In Indonesia, the central government provides Village Fund Allocation (VFA) to improve welfares in villages. This process, with its regulation, is known as alokasi dana kampung in Aceh province. However, irrespective of this implementation, the community's welfare is still not met, leading to the inability to meet management accountability. This study was carried out in Arul Pertik Village, using the qualitative method with a descriptive approach. The result showed that the VFA management team is open to accepting suggestions and advice during the planning and implementation process. VFA management in Arul Pertik tends to respect community participation, as seen from the number of participants in the development and implementation of the physical realization process. This is also in addition to the accountability report (LPJ), irrespective of the technical obstacles in the report. In conclusion, although the Management of Village Fund Allocation is quite good, it needs more extra guidance and supervision from the local government and the community. The purpose of this study is to describe the management of the Village Fund in empowering villagers and to find out the results of managing village fund allocations in community empowerment. The Village Fund Allocation Management Research in Community Empowerment was conducted at the Deket Kulon Village, the Deket District, Lamongan Regency. Village fund allocations are central and regional financial balance funds received by regencies / cities which are distributed in proportion to each village proportionally, at least 10% (ten percent). The allocation of village funds is intended for the administration of village government and community empowerment. This research uses a qualitative method with a descriptive approach. The results show that the results of village fund management can be used for environmental, economic and community empowerment. By emphasizing community participation as the key through the role of stakeholders so that the planned program can work effectively.

The peat phenomenon that occurs in Riau Province negatively impacts the environmental conditions resulting from the management and utilization of peat ecosystem areas that are out of control and irresponsible. For example, forest fires and land that occurred have an impact of smoke haze that hit Riau and Sumatra region. This study aims to analyze the Effectiveness of Peat Restoration in Riau Province. This research is done by using qualitative method. The peatland restoration program that has been established in several districts in Riau Province is also influenced by several factors that influence the implementation process, including the following: (1) Conceptualization of Peatland Restoration Program. Since the restoration program has been rolled out, there are still many parties who do not understand what peatland restoration is. This caused inequality in the implementation of the restoration program. So far, the community considers restoration of peatlands to the extent of government tasks, and for local governments the restoration program is only a pilot project of the central government. In fact, it is wrong, therefore the conceptualization of this restoration must be clear and submitted continuously to the government apparatus, stakeholders and the community. (2) Implementing Institutional Preparedness The readiness of the implementing agency in this case is whether the institutions involved in this peat land restoration program are ready to implement with all the preparations in the form of activity designs, socialization to be performed, supporting funding, and how to respond to society. (3) The Encouragement of Good Local and Formal Figures at Provincial, District, District and Village Levels. In implementing peatland restoration programs, encouragement or support of parties other than those of the relevant official are indispensable, both formal and informal. The conclusions of this study indicate that overall government efforts to implement peat restoration have not been too effective. Some districts have successfully restored their peatlands but in some districts peat restoration has not been an important agenda in the formulation and implementation of policies in the district

Village funds are sourced from the central government budget which is trasferred directly to the village government. This direct transfer takes place after Law No. 6/2014 or also known as The Village Law. This larger village fund can only be accessed by the village government if it follows the rules set by the central government so that the actor in the village will use their assets to accomodate their interests related to village fund management. This study aims to explain the contestation of actors in managing village funds in two villages. This study uses a qualitative method with a case study approach conducted in Suko Village, Probolinggo Regency and Sukadamai Village, Bogor Regency. The results of this study are the village head is the actor who plays the most role in managing village funds using symbolic asset which is the position of the village head. This asset is the strongest because it has legitimacy from the state to be able to make decisions related to the village fund management.

This research aims to provide information to the society related to the information openness and transparency of Blitar Government and Village Government in the implementation of Memorandum of Understanding (MoU) of Village Fund Allocation. Several issues stated in MoU include safety and orderliness, action, investigation, apparatus source, society protection, and connection. Other issues include prevention, supervision, and security of village fund. This research employed qualitative method with descriptive approach. The data were obtained from the document of interactive dialog broadcast named “Hallo Bupati-- aired by Local Public Broadcast Department (LPPM) radio, Persada FM, Blitar, edition of Monday, January 23, 2018. The informant of this interactive dialog program was the Regent of Blitar. Data analysis was performed by transcribing the broadcast document, organizing and analyzing data, and interpreting the findings.  The result showed that all the village governments getting Village Fund Allocation in Blitar have madeMemorandum of Understanding (MoU) with the Regent and the Chief Police Officer of the Regency Then, it was followed by supervision and evaluation towards the expenditure of the fund in village level.

