ABSTRAK Masyarakat dewasa ini membutuhkan pelayanan publik yang dapat membantu menyelesaikan permasalahan mereka. Penerapan praktek good governance pada pelayanan publik penting diterapkan dengan didukung model pengembangan yang relevan. Artikel ini mengusulkan model pengembangan pelayanan publik dengan pendekatan positive reinforcement theory. Sebuah pendekatan yang berbasis perilaku yang memetakan faktor-faktor apa saja yang berpengaruh baik pada level individu, kelompok, maupun organisasi terhadap perilaku transfaransi, akuntabilitas, responsible, integritas, dan fair dari petugas pelayanan. Perilaku tersebut yang didukung oleh budaya pelayanan, manajemen kinerja, ketangkasan belajar, serta kepemimpinan berbasis transformational, otentik, dan melayani. Kata Kunci : pelayanan publik, tata kelola yang baik, positive reinforcement theory   ABSTRACT Today's society needs public services that can help solve their problems. The application of good governance practices in public services is important to be implemented with the support of relevant development models. This article proposes a public service development model with a positive reinforcement theory approach. A behavior-based approach that maps out the factors that influence the level of individuals, groups, and organizations on the behavior of transparency, accountability, responsibility, integrity, and fairness of service personnel. These behaviors are supported by a service culture, performance management, learning agility, and transformational-authentic-servant leadership. Based on qualitative data from Ghana, this article explores the issues of governance and the extent to which its potential affects the implementation of sustainable development goals (SDGs). The article argues that, although it is largely understood that governance is about the practice of good government, its potential impact on the implementation of SDGs is limited in Ghana. This study advances that, while the implementation of SDGs in Ghana has paved the way for the application of good governance practice, in some cases, it is still trapped in the institutional and network framework that is touted to hamper quality public service delivery development and progress. However, it is suggested in this context that effective implementation of SDGs can be met if the systems and structures of governance are appropriately aligned using proper checks and balances. Additionally, the level of commitment, rule of law, and accountability must be improved to ensure equal participation for all. Finally, corruption must be fought to restore public confidence in the institutions of government and public sector networks while maintaining public trust and performance management with citizen participation to achieve effective public service delivery.

Complaints communities in the developing countries, especially Indonesia to the public service are still extremely high.  Perceived imbalances such as in: obscurity of time, cost and method of service; discrimination in services based on the relationships of friends, family, political affiliation, ethnic and even religious;  chain length the more entrenched bureaucracy and bribery and extortion.  This condition is a signaled for the government to seek strategic solutions to improve public services. This study aims to discover the design of public service operations in accordance with the expectations of society by measuring the performance of the public service.  Recommended design is a design that lead to e-Government and reinventing goverment to give birth standard operating procedures (SOP) and minimum service standards (SPM) for public services in Indonesia, especially in the public service that is closest to the village community  with Quality function deployment (QFD) in house of quality (HOQ) method. In the first phase of the study mapped 36 public expectations of public services, which are shown in this analysis that the public is not getting an appropriate and satisfying service, although does not show the high gap. On the other hand mapping the public response to the internet-based administration showed the unpreparedness of the people against the internet-based public services. The majority of respondents claimed to feel more comfortable and definitely served in the village office immediately met with the officers.  Queue and the possibility of intervention or extortion is not a problem for society.  In the second phase of this study will examine the true public service bureaucracy and the possibility of cutting the bureaucratic process that is more streamlined, clear, fast, and facilitate community. Last step is to benchmark the Chinese State as densely populated countries such as Indonesia, to make strategic steps and implementable in problem solving public dissatisfaction with public services and the number of maladministration. Analysis of General Principles of Public Service at the Industry and Trade Office of Kerinci Regency. Every community certainly really hopes for the existence of general principles of public services in providing services to the community, especially at the Kerinci Regency Industry and Trade Office. In order to provide satisfactory services to service users, service delivery must meet the general principles of good governance in order to create customer satisfaction, which is a measure of the success of a public service. The formulation of the research problem, namely, how are the general principles of public services at the Kerinci Regency Industry and Trade Service. The objective of the research is to find out the general principles of public services in the Kerinci Regency Industry and Trade Service. This research uses a qualitative approach where data is obtained through field interview guides to 7 informants referring to 6 research indicators, namely 1. Transparency 2. Accountability 3. Conditional 4. Participation 5. Non-Discriminatory. 6. Balance of Rights and Obligations. The data obtained in the field were analyzed based on the classification of the informants' answers which were described in the results and discussion of the research which was then carried out by the interpretative researcher. It is known that the General Principles of Public Service at the Industry and Trade Office of Kerinci Regency, from the six research indicators, five indicators are well implemented, namely accountability, conditionality, participation, non-discrimination and balance of rights and obligations, while transparency indicators have not been maximally implemented. For this reason, the authors suggest that the General Principles of Public Service in the Kerinci Regency Industry and Trade Service can be improved so that they are more transparent in providing services to the community.

