DIAGNOSIS OF THE ENVIRONMENTAL COMPONENT OF SUSTAINABLE DEVELOPMENT OF RURAL AREAS IN UKRAINE

The purpose of the article is to analyze the environmental situation in rural areas in Ukraine in order to develop proposals for the diversification of agricultural production and non-agricultural activities in these areas on the basis of sustainable development. Based on the anal-ysis of the scientific literature on sustainable rural development, protection, and reproduction of natural resource potential, the methodological basis for the study of the ecological component of sustainable rural development has been formed. In the course of the research monographic, economic-statistical methods and methods of scientific generalization and synthesis were used. Based on the study of the state of agricultural lands, a continuous decrease in fertility as a result of increasing the rate of their degradation is substantiated. It was found that agricultural pro-ducers have reduced capital investment in environmental protection. It is proposed to promote the development of organic production as one of the areas of diversification of agricultural activities in order to reduce degradation processes.

The purpose of this paper is to investigate the capabilities and limitations sustainable rural development in the Kermanshah district, is. Kermanshah district is, the one of Kermanshah city in the Kermanshah Province, located in the West of Iran. Province with an area of 24,640 square kilometers, the seventeenth province of Iran, the extent of. Reviews features and capabilities of the rural Kermanshah district, in order to achieve sustainable development goals of the study is considered. To assess the capabilities and limitations of sustainable rural development, Kermanshah district, the Model " driving force ( pressure), - the status quo - Response " (PSR), with emphasis on economic factors, is employed. In order to sustain economic factors are the factors that leads to rural development in a period of sustained economic terms, and the amount of economic and social prosperity for farmers and villagers to create. In the model used, studied over 10 indicators, such as access to water resources, food security, adequate income and permanent farmer’s share of manufactured exports, etc. have been studied. To calculate the index, data from the Statistical Center of Iran and the Ministry of Agriculture has been used. The results of the model used, the indicators used, show that stability, rural development, agricultural activities down to reliance has been, and continues to the present situation cannot be sustainable development for rural areas surveyed have. One of the main reasons for this instability, the increasing cost of agricultural production, on the one hand, and the low prices of the other party, which has caused the value added of this sector was low and income from agricultural activities 30 percent of total rural income ), not sustainable rural development, to be held.

Theoretical, methodological, scientific, methodical and applied principles of managing environmentally and socially oriented investments in sustainable development of rural areas have been developed and substantiated in the article. The model of investment process of ecologically and socially oriented economy has been developed. The analysis of corresponding existing models of investment process enabled to specify the management model, which corresponds to the environmentally and socially oriented economics. The block scheme of the system of analyzing and evaluating the efficiency of investment processes of sustainable rural development has been made. The determined methodological provisions and specified concepts enabled to ground the system of complex analyzing and assessing the effectiveness of investment processes in sustainable development of rural areas, including the evaluation of economic, social and environmental efficiency of investment projects. The mechanism of sustainable rural development, comprising consolidated elements and connections, has been grounded. The ecological aspects of investment policy as a component of the economic mechanism of sustainable rural development have been systematized. It has been determined that attracting investments in environmentally and socially oriented investment projects and programs has to be based on strengthening the ecological aspects of investment policy as part of stimulating sub-system of the economic mechanism of sustainable rural development.

