Scientometric indicators are useful to evaluate the relevance of scientific research, to prepare rankings, and to evaluate and inform research policies. That is why the choice of appropriate indicators is a matter of primary concern. This article aims to introduce a framework to decide the appropriate type of indicator for assessing the citation-based performance of complex innovation systems. The framework is two-fold: First, it brings the methodology to decide when the use of standard average based indicators is granted, and when scale-invariant indicators are mandatory. Second, it provides the procedures to build scale-invariant indicators to assess the relative impact of complex innovation systems. The framework is validated empirically through the evaluation of the relative impact of the Chilean science system in 2017. The result suggests that the Chilean science system has characteristics of a complex innovation system such as the distribution of citations fits to a power law with an exponential cutoff −2.77±0.09 and a power-law correlation between the size of the system and its impact 1.29±0.11. Furthermore, the framework shows to be efficient to compare fields of vastly different sizes.

The article analyzes modern theory that explains the specificity of relationships among government, science and business in innovation systems - the "triple helix" concept. Factors that determine the appearance of new theory are systematized. The peculiarities of formation of "triple helix" in Russia are described, including the development of science, business and the system of government regulation in innovation sphere. The conclusion is made that currently in Russia only double linkages are formed.

The article considers the current and future systems for assessing the effectiveness of the use of state resources to create a national innovation system as a factor in improving the economic security of the state, the author develops a methodological approach to assessing the effectiveness of the use of state resources to create a national innovation system. The cyclical development of the world economy in the conditions of globalization is connected, first of all, with the change of technological structures, as well as with the provision of competitiveness for all levels of economic management. In the domestic and foreign economic literature, there is an idea of the national innovation system, which covers all types of economic objects in the country with innovations, increasing their competitiveness, and, thus, the national economy as a whole, and also directly affects the increase in the level of economic security of the country. Most developed countries and many developing countries have already established or are in the process of establishing their national innovation systems, built either on the basis of models already known and tested in other countries, or new, unique models for building innovation systems. The differences between these models of creation of national innovation systems of different countries are, both in the levels of economic objects, which are the basis of innovative breakthrough, and in the degree of use of public resources: "centralized model", based on public resources, or "market model", or a mixed model of "public-private partnership". These issues are the basis for consideration of the presented article. The methodological basis for writing the article was modern scientific research methods, including: dialectical method, method of system analysis, methods of analogy, comparative analysis, expert methods, structural-functional and normative approaches.

During the course of building an innovative country and enhancing the independent innovation capability, universities are the main force and the important source of high-tech innovation. The evaluation on the university's innovation ability, not only may improve university's efficiency and level of scientific research, but also make a significant sense to perfect the china' scientific research innovation system. Based on Referring to the recent research achievements at home and abroad, research and design work was carried out in the following area. Firstly, the multi-university research innovation ability evaluating indicator system is designed in this paper. By the principle of science and justice, through questionnaires, expert opinion and reference to relevant research results. The paper designed the multi-university's research innovation ability evaluating indicator system. A variety of typical evaluation models and methods are studied. Then two evaluation models between PCA-BP and PCA-FNN are taken into comparison. And the results show that the research and application of PCA-FNN is proved to be a new method and made a significant attempt for the university’s evaluation of research innovation ability.

Abstract: This article presents an overview of the changes that are taking place within the public and private health innovation systems in India including delivery of medical care, pharmaceutical products, medical devices, and Indian traditional medicine. The nature of the flaws that exist in the health innovation system is pinpointed. The response by the government, the health, technology and medical institutions, and the evolving industry is addressed on a national level. The article also discusses how the alignment of policies and institutions was developed within the scope of national health innovation systems, and how the government and the industry are dealing with the challenges to integrate health system, industry, and social policy development processes.

Under the megatrend, we mean large-scale technological, economic, social, political changes that occur slowly, but in the long run, when they are rooted, they substantially and permanently affect most of the processes in society. Such relative stability in the trajectory of the main forces of change can predict some elements of medium and long-term future changes. The article investigates such megatrends of the development of global innovation networks as the structural nature of the global innovation system, the development of systemic interconnections in the field of innovation, the interaction of national innovation systems and global, the internationalization of innovation activity, and the paradigm of "open innovation". The methodological principles and structural elements of the concept of the national innovation system are determined in the paper, the connection of national innovation systems with the phenomenon of internationalization of the innovation sphere is explored. The theoretical principles of the phenomenon of internationalization of innovation activity are investigated, as well as the preconditions for the emergence of the concept of "open innovation" and its current trends have been established. The concept of open innovation is an important precondition for the emergence and functioning of global innovation networks. The paper analyzes the genesis and specificity of the phenomenon of global innovation networks, outlines their structure and dynamics. It has been determined that global innovation networks play an important role in the development of the modern world economy, as they stimulate international cooperation in the innovation sphere, transfer of knowledge to the world economy and general scientific and technological development and growth of world production.