District is part of the government organization that is closest to dealing directly with the community and spearheading the success of regional development, especially in Medan, where the District will be seen directly in planning and controlling development and services, and a reflection of good governance in Medan. The objectives of this study are as follows: (i) to describe the Good Governance implementation in the District, especially in the District of Medan Helvetia, (ii) to analyze the factors that support and inhibit the implementation in the District, especially in the District of Medan Helvetia.The form of descriptive research using a qualitative approach, this research was conducted in the District of Medan Helvetia. The informants consisted of key informants, namely the Head of District and their apparatus as many as 4 people who were determined purposively and the Main informant namely the community who were taken accidentally as many as 20 people at the time of the study. Primary data comes from interviews and secondary data from literature studies and other written documents. After the data and information needed has been collected, the researcher then sifts through the data and information into the research indicators that have been determined. After the data and information are grouped, the researcher then presents the data and analyzes the data qualitatively.Research Results: The good governance implementation in Medan Helvetia District Office refers to the Decree of the District of Medan Helvetia number 138/19-17/SK-MH/IX/2015 on Standard Operating Procedures (SOP) in Medan Helvetia District Environment. In general, the implementation analysis as follows: (i) Standards and Policy Objectives: public servants have attempted to achieve the public service goals they have set, (ii) Resources: human resources and support resources or facilities, researchers see still shortcomings, (iii) Inter-Organizational Relations: inter-organizational relationships implemented in Medan Helvetia  District are good, (iv) Characteristics of the Implementing Agent: the characteristics of the existing implementing agent can already be applied by the implementor of public services in both the public service in Medan Helvetia district, (v) Social, Political, and Economic Conditions: on the variable social, economic and political conditions, the implementors of public services in providing public services do not discriminate between each other, (vi) Implementor Disposition: the attitude given by the implementor of public services is friendly and courteous when providing public services. Supporting factors are cooperation with stakeholders, commitment of the head district (Camat), and the economic potential of the region and opportunities of private CSR, while the Inhibitor Factors are Lack of community participation, lack of human resources apparatus, lack of funds and some damaged road and drainage infrastructure.