The purpose of the article is to substantiate the innovation and investment principles of green tourism in rural areas in the context of decentralization with a combination of production systems in order to explore opportunities and provide proposals for further functioning of the national economy. Methodology research is to use a set of methods: economic-statistical, monographic, system, economic- mathematical, abstract-logical and others. The scientific novelty of the obtained results is the introduction of innovative, economically feasible and research meth- ods with regard to sustainable development of green tourism in rural areas in decentralization, which are associated with the adaptation of theories, principles and rules of great importance for sustainable rural development of green tourism in the context of global transformations. Conclusions. The modern principles of effective functioning of green tourism in rural areas in the conditions of decen- tralization at a combination of production systems are substantiated. The tools of the general research methodology with regard to sustainable development of green tourism in rural areas in the context of decentralization are proposed. Adaptation of a system of theories, principles and rules that are essential for the formation of sustainable rural development are related. The article develops the theoretical and methodological foundations for the formation of the concept of investment support for sustainable development of rural areas in terms of institutional transformations. It is determined that the systemic idea of rural areas as a territorial and social system, allows us to consider them as a socio-ecological-economic system in the context of the following structural components: agroecosystems, economic and socio-mental space. It has been established that sustainable development is possible on the basis of an integrated approach that takes into account the close relationship between the economic, environmental and social components of rural areas. Rural areas develop in a certain natural environment, in close connection with the urban territorial subsystem and under the influence of the global economic system. The dynamism and sustainability of rural development depend not only on the external environment, but also on achieving a balance of their economic, social and environmental components, which is ensured by adhering to the principles of complexity, coherence, balance and harmony. The methods of management of sustainable development of rural areas used in modern economic science and practice are caused by features of the last, and also the factors influencing activity of investments in the conditions of a countryside. All this requires a variety of applied management tools, the cumulative effect of which should ensure sustainable development of rural areas, stabilization of agricultural production, stop the outflow of migration from rural areas to cities and abroad, improve living standards in rural areas. Based on the provisions of economic theory on the nature of investment and current legislation, the article reveals the following features of investing in sustainable rural development. It is noted that sustainable development of rural areas is possible only with sufficient and effective investment support based on a combination of efforts of state and local authorities, local communities, businesses, investment strategy, improving public investment policy and implementing an appropriate mechanism for its implementation.

The purpose of the article is to generalize theoretical approaches to defining the essence of balanced rural development through the prism of the evolution of theories of spatial and inclusive development and the concept of sustainable eco-socio-economic growth. Research methods. The methodological basis of the research was general scientific and economic research methods, scientific works of Ukrainian and foreign scientists on sustainable rural development and the evolution of scientific thought regarding this problem. In particular, the research used the following methods: abstract-logical (when proposing a hypothesis, making generalizations, formulating conclusions and proposals); analysis and synthesis (in the study of the evolution of theories of spatial and inclusive development and the concept of sustainable eco-socio-economic growth); induction and deduction (to study the essence of the category of balanced rural development). Research results. The evolution of the main economic theories of sustainable rural development, which, developing gradually according to the laws of dialectics, inherited the scientific developments and predictions of scientists of several generations, is revealed. Scientific novelty. Scientific approaches to the interpretation of the category "sustainable development of rural areas" were further developed, which was proposed to be understood as a process of improving the level and quality of life of the rural population, which, in turn, contributes to a variety of types of agricultural and non-agricultural activities, productive employment, diversification of incomes of rural households and filling budgets of local communities, social protection of residents, modern infrastructural development of the settlement network, preservation and enhancement of soil fertility, protection of landscapes and biological diversity. Practical significance. The study of the theories of spatial economics, inclusive growth and sustainable development can be-come in the future a scientific and methodological basis for the balanced (sustainable) development of rural areas, which will contribute to the restoration of human-centered socio-economic and ecological equilibrium in conditions of destabilizing internal and external factors. The European Commission has been striving to achieve sustainable development in its rural areas for more than 25 years through funds aimed at modernizing the agricultural and forestry sectors, protecting the environment and improving the quality of life. But is sustainable rural development really being accomplished? This study sets out to answer this question in the case of Extremadura, a Spanish territory with Low Demographic Density and a Gross Domestic Product still below 75 % of the European average. Both qualitative and quantitative methodology have been employed, using a Principal Component Analysis the result of which has provided us with a model which shows how various behaviors coexist in the region in view of the distribution of current funding from the EAFRD. The most dynamic areas have received the largest amounts of funding and these are linked to the agricultural sector and to the protection of the environment, leaving aside the more depressed areas and the implementation of the LEADER Approach as well. Therefore, we have come to the conclusion that the current rural development in Extremadura is not sustainable enough.

