Abstract Today, the state, its organizations and its citizens have become vulnerable to the complexity of complex electronic information systems in the cyberspace of Hungary, without which state operations and the provision and use of different services become unworkable. In addition to the modern economic system, society is not prepared to operate without lost infrastructure, assets or services, so they must clearly be protected especially because the information used and generated in their operation and the data managed represent significant assets.

Mortgage market is a large segment in the economic system of the state and the development of this form of lending is influenced by certain factors. The article presents the features of mortgage lending in Russia. The analysis and assessment of the housing lending market in recent years in the conditions of instability of the national economy. The main problems that hinder the effective development of mortgage lending in modern economic conditions are identified.

Role and place of state corporations in Russia’s modern economic system and specialties related to theirs formation and development are investigated in this paper. State corporations’ forms, theirs activity’s fundamental aims, as well as theirs social-and economic functions, specific features and modern strategy are considered. Importance of a role which the state plays in formation and development of state corporations in Russia that in its turn promotes a successful reformation of Russian economy, macroeconomic stabilization reaching and acceleration of process related to formation a social-aimed economy in Russia is revealed.

This study raises the issue of agrarian reform draft under the reign of President Joko Widodo. Agrarian reform became a priority program in the RPJMN of 2015-2019. Based on this matter, the writer analyzes the concept of agrarian reform during the reign of Joko Widodo terms of BAL. The nature of the study was a normative research with statute approach, which was done in four ways, namely descriptive, comparative, evaluative and argumentative. The results showed that the agrarian reform draft during the reign of Joko Widodo is a concept of land stewardship and land reform. The economic system leads to a form of capitalism. It is necessary to conduct refinement of content and material of BAL implementation in order to achieve the justice and the welfare of the nation and the State. The agrarian reform program should be carried out in stages in order to obtain the desired results. It requires the will, ability and active involvement of all elements of the state.

    As a constitution, the Indonesian Constitution of 1945 regulates how the national economic system should be arranged and developed. In the perspective of constitution, the implementation of sharia economy does not mean the state directs a particular economic ideology. Philosophically, the ideals of Indonesian economic law is to initiate and prepare the legal concept of economic life. Shariah economy has a strong foundation both formally shariah and formallyconstitution. Formally shariah means the existence of shariah economy has a strong foundation in Indonesian legal system. Formally constitution means, in the context of the state, Shariah economy has a constitutional basis. The existence of laws relating to shariah economy shows that the Indonesian economic system givesa place to the shariah economy.

The article is devoted to the review of current changes in the legislation on notaries related to the development of electronic civil circulation, analysis of existing digital risks and assessment of the role of notaries in combating them. In modern economic realities, a significant expansion of the sphere of competence of the notary is carried out by introducing completely new notarial actions into the scope of the notary’s terms of reference. At the same time, the notary does not just follow the general ‘digital’ trend, but independently makes significant efforts to effectively perform the tasks of the social sphere regulator assigned to it by the state. The creation of the Unified Notary Information System as part of the formation of the technological infrastructure to ensure the security and stability of legal relations in the context of electronic civil circulation takes to a new level the quality of notarial services and the security of legally relevant information. The role of notaries significantly increases in conditions when the use of digital technologies in the economy, public administration, social sphere becomes one of the main vectors of world development, and society and the state inevitably face the flip side of this process – digital risks that jeopardize the safety of participants in civil turnover and their property. In 2020, as part of the implementation of the national program ‘Digital Economy’, it is planned to introduce a number of innovations that will create the basis for a stable and secure ‘digital’ turnover.

Our quest for prosperity has produced great output (i.e. performance) but not always great outcomes (i.e. progress). Despite mounting regulation when it comes to fairness, well-being, and the scope of our humanity, the modern economic system still leaves much to be desired. If practice is to evolve substantively and systematically, then we must help evolve an economic paradigm where mutuality is more systematically complemented by morality. The bases of this morality must rest, beyond the sympathetic sentiments envisaged by Adam Smith, on an expanded and intentional moral reasoning. Moral philosophy has a natural role in informing and influencing such a turn in our thinking, especially when education is the preferred vehicle of transformation. Indeed, rather than just regulate market power we must also better educate market power.

Information systems of critical infrastructure provide services on which the core functions of a state and its economy depend as well as welfare of society. Such systems are becoming an increasingly common target for crimes and attacks in cyberspace, as their vulnerabilities can be exploited for malicious activities seeking financial or political gain. One of the main reasons that threatens the security of these systems is the weak control of remote access, otherwise defined as management of a system’s user identity. Management of user identity depends on user authentication, authorization and the assignment of certain rights in the digital space. This paper provides the proposed two-factor (2FA) digital authentication method for remote access to an information system of a critical infrastructure. Results of testing the method’s usability and resilience to cyber threats have shown that the system, in which the method was implemented, is protected from dangerous HTTP requests and publicly available system’s endpoints are protected from threatening inputs that could cause malicious activities on the critical infrastructure. Additionally, the implementation of the authentication API application ensures the rapidity of the method for less than 500 ms for 100 users working in parallel with the system at the same time.
