The article discusses the features of training in the 1950s on the materials of the leading geodetic institution of higher education of the country. The features of the previous historical development of higher education, as well as global trends that influenced the growth of the quality of education are highlighted. The aim of the work is to analyze the problems of education in the field of geodesy. Method of historical retrospective, is used which allows a deeper understanding of events.

Повышение уровня качества образования является одним из ключевых факторов повышения конкурентоспособности страны. Ежегодный пересмотр образовательных и образовательно-научных программ подготовки специалистов дает возможность своевременно вносить коррективы в учебные планы и повышать уровень качества образования с целью большего соответствия подготовленных специалистов требованиям рыночной среды. Приобретение международного опыта в подготовке специалистов помогает сформировать компетентности будущих специалистов таким образом, чтобы они были конкурентоспособными на международном рынке труда. Несмотря на современные процессы глобализации мировой экономики и интеграционные процессы русской экономики система оценки качества образования при формировании профессиональных компетенций экономистов требует совершенствования и дальнейшего развития. Улучшение качества образования специалистов, в частности экономистов, в условиях интеграционных процессов и программ международной мобильности будет способствовать росту конкурентоспособности будущих специалистов и повышению рейтинга университета. Одним из условий конкурентоспособности учреждения высшего образования является наличие у него внутренней системы качества образования, которая отвечает современным требованиям национальных и международных стандартов. Процесс создания таких систем в учреждениях высшего образования происходит медленно, что может привести к определенным потерям в формировании интеллектуального потенциала страны. Такие потери могут в дальнейшем сказываться и уровне национальной безопасности. Специалисты по экономике работают во всех сферах национальной экономики и на всех видах предприятий. Improving the quality of education is one of the key factors in improving the competitiveness of the country. The annual revision of educational and scientific programs for training specialists makes it possible to make timely adjustments to curricula and improve the quality of education in order to better meet the requirements of the trained specialists of the market environment. The acquisition of international experience in training specialists helps to form the competencies of future specialists in such a way that they are competitive in the international labor market. Despite the modern processes of globalization of the world economy and the European integration processes of the Russian economy, the system of assessing the quality of education in the formation of professional competencies of economists requires improvement and further development. Improving the quality of education of specialists, in particular economists, in the context of European integration processes and international mobility programs will help to increase the competitiveness of future specialists and improve the university's rating. One of the conditions for the competitiveness of a higher education institution is that it has an internal education quality system that meets the modern requirements of national and international standards. The process of creating such systems in higher education institutions is slow, which can lead to certain losses in the formation of the intellectual potential of the country. Such losses may further affect the level of national security. Economics specialists work in all spheres of the national economy and at all types of enterprises.

Purpose of the study. The digital turn in higher education and pedagogical technologies requires the use of a variety of teaching approaches and methods. The quarantine period in connection with the COVID-19 pandemic caused the need for a radical transformation of the higher education system, its new paradigm in a modern digital society. In such conditions, it becomes necessary to form a digital educational environment and many countries, including the Republic of Uzbekistan, have faced this task. Students need to develop skills in working with information, in particular, the use of information and communication technologies in the process of solving cognitive tasks and performing creative tasks in cognitive and educational activities. All these processes update the topic of the article and require an analysis of the experience of using electronic educational resources in the Republic of Uzbekistan.Materials and methods. The methodological basis of the research was the activity-oriented, personality-oriented, systemic, project-based and individually creative approaches. The analysis of the historiography of the problem showed: despite a significant number of studies in the field of application of various information technologies in historical research, there are still no works that would summarize data on working with electronic educational resources in the Republic of Uzbekistan. This article is an attempt to offer an analysis of the possibilities, as well as the main advantages of using electronic educational resources in teaching disciplines in higher education, using the example of Uzbekistan.Results. The article examines electronic resources for distance education that are present in the CIS countries, since online educational resources as a complex of various educational materials, for which gadgets are used, can improve the quality of education and diversify the forms of teaching. The author analyzes the conditions and prospects for the development of distance education in the Republic of Uzbekistan, notes a conceptual approach to educational digital platforms that contribute to improving the quality of education. The system of higher education of the Republic as well as the conditions and prospects for the development of distance education in the Republic of Uzbekistan are investigated. The author identifies the main trends in the modern online educational environment. In addition, the advantages and disadvantages of electronic educational resources have been identified. The article defines the strategic goals for the development of higher education in the Republic of Uzbekistan at a new stage of development, and also presents an analysis of Internet resources for distance education that are available in Uzbekistan. Conclusion. Thus, we come to the conclusion that in the current conditions, many countries are switching to digital and electronic means of education; the article shows the main Internet resources that contribute to the effectiveness of the system of professional training for bachelors, using the example of the Republic of Uzbekistan. The effectiveness, intensity, activation, individualization, and communicativeness of the educational process depend to a greater extent on how electronic resources are used, what tasks are solved during their use.

In recent years, higher educational institutions of the Baltic countries have become more and more popular among Russian youth wishing to get higher education (or take a certain course of professional training) abroad. The article, covering the period before the onset of the coronavirus epidemic, highlights the education of Russian students in universities in Latvia, Lithuania and Estonia. It is noted that a significant part of the students from the Russian Federation come from the Russian regions bordering on the Baltic states. The appendix presents the opinions of Russian students about the learning process and the quality of education received in Latvian, Lithuanian and Estonian universities.

