Revutsky S. The state of innovative development and further steps towards the neo-economy of Ukraine in the first quarter of the XXI century. The article examines the state of innovative development in Ukraine in comparison with world leaders. Comparative analysis of goals, priorities and directions of development and modernization of public policy to achieve the level of neo-economy, which is formed under the influence of the new paradigm of scientific and technological development and technological revolution, which is now observed in many countries. From the above data we see that among the common shortcomings of our economic strategy and development program are: ambiguity and inconsistency of goals, mechanisms and objectives, sources of funding and general backwardness in approaches, which requires the use of European approaches to achieve the goal. Relying only on outdated methods of production and labor, the country loses competitiveness in the world market, lagging behind in technological development due to lack of innovation and research in the necessary areas, while the existing system is uncertain and has no financial or legal basis for efficient operation. When the whole world moves to new technological levels, raising its level to the fifth and sixth levels, our state, without a clear leadership and base, lags behind in innovation. That is why the article substantiates the conceptual principles of strategic development of the state, priorities and mechanisms for using the innovation potential to increase the competitiveness of Ukraine.The article also considers the possibility of implementation European practices for effective management of the implementation of targeted innovation programs, substantiation of software, strengthening of existing and modernization of existing to obtain competitive advantages in the modern world market. Currently, the country has a major lack of a clear line of leadership on innovation. There are a number of small and fragmented programs that operate separately from each other, there is no clear government leadership, which leads to a slowdown in development. Currently, the main goal for Ukraine should be the scientific development of its capabilities, their development and implementation of the knowledge of European colleagues to modernize existing and explore new ways to improve our level of technological structure.Keywords: steps to neo-economy, technological ways, medium-term priorities of innovative development, high technologies

In this article key priorities of the high technological development, main objectives of the state policy carried out in this direction in Azerbaijan have been defined and importance of establishing more productive architecture of the science – education –business collaboration has been proven. The article gives a rationale for rebuilding the country’s innovation capacity as a key task of the current economic policy of the state, since it is the use of innovations that is extremely important for successful business activity and for obtaining competitive advantages in the world market. The subject matter of the study is the role of banking system, whose lending activity can serve as a powerful source for funding innovation, which, in turn, is seen as a key driver for investment and economic growth. The purpose of the research paper is to substantiate the appropriate theoretical and methodological approaches to understanding the role of the banking system within the framework of stimulating innovative development of the economy. The article critically analyzes the current state of innovation activity in Ukraine and systematizes the main factors restraining the innovative development of the economy. Particular attention is paid to the lack of funding for innovation, the ineffective structure of the national economy, and insufficient state financial support. The lack of an adequate level of funding for innovation activities of enterprises is identified as one of the main constraints on the introduction of innovations and enhancement of innovation potential. It is stressed that the limited amount of own funds and the objective difficulties in attracting foreign financial resources of investors are usually the main reasons for the low degree of innovation activity of enterprises in Ukraine. It is argued that it is the banking system that can act as the main institutional element of the innovation infrastructure, which has the proper organizational, technological and financial potential, sufficient for accumulation and redistribution of those investment resources that are necessary for activating the innovation process in the national economy. The advantages of banks in comparison with other participants of the financial market are determined, which determines the key role of the banking system in the innovative development of the economy. The author articulates a set of organizational, institutional and economic measures at the macro- and micro-levels which can contribute to incorporating the banking system into the framework of stimulating innovation processes.

Nowadays the economic development of countries is determined not by natural resources and industrial production, but by the aggregate ability of economic entities to implement new ideas to meet consumer demand for certain goods or services. Seaports are key points of foreign trade. The quality and volume of exports of transport services, the level of competitiveness of national goods on the world market depend on the efficiency of seaports. There is a question of the necessity to develop an innovation policy that will stimulate economic activity, increase competitiveness, encourage the implementation of innovations, and resolve emerging contradictions. In this article, the concept of "innovation policy" as a systematic approach to innovation in the enterprise was described. The main components of the enterprise innovation policy are considered in general and the seaport in particular. The main purpose of this work is to study the theoretical aspects of the innovation policy of the seaport, highlight the main stages of its formation and determine the method of attracting investment as an integral part of innovation development.The following stages of the formation of the innovation policy were defined: revealing the relevance of the formation of the innovation policy for the enterprise; evaluation of innovation potential (proposed system of indicators); the formation of strategy of innovative development of the enterprise (the concept of innovation strategy and its types are considered); development of the program of innovative activity; the creation of a system of evaluation of the innovation program (as the main way of efficiency of introduction of innovations in the enterprise. The classification of innovation strategies and a system of indicators for a comprehensive assessment of the innovation potential of the enterprise are highlighted. The types of effect from the implementation of innovation policy are determined. We identified the relevance of the formation of innovation policy for seaports of Ukraine, ways to determine their innovation potential, as well as proposed a way to attract investment as an integral part of innovation. The most effective is the introduction of concessions (forms of public-private partnership - PPP), which will stimulate the development of innovation in ports. For the state, the concession is always an instrument of economic growth and increases the level of market competition, attracting management resources, the latest equipment, technology, and modern organization of production processes while reducing budget costs. The investor is also interested in the concession like in the possibility of risk sharing, guarantees of protection of the concessionaire's rights, the imposition on the state of obligations to facilitate the implementation of projects.The result of the implementation of innovation policy depends on taking into account the peculiarities of the state of the maritime trade enterprise. The analysis of the study showed that the application of innovations in domestic seaports is necessary and should be accompanied by attracting a significant amount of investment.