Economic development requires government and the community to develop and explore the potentials of the region to supporting the better economy in the future. Local Tax is one of regional revenues that has an important role in supporting the implementation of regional development of Bitung. High earnings of local taxes will increase revenue (PAD) so the local government are expected to explore the revenue sources (PAD) in improving Local Revenue (PAD) as to reduce dependence on the central government. This study is aimed to quantify and determine the potential of local taxes in the realization of the projected increase regional revenue in Bitung City. This research uses qualitative method with descriptive approach. Based on research and survey, Bitung City has unexplored local taxes potential by the local government (DIPENDA) to be explore. There are three main objectives in government accounting, namely accountability, managerial and supervision. Government accountability is a manifestation of providing information about actions or activities of government financial management during that period. Village Fund Allocation comes from Transfer income sourced from the central and regional financial balance received by the district / city. This research was conducted in the village of Tikela Tombulu, Minahasa regency. in this study using a qualitative method of descriptive approach. The description was obtained through measurement by comparing the Minister of Home Affairs regulation number 113 year 2014 with actual field activities. The results based on the Minister of Home Affairs Regulation number 113 year 2014 indicate that the management of village fund allocations in Tikela is accountable and transparent. But there is still an implementation phase that needs to be improved to the principle of transparency. But it is also supported by people who actively participate in making rural development.Keywords: village fund management, accountability

ABSTRAKKehidupan yang semakin kompleks memungkinkan manusia dihadapkan berbagai risiko yang mengancam aktivitas keseharian bahkan jiwanya. Banyaknya masyarakat muslim di Indonesia menjadi asuransi syariah sebagai tempat yang tepat dalam memperoleh perlindungan atas risiko yang terjadi. Salah satu keberhasilan asuransi syariah dapat dilihat dengan pengelolaan dana tabarru’ yang baik sehingga dapat memenuhi ketika peserta mengajukan klaim dan dapat mengalokasikan surplus underwriting dana tabarru’ diakhir tahunnya. Sehingga tujuan dari studi ini adalah untuk menganalisis alokasi surplus underwriting dana tabarru’ pada salah satu produk asuransi syariah di PT. Asuransi Jiwa Generali Indonesia. Penelitian ini menggunakan metode kualitatif deskriptif dengan strategi studi kasus guna memberikan gambaran detail terkait latar belakang, sifat, dan karakter unik dari alokasi surplus underwriting dana tabarru'. Hasil penelitian ini adalah diperolehnya kesesuaian pengalokasian dana tabarru’ yang diterapkan oleh PT Asuransi Jiwa Generali Indonesia dengan fatwa DSN-MUI Nomor 53/DSN-MUI/III/2006 tentang Akad Tabarru’ dengan pembagian 50% untuk cadangan dana tabarru’, 30% diperuntukan kepada perusahaan dan 20% sisanya dikembalikan lagi pada peserta. Bersesuaian dengan ulasan sebelumnya mulai dari tujuan, metode penelitian dan hasil maka saran yang relevan dengan studi adalah adanya perhatian khusus pada pembagian surplus underwriting dana tabarru’ pada peserta agar semakin banyak peserta yang tertarik menggunakan produk ini.Kata Kunci: Asuransi Syariah, Alokasi Surplus Underwriting Dana Tabarru’, Generali Indonesia ABSTRACTAn increasingly complex life allows humans to face a variety of risks that threaten daily activities and even the soul. A large number of Muslim communities in Indonesia are sharia insurance as an appropriate place in obtaining protection against the risks that occur. One of the successes of sharia insurance can be seen by tabarru' proper fund management so that it can meet when participants submit claims and can allocate tabarru' fund underwriting surpluses at the end of the year. So, the purpose of this study is to analyze the allocation of tabarru' fund underwriting surplus to one of the sharia insurance products at PT. Generali Indonesia Life Insurance. This study used a descriptive qualitative method with a case study strategy to provide a detailed description of the background MUI / III / 2006, nature, and unique character of the tabarru' fund underwriting surplus allocation. The results of this study have obtained the suitability of the tabarru' fund allocation which was implemented by PT Asuransi Jiwa Generali Indonesia with DSN-MUI fatwa number 53/ DSN- concerning Tabarru' Agreement with a 50% distribution for tabarru' fund reserves, 30% was allocated to the company, and the remaining 20% is returned to the participants. Following previous reviews starting from the objectives, the research methods, and the results, the suggestion that is relevant to the study is that there is special attention to the distribution of tabarru' fund underwriting surplus to participants so that more participants are interested in using this product.Keywords: Sharia Insurance, Tabarru' Fund Underwriting Surplus Allocation, Generali Indonesia

