Philosophy as the principle of intellectual "capture" of organic cultural unity, its reflection, provides the necessary categorical and methodological apparatus for a discursive analysis of the current state of culture, the place in it of an individual, the possibility of searching for its further explications of self-expansion. The need for this referential analysis of the content-ideological foundations of culture is perhaps the most urgent task for modern humanities. Developed, for example, by Jurgen Habermas and Karl- Otto Apel of the concept of discursive ethics undeniably postulates the fact that in the event of the impossibility of organizing a new type of social life based on another type of civic consciousness and other principles of interpersonal communication, humanity generally risks ending its existence. It is recognized that world culture is in a state of crisis for a long time. There were no trends indicating a certain positive dynamics of its transformation. Therefore, the necessity follows the conclusion - culture as a product of the creative specific human way of developing the world needs "help" from its conscious carrier.

Comparative study of traditions formed within the Turkic and the Persian literatures in the context of Islamic renaissance is of great importance due to the fact that the Turkic and Persian peoples for a long time have been living together in a single political and economic area. Because of that they have more in common, rather than differences in the literature. Traditions laid by brilliant representatives of the literatures of the Turkic and Persian peoples such as Firdowsi, Nizami, Yusuf Balasaghuni, Akhmad Yugnaki, who contributed to development of the world culture, were developed by their followers in the latest periods. New generations of poets introduced new genres and themes into the literature, new trends and artistic approaches and thus enriched it. Classical Persian-Tajik poetry played an important part in emergence and development of the written poetic genre forms. Persian traditions were adopted and developed based on Turkic poetry by such authors as Lutfi, Sakkaki, Ata’i, Navoi, Babur etc. Many of them used the experience and learned from well-known poets not only of the Turkic world , but also those authors who wrote in Farsi.

Numerous nations around the globe took assorted measures because of the danger of SARS-CoV-2 and created wide-ranging preventive approaches. No particular drug or vaccines/antibodies are yet accessible for the treatment of this unforeseen and lethal illness. The pandemic has brought about travel limitations and across the country lockdowns in most of the nations. The objective behind this article was to provide recent updates and well-authenticated information to the scientific community, health care personnel’s and common public about Coronavirus, their types, characteristic features, structure and origin, mode of transmission, pathogenesis, clinical symptoms, diagnostic methods, drug development approach, prevention and treatment of COVID-19.

The ubiquitous global call for ‘social security for all’ reflects the world cultural principle of universalism, which is the ultimate background of the global spread of social cash transfers to the poor. This chapter examines the institutional varieties and the pitfalls of universalism. It is argued that universalism can be institutionalized in various ways (including the Basic Income), and that all involve substantial inequalities. The pitfalls of the global universalistic culture are highlighted, questioning widespread egalitarian and monistic notions of universalism. The limitations of the current state of cash transfers can be traced to these pitfalls. Universalism has a price: universalistic world culture is often phrased in vague terms, encouraging decoupling, doubletalk, and particularistic interpretations, as found in policy proposals by international organizations and in actual cash transfer regimes. Universal social citizenship creates new inequalities and spaces of social control, reflecting the double-edged nature of modern social interventionism.

With the year 2020, the world faced a new threat that affects all areas of life, negatively affects production in all areas, and paralyzes social life. The measures and restrictions taken by the country's governments to prevent the epidemic from spreading rapidly in the society with the effect of the Covid-19 virus, which first appeared in China and spread all over the world, brought a new lifestyle. Covid-19 has been much the impact on electricity use and electricity production in the period in Turkey as in other countries. There was a sharp decline in commercial and industrial electricity use. The coronavirus effect has also been reflected in the electricity demand and the consumption amount has undergone a great negative change. Due to the enactment of measures against the new type of coronavirus (COVID-19) epidemic and the partial or full-time curfews, electricity consumption was moved to homes, supermarkets, and hospitals in April 2020 from places where mass consumption is intense, such as industry, workplaces, and educational institutions. In this study, Covid-19 period, the first cases were examined electricity production and consumption in Turkey as of the date it is seen throughout, in comparison with electricity consumption data in the same month of the previous years corresponding to this period, the effects on electricity generation and consumption habits of this period were examined.