In this article, the authors analyze the experience of strategic planning for the scientific and technological development of the PRC. It is concluded that: largely due to effective strategic planning, over the past 15 years, the PRC has multiplied its economic potential and has become one of the most powerful countries in the world. The achievements of the PRC in the development of advanced technologies are especially impressive. The PRC has managed to create from scratch high-tech export-oriented sectors of the economy that are competitive in the world market. The characteristic features of the Chinese scientific and technological development management system are revealed: a clear definition of priority areas of scientific and technological development, concentrating efforts on a limited number of areas of science and technology development that are important for increasing the competitiveness of the national economy; planning manages scientific and technological development, the main one envisaging environmental achievement of long-term and moment of short-term goals, development and certain implementation of such long-term integrated marine programs, software R&D and innovative development; government stimulation of effective cooperation between science, education and business in ensuring the entire innovation cycle - from fundamental research to the introduction of developments in production, for the development of high-tech sectors; the use of a significant part of export earnings for the acquisition of modern equipment technologies; strict regulation of foreign investments in order to direct them to the sectors of new and high technologies; a harmonious combination of planning and market management methods in the development of small innovative business. Particular attention is paid to the consideration of the main elements of the state scientific and technological policy of the PRC. In addition, the authors conduct a detailed analysis of the main documents of the strategic planning of the PRC in the field of innovative development.


The article is devoted to the important role of clusters in the innovative development of the economy. The article reviews the particularities and regulatory support of the modern clustering policy of the Russian Federation. The results of the activities of 25 pilot innovative territorial cluster-leaders of the Russian Federation in terms of investment potential in 2012-2018 were estimated in the article. The original method of identification of the innovative territorial clusters was suggested in the article, its main advantages being universalism, comprehensiveness and credibility. Using this methodology, the authors of the article identified the territorial industrial clusters and ranged them according to their innovation potential


The relevance of the study is due to the fact that оne of the countries of the European economic system is Germany, which occupies a leading position in many indicators and in the global technology market. The subject of research of the article is the innovative development of the EU. The goal is the strategic priorities of technological leader - Germany in innovative development of the EU. The objective is to research the сomparison of tasks of the national high-technological strategy of Germany and the strategy of the Innovation Union of the EU. A tool for achieving strategy a rational growth throughout the territory the EU was the creation of an Innovation Union that united the national innovation systems of all member states EU. The essence of building the Innovation Union is to maintenance research and scientific development throughout Europe to improve the scientific and technical base and increase the competitiveness of the EU in the priority scientific fields, simultaneously solving such socio-economic tasks as job creation, improvement education, involvement youth in science, creation of innovative products and services, improvement of the healthcare system, transport infrastructure, as well as increasing energy efficiency, saving natural resources and caring for learning the environment. Being closely linked to the global idea of building an Innovation Union in Europe, the national strategy of high-technological development in Germany is similar to the overall European strategy goals and objectives. At the same time, Germany is not only one of the members of the Innovation Union, but a leader in technological development in many sectors of the economy. General scientific methods are used, such as system analysis. The following results were obtained: the national German innovation strategy proposes measures in five key inter-sectoral areas: (1) improving the relationship between science and industry; (2) enhancing R & D and innovation work in private the sector of the economy, (3) to ensure the dissemination of new advanced technologies in the economy, (4) to internationalize scientific research, development and introduction of new technologies, and (5) to promote the development and further of talents. Conclusions: on the basis of the conducted research, it was concluded that аll these proposed strategies of high-technologic development in Germany are aimed at simplifying and reducing the path from idea to implementation innovation, which will continue to ensure the technological leadership of Germany in the EU economic system.

