GLOBALIZATION AND WESTERNIZATION: HORIZONS OF “IDENTIFICATION” AND “DISCRIMINATION”

The scientific relevance of distinguishing between “globalization” and “westernization” is due to the political requirement for the implementation of the “world economic order” in the liberal version of the “economic paradigm” (J. Agamben) of the social. Methodologically, one should distinguish between scientific/disciplinary analysis and philosophical interpretation of globalization; “Distinction” (“drawing boundaries”) is the exclusive prerogative of philosophy (M. Heidegger) and presupposes the presence of the concept of globalization (“radical metaphysical concept”) as “the unity of reality and meaning” the condition for the possibility of a «radical concept» is the ordering of perspectives/points of view in the horizon of a certain paradigm of the social; the dominance of the “economic paradigm” in Western European social science determines the formulation of the question regarding the subject of research, the way of its thematization and the area in which the distinction between “globalization” and “Westernization” is important: Westernization is a necessary aspect of globalization as a world order, along with “excluded localities” defined as a result of interpretation as “bipolar”; the distinction between “material” and “cosmological” values (in the terminology of D. Lala) presupposes the homogenization of the world order and the interpretation of “features” in terms of culture; the “remnant” not reduced to culture is interpreted as “absolutely different” and “locked up” in locality as a “prison” (Z. Bauman); sustainability is provided as a “balancing equilibrium” of the Westernized (“universal”) and “other” (“locality”) levels of the world order; the redistribution of power between the main actors/competitors of a single world order does not have a significant impact and is not relevant for distinguishing between “globalization” and “westernization” in terms of philosophical interpretation; “Civilizational paradigm” (S. Huntington) and “planetarism” (existential-historical thinking of M. Heidegger) are marginal for the approach to the study of globalization prevailing in the “positive sciences”, but they are of fundamental importance for its philosophical interpretation.

There is no country in the world that is able to form and implement foreign economic policy without taking into account the behavior of other participants within the world economic system. Scientific and practical analysis of the subject area of the existing research has predetermined the key objective of this article – to determine the factors of contemporary global development.

The global COVID-19 pandemic has caused a transformation of virtually all aspects of the world order today. Due to the introduction of the world quarantine, a considerable share of professional communications has been transformed into a format of distance interaction. As a result, the specific weight of traditional components of the investment attractiveness of a region is steadily going down, because modern business can be built without the need for territorial unity. It should be stated that now the criteria according to which investors decide if they are ready to invest in a region are dynamically transforming. The significance of the following characteristics is increasingly growing: the sustainable development of a region, qualities of the social environment, and consistency of the social infrastructure. Thus, the approaches to evaluating the region’s investment attractiveness must be transformed. Moreover, the investment process at the federal level involves the determination of target areas of regional development. Despite the universal significance of innovative development, the region can develop much more dynamically when a complex external environment is formed that complements its development model. Interregional interaction, as well as an integrated approach to innovative development, taking into account not only the momentary effect, but also the qualitative long-term transformation of the region, will significantly increase the return on investment. At the same time, the currently existing methods for assessing the investment attractiveness of the region are usually heuristic in nature and are not universal. The heuristic nature of the existing methods does not allow to completely abstract from the subjectivity of the researcher. Moreover, the existing methods do not take into account the cyclical properties of the innovative development of the region, which lead to the formation of a long-term effect from the transformation of the regional environment. This study is aimed at forming a comprehensive methodology that can be used to evaluate the investment attractiveness of a certain region and conclude about the lines of business that should be developed in it as well as to find ways to increase the region’s investment attractiveness. According to the results of the study, a comprehensive methodology was formed to evaluate the region’s investment attractiveness. It consists of three key indicators, namely, the level of the region’s investment attractiveness, the projected level of the region’s investment attractiveness, and the development vector of the region’s investment attractiveness. This methodology is based on a set of indicators that consider the status of the economic and social environment of the region, as well as the status of the innovative and ecological environment. The methodology can be used to make multi-dimensional conclusions both about the growth areas responsible for increasing the region’s innovative attractiveness and the lines of business that should be developed in the region.

