Control, Alt, Delete? Information Technology and the Human

With the German jurist-philosopher-author Juli Zeh chapter 13 asks the jurist to consider the effects of contemporary information technologies on the human. It discusses topics such as privacy, surveillance and control societies in relation to individual autonomy and free will. With Zeh’s novel The Method it shows the consequences of state ideology writ large and it asks the reader to consider in which ways humans are being nudged into complacency by modern technologies that provide all our modern conveniences. It shows that as a result of modern technologies human beings run the risk of being reduced to objects ready to be used for further ordering by others.

Introduction: The information society generates new forms of organization of the educational process, including the process of passing student practice. Organization and passing of practice requires both practitioners and students to take certain actions that can be accelerated and optimized with the usage of modern information and computer technologies. Recently,the considerable attention has been given to  the issue of organizing the process of student practice by both Ukrainian and foreign scholars. However, the very use of information technology in the organization of student practice data from scientists was not considered. The authors of the article focused on the study of the Internet technologies usage in the organization and practice of students of higher education institutions. The article proposes a new approach to improving the quality of information support for the organization and conducting of student practice. Purpose: Research of the problem with organizing the students' practical training in the system of professional training students at educational levels "Bachelor" and "Master"; Demonstration of the functional capabilities of the created web-based information system "Practice" as an example of the application of modern technologies for information support, analysis and optimization of organizational decision making while undergoing internship in a higher educational institution. Methods: The method of parsing analysis and the method of social modeling for analyzing problem issues in the organization of the  student's practice process and the creation of an appropriate IT project has been applied. Results: A variant of innovative solution and optimization of information provision of the process of organizing various types of student practice with the use of modern information technologies is offered - web-oriented information system. The functionality of the created web-based information system "Practice" has been prepared, tested and described. Web-IP Practice is developed as a web application, the server part of which is implemented on the basis of the AMP software package, which includes: Apache, MySQL, PHP. The components of this complex are distributed with free licenses, thus, the Web IP Practice can function without the usage of expensive software. The modular structure of the system makes it possible to set up access, registration and authentication and manage user data, manage events and generate reporting documents for organization and practice. The proposed web-IP Practice provides opportunities for the following tasks: - informing students about organization and passing of practice; - preparation of documentation package on organization and passing of practice; - management and control of the process of passing the practice; - formation of reporting materials. Conclusion: Application of information technology in the organization of student practice is effective and provides the ability of  automatically formation and control the database, manage and control the process of organizing practices using web technologies. Monitoring the practice of remote access provides cost savings and time optimization. Elaboration of all worksheets (journal of practice) in electronic form and by sharing allows to supervise and effectively organize the close cooperation of the leader and the student during the practice.

Accounting is undergoing constant changes in both legislation and methods of conducting it. Every year the need to improve accounting methods grows. This process is made possible by the growing impact of information technology on the world, the computerization of most routines, the need to reduce the time required to perform typical actions and, as a result, to increase efficiency. Information technology simplifies accounting and increases the efficiency of relevant staff by automating the standardized process. This automation of operations is performed by various types of software. On the one hand, their use greatly simplifies the work of the accountant, which allows him to engage in more creative work, such as the organization and improvement of accounting, more efficient use of time for management decisions. The importance of accounting in identifying, accumulating, summarizing, storing, processing and transmitting information about the business activities of the enterprise and found that it reaches about 80% of the entire database of information used by management to make decisions. The possible benefits of the introduction of automation of accounting processes are investigated and it is established that this will allow: 1) to increase the overall efficiency of the enterprise and control over its activities; 2) reduce the time spent on information processing and remuneration of a particular employee; 3) automate the accrual and payment of wages, inventory, accounting for working capital, the formation of financial and analytical reports, the process of buying and selling goods (works, services) and more; 4) timeliness of management decisions. Research shows that the current accounting system needs to be reformed because it is currently focused on mechanized accounting and requires a push for automation by the authorities.

Human space expeditions have, from the beginning, involved great risk and complexity. Space flights, accordingly, have utilized substantial quantities of highly skilled labor. The rapid creation and evolution of increasingly powerful information technologies promise a new human-automation systems balance of work. This balance holds the potential of greatly increased crewed and robotic space exploration capability, along with dramatically reduced costs. Since further development of sophisticated information technology systems must, from the outset, consider both the human and the machine as “components” of an integrated system, research supporting the development and optimal utilization of such systems will necessarily incorporate significant human factors components. This paper examines the impact of information technologies on lunar and planetary missions; exemplar inherent human factors aspects, such as display and control in virtual environment/teleoperated systems, are considered.

Background The coronavirus disease (COVID-19) epidemic poses an enormous challenge to the global health system, and governments have taken active preventive and control measures. The health informatics community in China has actively taken action to leverage health information technologies for epidemic monitoring, detection, early warning, prevention and control, and other tasks. Objective The aim of this study was to develop a technical framework to respond to the COVID-19 epidemic from a health informatics perspective. Methods In this study, we collected health information technology–related information to understand the actions taken by the health informatics community in China during the COVID-19 outbreak and developed a health information technology framework for epidemic response based on health information technology–related measures and methods. Results Based on the framework, we review specific health information technology practices for managing the outbreak in China, describe the highlights of their application in detail, and discuss critical issues to consider when using health information technology. Technologies employed include mobile and web-based services such as Internet hospitals and Wechat, big data analyses (including digital contact tracing through QR codes or epidemic prediction), cloud computing, Internet of things, Artificial Intelligence (including the use of drones, robots, and intelligent diagnoses), 5G telemedicine, and clinical information systems to facilitate clinical management for COVID-19. Conclusions Practical experience in China shows that health information technologies play a pivotal role in responding to the COVID-19 epidemic.

