In recent years, the right of employees to know about health hazards in the workplace has emerged as a major issue in occupational health policy. A general consensus has gradually evolved that there is a right to know, and correlatively that there is a moral obligation to disclose relevant information to workers. For example, the National Institute for Occupational Safety and Health (NIOSH), and several other U.S. federal agencies, informed the U.S. Senate as early as July 1977 that ‘workers have the right to know whether or not they are exposed to hazardous chemical and physical agents regulated by the Federal Government.’ In 1980, the Occupational Safety and Health Adminstration (OSHA) promulgated regulations guaranteeing workers access to medical and exposure records.

The legal framework for occupational safety and health is a key factor in effective policy implementation in this area at the local level. Employees in local self-government units perform tasks of immediate interest for the local population and, because of that, their workplace safety and health is an important issue. Given that there is not much research on the safety and health of employees in local self-government units in the countries of Southeast Europe, there is a need for the analysis of the protection provided by the applicable regulations. The conducted research shows that this category of employees is not specifically recognized either in the regulations on occupational safety and health or in the regulations on local self-government. It is desirable to improve the quality of legal protection which will contribute to the improvement of the workplace safety and health of these employees and will improve the quality of work in local self-governments.

The result of determining the risk value for each hazard source contained in PT. PQR is classified by rankings marked with the code E (extreme risk), H (high risk), M (moderate risk), and L (low risk). This is obtained by comparing the severity and probability values of each process / activity. Of the 28 activities, there are 7 activities included in the category of high risk. Process / activity that belonged to high risk is necessary to control to minimize or even eliminate the existing risks. control measures that can be performed on a high risk process / activity is to use a complete Personal Protective Equipment (APD), MSDS, using warning signs, using ladders in sheet sheets, with ergonomic work posture.Factors causing potential work hazards are workers who perform activities of inadvertent, high temperatures, and negligence of workers in using PPE. These control measures are expected to reduce and even eliminate the risk of the process / activity classified as high risk so that the number of workplace accidents can be reduced.
