This research aims to substantiate the legitimacy of the simultaneous application of two competing sociological paradigms in studying professional (labor) migration of teachers and teacher education graduates, i.e., to use the “strategy of mixing methods”: the mobilities turn and the place attachment. This synthesis-based methodological approach includes micro and macro levels and neo-positivistic and individualistic phenomenology. It was substantiated during a sociological survey in 18 regions of the Russian Federation in August–September 2021. The survey respondents were 3065 teachers and 1132 teacher education graduates, and 255 respondents acted as experts, including six rectors of higher educational institutions of Russia, heads of regional and municipal education authorities (47 persons), and 202 directors of Russian schools. This study has highlighted the unique characteristics of labor migration in the educational space of the Russian school. As empirical research has shown, the reasons for professional migration, in general, and the migration of teachers and teacher education graduates, particularly, are largely similar and stem primarily from material factors. It has also shown that the reasons associated with personal and professional development opportunities should be considered. The identification of ideal factors was made possible by dividing respondents into five groups by criterion of integrating micro- and macro-problems.

Theoretical and methodical aspects of rating performance appraisal of scientific and pedagogical workers of educational institutions are object of research. The purpose of the article is to study the factors of influence and provide recommendations for improving the system of management of professional development of personnel of educational institutions. The results are obtained through the use of methods: expert method is used to identify the impact of qualitative and quantitative indicators on the efficiency of use of labor resources; economic and mathematical method is performed to determine the integral indicator of the assessment of the efficiency of the use of labor resources; abstract-logical method is executed for theoretical gen-eralization and formulation of conclusions. It has been revealed that the lack of a sound methodological approach to employee rating and appropriate means of motivation for professional development can lead to the loss of existing intellectual potential and competitive positions of educational institutions in the market of educational services in general. It has been found that in order to introduce an effective model of personnel management in educational institutions, it is very important to provide the main criteria for evaluating its effectiveness at the stage of formation. It was found that special attention should be paid to development of substantiated scientific and methodological approaches to the assessment of pro-fessional qualifications level of employees in the testing group and in the dynamics, determining the limit load and development model of a motivation model for professional development. When assessing the level of professional qualification of teaching staff, it is proposed to take into account not only their own property to scientific and pedagogical industry, but also the results of their pupils’ work. In determining the integral indicator of the assessment of the efficiency of the use of labor resources, the method of taxonomic analysis was used with additional consideration of the specific weight of influence of each factor on an integral indicator. It is substantiated that the definition of the boundary load will not only establish an effective bonus system, but also increase the level of job satisfaction among subordinates. The mechanism of determining the coefficient of competence of experts involved in the evaluation of staff, taking into account their work experience, the scale of management activity, and the level of education, deserves further study.

From 2021 to 2031, an innovative project of the Ministry of Education and Science of the Russian Federation will begin to be implemented, aimed at the formation of strategic leadership of the country’s higher educational institutions on the basis of partnership between them. The article discusses the possibilities of developing directions of training in the field of tourism and recreation on the basis of the Saratov State University named after N.G. Chernyshevsky, the potential of the university and the region is analyzed based on the criteria laid down by the program. It also examines the main problems and paradoxes that hinder the development of professionalization of the tourism industry in the Saratov region. In conclusion, conclusions are drawn about the need to develop new approaches to the professional development of graduates for tourism and recreation through greater participation in the promotion of knowledge and technology, as well as the training of innovative researchers.

The employability of graduates from an institution is very important to note. It is through education and proper training that one may get a decent job after graduation. This study intends to show the employability of teacher education graduates in an Asian public university. The methodological approach was both quantitative and qualitative. Interviews were semi-structured and used a standard set of questions; however graduates were encouraged and motivated to share stories and explain how and why they had arrived at their conclusions and to describe any relevant experiences in the workplace. The findings reveal that the graduates who specialized in English, Mathematics and Sciences are academically talented and motivated group with considerable aspirations to be the teaching model. The study also highlights that Science majors are the most employable graduates while Mathematics majors able to handle other learning areas such as Computer Education and Economics. Many Mathematics major graduates can diversify further through postgraduate studies, either into research or advanced courses in Mathematics in order to be promoted an also for professional and academic growth. It is therefore concluded that there are three top priorities in the workplace for graduates, these includes: challenging/interesting work, a high salary and professional growth.  Keywords - teacher education graduates, Asian public university, employability, workplace

Today there are many global investments in ICT to improve teaching-learning process in various educational institutions that has been initiated by many governments. Still we are lagging behind somewhat in ICT adoption or integration in teaching-learning rather than the investments in ICT infrastructure, equipments and resources. As the teaching without innovations and technology is meaningless, thus in order to facilitate teaching-learning process adoption of technology is must. And that adoption is possible by enriching the teacher education with latest technology and innovations, strengthening the pre-service and in-service teacher education programs and by the professional development of teacher incorporating technological based-gadgets in educational system.