This special issue composed of essays that brainstorm the triadic relationship between Covid-19, Race and the Markets, addresses the fundamentals of a world economic system that embeds market values within social and cultural lifeways. It penetrates deep into the insecurities and inequalities that have endured for several centuries, through liberalism for sure, and compounded ineluctably into these contemporary times. Market fundamentalism is thoroughly complicit with biopolitical sovereignty-its racializing socioeconomic projects, cheapens life given its obsessive focus on high growth, by any means necessary. If such precarity seemed normal even opaque to those privileged enough to reap the largess of capitalism and its political correlates, the onset of the Covid-19 pandemic with its infliction of sickness and death has exposed the social and economic dehiscence undergirding wealth in the U.S. especially, and the world at large. The essays remind us of these fissures, offering ways to unthink this devastating spiral of growth, and embrace an unadulterated care centered system; one that offers a more open and relational approach to life with the planet. Care, then becomes the pursuit of a re-existence without domination, and the general toxicity that has accompanied a regimen of high growth. The contributors to this volume, join the growing global appeal to turn back from this disaster, and rethink how we relate to ourselves, to our neighbors here and abroad, and to the non-humans in order to dwell harmoniously within socionature.

The article uses the methodology of systemic global analysis and the theory of systemic cycles of capital accumulation to argue that we are now at a turning point of the modern era in connection with the unfolding change in the dominant world economic order. Based on the methodological approach, within the framework of which there is a hegemonic country and the rest of the world, the forecast regarding the forthcoming multipolarity of the world economy is rejected. Various stages of capital and financial expansion with their inherent, respectively, dirigistic and liberal models of state regulation of the economy are compared to each other. A chronological overview of the Spanish-Genoese, Dutch, British, American and Asian accumulation cycles is presented. The patterns of their change in the course of the formation of new technological structures are revealed. The place of Russia in the process of natural evolution of world economic structures is also identified. The objective and subjective reasons for the longterm hegemony of the United States, as well as factors of the upcoming completion of the American cycle of capital accumulation in the foreseeable future, are revealed. The author outlines the tactics employed by the American authorities to counteract the objective hegemonic cycles. The reasons for the movement of the center of the world economy to the East Asian region are revealed, with the justification of the need for a natural inclusion of Russia in the functioning of the Asian world economic order.

Every few decades, the world order changes due to various geopolitical, economic and other circumstances. For example, as a result of globalization, the world order has undergone significant changes in the last forty years. Globalization has led to the destruction of the postwar world order, as well as to world leadership by the United States and the West. However, in recent decades, as a result of globalization, the U.S. and the West began to cede their leadership to developing countries, so there is now a change in the economic structure of relations in the world system. Today the center of economic growth is in the East, namely in Asia. There are no new superpowers in the world at the moment, but the unipolar world will cease to exist due to the weakening of the U. S. leadership, which will lead to a change in the world order. A new leader, which may replace the U. S., will not have as wide range of advantages as the USA has. Most likely, the essence of the new order will be to unite the largest countries and alliances into blocks, for example, the USA together with the Trans-Pacific Partnership, the EU, etc. The article outlines forecasts of GDP growth rates as well as the global energy outlook; analyzes the LNG market as well as the impact of the pandemic on the global oil and gas market; and lists the characteristics of U. S. geopolitics.

