The article is aimed to analyse the tendencies of digital transformation of the temporary city. A sociological reconceptualisation of the term «smart city» is proposed, various stages in the evolution of the theoretical ideas about a smart city are distinguished. Based on empirical data, the key areas of digitalisation of the urban environment, as well as the social risks associated with these processes are identified (first of all, technostress as difficulties in adapting to a new digital reality). The article concludes with analysis of the role of the urban environment as a factor in the formation of digital competencies of citizens in everyday and professional practices.

Статья посвящена анализу социальных эффектов цифровой трансформации, происходящей в столичных мегаполисах (на примере Санкт-Петербурга и Минска), их влиянию на жизнедеятельность пожилых людей. Цифровая трансформация в данной статье рассматривается в двух аспектах - как внедрение цифровых технологий в повседневную жизнь (в том числе в контексте феномена «умный город») и как цифровая трансформация сферы труда (постоянно воспроизводимый процесс ее цифровизации). В контексте ее социальных эффектов акцентируется внимание на таких явлениях, как техноэйджизм (исключение пожилых людей из цифровой сферы) и связанный с ним техностресс. The article is aimed to analyze social effects of digitalization using the example of the elderly in big city. Digitalization in this article is considered in two aspects: as introduction of digital technologies in everyday life (as well as «smart city»); and digital transformation of professional practices. Special attention is paid to such phenomena as techno-ageism (exclusion of older people from the digital sphere) and related technostress.

Research in the sciences, including the social sciences, is usually supposed to be conducted in a systematic way, working from research questions to the gathering of empirical data, to conclusions. But in an analogy drawn from the art of fencing, the author argues for an alternative approach in visual anthropology. Films look at the world differently from the ways we conventionally see, and these differences have optical, social, and structural origins. To overcome these differences, filmmakers may have to voluntarily ‘dislocate’ themselves in order to put themselves in a position to view their subject from a different perspective, and so uncover new knowledge. The argument is supported by a discussion of the realities of ethnographic fieldwork, the processes of filmmaking, and the role of play and improvisation in the arts and other human endeavours.

Purpose The participation of society is a valuable aspect of the governability of cities, for it strengthens the citizens’ collaborative component. Such participation, which is seen as social, is considered an essential element for the design of a smart city. This study aims to identify the factors that contribute to social participation in the definition of budgetary instruments’ planning. Design/methodology/approach Concerning the methodological instruments, this study is characterised by a quantitative and descriptive approach and uses a multivariate data analysis with a sample of 235 respondents. Findings The study’s findings identified a framework that portrays elements that collaborate with the social participation in the definition of the public administration’s budgetary instruments, which are considered as elements that are able to develop the role of the popular participation and are characterised by the definition of a smart city by enabling more assertiveness in society’s needs. Practical implications Identification of a framework that brings out elements that are able to develop the popular participation in the definition of budgetary instruments. Then, one scale of elements that contribute to social participation in the definition of the public administration’s budgetary instruments theoretically represented and statistically validated, thus contributing to the continuity of studies on social participation. Social implications Through studies on social participation in budgetary planning, it is possible to guarantee a better allocation of public resources through intelligent governability. Originality/value The research can bring theoretical elements about social participation in the definition of budget instruments for a statistical convergence through the perception of the sample.

Abstract In the latter decades of the 20th century, historical, typological, dialectological, and sociolinguistic research all contributed to demonstrating the limitations of focusing exclusively on language-internal synchronic data, and these and other disciplines that share a bottom-up perspective acquired respectability as participants in theorybuilding. In the 21st century, there is a renewed appreciation of the potential for such research to address questions that are central to linguistic theory. Dialectology is today a field in which the social changes occurring in human societies are naturally taken into consideration, and includes not only the study of dialects in the traditional sense but also the study of social dialects and second-language varieties. Dialectology has thus evolved into a rich and complex field which is ideally positioned to make important contributions to the process of building theories of language that are firmly based on empirical data.

