MODEL OF FUNCTIONING OF THE AUTOMOTIVE SUPPORT UNIT OF THE AUTOMOBILE FACTORY PARK

It is held the analysis of the state of functioning of the system of technical support of automobiles and armored vehicles factory parks. The basis of this system is the technical support units. These units provide quality and timely implementation of technical influences on machinery. So, the main task of information support of technical support is to determine the needs of vehicles parks in such influences and an assessment of the capabilities of the relevant technical support units. Thus, there is an urgent need to model the functioning of these units. These units can be internal or external, with which the Internal Subdivision is subordinate to the State Border Guard Service of Ukraine and the external unit is subordinate to another organization. All these types of units need to be analyzed. The end result of the functioning of this system is the implementation of such a managerial influence on its structure, which will provide maximum effect of the adaptation of the combined system of technical support of automobile and armored vehicles fleets of the units of the State Border Guard Service of Ukraine. Thus, successful resolution of the tasks of information support of technical support of automobile and armored vehicles fleets of the units of the State Border Guard Service of Ukraine requires formalization of the functioning of certain technical support units. The study simulates this process. The technical support unit is presented as a mass service system with an extraordinary inbound request flow and a limited service queue. As a result, a number of dependencies were obtained that allow forecasting of the possibilities of separate technical support departments of technical parks and use of the obtained values in the process of implementation of the information support of technical support of such parks. The author conducted a number of studies. These studies have shown that it is necessary to modernize the system of technical support for armored vehicles of the State Border Service of Ukraine. Such a need was due to the uneven modernization of the fleet of vehicles and equipping them with units that ensure that the machines are constantly ready for their intended use. This causes downtime for individual samples for a long time. In modern conditions, it is the promptness of the technique renewal that plays an important role in ensuring the tasks of the State Border Guard Service of Ukraine. Depending on the state of the art, the level of mobility of the units will depend on the ability to complete the task on time. Therefore, the following are urgent: development of separate methods of ensuring adaptation of the system of technical support of parks to certain conditions of their functioning; methods of introducing adaptive approaches to combining different forms of ensuring technical impacts on individual samples. Therefore, the proposed method takes into account not only the economic component of the functioning of the system, characteristic of civil organizations operating on a commercial basis, but also operational and technical, which will ensure the implementation of the whole complex of technical influences on the samples of equipment, depending on the external and internal conditions of functioning of the State Border Service. The method proposed by the author requires a number of baseline data, on the basis of which an array of plans for the distribution of technical impacts from different technical support bodies to the machines of the State Border Guard Service of Ukraine fleet will be formed. The main purpose of implementing this method is to ensure the efficient distribution of service functions, depending on the generated array of values of economic and operational-technical components. The formation of such an array is carried out in four steps: creating matrices of output data; search for optimal service plans; selecting the service plan that best suits the purpose of the optimization; formulation of recommendations for involvement of individual technical support bodies in the execution of works. The article describes the history of the State Public Scientific and Technological Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB RAS) — firstly the State Scientific Library (SSL), established in 1918 in Moscow and transformed into SPSTL SB RAS in 1958. The authors present the stages of its development and main achievements. The library developed its collections, publishing and educational activities, created the network of its branches practically in all industrial regions of the country. During the Great Patriotic war, the Library based its work on the priority satisfaction of the defence information needs. Despite the loss of holdings on the occupied territory, it developed the network of branches, setting the task of bibliographic service for the defence industry.In 1946, given general scientific importance of the Library, it was transferred to the USSR Ministry of Higher Education. The new status of the Library has forced to expand significantly its acquisition to technical literature, publications on natural science, social science and humanities. In 1958, the Library was transferred to Novosibirsk. Its main task became information support of scientific research; it developed its forms and methods, generated its own resources and actively engaged in the automation and informatization of library and information processes. Here the Library began to develop library science, bibliography, book science and applied informatics. In fact, the communication between the user and the library, the librarian and the information resource moves exclusively into the electronic environment. Over 60 years of activity in Siberia, the Library has become a unique scientific and cultural Siberian phenomenon, combining the features of the universal public library, the centre for scientific and technical information and the unified centre for automation of library and information processes of the Siberian Branch of the Russian Academy of Sciences.

Despite the positive developments in the sphere of ensuring the special needs of disabled children, a comprehensive socio-hygienic assessment of the conditions and lifestyles, as well as of their families, has not been carried out in the recent years. The purpose of the study is to identify, through a sociological survey, the problems that a disabled child encounters in his life, in order to further improve the provision of medical and social assistance to him. Materials and methods of research: 506 legal representatives of minors (aged 0–17 years) with the status of a disabled child were interviewed. Study design: single-center, non-randomized, uncontrolled. Results: the study of the living conditions of a disabled child in the family, the assessment by the parents of the state of his health, the problems arising during the registration of disability, in the provision of medical and rehabilitation assistance, and issues of medical and social support, made it possible to determine the position of this part of the child population in modern legal and medical and social conditions. The main problems were the large number of documents required for the registration of a disability, the long wait for the day of the examination, the remoteness of the location of the medical and social examination bureau, the shortage of specialist doctors, the problem with subsidized drugs, the lack of taking into account the individual needs of the child when carrying out rehabilitation programs, the need to contact different organizations and departments, lack of medical and social assistance, violation of rights in the provision of medical services to a disabled child. Conclusion: The acquired information is important for the further improvement of the provision of medical and social assistance to handicapped children and children with disabilities. The main task today is to develop mechanisms for fulfilling the declared rights and freedoms of persons with disabilities and the obligations undertaken by the state in relation to them. The principle of individualization of the provision of various benefits, depending on the condition of a disabled child, his needs, material security, remains relevant.

