing the utilization of existing natural properties and the existing cultural skills into its development to nourish visitors both physically and psychologically. The second principle is the Government, and Non-Government Organizations (i.e., expertise, academics, universities, investors) support, both policy and financially, in many sectors: tourism, environment, and infrastructure.

The political legacy of Lázaro Cárdenas is marked by a striking paradox. On the one hand, Cárdenas as president of Mexico from 1934 to 1940 presided over the most radical phase of the Mexican Revolution or what some historians call the “Second Revolution.” He was instrumental in organizing industrial workers and peasants at the national level and incorporating both groups into the reorganized government party, the Partido de la Revolutión Mexicana (PRM), that had as its declared purpose the establishment of a “workers' democracy” in Mexico. Under his leadership the government supported the demands of industrial workers for higher wages and improved working conditions, greatly expanded the distribution of land to the peasantry, established new welfare programs, nationalized the railroad and petroleum industries and inaugurated a program of socialist education in the public schools. The prestige of Cárdenas as the foremost leader of the radical phase of the Revolution was enhanced by the fact that he, unlike many of his contemporaries, never attempted to use political office for personal financial gain; he was not a rich man when he completed his term of office as president. At the time of his death in 1970, Cárdenas was eulogized as “the greatest figure produced by the Revolution… an authentic revolutionary who aspired to the greatness of his country, not personal aggrandizement.” On the other hand, Cárdenas was the architect of the corporatist system of interest representation, including labor, peasant and business organizations, that provided the institutional framework of what Crane Brinton has called the “Thermidor,” i.e., the conservative reaction to the radical phase of the revolutionary process, that began in Mexico in approximately 1940. The institutions developed by Cárdenas were utilized by his successors to curtail the very reforms, such as agrarian and labor reform and socialist education, that had been central to his reform program. Moreover Cárdenas facilitated the transition to a more conservative era by naming as his successor Manuel Ávila Camacho, who was known to favor a moderation of the reform process, rather than Francisco Múgica, the preferred candidate of the radicals in the government. In short, Cárdenas played a decisive role both in presiding over the radical phase of the Revolution and in launching and shaping the relatively conservative post-1940 era. The paradox of the political legacy of Cárdenas is that though the seemingly radical reforms he carried out had a lasting impact upon Mexican politics, the impact was predominantly conservative rather than radical. This essay will endeavor to explain the paradoxical political legacy of Lázaro Cárdenas by focusing upon his ideology, the institutional reforms he carried out while president, and the impact of those reforms after 1940.

Summary The paper aims to present a critical review of language policy development in Algeria since its independence (1962) to present time. It takes the policy of Arabization, an important turning point in Algerian history that was troubled with serious problems, as an example of language planning in the country. Data was gathered from policy documents, laws, and newspaper articles. It was then coded into themes before it was analysed employing a documentary research method. To provide a methodical discussion, the first part of the paper explores language policy and planning in Algeria. The second part discusses the impact of Arabization on the country’s current state of policy development in light of the debates over the national educational reforms of 2003. The third part highlights the quandary that language planners face during the processes of language planning and policy making. Lastly, the paper concludes with an evaluation of the process of language policy development in the country. The paper argues that in order to foster sustainable multilingualism and achieve effective educational reforms, a keener recognition of Algerian linguistic diversity by the government is imperative.

With the availability of mineral resources in the form of coal in the city of Samarinda, it is an advantage for the city government in increasing regional income in the form of taxes and royalties, but with the existence of coal mining activities that have obtained an operating permit from the Samarinda City Government, it has triggered a conflict between the Samarinda City Government. with the local community. This conflict-related relationship cannot be separated from the ecological impacts caused by coal mining activities, in which the government has no commitment to maintaining the quality of the community's environment. In this study, the author wants to analyze how the dynamics of the conflict that occurs between civil society and the Samarinda City Government related to coal mining activities in Samarinda City. In the preparation of this study the authors used qualitative methods. he result of the research is that there is public distrust of the Derah Government in establishing relationships, in the aspect of negotiating the principle that there are differences in views between the government and residents regarding land management, and the needs of residents who are hindered due to the impact of coal mining.

This paper has focused on the impact of commitment to control regulations in the elimination of corruption, trickery and fraud in the course of the implementing of the public budget that is applicable to some of the government institutions. It has indicated the impact of limiting of corruption , trickery ,fraud and counterfeit on the financial statements and the case problem has been represented by the corruption in some of the government institutions and corporations and what it breeds of problems that pose a hindrance to the objectives of the public budget plan, as a general target. The importance of this paper has sprung from the increase of concern toward control regulations as a vital tool to help combating the current of trickery ,fraud and corruption as it aims to shed light on some of the obstacles those minimize the control process within the authority of the auditor general related to corruption, as well, the papers’ inquiries included :the types of corruption, and how it takes place in government organizations and corporations? What are the effects of corruption on the economic rates such as poverty and the slowdown of the common growth? What is the impact of financial corruption on the deepening of the deficit in the public budget and governmental common revenues? In addition, what is the impact of corruption on attraction of private investments?

Abstract Background Sustaining an effective evidence-based health intervention will maximize its impact on public health. Political and governmental reforms impacted on immunization program sustainability both positively and negatively. This study aims to explore the sustainability of polio immunization in a decentralized health system taking lessons learned from a polio eradication initiative in Indonesia. Methods We collected qualitative data through in-depth interviews with 27 key informants from various backgrounds at district, provincial, and national levels, consisting of frontline workers, managers, and Non-government Organizations (NGOs). We conducted thematic analysis and triangulated using document reviews. We also conducted member checking and peer debriefing to ensure trustworthiness. Results Competing priority was identified as the significant challenge to sustain government commitment for polio immunization and AFP surveillance during the transition toward a decentralized health system. Variation of local government capacities has also affected immunization delivery and commitment at the sub-national level government. The government reform has led to a more democratic society, facilitating vaccine rejection and hesitancy. The multi-sector partnership played a significant role in maintaining polio immunization coverage. Strong and continuous advocacy and campaign were essential to raising awareness of the community and policymakers to keep polio in the agenda and to maintain the high polio immunization coverage. Conclusion Competing priority was the major factor affecting high polio immunization coverage during the decentralization transition. Strong advocacy is needed at every level, from district to national level, to keep polio immunization prioritized.