The Norwegian national guidelines for primary school teacher education grades 5–10 state that “all subjects in the education must be included in a formation process that ensures that the student possesses the ability to see a case from different sides and research the professional practice from different perspectives” (Kunnskapsdepartementet, 2016, s. 8). This study is based on interviews with elementary school preservice teachers. The focus is on their experiences related to the development of their roles as teachers vis-á-vis the place of study and the field of practice. Through conversations with the students, the experience they have of “to do” the teaching profession, “to understand” and / or “to be” the teaching profession is particularly emphasized. These experiences are put into different contexts by the students. Common to all of them is that they are linked to different understandings of knowledge, and not least are the experiences linked to factors that in the theory are emphasized as important when talking about formation and professional development. In order to elucidate the complexity of their experience, we will discuss their reflections and understandings in light of the formation ideals and knowledge forms. Such an approach to discussing the student’s reflections and experiences will also reveal something about the connection between guidelines and the mission of education formation. In this context, it may be possible to say something about the need for a more conscious approach to the educational institutions’ commitment to the students, particularly regarding the knowledges and skills that are part of their professional development.

The article describes the main approaches to developing and testing the unified federal evaluation tools (UFET) used for studying subject and methodological competencies of teachers in the Russian Federation. The authors propose a level assessment model of teacher competencies based on the professional standard for teachers. Results of the research helped to identify the shortcomings of teacher training which make carrying out professional activities difficult for teachers. The article describes the terms of using UFET in the procedures of teacher certification and presents the main developmental directions for the current system of continuing teacher education. The authors argue that applying UFET at different stages of teacher training and professional development may ensure the formation of more effective individual educational routes for every teacher aimed at eliminating their professional deficits and improving the standards of education in general.

Introduction. Contemporary challenges to the development of education imply the search and understanding of highly effective approaches and management methods. Experts who have conducted PISA studies in Western educational systems have identified a direct correlation between the autonomy of an educational institution and the results of its activities. The extrapolation of PISA results in the Russian education system is possible only with unified theoretical approaches to understanding the conceptual unit of "autonomy", the category "autonomy of an educational institution" and the principle of autonomy, as well as a sociological study, the respondents of which are the heads of educational institutions in Russia. The purpose hereof is a conceptual analysis of existing approaches to understanding the phenomena of "autonomy" and "autonomy of an educational institution" in the legal framework of the Russian education system, in domestic and foreign sources. A certain set of indicators of the phenomenon of autonomy in the Russian educational environment was used in this research as the main toolkit for achieving this goal. Materials and methods. The ideas of the systemic and activity approaches, the general scientific method of comparative analysis serve as the methodological basis of the research. The content-invariant foreign and domestic sources served as the platform for quantitative and qualitative content analysis. In addition to general scientific methods, within the framework of this research, a private scientific survey method was used in the form of a questionnaire survey of the heads of general educational institutions. More than 10 thousand school principals from 84 constituent entities of the Russian Federation took part in the experiment in the course of the sociological research "Autonomy of educational institutions: results and prospects". Research results. The study reveals the theoretical and practical aspects of the implementation of the autonomy principle in the educational system of the Russian Federation. The analysis of domestic and foreign thesaurus on the problem of the autonomy of an educational institution was carried out. The authors dwell in detail on the mechanisms for introducing the principle of autonomy in the educational process in Russia, identify existing obstacles to the implementation of the provisions declared in the legal field. Clustering of elements (indicators) that determine the degree of autonomy is significant for further research of the phenomenon of "autonomy of educational institutions".

Objectives. The goal of scholarly research is to develop proposals for amendments in criminal law General and Special part of Criminal code of the Russian Federation governing self-defense. The scientific article identifies legislative gaps and contradictions that hinder the effective implementation of the necessary defense and require prompt solutions. Methods. The article analyzes such concepts as “self-defense”, “public assault”, “excess of limits of necessary defense”, “violation of the conditions of lawfulness of necessary defense”, “surprise assault”, “rights defending or other persons, interests of the state”. The use of logical and comparative legal methods allowed us to develop proposals for making changes to the criminal law norms that establish the necessary defense. Conclusions. The article shows the conflicts and gaps legislative recognition of self-defense and, in this regard, the complexity of its implementation in the articles of the Special part of the Criminal code of the Russian Federation and practical application. Changes are proposed to the criminal law norms regulating the necessary defense, both in the General and in the Special part of the Criminal code of the Russian Federation. Sense. The content of the scientific article can be used by the teaching staff of higher educational institutions when teaching the course “Criminal law”. The results of the work can be useful to persons who carry out legislative activities in the field of criminal law. The leitmotif of the article can be used in the preparation of dissertation research.