Society is historically associated with the state, which plays the role of an institution of power and government. The main task of the state is life support, survival, development of society and the sovereignty of the country. The main mechanism that the state uses to implement these functions is natural social networks. They permeate every cell of society, all elements of the country and its territory. However, they can have a control center, or act on the principle of self-organization (network centrism). The web is a universal natural technology with a category status in science. The work describes five basic factors of any social network, in particular the state, as well as what distinguishes the social network from other organizational models of society. Social networks of the state rely on communication, transport and other networks of the country, being a mechanism for the implementation of a single strategy and plan. However, the emergence of other strong network centers of competition for state power inevitably leads to problems — social conflicts and even catastrophes in society due to the destruction of existing social institutions. The paper identifies the main pitfalls using alternative social networks that destroy the foundations of the state and other social institutions, which leads to the loss of sovereignty, and even to the complete collapse of the country.

The paper considers a new type of powered roof support unit in the framework of interaction with geomechanical processes within the ground rock, particularly, in the thermodynamic balance capsule. Its novelty in comparison with similar Russian and foreign technologies consists is in the fact that geomechanical system “support–ground rock” is brought into the state of balance, which increases the safety of mining works at a coal extraction face.

With the development of Internet technologies, cybercrime has also evolved and diversified. Much of the world's economic and business information comes from electronic information, and the need for remote work caused by the coronavirus (COVID-19) pandemic has further increased demand for e-services, which in turn has contributed to increased technology risks, threats, and incidents. The main task of the states is to actively fight against the negative socio-economic, financial, and political consequences caused by the growth of cybercrime. The main purpose of the study is to assess the negative consequences of cybercrime in Georgia, the main threats to information security, to develop recommendations for the prevention of cybercrime, to improve its legal regulation mechanisms. The fight against cybercrime in Georgia is carried out using criminal norms. The law "On Information Security" is in force in the country, Georgia's cyber security strategy has been developed, but this process needs constant development. The main task of the state is to gradually improve the legislation and bring it in line with modern technologies, to ensure close cooperation between the state and society, to raise the awareness of civil society. It is essential to constantly inform the public and companies about cyber threats, as effective prevention is the best form of crime prevention policy.

The article is devoted to defining the concept and methods of interaction of the State Border Guard Service of Ukraine with other law enforcement a. The meaning of the concept of "methods" is revealed. It is proposed to understand the methods of interaction of the State Border Guard Service of Ukraine with other law enforcement agencies as a set of tools used by these entities within the current legislation to organize and maintain relations between them to ensure border security, prevent smuggling, illegal migration and transnational crime. Features of such administrative methods of management as regulatory, administrative and normative are considered. It is noted that regulatory methods take place in the interaction of the State Border Guard Service of Ukraine with other law enforcement authorities. It is determined that persuasion as a universal method of management in the interaction of the State Border Guard Service of Ukraine with other law enforcement authorities is absent, and an example of the method of coercion is liability for non-compliance with acts of the State Border Guard Service of Ukraine. Such organizational methods in interaction of the State Border Guard Service of Ukraine with other law enforcement authorities as planning, forecasting, method of information support, method of decision making, methods of organizing the implementation of decisions and monitoring their implementation, methods of instructing and work with personnel are singled out. Emphasis is placed on economic methods in the interaction of the State Border Guard Service of Ukraine with other law enforcement authorities. The results of the survey show the problems in the use of methods of legal regulation, prohibitions, coercion, coordination, control in the management of the State Border Guard Service of Ukraine, which affect the effectiveness of its interaction with other law enforcement authorities and should be studied separately.

Topicality. All relationships in the field of nature use begin with the legislative framework on the protection of nature and its individual components, which defines the functions of the state regulating environmental activities, as well as defined rights and responsibilities of environmental users. In most developed countries, it is a law on nature conservation or environmental acts that establishes the general principles and objectives of a policy designed to ensure the conceptual uniformity and integrity of all legislative practice in the use, protection and restoration of natural resources. System and methods of administrative management in using natural resources are based on: system of legislative acts of the country and the region; a system of normative-directive and methodological (obligatory to use) documents of state bodies; system of plans, programs, projects, tasks; operational management system. Aim and tasks. The purpose of the article is to justify institutional reforms in order to ensure the implementation of environmental legislation, the division of powers of environmental authorities at the national, regional and municipal levels on the procedure for decision-making and its implementation. Research results. The lack of coordination control functions using natural resources, namely the lack of a horizontal connection between the supervisory authorities, leads to the fact that many bodies control the same natural resource. First of all, the uncontrolled tourism activity with the use of recreational resources is observed. Thus, the main task of the state administration should be to assess the quantitative and qualitative equivalents of existing and potential natural resources and determine the strategic directions of their management, their use and protection by business entities and households. In this case, it is necessary to determine with which mechanisms to achieve the optimal use of recreational and tourist resources while minimizing environmental damage, minimizing costs and maximizing the social, economic and environmental effects of their use.Conclusions. Taking into account the economic effect that the country can have, it is expedient to take into account not only the economic potential of the recreational and tourist territory, but also the development of alternative activities on it. Control the enterprises located in this territory and conduct their economic activity with the use or extraction and subsequent resale of the recreational resource. Principal is the redistribution of taxes from economic activity to the restoration of recreational resources at the urban level. It is necessary to provide methodological explanations regarding tax provisions and benefits to enterprises involved in this process, taking into account the status of the territory in which the recreation process has arisen, taking into account the medical characteristics of the territory and the extraction of natural resources in this territory.
