The 2008 global economic crisis heightened social inequality and drastically reduced equal opportunities for many people. It had negative consequences for social regulation in many European countries, which have dismantled their public social policies. The objective of the study was to describe social workers’ perceptions of their lived experiences in different areas of the public social services system. A qualitative study was developed, based on a hermeneutic approach. Six in-depth interviews and two focus groups were conducted with 20 social workers employed by community social services and the Andalusian public health service (Spain). The professionals agreed that the public social services system has been eroded, that the lack of resources has consequences for workers and the general public alike, and that the public authorities and the administration are responsible for this situation. Social services have become distributors of scarce resources rather than a social protection system that empowers and accompanies the most vulnerable. The system must provide the necessary resources and structures so that they can escape the situation of poverty, exclusion and social injustice.

The factors of the functioning of the system of the social protection of the population have been analyzed in the article as the open, the ramified, the multilevel and the multifunctional system aimed at the maintenance of the individual-social balance in its activity, the activation of the socio-economic potential and the prevention of the negative consequences of the transformational processes and the minimization of the social risks in the society by means of legislative, economic, organizational, managerial and educational support of the gender equality. The use for the social-economic analysis of the system of the social protection of the numbers of the categories has been grounded, where the essence of the interaction of economic, social, political, organizational and legal subsystems of the system of the social protection has been reflected and their role in the development of the sustainable social relations. The principles of the integration of the gender approach into the state policy of Ukraine at the interstate, the national and the local levels have been researched on the basis of legislative, legal and other branch sources and the marks of the effectiveness of the state and the branch measures has been given as for the priority implementation of Directive 79/7 / EEC about gradually implementation of the principle of the equal attitude for the men and the women in the sphere of the social providing, the main problematic aspects of the implementation of the mechanisms of the social providing, the policy of the employment, health care have been revealed, which have the significant impact on the state of the gender equality in Ukraine. The ways of the increase of the level of the compliance of the principle of the gender have been determined equality in terms of the improvement of the normative-legal base, the accounting of the gender components in the programs of the economic and the social development, the improvement of the mechanism of the realization of the gender-legal expertise, the improvement of the realization of the mechanisms of the right to the protection from the discrimination on the basis of sex, making the gender component to the programs of the social reforms with the involvement of the public authorities, the local self-governments and the public organizations and the associations, the activities are aimed at the providing of the equal rights and the opportunities of the women and the men.

The authors review the current status of the social work labor force within the public sector by means of an analysis of the National Association of Social Workers member data base for 1988 and 1991, with additional data drawn from a 1993 member survey. Changes in the proportion and composition of the public social services labor force are documented, including education, experience, gender, and ethnicity. The decreasing professional social work labor force within public social services is discussed within the context of the realities of public social services practice and social work's historic place within this sector. The authors encourage debate about the implications of these trends, focusing on whether social work should influence labor-force trends or be influenced by them.

<p>O presente trabalho objetiva analisar a atuação, legalidade e eficiência das organizações sociais. Uma vez que, esta tem sido motivo de intensos questionamentos, por parte daqueles que não enxergam benefícios na criação de um terceiro setor econômico. Há quem defenda que, é dever exclusivo do poder público, executar e fiscalizar os serviços sociais. A contrário senso há quem defenda uma publicização dos serviços que não são executados apenas pelo poder estatal, mas também pelo setor privado. Sendo assim, porque contrariar uma parceria publico-privada que só objetiva trazer benefícios para a população brasileira?</p><p>No decorrer deste estudo, será respondido tal questionamento, por meio de reflexões acerca das discussões e alegações de inconstitucionalidade da lei 9.637/98, de parte da lei de licitações ─ 8.666/93. Since this has been the subject of intense questions from those who do not see benefits in the creation of a third economic sector. There are those who argue that it is the exclusive responsibility of the public authorities to execute and supervise social services. On the contrary, there are those who advocate an advertisement of services that are not only carried out by state power, but also by the private sector. So, why oppose a public-private partnership that only aims to bring benefits to the Brazilian population?</p><p>In the course of this study, this question will be answered, through reflections on the discussions and allegations of unconstitutionality of Law 9.637 / 98, part of the law of bidding - 8.666 / 93. The article deals with the main problems of state regulation of the institution of adoption during the economic crisis in Ukraine. These include: corruption in public authorities; adoption bureaucracy; bad faith on the part of state bodies in the field of adoption; imperfection of the national regulatory framework in the field of adoption; insufficient funding for training of potential adopters. The ways of solving the following problems are proposed: implementation of a transparent adoption procedure; coordinating the actions of public administration entities in the field of adoption; creating a clear mechanism for implementing the legislative and regulatory framework in the field of adoption; the delegation from the centers of social services of some powers in the field of adoption to public organizations; attraction of charitable contributions to the account of public organizations active in the field of social protection; improving legal liability for adoption violations.