Smart cities have become a new urban model for thinking and designing cities in the connected society. It is time to ask ourselves what kind of city we want and need. There is still a long way to go in relation to the role of citizenship in the field of smart cities. This autoethnography reveals different contradictions found during the preparation of my doctoral thesis, which studied the citizens’ perception of smart city policies in a city in southern Spain, in my double role as a doctoral student/researcher and public manager. Many of the statements and conclusions of different scientific research contrasted with the reality that I was experiencing in my daily work. My conclusions can help in the current debate on which cities we want to build at a time when the population is concentrated in cities and where it is necessary to respond to not only the economic, but also the social and environmental problems posed by sustainability

Az utóbbi évtizedben a környezettudatos gazdálkodás szerepének felértékelődése új tevékenységi területet nyitott meg a bankok előtt, amit nemzetközi szóhasználattal élve green banking-nek neveznek. A fenntartható fejlődést támogató projektek banki finanszírozása számos lehetőséget nyit a pénzügyi intézmények számára – hírnév, új ügyfélbázis, kockázatcsökkentés, jövedelmezőség növelése –, amennyiben a bankok a fenntarthatóság elveit megfelelően integrálják működési stratégiájukba. A cikksorozat második részében a szerzők a bankok fenntartható működését támogató külső és belső motiváló tényezőit veszik vizsgálat alá, amelyet már nemzetközi elvek és megállapodások is szabályoznak és támogatnak. Kiemelt fontosságot tulajdonítanak a környezettudatos gazdálkodás banki stratégiába történő integrálásának, melynek alapjait teremthetik meg a cikkben vizsgált nemzetközi irányelvek. ________ In the last decade, a lot of publications came to light, dealing with the social and environmental responsibility of financial institutions. Banks are expected to improve their competitive advantage by demonstrating economic development, while promoting environment care and social responsibility. This sustainable finance means to manage environmental and social risks in corporate lending and project financing. Green financial institutions have developed a wide range of innovations that can support sustainable development. This article highlights a few external and internal factor that support this aim, and which are regulated by international principles. However the authors’ survey shows that in the relevant literature there are a lot of ways to define sustainability and its achievement. They suggest that all of them can be interpreted associated with green banking operation. The goal of this paper is to identify the role of financial institutions in achieving sustainable development, and stress its strategic importance. The authors also attempt to show, why and how can this sector become the promoter of sustainability.

Abstract Broadcasting has become part of peoples’ lives needs for information, entertainment and education. Broadcasting agency as mass communication media play a role to shape the behavior of political, social, and economic in every society, in order to establish the public legal compliance through broadcasting activities that are counseling and law clarification, it takes effective communication media so that the target is expected to be achieved through increased the quality broadcast programs and attractive containing understanding and knowledge about the law will be able to increase publics’ consciousness and legal compliance. This study using sociological-juridical approach by analyzing the empirical data in order to understand the social and legal responsibilities and functions of broadcasting as a mass communication media is effective in disseminating the law and the formation of values, the result of study drawn through the broadcast media were able to create a culture norms, it means the function of media is not only as a transmitter of information to disseminate the law to the public but also it can have the effect of influencing and encouraging the change of behavior towards the law-abiding. Аннотация: В данной статье рассматривается роль информационных технологий в социальной, экономической и политической и других сферах жизнедеятельности Кыргызстана. Раскрываются понятия “информационные технологии”, “информационное общество”, “цифровая трансформация”. Приводятся основные направления применения информационных технологий в сфере образования страны, описываются условия для их дальнейшего развития. Анализируется сущность понятия информационного общества, перспективы развития Кыргызстана и безопасности информационного общества. Сформулированы основные проблемы развития информационных технологий, что неизменно отражается на уровне экономического развития страны. Приводятся пути для решения всех этих проблем и продвижения реформ в области внедрения IТ - технологий в стране, необходимых для дальнейшего развития цифрового общества. Large-scale village relocation and urbanization, one of the most significant social changes in China, bring villages both development opportunities and social risks. The social risks mainly stem from the government’s strong position in land expropriation and policy preference for urban development. We observe the amalgamation of Anyang and Bomu Village in China and explore the specific role of land policies in the social change and restructuring of the two villages. We find that clan gentries challenge the government’s “absolute” authority over land and landless villagers start the trend of “de-urbanization.” Our research presents targeted policy recommendations in terms of weakening the role of the government in urbanization, strengthening dialogues between the government and clans and coordinating urban and rural land use.
