This article deals with the national secondary school problems of computerization and informatization. The solution of the problems can be probably made by the modern technologies usage, including the information representation on the web-sites. Sites development for the government-financed educational institutions is connected with a number of difficulties which, as a rule, are causes of failure from an own site creation. The social open informational and educational platform «EDUkIT» which makes it possible for the Ukrainian schools to create sites independently and at no cost with their further development in a uniform school network, and also, at necessity, to build an internal local school system is presented in the given article.

E-Government delivers services into inhabitant electronically, action, and another government existence. This is analogous to document centric approach in traditional service delivery by the government.  One of the most crucial factor regarding the reliability of government services is the security factor, which eventually leads to the social acceptance and satisfaction. E-Government is now a day is the response to the rapid development in the information technology especially in the automation of the process of service delivery. The model introduced by this paper is built over the social behavior of entities that shares the knowledge and provides decision-making baselines. Each entity is capturing its own knowledge and crystalize it with other entities within the communities. In this paper JAVA Agents where built to represent the individuals, which are attached to certain interaction points, for example each intelligent agent is attached to a web site representing the source of knowledge and behavior capture. Results proven that the social behavior of the software intelligent agent is a huge potential toward establishing social acceptance due to the smart behavior in collecting information regarding the utilization of the service, Three sites have been built along the implementation of paper to pursue its hypothesis; this is to represent government web sites deliver certain services and over which an intelligent agent is attached to capture the behavior of users and later on broadcast captured knowledge to other agents (i.e., the community is composed of four agents). The knowledge and expertise have been mutually exchanged and the overall knowledge has been proven to be converged toward the maximum experienced Agent.

Purpose Considering the cross-market network externality, this paper aims to explore the platform’s pricing decisions and its optimal profit under the given government investment, and then investigate the investment decision to improve social responsibility, which is measured by the social welfare. Design/methodology/approach When exploring the optimal pricing decisions under the given government investment, extreme value theory and sensitive analysis are used. When investigating the investment level, game theory and optimization method are used. Numerical examples are conducted to further illustrate the results. Findings First, after considering the government investment, whether the buyers and the sellers are charged depends on the investment level and the difference of the cross-market network externality (CNC) of the sellers and the buyers. Second, the optimal price on the sellers is decreasing (increasing) in the CNC of the buyers (sellers). The optimal price on the buyers is significantly affected by the investment level. Finally, the government investment is win-win for both the platform and the government, and Chinese Government should invest on the sellers heavily. Originality/value This study specifies the role of the government investment on the sellers in determining the platform’s pricing decisions and the improvement of the social responsibility, which is measured by social welfare.

The secondary school performance of Ghomara’s students (coastal area of Chefchaouen province, Rif Mountain, Morocco) is deeply influenced by the cultivation of cannabis practiced by many Ghomarian families. To highlight this relationship, a field study was conducted with students, their parents, and other stakeholders through the adoption of a quantitative and qualitative sociological approach. It then appears that most of the students, especially boys, from cannabis families had annual averages assessment marks (AAM) less than 10/20. These marks do not allow them to continue their schooling. In addition, other factors are added to aggravate the already precarious situation, such as the need for manpower to carry out family farming activities, the social reluctance towards education, the inadequacy of education system to the labour market and the mistrust of the local population to the reforms of the national education system recently proposed by the government.

The Revolution of Human Resources (SDA) and Mental Nation is indeed important today to sustain the progress of the nation. But before that, it must be realized about the lack of attention to education for people who are not addressed, for example street children and orphans in need. All elements of the nation should be realize of the deficiency or something that needs to be improved from this. The government, educational institutions and humanitarian social bodies that form the nation's generation are very important for this.  But here, it is emphasized for the Social Foundation and humanity to be more able to pay attention to their future needs for the better, because this institution is a suitable place for them to get quality education, character, and morals that are in accordance with Islamic values, where the aim is to provide equitable justice for the people's and make a better national life.

The social burden of Bangladesh’s already prevalent child marriage problem has further flared up amid the ongoing COVID-19 pandemic. We aim to briefly report on the current scenario of underage marriage in Bangladesh from available sources and highlight concerns. The prevalence of child marriage has increased by at least 13% due to pandemic-enforced long-term school closure throughout the country, while many cases remain unreported. Exacerbated financial crisis, the prolonged shutdown of educational institutions and social insecurities are the principal triggering factors for such a high pace of child marriages. We urge the government and local administrations to address the current situation through concerted and integrated efforts to combat the early marriage crisis in Bangladesh.

Over the past few years, neither the real incomes of the population, nor the economic situation of the country as a whole have been favourable by the Russian citizens. The presence of objective problems in the acquisition of material resources, together with the natural desire of a person to live in the most comfortable conditions, raise the question of finding other, intangible, resources to meet needs. An example of such a resource is social capital, which has recently attracted the attention of researchers in Russia and the world more recently. In view of the peculiarities of youth (18-30 y. o.), as a period of development of the human personality, it is precisely on this segment of life that the first significant attempts to independently form social capital fall. Not least of all, this is connected with admission to higher educational institutions, which is often associated with leaving the familiar environment and the need to act in completely new social networks and roles. Consequently, the responsibility for independent actions in this area is becoming higher. In this regard, based on studies conducted by the Vologda Scientific Center of the Russian Academy of Sciences, we decided to identify the main features of the formation of social capital in youth and to see how the situation with its accumulation changes in time. The main results of our study include the discovery that the accumulation of social capital at a young age is more effective due to the greater readiness of young people for joint action. Clarification of the fact that investments in social capital, even in youth, quickly begin to bring dividends. Based on the positive changes in social capital over time, it was concluded that the Vologda Region has the potential for its further development. As a result, it was concluded that the active use of the potential for the accumulation of social capital in youth is characterized by increased productivity, due to the fact that in the considered period of life, people are more prone to unification.

The article discusses certain measures for preventing juvenile delinquency in the Russian Empire in the late 19th - early 20th century. It was conditioned by the fact that the given social contradiction brought negative consequences for the country and demanded ultimate concentration of the government on finding the solution to the problem. There were scientists at that historical period who suggested effective ways out of this contradictory situation. S. A. Rachinsky, a science communicator, was one of such people. His efforts produced positive results and contributed to the prevention of crime among underagers. The experience of the Tatev school was used by other educational institutions. Thus, Storozhishchensky correctional and shelter facility founded in 1894 in Smolensk province for underage criminals followed the education system proposed by S. A. Rachinsky, which contributed to effective socialization and correction of pupils.

This paper analyses the policy of reservation for Scheduled castes in Kerala. The paper provides a brief overview of the caste system and discusses the types of groups that are eligible for reservation, based on data from government reports. The stance of this paper is that affirmative action has not benefited the lower castes due to contextual factors like low school enrolment and completion rates, and high dropout and failure rates. Also, continuous addition of more and more castes to the fold of reserved categories has diluted the positive impact of the reservation policy. This paper suggests that under-representation of any social group in educational institutions should be assessed with reference to sub-populations of secondary school completers and argues that, unlike Scheduled Castes and Tribes, Other Backward Castes are not markedly under-represented. Hence, the 27% quota declared by the government recently is not justified. The paper also highlights the human resources through the education social, pedagogic, psychological and political issues involved in the policy of reservation, and suggests that quotas should be based on economic criteria rather than on caste considerations.