The article is devoted to the partnership of social workers and ombudsmen as an influential tool for the citizens' rights protection. The common aspects of professional activity of social workers and ombudsmen in the citizens' rights protection of Ukraine and European countries are analyzed. Analyzed the annual reports of the National Ombudsman, clarified the dynamics of the receipt of citizens' reports about violations of their rights. There is a growing number of human rights violations in the field of social protection. The ombudsman has the right to make recommendations to the central executive bodies, which are ripe after the monitoring visits. Through the activities of social workers and the ombudsman, the state assumes the main functions of ensuring human rights in the social sphere. Foreign experience on the significant role of «natural allies» (social workers and ombudsmen) in drafting a formal protocol of strategic and tactical cooperation to optimize the residents' interests based on a friendly advisory approach have been highlighted. Most often, social workers and ombudsmen are forced to act as intermediaries between people and the state or other bodies to uphold justice and provide protection in cases where measures taken by the state in the interests of society as a whole threaten the rights and freedoms of individuals or groups. There is a need to intensify cooperation between the ombudsman's offices, social protection departments and social service providers (for example, through the joint Commissions on the quality of social services establishment, joint investigations into unsatisfactory social or medical care complaints). It seems relevant to expand the positions of specialized ombudsmen (for social protection (security), military ombudsman) as independent officials in communities (municipalities) for Ukraine.

Introduction: At the final stage of administrative-territorial reform in Ukraine, it is important to realistically assess the social needs and social problems that exist in newly created territorial communities. Territorial communities should be based on healthy families and healthy individuals, whose initiative will help ensure the continued social development of the community. In its turn, the community should be built on the principles of friendly to its own citizens, meeting their needs, first of all, the needs of the least protected categories - children, people with disabilities and chronic diseases, elderly people. Therefore, integrated social services based on the principles of preserving and promoting health are a tool for solving social problems in the community (Klos, Khudoba, Shkoliar, 2019, p. 26). Purpose. The purpose of the study is to show the importance of using integrated social services in the community based on the principles of preservation and promotion of health as an important means of promoting territorial community development and social development of the country.Methods. The study used theoretical methods of research, in particular, the search and collection of statistical information on the formation, normalization and approval of the composition of territorial communities; collection and analysis of sources on the problem of social services and social protection of the population of territorial communities; systematization of sources and their analysis by blocks of tasks; analysis, comparison, synthesis and implementation of the results of the study of social services based on the principles of promoting and preserving community health.Results. Within the framework of the U-LEAD Program with Europe and the ICO Partnership Every Child, the project “Community for Human: Enhancing Communities' Competence for the Development of Social Services” and understanding the peculiarities of organizing social support for vulnerable segments of the UTC population through the implementation of the social services model. Among the objectives of the project were, inter alia, to study the status of providing local communities with social workers, the range of social services provided in the community, taking into account the real needs of the population in social assistance (ICO Partnership for Every Child, 2019, p. 5-6).The study covered 245 projected territorial communities in Ukraine. Because most communities did not have the information to make appropriate decisions about the services they needed, a special methodology was used to assess the needs of the population in social services. An appropriate tool for monitoring the needs of the population in social services was developed and tested at the Oxford Policy Management Consortium with the participation of the Every Child Partnership, in collaboration with UNICEF, and with financial support from the European Union. The aggregate index of providing the population with social services of the population of the UTC is determined by the set of indicators: the index of provision of social services for children and families with children; index of provision of social care services for orphans and children deprived of family care; the index of provision of social services for the elderly; index of provision of social services for persons with disabilities; index of provision of social services to persons in need of adaptation and integration (reintegration); index of provision of social services to persons in need of emergency or crisis intervention (ICO Partnership for Every Child, 2019, p. 28).Mostly communities use the resource of available social services already at their disposal, their range is limited and needs improvement and review, taking into account real social problems and needs of consumers. An important tool for addressing the issues that are relevant to UTC members is those based on the principles of preserving and promoting health. In particular, social prevention, community representation services, crisis and emergency intervention, social support / patronage, asylum, home care, day care, supported living.Conclusion: The study of the results of the mentioned project and the current state of providing territorial communities with social services lead to the conclusion that there is a high level of community needs for social work professionals who are able and able to provide integrated social services in the community on the grounds of preservation and promotion of health. To do this, professional training of skilled social workers for the provision of integrated social services in the community should be stepped up

