Planning the range of transport services in the selected geographical area is particularly relevant in the context of developing integrated transport systems. The aim is to build a sustainable public passenger transport system as an alternative to individual transport. Realizing quality and efficient transport services is a comprehensive process, though there are currently no applicable principles of its proposal and creation in terms of creating the appropriate range of railway infrastructure. The paper presents the general research results focused on solving the problems of transport services in the regional passenger railway transport. The gravity model allows the study of the dependence between the population in the adjacent area, the availability of stops and the length of the transport line. A part of the research is to adjust the inputs of this model to more accurately determine the range of railway infrastructure. Based on the research of the palette of railway lines, the necessary capacity of infrastructure in terms of ensuring the required number of trains in peak hours is adjusted. The output is a proposal of the session to the calculation of transport potential and subsequently its practical application. Finally, based on its resulting values, it is possible to adjust the transport concept to set up a more efficient and higher quality timetable.

Current geopolitical and economic conditions for the functioning of railway transport in most post-Soviet states are such that it is extremely difficult to provide required quality of transport services and break-even operations at high expenses for maintaining the railway infrastructure and rolling stock. Dynamics of transportation of the Tajik Railway (TSR) is shown, which displays that most of its sections are classified as low-intensity ones. The paper proposes methodical principles, setting and qualitative analysis of the task of rationalization of operational work and organization of car flows for international transportation, taking into account the specifics of the Tajik Railway. There is a problem of complex maintenance of the efficiency of operational work in modern conditions based on the synthesis of the tasks of self-management (rational internal operational technology of the Tajik Railway) and coordination tasks (technological interaction with railway administrations of other states). Author substantiated the necessity of solving this problem. Proposed classification of technological restrictions and controlled variables in the performance of transport takes into account methods for changing external conditions for the functioning of the railway landfill and methods for increasing internal efficiency of its operation. The search for the solution of the problem involves direct search of variants along its ordered set with clipping of groups of variants that do not correspond to constraints, with the subsequent finding of compromise control over a set of effective alternatives.

In free market conditions, if public passenger transport services are commercially unprofitable, there will be no interest for transport companies to perform them. However, directly because of the citizens’ interests, on the one hand, and indirectly because of the economy, passenger public transport services have become of a general public interest. The authorities must prepare appropriate legal fair market conditions, based on which public transport will be subsidized and conducted. In order to achieve that, for the mutual benefit of the public, users and transport companies, it is necessary that the right Public Service Obligation Model (PSO model or in some literature PCS—Public Service Compensation) be defined. Within this study, the optimal approach to assigning a PSC contract to transport companies for performing the PSO in integrated and regular public passenger transport systems is determined. A novel model, presented in this paper, can help national, regional and local authorities to choose and determine the way and level of PSCs for conducting the public transport of passengers and establishing a sustainable public passenger transport system.

Abstract Planning the extent of transport services within a selected territory is a topical issue especially in the context of developing integrated transport systems. The objective of this research study is to design a sustainable system of public passenger transport that would be an alternative to expanding individual transport. The implementation of a quality and efficient transport service is a relatively complex process, since, currently, there are no generally applicable principles for its design. This manuscript presents general results of research aimed at solving the problem of transport service within a selected territory issue with a focus on rail transport as an efficient transport system representing a backbone of a transport system. The subject of the investigation is to compile a set of factors affecting the design of the transport concept. The output of the manuscript consists in a proposal of a generally applicable procedure including a calculation of transport potential and characteristics of the inputs. Subsequently, based on the resulting values, it will be possible to determine the extent of the transport services provided by rail transport in any territory, which will contribute to a more efficient and high quality theoretical graph of train running.

The paper brings to the fore the need for state support by making investments in railway infrastructure, in order to maintain and ensure the success of railway transport of trucks by introducing RO-LA transport in rail traffic. Using this mode of transport reduces the cost of maintaining road infrastructure, protects the environment, reduces fuel consumption, and reduces road traffic congestionRO-LA transport is an alternative solution to auto transport and contributes to the streamlining of traffic of goods and people.

The region is a complex multi-element and heterogeneous dynamic system. Regional public transport systems are characterized by heterogeneity and incompleteness of information about the processes that take place in them. The factors determining the demand for public passenger transport services, the structure of suburban population transit and the economic consequences of changing this structure have not yet been sufficiently investigated. There is no quantitative assessment of the control factors’ influence on the results of the passenger transport system functioning in suburban traffic, which complicates the effective management in this field.In order to determine the mutual influence of objects with unclear functional connection, one of the methods of computational geometry is considered, which allows quantifying and obtaining tabulated functions of various components and parameters of settlements' interaction and centers of gravity. The numerical characteristics obtained by the described method are further used in the modeling of the processes of efficient functioning and collaboration of urban passenger transport with other external transport types, in particular at interchanges.As a result of the proposed operations, we obtain a tabulated function of the investigated parameter for the area of spatial interaction of infrastructure objects and visualize the calculated parameters in the form of graphical dependencies or in the form of a three-dimensional surface. Thus, using the method of computational geometry, with constructing a Voronoi diagram and executing the Delaunay triangulation, it is possible to obtain tabulated characteristic parameters for inhomogeneous zones of mutual influence where infrastructure objects with unclear functional connection are located.

