The research in this article relates to an evaluation system for the implementation of lines in a public passenger transport system as a public service obligation. The purpose of this research is to present the methodology for the performance evaluation of a public passenger transport system that serves the public transport authority as a tool for making further decisions. The procedures first refer to the experimental determination of the criteria and then perform the first evaluation in the form of the value of the objective function. This is followed by multi-stage linear regression and optimization procedures that give the relation between the dependent variable ( Y ) and the independent variables ( X , ) that is, the criteria. Optimization is carried out in the coefficients ( β ), which are excluded from the optimization procedures in the case of the calculated statistical degree of insignificance. This research also shows procedures for changing the mathematical form of the criteria records and determining the impact on the final result of optimizations.

This paper tries to model the public passenger transport system in the railroad traffic from the aspect of the PSO obligation – the Public Transport Obligations, defined by a Regulation enacted by the state level of authority, in accordance with the EU Parliament Regulation 1370/2007/EC. The paper focuses on the aims of the Regulation which regulate the PSO principles, system financing, compensation and subsidies systems. It also establishes the conditions and trends in EU countries. There is also stress about the structure of expenses and income in the exploitation process in relation to the need for subsidies by local authorities for the transport of passengers

In free market conditions, if public passenger transport services are commercially unprofitable, there will be no interest for transport companies to perform them. However, directly because of the citizens’ interests, on the one hand, and indirectly because of the economy, passenger public transport services have become of a general public interest. The authorities must prepare appropriate legal fair market conditions, based on which public transport will be subsidized and conducted. In order to achieve that, for the mutual benefit of the public, users and transport companies, it is necessary that the right Public Service Obligation Model (PSO model or in some literature PCS—Public Service Compensation) be defined. Within this study, the optimal approach to assigning a PSC contract to transport companies for performing the PSO in integrated and regular public passenger transport systems is determined. A novel model, presented in this paper, can help national, regional and local authorities to choose and determine the way and level of PSCs for conducting the public transport of passengers and establishing a sustainable public passenger transport system.

The article deals with the issues related to the evolution of the use of women in the civil service at the turn of the 19th - 20th centuries on the example of the Maritime Ministry on the basis of previously unpublished documents stored in the Russian state archive of the Navy and periodical press materials. The study of gender issues can be of scientific interest on the basis of its documents, as practically not in demand in research related to the women’s issue. As a result of the struggle of the public, there were some concessions on the part of the authorities related to the expansion of women’s access to fill certain positions in a number of areas that experienced a lack of certain qualifications, including public service, in the conditions of intensive bourgeois development. The article analyzes the legal acts regulating the work of women, especially in the public service. it is shown how the changes that took place in the Russian Empire influenced the transformation of the socio-economic situation of women in General, and, also, became a reflection of the social policy of the state. The article reveals the attitude of the heads of departments of the Ministry to the admission of women to the public service, as well as their opinion on the degree of necessity for the service itself in attracting women to it. The article deals with the arguments of men - heads of departments of the Ministry, related to the impact of women’s work on home life, on the family and on itself, which differed largely by philistine assessments, rather than progressive views. In fact, on the part of the authorities, concessions to women were more imaginary and forced than the result of an objective assessment of their equal opportunity to serve in the public system.

Abstract The motivated employee represents the essential condition of any organization’s success. Public and private sector managers should constantly work toward coordinating and increasing employee motivation in order to ensure the timely and effective implementation of the plans set by the organization. Accordingly, proper assessment of processes and prompt determination of individuals’ driving motives are needed. Studies have shown that public service employees from all around the world face challenges, such as: incompatibility of knowledge, experience and position, as well as hard and lightweight work. Consequently, public managers should be aware of modern human resource management methods that can be used in effective and efficient ways to increase employee work quality. The main purpose of the paper is to determine the current situation of the public sector in Georgia. In addition, the research seeks to identify and examine the factors that influence employee demotivation and to determine under what conditions motivation can be a worthwhile investment in a public organizations. Methodologically, the work is based on analysis of the available literature and the results of the research statistically processed based on the survey example of 449 respondents from different Georgian ministries selected by a random simple.

Globalization is the increasing interaction of peoples, states or countries through the growth of the global trade, international flow of capital, ideas and culture. The paper discusses how privatization of public corporations and invention of information and communication technology (ICT) lead to the retrenchment and casualization of public servant. The aim of this study is to examines the impact of globalization on the public servant in Nigeria. The methodology involves the use of secondary data, through a systematic literature review which entails the document analysis of related matters. The findings reveal that globalization infringes on the right of a public servant by making them vulnerable without job security. The paper concludes that government must stop unfair labor practice such as retrenchment and casualization of workers, and improve good working conditions to make public servant more productive.

One of the anticipation actions that can be done before the flood disaster comes is to determine the evacuation route and evacuation location or shelter for flood relief and spread to the public in order to accelerate the process of evacuation of disaster victims so as to minimize losses from the flood itself. This research was conducted by approaching Geographic Information System (SIG) The purpose of this research is (1) Knowing the flood-prone agihan in Laweyan Subdistrict based on SIG. (2) Analyze the Availability of Shelter Locations (Educational Buildings and Buildings of Worship) of flood victims in Laweyan Subdistrict. It is expected that in the research to know the potential of the best temporary evacuation shelter / protection and evacuation design so that it can be considered and help the relevant agencies, especially local BPBD in order to improve flood mitigation in Sumber Village, Banjarsari District, Surakarta City. To reduce or overcome the impact caused by flood disasters on the comfort and safety of the community in Laweyan Subdistrict, researchers need to raise the title, " Determination of Flood Victim Shelter in Lawean District of Surakarta City Based on Geographic Information System".

The planning and organisation of public passenger transport in rural areas is a complex process. The transport demand in rural areas is often low, which makes it hard to establish and run a financially sustainable public transport system. A solution is integrated passenger transport that eliminates deficiencies and provides benefits for all participants in the public passenger transport process. This paper describes the impact of integrated passenger transport on mobility in rural areas and critically evaluates different literature sources. Integration of passenger transport in urban areas has been described in the context of rural areas, and the challenges of integration of public passenger transport specific to rural areas have been analysed. Through the application in urban and rural areas, the planning of integrated and non-integrated passenger transport has been functionally analysed. The analysis found an increase in the degree of mobility in the areas that use integrated passenger transport compared to the non-integrated one. This research of the literature review has identified the rural areas of mobility as under-researched. The mobility research can set up a more efficient passenger transport planning system in rural areas.

This study aims to determine how the application of the New Public Service concept to the WADUL-E Service (Aspiration and Electronic Complaints Forum) in Pacitan Regency. This study used a qualitative approach and the determination of informants using the purposive sampling technique. The results showed that the concept of the New Public Service was not fully applicable to the Pacitan WADUL-E Service, because the researchers did not find data related to the 6th indicator, which is serving not directing which contains the position of the leader here, not as the owner but as a public servant or public servant. However, the rest of the concept of the new public service is in accordance with the real situation in the Pacitan Wadule Service. Hence, it is necessary to have in-depth research to find out the leadership side in the service. Based this research, it can be conculed that it is one of the public innovation efforts created by the Pacitan Regency Government is to provide Complaint Services in the form of WADUL-E Services of Pacitan Regency which was formed and inaugurated on March 14, 2018. By utilizing this service, it is hoped that the aspirations and complaints of the Pacitan citizens are connected to regional government. Keywords: E-Service, New Public Service, WADUL-E Pacitan