Purposeful and reasonable state vision of the long-term tourism development strategy determines the success of a country in the world market of tourist services. Many countries have officially approved program documents that clearly outline the main goals and objectives of the state policy in the sphere of tourism, highlighting the resource potential, recreational infrastructure and preferred consumer markets, but there may be no idea of respecting the interests of domestic consumers. The maintenance of local tourism infrastructure is becoming an increasingly important prerequisite for the country’s competitiveness, as mass tourism is now replaced by individual travels. The article is aimed at studying the dependencies between the main macroeconomic indicators of the tourism industry, assessing the efficiency of foreign trade. The correlation-regression and cluster analysis has been used in order to confirm or refute the hypothesis if the effectiveness of the state support of the national tourism industry is dependent on the stable functioning of the domestic tourism market, e.g. stimulation of travels by residents. Based on the main macroeconomic indicators of the tourism industry for 136 countries of the world and overview of some national tourism development program, the analysis output has rejected the direct correlation between the support of the domestic market and export potential of the national tourism industry, but has proved the significance of the inner consumer power during the periods of downturns in the global economy for strengthening the country’s export potential.

Theoretic-methodological bases for the research of innovative development as the growth of innovation and competitiveness of the Russian economy at the macro, meso and micro levels are considered. The need to find effective approaches to scientific development and practical implementation of the concept of strategic management is proved. Effects of the policy of accelerated substitution of the role of the State in the economy because of the privatization of the State ownership as a result of the implementation of the recommendations of the Washington course of Russia’s transition to a market economy in the 90-ies of the last century are discussed. The Patriot scientific community’s proposition is supported, represented by Glaz´ev S.Yu. on the transition of the Russian economy to the industrial innovation model of development as a result of a major change in strategy, the objectives and the means of economic policy, which would provide domestic and external problems. The main trend of the new model must be in the area of high technology development. The necessity of interaction between science, business and the State is proved; the role of knowledge, innovation, market innovation points of growth from a position of selecting priority areas for regional development is determined, aimed at integrating international institutional, scientific, technical and technological predictions and trends in terms of national development with the aim of identifying determinants of competitiveness and creating competitive advantages for the Russian economy to ensure economic growth through the development of the real sector of the regional economy.

Innovation plays a decisive role in the long-term perspective of an enter-prise. The relevance of the research topic is determined by the need for knowledge and understanding of the theoretical foundations and patterns of formation, structure, sources of increase, assessment methods and directions for the effective use of innovative potential. This knowledge will make it possible to evaluate and develop new areas of innovative activity of the enterprise. Also form an effective strategy for the innovative development of the enterprise. This is a prerequisite for its competitiveness. The purpose of the study is to determine the components of the innovative potential of an enterprise and analyze approaches to assessing the innovative potential of an enterprise in order to effectively manage its development. Innovation potential is the main category that reflects the state of the innovation component in the development of any enterprise. The author's approach to defining the components of the innovative potential of an enterprise is presented. The review of the factors influencing the formation and development of innovative potential is carried out. Assessment of innovative potential is a complex task that requires an integrated approach. The purpose of assessing the innovative potential is to obtain complete and objective information about the state of internal subsystems, which is necessary for the successful innovative development of all enterprise subsystems. A review of modern methods for assessing the innovative potential of an enterprise is carried out. There is no consensus on the issues of assessing and predicting the level of innovation potential and the effectiveness of innovation activities of enterprises. When considering the techniques, the general disadvantages inherent in most theories were highlighted. The conclusion is made: when assessing the innovative potential, it is necessary to take into account the innovative capabilities and the current level of innovative activity of the enterprise. The information processing process is the final stage of the analytical work to assess the innovative potential. Information processing techniques and techniques are important elements in conducting an assessment.

The focus of the article is on current discussions on the heuristic significance of the "soft power" concept, examines the socio-political and philosophical foundations of the phenomenon, and states the de-Americanization of the soft power discourse and the related changes in the behavior of the new "soft power" actors.The theoretical basis of the article is the conceptual interpretation of the concept of "power" proposed by Joseph Nye as an alternative to Realistic and Neo-Realistic models of power relations in modern world politics. Nye singled out coercion, influence and attractiveness as equivalent dimensions of force.The research methodology is based on formal-logical and content-logical methods.The research procedure first of all is built around the typology of criticism of "soft power" as a concept and the prospects for its overcoming.In the analysis of the results, it is noted that Nye in the concept of "soft power" had verified the accents of modern socio-philosophical and political-philosophical approaches in relation to the power-discourse of international relations. It is predicted that the theoretical comprehension of the "soft power" will develop, as its use by states will continue. First, it concerns "rising forces" (such as China and India).In conclusion, it is emphasized that the ability of the state to compete globally in three areas (economic growth, military technological development and value-cultural impact) allows us to talk about it in terms of full power, which is impossible without resorting to the complex phenomenon of "soft power", questions of national identity in a new way and to the non-material grounds of the state.