Peneltian ini menjadi sangat penting karena sebenarnya ada permasalahan, pertanyaan dan sekaligus tantangan dasar yang perlu dijawab terkait Pelayanan Publik agar menjadi pelayanan Publik Profesional, dan Komunikatif. Penelitian ini merupakan Penelitian kualitatif (deskriptif naturalistik) dengan mengunakan analisis pendekatan induktif (dari khusus ke umum). Proses dan makna prespektif subjektif dimana peran peneliti sangat menentukan. Penelitian akan dianggab selesai bila Tujuan Penelitian sudah terjawab. Unit analisis dalam penelitian ini adalah Pelayanan Publik yang profesional dan komunikatif. Perkembanga Teknologi Komunikasi berbasis Internet begitu cepat. Pelayanan Publik yang baik akan sejalan dengan prinsip Goodgovernement dan tujuan bernegara Indonesia. Pelayanan Publik yang profesional menjadi kunci, menyelesaikan masalah dengan hati dan sesuai dengan keinginan masyarakat. In this rapid change, the Government needs to take advantage of the all-digital era ('online society'). In improving public services this Research becomes very important because there are questions, and to be challenges related to Public Services in order to become a Professional and Communicative. This research is a qualitative (descriptive naturalistic) study using inductive research analysis (from specific to general). The process and meaning of subjective perspective in which the role of researchers is crucial. The research will be considered complete if the Research Objectives have been answered. The unit of analysis in this study is a professional and communicative in public service. The development of Internet-based Communication Technology is so fast. Good public services will be in accordance with the principles of good governance and the objectives of the state of Indonesia. Professional public service is the key, solving problems with heart and in accordance with the wishes of the community. Public service is very important for any society development. One can see the role of the mature governments innovation in creating what is called developed and developing nations. Therefore, innovation and management of change experts see that this innovation starts with addressing cultural dynamical needs. The scope of this dynamic need or challenge that was defined by Demello and Furseth (2016) is the capacity to support “Independent Living”. The universal quest for good governance forces different countries to adopt e-recruitment as recruiting strategy in hiring their teeming workforce in line with global best practices. As part of public service reform Nigerian government encourage public sector organisations to jettison conventional recruitment method in favour of electronic recruitment for transparency, accessibility and efficiency in recruitment exercises. This study empirically investigates the relationship between e-recruitment adoption and good governance practices in Nigerian public service. The study Modified Technology Acceptance Model (TAM) to analyse the response generated from 326 survey respondents. The findings indicated that e-recruitment adoption is yet to provide good governance. In the overall, this study offer important insight and recommended that government agencies involved should put effective machinery in motion in order to enrich and improve good governance practices in e-recruitment in Nigerian public sector.

Public servants in Botswana play an important role as partners in the management of the public sector and national affairs; and, during the past three decades, the country has acquired a reputation for sound development management and good governance. That reputation has been derived primarily from the behavior and performance of the country's public servants who have been motivated to fulfill their duties honestly and effectively. However, in recent years, a culture of indifference and outright laziness has crept into the public service leading to serious bottlenecks in service delivery. This article discusses and analyzes employee perceptions of leadership and performance management in the Botswana public service in light of the country's reputation with respect to the nature and functioning of its public servants.

Orientation: Performance management plays a pivotal role in the realisation of many facets of public administration, including service delivery, good governance and organisational productivity through setting of performance targets and regular assessments of performance. In search of improved quality and productivity in the public service, the South African government introduced several legislative and policy interventions, including but not limited to the Public Service Act, 1994 (Proclamation 103 of 1994), Public Service Regulations of 2001 and the White Paper on Transforming Public Service Delivery of 1997.Research purpose: The main thrust of this conceptual paper was to explore the relationship between performance management and training in the South African public service.Motivation for the study: The lack of sufficient literature on the relationship between performance management and training. To also prove that the two are inseparably linked, meaning that one cannot exist without the other.Research design, approach and method: This article, which is conceptual in nature, reviewed existing literature on performance management and training in the public service extensively so as to arrive at a definitive conclusion.Main findings: The article contends that as much as training underpins the process of performance management, training is also fortified by performance management. Precisely, there cannot be performance management without training and vice versa.Practical/managerial implications: As much as training is imperative in the management of performance in the public service, such training must be need-based and it must be underpinned by performance management through identification of skills gap in the assessment of performance.Contribution: It is proposed that to enhance the knowledge, capacity, effectiveness and efficiency of the public service performance, needs-based training that seeks to close the skills gap, is developed and adequately implemented.

The development of information technology has entered into various aspects of public services in various fields. This also occurs in the scope of immigration with the concept of New Public Service (NPS). The NPS can be implemented with several innovations in the form of new products, services and technologies. In the current era of globalization, the public views that service development is a need that should exist. This research was conducted to confirm how or strategies to resolve applicant complaints regarding the passport queuing registration policy, and its benefits in being able to find out the constraints and shortcomings that are owned so that it can optimize the use of the queuing system and can and can also conclude how the implementation should be implemented in order to minimize passport applicant complaint.