Abstract. The aim of the study is to systematize the principles of building information technologies that are essential from the point of view of information risk assessment, and to form, on this basis, a model that provides the ability to analyze risk factors when building secure information systems. Methods: when developing the model, the methods of game theory and set theory were used. The result: the model is focused on taking into account the conflicting nature of interaction between information technologies and sources of threats to information security The information technology system is considered as an interconnected set of technologies of the warring parties, providing the processes of practical activity of one of them, which allows, on a unified methodological basis, to analyze the vulnerabilities of information technologies, scenarios for the implementation of threats, as well as to optimize technological solutions for information protection. The model is characterized by a high degree of generalization, since its main elements are abstract entities: a set of information technologies used by the parties; sets of information operations, implemented by technologies; information and control relationships on sets of technologies and operations. To use the model requires a preliminary development of the list and characteristics of these sets and relations in relation to specific information technologies

In the proposed article, the authors present the results of research related to the use of information technology resources, which were conducted in two preschool institutions in Plock. The article emphasizes the importance of introducing the various means of modern information technology in the lessons. In preschool education, as in other fields of education, the using of information technology resources is very useful and has a positive attitude of the children, which increases the effectiveness of didactic and educational interactions in the educational process. The use of modern technologies is an attempt to achieve educational reform. It is also an opportunity to present interesting and innovative activities that accelerate and promote the acquisition of various skills. The author also emphasizes that the constant use of a computer can lead to addiction, which in turn will lead to aggression, fatigue, frustration, insomnia, and loss of health, such as impaired vision, severe spinal defects, caused by lack of movement. Such results are presented by numerous developments. The aim of the article is to find «the golden mean» — the appropriate ways, methods, forms of introducing information technology into the didactic process from the beginning of education, from an early age. The article presents an attempt to outline the problems associated with the introduction of ICT use and to inform about them. The data obtained as a result of the study highlight another issue: the arrangement of public kindergartens doesn’t improve the quality of teachers’ work. Many educators still avoid modern technologies (due to their age, lack of skills in operating modern equipment, beliefs, etc.). Young teachers who want to work on the basis of modern technology, they are much more open to such work. Therefore, it is important for the city to consider the possibility of introducing teacher training courses for the development of all innovations.

Now, the cause of inefficient management in many enterprises of Ukraine is the insufficient use of information technology. Despite the active support of the sector by the state, the problems of studying and speeding up information flows, development and implementation of information and software systems for automation of management, lack of vision of the prospect IT implementation in managers and, as a consequence, reduction of management mobility, etc. are not fully resolved. The effectiveness of managing the settlement territories depends to a great extent on the completeness and reliability of the initial information used in making decisions on its strategic and operational development. The required information is measured by thousands of indicators that characterize the quantitative and qualitative state of the elements of the environment of the settlement and is collected, accumulated and processed by various branch bodies of state and local authorities. Using e-government tools will provide a significant improvement in service quality individuals and legal entities and increasing openness, transparency and efficiency of the activity of state and local self-government bodies. In addition, the introduction of e-government is a basic prerequisite for building an efficient digital economy and digital market in Ukraine. It is the generalization of electronic registers that will make it possible to make an effective management decision. The purpose of the scientific article is to identify the directions, mechanisms for improving the efficiency of management and control, case study and the influence of the information and communication technologies use on the management systems at the state and local levels. Methodology. The study of the subject area, theoretical foundations of information technology in the management of Vinnytsia areas of improvement; identifying tools and methods for implementing information systems in greening management. The subject of the study is the impact of information technology on improving the effectiveness of control and management decisions. Based on the analysis of information and communication technologies in management local authorities and experience of foreign countries in the area of urban improvement, areas of research to improve management and control are identified. Result of the research. It is determined that the use of information technologies in public administration contributes to the formation of an open democratic society, which will guarantee the observance of the constitutional rights of citizens, to participate in public life, to make appropriate decisions by public authorities and local self-government bodies. The use of e-government tools will significantly improve the quality of service for individuals and legal entities and increase the openness, transparency and efficiency of the activity of public authorities and local self-government bodies.

The use of information technology is a cross-cutting actively developing element in the method of investigating mass riots, which in modern conditions acts as a factor in the success of this work. The article reveals the features of the criminal prosecution of riots using information technology. The main areas of using automated data banks and information retrieval systems in the investigation of mass riots are determined. Domestic and foreign possibilities of using information technologies in the organization of investigative work, in accounting and control over the materials of criminal cases on mass riots, in fixing the circumstances of crimes and in proving them are shown. The structure of the program for making and supporting the decision to create a specialized investigative group designed to work in emergency conditions is determined. As part of such a group, it is proposed to immediately organize its own information center with its own databank of episodes and persons, taking into account the primary materials on the facts of riots using the programs intended for this. For the formation of information about the general situation of mass riots, special mathematical models for the study of space-time patterns are intended. Recommendations are formulated to survey a large area and recreate a unified picture of disturbances using quadcopters. To determine the involvement of a person in riots, it is recommended to compare data from various electronic sources, such as email correspondence, electronic documents and mobile communication log files, the history of search queries in web browsers, cards and payment systems, etc. The modern judicial practice of proving participation in mass riots using, along with photo and video materials, the corresponding fragments of records also placed in electronic means is assessed.

The article is devoted to the analysis of the influence of information technologies on human life. The article proves that modern technologies make a person programmed, since getting into a network circulation, he becomes a part of it, which leads to a mixture of real and virtual, real and fictional. Particular attention is paid to the analysis of modern scientific research, which substantiate the process of degradation of human consciousness under the influence of long-term communication with a computer, when a person loses his true essence. It is concluded that the main global problem of the modern information society is the problem of human ecology and his consciousness.