Institutional is one factor that must be considered in the process of technology transfer. The Local Innovation System (in this case SIDa-Belu) was trying to look at those problems in agriculture to empowering poor farmers in the area. This paper analyzed transformation intitution, which occurs during and after the proccess of SIDa-Belu Implementation. The methods used in this research is descriptive analysis with structure, conduct, performance (SCP) approach. Institutional change is a transformation proccess that is part of development. Therefore, the main objective of any institutional change is to internalize the potential for greater productivity which comes from improved resource utilization, and creating a new balance simultaneously. On SIDa-Belu implementation, institutional change encourage the change for farming groups. Before SIDa-Belu they did subsistent farming, and after implementation they make a new adjustment by external factors (permanent feedback proccess) into modern farming groups with market oriented.

Bekasi Regency is the area with the largest industrial area in Southeast Asia, where there are 16 industrial areas with relatively large land area. In addition, there are also seven large industrial zones or industrial zones on an international scale, in line with this, the problem of public service delivery in the Bekasi District Government must be carried out properly to the public. In optimizing the public services, various innovative ideas and ideas are needed to create synergy and efficiency in the provision of these public services. In this study, the innovation system is a unified component that influences the direction of development and speed of innovation, diffusion, and learning processes in the development, mastery, advancement and application/utilization of science and technology. How sub-subsystems (elements / factors) play their roles, their interrelations (including policy coherence), and the dynamics of their interactions determine or influence the dynamic performance of innovation systems. Strengthening the innovation system means structuring the system (holistic, simultaneous, systemic issues) in a structured way. In a policy perspective, strengthening innovation systems means remedial steps that need to be directed to address systemic failures. Therefore, policy strategies need to be developed as a unified innovation policy framework (KKI) to strengthen the system.

The literature emphasises the role of regional and local innovation environment. Regional Innovation Systems show differences in innovation outputs determined by different inputs. Understanding these relationships can have important implications for regional and innovation policy. The research aims to classify Regional Innovation Systems in Poland according to their innovation capacity and performance. The analysis covers 72 subregions (classified as NUTS 3 in the Nomenclature of Territorial Units for Statistics) in 2004–2016. Classes of Regional Innovation Systems in Poland were identified based on a combination of linear and functional approaches and data from published and unpublished sources. It was assumed that innovation systems in Poland differ due to their location in metropolitan and non-metropolitan regions, thus, the Eurostat NUTS 3 metro/non-metro typology was applied for this purpose. Panel data regressions as models with individual random effects were estimated separately for metropolitan and non-metropolitan groups of subregions. The study identified common determinants of innovation outputs in both NUTS 3 types: share of innovative industrial enterprises, industry share, unemployment rate, and employment in research and development. Next, NUTS 3 were classified within each of two analysed types in line with output- and input-indices, the latter being calculated as non-weighted average of significant inputs. Last, the subregions were clustered based on individual inputs to enable a more detailed assessment of their innovation potential. The cluster analysis using k-means method with maximum cluster distance was applied. The results showed that the composition of the classes identified within metropolitan and non-metropolitan systems in 2004– 2016 remains unstable, similarly to the composition of clusters identified by inputs. The latter confirms the changes in components of the capacity within both Regional Innovation System types. The observed situation allows us to assume that Regional Innovation Systems in Poland are evolving. In further research, the efficiency of Regional Innovation Systems should be assessed, taking into account the differences between metropolitan and non-metropolitan regions as well as other environmental factors that may determine the efficiency of innovative processes.

It is established to what extent an innovative system, limited by the framework of a region - a subject of the Russian Federation, is capable of expanded reproduction. The spatial contours of the local innovation system are justified by the boundaries of the macroregion. The classification of domestic innovation systems on a spatial basis is carried out. The problems that do not contribute to the implementation of the entire chain of the innovation process in the local innovation system are formulated: from the generation of knowledge to the production of finished innovative products.