AbstractTransport is a very important part of activities in the tourism sector. In addition to the transport of tourists to and within a destination, transport itself can be a tourist attraction. The aim of this paper is to analyse selected problems of railways in Slovakia (a decrease in the importance of railways for passenger transport in Slovakia in the past 20 years, discontinued passenger transport on certain railway tracks and the modernisation of other tracks, and zero-fare public rail transport services for certain categories of passengers), and to present good examples of the use of narrow-gauge railways for the purposes of tourism (the Tatra Electric Railways and the Kysuce-Orava Forest Railway).

Topicality. The shipping policy macroeconomic level takes the central place in the management system of merchant shipping and investment activity according to the development efficiency criteria. The economy is characterized by the building-up of integration processes at the current stage. Increasing production internationalization and globalization leads to the internationalization and globalization of transport and logistics systems and distribution networks. These processes activate the intensity and increase the international freight traffic volume. At the same time, globalization has dramatically changed the volume and model of freight traffic and increased the requirements for both international and local transport systems. Aim and tasks. The central task of the investigations is the choice of a criteria-based assessment system of economic and investment decisions. The study is aimed at clarifying the regularities of the merchant shipping individual segments functioning and at developing recommendations for solving urgent current and future projects for the national shipping potential development. Research results. The transport system efficiency is the economy development important factor. The main transport potential feature is the need of high level of regulation by country. This is due to the fact that: the development of transit potential is a capital-intensive process, and requires long-term investments; it has the monopolistic nature of the elements of the transport system; it needs for a special functional and legal regime of work; it is the reason of environmental problems because of increasing volumes and traffic intensity; it is especially important for national security. Macroeconomic goals to ensure the export transport services development, to use transit potential more efficiently, to increase the consumer transport competitiveness on the transport services international market could be actualized by the integration technology strategy implementation. Conclusion. The implementation of transport potential according to the integration criteria is an important factor of the modern economic development of the country, as, first of all, it is growth of employment, business activity, investments and tax revenues, on the other hand, it assists in integrating the Ukrainian economy into the European and world economic systems. The making economic decisions theory in the maritime transport system in the shipping market globalization context should be taken into account during the urgent economic problems solution.

Abstract The provision of quality transport services is a prerequisite for the creation of an efficient organization that can meet the expectations and requirements of both the enterprise itself and its customers. From the railway enterprise's point of view, it is necessary to pay attention to the increasingly demanding requirements of its customers in railway passenger transport. This article focuses on identifying defects in rail transport processes that negatively affect ordinary operations. One of the most serious bottlenecks affecting railway transport reliability is the train delay, which fundamentally affects the perception of railway transport. At the same time, it emphasizes the need to apply individual tools according to the DMAIC cycle in order to achieve continuous improvement. The aim of the implemented Six Sigma methodology in railway enterprise is disciplined application of statistical problem-solving tools to recognize the gaps in the transport process and set out individual steps for their gradual removal.

The article proves the need to develop high-speed railway transport, due to the fact that the last decade of travel on high-speed trains around the world is often faster than on airplanes, due to the lack of lengthy check-in, baggage screening, airport transfers and others. This type of transportation is becoming a major factor in the growing trend when passengers choose a high-speed train instead of an airplane. A detailed analysis of high-speed railway transport activities and their competitive advantages in the domestic and world transport markets are outlined. It is proved that in the conditions of cardinal transformation of the external environment caused by globalization, digitalization and intellectualization of world economy the guarantee of efficiency of strategy of development of any business entity is establishment of exogenous factors. The necessity of using methods and models of strategic management in the process of development of high-speed railway transportation in Ukraine is substantiated, as well as the necessity of determining the corresponding exogenous factors. The study identified the following key factors: intensification of international traffic, development of subversive technologies for trains and new transport systems, introduction of multimodal high-speed railway passenger transport technologies, development of multimodal transport infrastructure for high-speed railway passenger transport, development of private passenger transport, partnerships in the use of various forms of state support, digitalization of business processes of high-speed railway passenger transportation, development of intelligent transport systems for high-speed railway passenger transportation, improving customer service of high-speed railway passenger transportation, increasing reliability and safety of rail passenger-passenger transportation cross-border cooperation during the development of high high-speed railway passenger traffic. This will create a basis for determining the impact of macroeconomic conditions on the development of high-speed passenger railway transport and establish the patterns of their economic growth.