Introduction: This scientific study provides an insight into the cooperation of individual social services in connection with several methods and techniques of crisis intervention. Given the diversity of the work of crisis intervention, it brings scientific results concerning the of field social workers in social and legal protection of children and social guardianship. It is the field of social workers which cooperate and manage cooperation between individual ministries and activities of individual crisis intervention services. Aim: The main objective of the research was to investigate the cooperation of social workers with other institutions and the use of diversity techniques in dealing with different types of social problems. Methods: The research was conducted using a quantitative strategy by distributing a questionnaire of our design to social workers in Slovakia operating within the socio-legal protection and guardianship. The subject of the research was social workers of social protection. The number of respondents whose questionnaire applied to the research objectives was 56. We used statistical analysis for the phase of data processing and evaluation. Results: In the first research question, we investigated which social problems the respondents are facing in their practice most often. We can conclude that they often encounter problems solutions in the redevelopment of families, tackling crime, divorce, delinquency, and addictions. In the second research question we focused on with which institutions the workers cooperate in solving individual social problems. Conclusion: Social protection workers in their everyday practice face a wide range of problems. In solving the issues, they cooperate with other professions respectively organizations. Depending on what problems social workers usually deal with, it depends not only on their experience but on their future education.

Social protection systems are in a major process of transformation. Solutions from the past are no longer valid, or at least valid without important adaptations, to address future adequacy, sustainability, and quality of social protections systems. Ageing, changes in the world of work and in the evolving aspirations of citizens will impact, even more than today, on the features of the welfare of the future. Supporting a social investment approach in the agenda of modernization to be pursued, which recognize the relevant role to be played by social innovation, will be a key aspect of the reforms that are needed. ICTs would help in ensuring cost effective services, reducing fragmentation, and favouring integrated social services. This will be, no doubt, a multi-faceted and complex process, but there are choices that can make a difference in maximizing the potential that ICT, s can bring: An adequate leading role of public authorities and institutions at different territorial levels; a full involvement of all relevant stakeholders in a framework of reinforced and changing relationships; and a strategic outcome-based approach, supported by evidence-outcomes will contribute to unleash this potential. This article analyses, based on relevant successful experiences, some of the major interactions involved in the development and translation of enabling-ICTs to the fulfilment of social policy objectives.

There is a paucity of research examining street-level bureaucracy in cities affected by ongoing ethnopolitical conflict. This study addresses this limitation by exploring the work of social workers in the public services of mixed cities in Israel. It shows the interconnection between ambiguous institutional policies, varying workers’ views of the role of social services, and changing discretion patterns. Findings also suggest that episodes of conflict escalation intensify staff ethnic sectarianism, as well as increase workers’ own ethnic biases, which affect the ways in which they act as a liaison between the welfare system and citizens through their use of discretion.
