Vietnam introduced its development programme “Building new rural areas”, which program aims at finding a concept of sustainable development in rural areas in order to emerge the role of sustainable development toward the National direction for local strategies and to ensure sustainable rural development. This paper is a work at the scope of reviews and literature available worldwide in development policies and programmes on sustainable rural development. It compares the dimensions of these policies and programmes on the basis of definitions, methodology and practical framework applied in order to identify a promotion for building new rural areas in disciplines, and especially supply a background for data analyses of the Vietnamese case in the National Target Programme “Building new rural areas during the period 2011-2015”.

The purpose of the article is to analyze the environmental situation in rural areas in Ukraine in order to develop proposals for the diversification of agricultural production and non-agricultural activities in these areas on the basis of sustainable development. Based on the anal-ysis of the scientific literature on sustainable rural development, protection, and reproduction of natural resource potential, the methodological basis for the study of the ecological component of sustainable rural development has been formed. In the course of the research monographic, economic-statistical methods and methods of scientific generalization and synthesis were used. Based on the study of the state of agricultural lands, a continuous decrease in fertility as a result of increasing the rate of their degradation is substantiated. It was found that agricultural pro-ducers have reduced capital investment in environmental protection. It is proposed to promote the development of organic production as one of the areas of diversification of agricultural activities in order to reduce degradation processes.

IMPLEMENTATION OF ACCELERATION OF VILLAGE DEVELOPMENT IN REALIZING SUSTAINABLE DEVELOPMENT BASED ON LAW NUMBER 6 YEAR 2014 ABOUT VILLAGE Abstract In the course of the Indonesian state administration, the village government system began to be uniform again through Law Number 6 of 2014 concerning Villages. This research aims to explain the role of village government institutions in the implementation of sustainable development in rural areas and the governance of village development policies through the use of Village Funds. The method used in this research is empirical legal research. The results of this research explain that the supporting factors for the implementation of the duties of the village head in Trucuk Village are direction, guidance, and training for village heads in drafting village regulations to realize the acceleration of sustainable village development. Meanwhile, the factors that hinder the implementation of the duties of the village head in Trucuk Village are the low participation of the community in responding to the work programs run by the village government and the low awareness of the community in maintaining public facilities in the village. Good village governance is an institutional framework to strengthen village autonomy because substantively decentralization and village autonomy are not just a matter of sharing authority between levels of government, but as an effort to bring the government closer to the community. A strong and autonomous village government will not be meaningful to the community without being supported by transparency, accountability, responsiveness and community participation.

Rural development implies both the economic betterment of the people living in rural areas as well as bringing out holistic development. Accordingly, government has made paradigm shift from individual-centric rural development support to creation of gainful self-employment as well as wage employment among rural masses. Entrepreneurship, in this direction, has become an important consideration. Economic growth of a region largely depends on the involvement of poor and marginal sections into the process of entrepreneurship development. Globally, a large number of unemployed youth and women are becoming self-employed through entrepreneurship and creating employment opportunities for others. Researchers have worked on women's empowerment, economic development, and their role on micro-credit movement. The work on role of women in sustainable development is very limited. This chapter has tried to analyse issues related to women entrepreneurships in light of sustainable rural development in India to meet the research gap in the current context of Indian rural economy.

The article develops the theoretical and methodological foundations for the formation of the concept of investment support for sustainable development of rural areas in terms of institutional transformations. It is determined that the systemic idea of rural areas as a territorial and social system, allows us to consider them as a socio-ecological-economic system in the context of the following structural components: agroecosystems, economic and socio-mental space. It has been established that sustainable development is possible on the basis of an integrated approach that takes into account the close relationship between the economic, environmental and social components of rural areas. Rural areas develop in a certain natural environment, in close connection with the urban territorial subsystem and under the influence of the global economic system. The dynamism and sustainability of rural development depend not only on the external environment, but also on achieving a balance of their economic, social and environmental components, which is ensured by adhering to the principles of complexity, coherence, balance and harmony. The methods of management of sustainable development of rural areas used in modern economic science and practice are caused by features of the last, and also the factors influencing activity of investments in the conditions of a countryside. All this requires a variety of applied management tools, the cumulative effect of which should ensure sustainable development of rural areas, stabilization of agricultural production, stop the outflow of migration from rural areas to cities and abroad, improve living standards in rural areas. Based on the provisions of economic theory on the nature of investment and current legislation, the article reveals the following features of investing in sustainable rural development. It is noted that sustainable development of rural areas is possible only with sufficient and effective investment support based on a combination of efforts of state and local authorities, local communities, businesses, investment strategy, improving public investment policy and implementing an appropriate mechanism for its implementation.

Abstract There is a growing recognition of the role that social enterprises play in rural areas. In Ireland this is formally acknowledged in recent social enterprises and rural development policies which commit to developing a suite of supports to realise the potential of social enterprises and strengthen their contribution to place-based sustainable rural development. However, these policies offer a generalised approach to social enterprises, compounded to date by the considerable gaps in our knowledge of these organisations. The main purpose of this article is to fill a gap in our understanding of Irish rural social enterprises. Using Defourny & Nyssens’ meso-level framework (2017), this paper presents an analysis of surveys completed by 258 Irish rural social enterprises. Our findings illustrate five clusters which represent different types of Irish rural social enterprises. The findings confirm the validity of applying a meso-level approach for capturing in-country heterogeneity within the social enterprise sector and for informing policy supports for these significant actors in place-based sustainable rural development.

A considerable number of measures taken under the Rural Development Programme have to be objectively and reasonably justified. These stem from strategic administrative decisions based on the results of analyses of complex natural, economic and demographic processes occurring in rural areas in time and space. Due to increasing functionality of the Geographical Information System (GIS) and wider availability of spatial information, the GIS databases and geospatial analyses are now the basis for solving spatial problems in the implementation of the Rural Development Programme. The aim of the study was to identify the features of rural areas in the Dolnośląskie Voivodeship (Lower Silesia Province) based upon selected components. For this purpose digital databases were employed. These are particularly relevant for sensible and sustainable rural development. With the use of the Corine Land Cover (CLC) database, the analysis concerning diversification of land cover and land use in the rural areas of the Dolnośląskie Voivodeship was carried out. Basing on the Digital Elevation Model (DEM), the terrain relief and land slopes were examined. By the means of soil and agriculture database, the analysis of spatial diversification of soil suitability was also performed. Moreover, with the use of the Polish Central Statistical Office databases, the spatial diversification of selected economic and demographic components in the analyzed area was evaluated. The analyses provide geo-visualizations, i.e. digital models presenting high spatial diversification of rural areas of the Dolnośląskie Voivodeship. The spatial diversification results from the high physiographic variability of this area. It should be stressed that the models are very practical and essential for the Rural Development Programme to be implemented by the authorities responsible for protection and rural development.