In Vietnam, rural area is a region for living and working of a rural resident community, including mainly farmers. It is a region of agricultural production (by the general meaning). Besides, there are manufacturing activities and service, but priority is given to agriculture and rural community. Meanwhile, the rural density is lower than urban density. Vietnam introduced its development programme “Building new rural areas”, which program aims at finding a concept of sustainable development in rural areas in order to emerge the role of sustainable development toward the National direction for local strategies and to ensure sustainable rural development. This paper is a work at the scope of reviews and literature available worldwide in development policies and programmes on sustainable rural development. It compares the dimensions of these policies and programmes on the basis of definitions, methodology and practical framework applied in order to identify a promotion for building new rural areas in disciplines, and especially supply a background for data analyses of the Vietnamese case in the National Target Programme “Building new rural areas during the period 2011-2015”.

Sustainable development is a new concept in development economics that needs not to be limited to towns and cities in developing economies like Nigeria. This study therefore examined the strategies for promoting sustainable development in Nasarawa State. The study was guided by cross-section survey design. A sample size of 400 respondents was selected from three rural areas in the State using simple random sampling techniques. A structured questionnaire designed by the researchers was used as instrument for data collection. The instrument was validated by experts and its reliability was ascertained using the Cronbach Alpha Coefficient technique. Descriptive statistics, principally, simple percentages, mean and standard deviation were used for data analysis.The findings revealed that agricultural development and social services provisions have been the major rural development strategies adopted in the State that have been implemented in the State. The results also showed that less attention has been given to human capital development, political inclusion, infrastructural development and industrial growth. It was found that radio and television, farmers and traders association and collaboration with traditional councils are ways of creating awareness on sustainable rural development. However, exclusion of rural dwellers at the planning stage and absence of rural needs assessment were found to be the major challenges to sustainable rural development. The study revealed that employing contractors of projects from communities where projects are sited and the need to plan based rural realities can enhance rural dwellers involvement in sustainable rural development decisions. The study concluded that strategies for sustainable rural development in Nasarawa State have not been effectively designed and implemented because the emphasis has always been on agriculture. The study recommended that Government should always embark on rural development needs assessment, sustainable rural development should emphasis the bottom-top approach, greater investment in human capital and rural entrepreneurial initiatives.

Climate problems, the state of the environment, the Covid-19 crisis are the main problems of today that directly affect agricultural production and as a consequence the sustainable development of rural areas. The article analyzes the factors of reorientation of agricultural production to organic production. Emphasis is placed on preserving local agricultural traditions and scientifically sound approaches to organic production to ensure sustainable development of rural areas. Using Forsight research, the relationship between balanced rural development and organic production is predicted. The basic strategies of competition have been identified with the help of the five Porter forces, in order to develop a strategy for successful entry into organic markets and maintaining supply chains during the Covid-19 period. Emphasis is placed on high requirements for agricultural products and compliance with environmental standards in their production, which may be an obstacle to further exports of Ukrainian organic products to the EU market. The relationship between the dynamics of organic production and a set of measures and determinants that determine the natural resources and production and technical conditions of rural development is substantiated using the SMART-method. It is argued that organic production is a resource basis for the development of strategies to increase the production of agricultural products, finished food products and sustainable development of rural areas. The importance of organic production during the COVID-19 crisis is outlined. It is proved that there is practically no alternative to the development of agriculture under the organic scenario in the system of sustainable development of rural areas in the long run.

The sustainability of rural areas is facing numerous challenges in China. The Chinese government has chosen the construction of smart villages as an important strategy to realize the sustainable development of rural areas. In this paper, we define a smart village as a rural development model that fully utilizes the solutions provided by the information and communication technology (ICT) to promote the sustainable development of the village on the basis of clarifying the characteristics and needs of rural development. Combined with general system theory, we propose a theoretical framework of the smart village system. Based on the theoretical framework of the smart village system, we analyzed the smart village strategic planning and smart village practice in China. The results of the study showed that the construction and development of smart villages in disadvantaged rural areas is the correct choice for sustainable rural development according to the current situation in China. The Chinese government’s role in promoting smart village construction has been to promote the smart village system’s strategic subsystem to enhance smart rural areas’ development through a unified overall plan and related supporting policies. The top-down smart village construction model currently adopted by China is determined by China’s political and economic system, which is mainly reflected in the centralization of power and the public economy’s dominance.