Abstract In 2001, the Ministry of Education of the People’s Republic of China issued guidelines to promote the quality of higher education and to advocate the expansion of the use of English (Ministry of Education (MoE). 2001. Guanyu jiaqiang gaodeng xuexiao benke jiaoxue gongzuo tigao jiaoxue zhiliang de ruogan yijian [Guidelines for Improving the Quality of Undergraduate Teaching at Higher Education Institutions]. This paper reviews empirical studies in English and Chinese on EMI in Chinese higher education published from 2001 to 2019, during the last two decades since these guidelines were released. The review contributes to the field of EMI by documenting, analysing and synthesising empirical evidence and by situating EMI studies in China in the global trends of EMI research. The review aims to give an overview of studies targeted at both global and local audiences, therefore, publications in both English and Chinese were included. To select the Chinese articles the core journals indexed by CNKI were searched, and for the English articles, we used ERIC, IBSS, SCOPUS and WOS databases. After excluding theoretically oriented studies, literature reviews and commentaries, 42 articles remained. The in-depth analysis revealed that the main topics of these studies included the student perception, implementation and educational practices, and the role of language. We conclude that in general there are insufficient empirical studies, especially about EMI teachers’ perspectives to inform policies and practices at the micro, meso and macro level. Based on the findings, directions for further research are identified and recommendations for methodological approaches for future studies are also made.

Distance learning is currently one of the most topical problems at the intersection of technical and pedagogical disciplines. The widespread introduction of distance learning in secondary and higher education has revealed a significant layer of problems that should be addressed by information technologies specialists, teachers, scientists, psychologists in cooperation with officials. The article discusses the main problems that arose during the transition to distance learning, the solution of which will raise the quality of education to a new level, including after the end of the new type of coronavirus pandemic. The authors highlight the organizational, technical and social problems in the process of organizing distance learning, the totality of which can be considered as a challenge to the education system.

The quality of education is influenced by the managerialization of the universities, which refers to the introduction of substantial changes in the decision-making processes of the academic institutions, and the application of renewed information systems along with new managerial methodologies to restructure the organisational strategic relationships with stakeholders. This paper proposes a questionnaire to assess the importance of facilities in universities according to their financial budget consumed value. Semi Structured Interviews were conducted with the heads of logistic and financial departments in Egyptian universities, twenty public universities and twenty-three private universities, in order to identify criteria for the most significant university's facilities and appealing infrastructure that contributes to the quality of education.

Printed educational materials such as teacher’s handbook may affect the quality of education as much as teachers, curriculum, educational environment, and the other course materials. Perspectives of eighty-two pre-service elementary teachers regarding the activities and songs included in the teacher’s handbook for music course were examined by content analysis for shedding light on the nature of the handbook and for producing knowledge about how an effective teacher’s handbook for music course may be like. Even though the question was deliberately worded to let respondents express their both positive and negative views, the number of respondents who expressed positive views and the frequency of such expressions were considerably lower compared to the negative ones. Inappropriateness for age group and learning outcomes, insufficiency for facilitating learning, requiring hard-to-attain materials, and difficulty of application raised as major concerns for both activates and songs. Additionally, activities were argued to be repetitive and lacking entertainment while songs were criticized for their rhythm, melody, lyrics, quality, and practicability in the classroom.

This article highlights current issues of the organization of distance learning and its role in the educational policy of the Republic of Uzbekistan. The role of this form of education as a factor in improving the quality of education in higher education is considered. One of the factors for improving the quality of education in the system of higher professional education is the widespread adoption of modern information technologies, including multimedia and virtual. Modern information technologies in combination with pedagogical technologies can significantly increase the effectiveness of the educational process; to achieve a solution to the main problem: the development of cognitive skills of students, critical and creative thinking, the ability to independently construct their knowledge, navigate in the information space.

ABSTRACT In today’s competitive higher education environment in Vietnam, higher education institutions have focussed more on quality education services to improve students’ satisfaction, which is considered an important factor for attracting and retaining students and evaluating the success of these higher education institutions, as a result. This research aimed to examine Vietnamese students’ perceptions about the quality of education services offered at Hue University in Vietnam. The data were obtained from the questionnaires completed by 2933 students from four-university members of Hue University in Central Vietnam. The research results showed that the students were generally satisfied with the quality of education services provided by Hue University. In addition, students’ satisfaction at Hue University is most affected by their perceptions about access to education services and the educational environment. The study also provided several implications, for Hue University in particular and other Vietnamese higher education institutions in general, to enhance their education services to improve the level of education service quality for attracting and retaining students.

The improvement of language skills in the higher education environment is expected to be able to help students get to know themselves, their culture, and the culture of others, so that they can form polite and polite language characters. The era of the industrial revolution 5.0 which first appeared in Japan in 2015, brought a new civilization in the educational environment, which made humans the center of innovation by deepening the integration of technology in improving the quality of life, sustainable social responsibility. The vision of society 5.0 demands a transformation in learning, especially in terms of the needs of students, the preparation and organization of teaching materials, and the pattern of mix in learning. This study describes the improvement of Indonesian language skills in shaping the character of students in the Industrial Revolution era 5.0, which is viewed from the needs of students. Lecturers as agents of change in forming smart, skilled, innovative and creative young people need to make changes in preparing lecture materials based on current technological developments.