Abstract: The ministry of ATR/BPN as a public servant requires a change in the current manual system used to store and manage land documents which is considered ineffective and inefficient because requiring a lot of time and power to distribute document. Document search is difficult and requires a long time if the documents aren’t stored appropriately. One of the land offices which have implemented digital land document management is the Land Office of Lubulinggau. The purpose of this study is to determine digital land document management and to determine the prospect of using it for land services. The research method in the present study was qualitative method with descriptive approach. The utilization prospect was analyzed by SWOT. Based on the research result digital land document management in the Land Office of Lubuklinggau used Land Document Information Application (i-Wak). The utilization prospects of digital land document management were: first, relatively faster land document search than the manual system could improve public services. Second, it was a crosscheck of data on GeoKKP and documents in the archives. Third, human resources (HR) can be trained with certain program to manage land documents. Fourth, it could be strengthened by legislations on digital documents and management by the central government. Fifth, there was electronic land document application media with central database, which was electronic land document management system (SLOKA ETNIK).Keywords: digital land document, land office, utilization prospect Intisari: Kementerian ATR/BPN sebagai pelayan publik membutuhkan suatu perubahan terhadap pengelolaan dokumen pertanahan dari manual ke digital karena dianggap tidak efektif dan tidak efisien sehingga membutuhkan waktu dan tenaga dalam proses pendistribusian dokumen. Sementara itu dalam hal pencarian dokumen sulit dilakukan apabila dokumen tidak disimpan dengan teratur. Salah satu kantor pertanahan yang telah melaksanakan kegiatan pengelolaan warkah secara digital adalah Kantor Pertanahan Kota Lubulinggau. Tujuan dari penelitian ini untuk mengetahui bagaimana pengelolaan warkah digital dan prospek pemanfaatannya untuk pelayanan pertanahan. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan deskriptif, untuk prospek pemanfaatannya dianalisis dengan analisis SWOT. Berdasarkan hasil penelitian, pengelolaan warkah digital menggunakan Aplikasi Informasi Warkah (i-Wak). Prospek Pemanfaatan yang diperoleh adalah: pertama, pencarian warkah relatif lebih cepat dibandingkan dengan sistem manual. Kedua, suatu kegiatan kroscek data yang ada di Aplikasi GeoKKP dengan dokumen yang ada di ruang arsip. Ketiga, bisa dilakukan pelatihan SDM dengan program tertentu untuk pengelolaan warkah. Keempat, dapat diperkuat dengan peraturan perundang-undangan mengenai dokumen digital oleh pemerintah pusat. Kelima, alternatif media aplikasi warkah elektronik dengan database terpusat yaitu SLOKA ETNIK.Kata Kunci: warkah digital, kantor pertanahan, prospek pemanfaatan

Good government governance is good governance. This concept has been applied in the government sector to strengthen village autonomy. This study aims to analyze and describe the application of good government governance principles in managing village fund allocations in Ambulu village and to find out whether the management of village fund allocations in Ambulu village has met the principles of good government governance. This type of research was conducted with a qualitative method using a descriptive approach. The object of this research is the Ambulu Village Government located in Ambulu District, Jember Regency. The results of this study indicate that the Ambulu Village Government system has been running well and has met all indicators of good government governance (democracy, transparency, accountability, legal culture, as well as fairness and equality). The Ambulu Village Government has implemented the five principles of good government governance in real terms so that it can realize a government system with good governance. Implementing the Village Fund policy focusing on Baumata and Bokong Village, Taebenu District, Kupang Regency, has not provided the expected results. This study aims to formulate strategies for managing the Village Fund. The method used was a qualitative method with a descriptive approach. The research technique used is an interview with the Head and the Secretary of Village Government, Village Enterprises, Community Empowerment Agency, and people of the Villages. In proposing the Village Fund management strategy, SOAR and QPSM analysis tools are used. The results of the analysis formulate strategies that the Village Government can use in managing Village Funds, namely: (1) The Village Fund Budget is adequately managed to accelerate village development, (2) Firm action on the implementation of problematic activities according to regulations, (3) Existing human resources education and training are provided in the Village, and (4) Establishment of Village enterprises involving farmer groups and livestock groups.