The recent ‘nonhuman turn’ in the theoretical humanities and social sciences has highlighted the need to develop more ontological modes of theorising the ethical ‘responsibility’ of the human in its relational encounters with nonhuman bodies and materialities. However, there is a lingering sense in this literature that such an ethics remains centred on a transcendent subject that would pre-exist the encounters on which it is called to respond. In this essay, I explore how Gilles Deleuze's philosophy offers potential opening for a more ontogenetic thinking of a ‘nonhuman ethics’. Specifically, I focus on how his theory of ‘individuation’ – conceived as a creative event of emergence in response to immanent ontological problems – informs his rethinking of ethics beyond the subject, opening thought to nonhuman forces and relations. I argue that if cinema becomes a focus of Deleuze's ethical discussions in his later work it is because the images and signs it produces are expressive of these nonhuman forces and processes of individuation, generating modes of perception and duration without ontological mooring in the human subject. Through a discussion of Verena Paravel and Lucien Castaing-Taylor's experimental film –  Leviathan (2012)  – I explore how the cinematic encounter dramatises different ethical worlds in which a multiplicity of nonhuman ‘points of view’ coexist without being reduced to a hierarchical or orienting centre that would unify and identify them. To conclude, I suggest that it is through the lens of an ethics of individuation that we can grasp the different sense of ‘responsibility’ alive in Deleuze's philosophy, one oriented not to the terms of the already-existing but rather to the nonhuman potential of what might yet come into being.

The paper presents the results of research that included comparative study of the place and role of female characters in selected and representative comedies by Serbian comedigrapher Branislav Nušić (eng. MP, Suspicious person, Mrs Minister, Bereaved family, Dr, Deceased; srb. Narodni poslanik, Sumnjivo lice, Ožalošćena porodica, Dr, Pokojnik, Vlast) and Bulgarian comedigrapher Stefan Kostov (eng. Gold mine, Golemanov, Grasshoppers, Nameless comedy; blg. Zlamnama mina, Golemanov, Skakalci, Komediâ bez ime) in order to find similarities and differences in the process of comedigraphic shaping of female characters in the work of these two authors. The subject of the research was viewed primarily from a literary-theoretical point of view, and the dominant methods of study were comparative and analytical-synthetic. During the research, there was a differentiation of female characters in accordance with their motivational structures, psychological assemblies and the nature of the place and the role they play in the social environment in which they are located. Therefore, we can distinguish female characters who live in the province and who are fully representative of the small-town spirit, female characters who live in the capital and are a symbol of the modern age and female characters who dwell in the capital, but in fact, deeply down still carry a small-town view of the world. The structure of this paper is in line with this distinction. Conclusions made at the end of the study show that the representation of female characters in analyzed comedies of both comedigaphers is highly similar in its nature.

The subject of this essay is Andrzej Waśkiewicz’s book Ludzie – rzeczy – ludzie. O porządkach społecznych, gdzie rzeczy łączą, nie dzielą (People–Things–People: On Social Orders Where Things Connect Rather Than Divide People). The book is the work of a historian of ideas and concerns contemporary searches for alternatives to capitalism: the review presents the book’s overview of visions of society in which the market, property, inequality, or profit do not play significant roles. Such visions reach back to Western utopian social and political thought, from Plato to the nineteenth century. In comparing these ideas with contemporary visions of the world of post-capitalism, the author of the book proposes a general typology of such images. Ultimately, in reference to Simmel, he takes a critical stance toward the proposals, recognizing the exchange of goods to be a fundamental and indispensable element of social life. The author of the review raises two issues that came to mind while reading the book. First, the juxtaposition of texts of a very different nature within the uniform category of “utopia” causes us to question the role and status of reflections regarding the future and of speculative theory in contemporary social thought; second, such a juxtaposition suggests that reflecting on the social “optimal good” requires a much more precise and complex conception of a “thing,” for instance, as is proposed by new materialism or anthropological studies of objects and value as such.

Summary In this text, I argue that there are numerous affinities between 19th century messianism and testimonies of UFO sightings, both of which I regarded as forms of secular millennialism. The common denominator for the comparison was Max Weber’s concept of “disenchantment of the world” in the wake of the Industrial Revolution which initiated the era of the dominance of rational thinking and technological progress. However, the period’s counterfactual narratives of enchantment did not repudiate technology as the source of all social and political evil—on the contrary, they variously redefined its function, imagining a possibility of a new world order. In this context, I analysed the social projects put forward by Polish Romantics in the first half of the 19th century, with emphasis on the role of technology as an agent of social change. Similarly, the imaginary technology described by UFO contactees often has a redemptive function and is supposed to bring solution to humanity’s most dangerous problems.