The construction of railways in Russia, as well as throughout the world, contributed to the emergence of numerous new areas of social life, including stimulating the emergence of previously unknown new sectors of the economy. On the basis of a historical review, the mission of the railways in improving the Russian society is considered, the spheres of influence on public life, aesthetic education and enrichment of the appearance of the landscape, the development of the sphere of enlightenment and education, missionary work, and service are listed. Examples of solving the problem of long-distance year-round communication, regardless of the climate, main communication across the vastness of Russia, the creation of a special tradition of transportation, which determined the still living everyday style of life of Russian railways, are given.Having spawned a new tradition of messages, people have created a different system of relationships with the world. The railway has played a leading role in this and has a long and honorable history, it is a great chronicle of heroism, labor, scientific thought and culture.The study is devoted to the initial stage of development of railways and aspects of their impact on the life of Russians. The following will describe the historical events that predetermined the current state of domestic railways in the context of the everyday life of compatriots.

The aim of the article is to investigate the current state of illegal merchandise trafficking in Ukraine, as well as the basic conditions that promote the spread of counterfeiting in this country together with the methods to counteract this phenomenon. The research methodology was chosen based on the purpose and objectives of the study, consequently, a set of methods and approaches to scientific knowledge were combined, of a general theoretical and special scientific nature. Everything indicates that Ukraine is one of the world leaders in the illicit production and distribution of software, intellectual property, etc., and this problem has not been a priority for the authorities for a long time. It is concluded that the basic conditions that promote the spread of counterfeiting in Ukraine are determined on the basis of the analysis of the activities of the police and supervisory authorities in the fight against illegal trafficking of goods. The most efficient methods are proposed to counteract the illegal traffic of goods, within the framework of the underground economy in Ukraine.

The current state of landfills is an important issue for monitoring. There are a lot of municipal solid waste landfills in the world. But there are no standard solutions for monitoring the current state of these facilities both in Russia and abroad. It makes developing of technical solution, based on Autonomous sensors for measuring the concentrations of hazardous fumes, radiation background, geotechnical factors and other environmental variables, actual. Such system can be easily installed and can work in stand-alone mode for a long time. Decision-making technology in such system can be based on using of modern achievements of Machine Learning.

The research featured the role of speech stereotypes in the formation of the discourse of protest songs, or chanson engagée, in the French language culture. The study included the method of continuous sampling, discursive analysis, and a descriptive method. Stereotype is a ready-to-use idea about a certain social group or phenomena. The research revealed a number of functions performed by speech stereotypes in the discourse of protest songs. Stereotypes appeared to have the following discourse organization function: they establish the horizontal relationship between communicators to create the communicative equality of the sender and the recipient. Their axiological function is in that they create emotional background that affects the mood and feelings of the recipient. Stereotypes create the illusion of objectivity, where judgment is replaced by the "obvious" knowledge, a fact statement. The dramatization function implies a certain collision. The objectification function is realized due to the incorporation of relevance markers in the artistic text fabric, signaling about the problems of society: if people regularly hear about something, they believe that they understand the phenomenon. The function of banalization means that stereotypes simplify the situation. The persuasive function is in the absence of an obvious appeal: songwriters resort to using clichés that are firmly rooted in the world culture.

The analysis of the conversion of non-random events into constructive energy has been conducted. “Non-randomness” is shown On this basis, the main purpose of conceptualization of the sustainability of social being as an effect of transforming non-random events into constructive energy. Synergetic and transcendent approaches as the theoretical basis of this research showed that the process of converting randomness into non-randomness is quite laborious, it requires a long time and as a result of this transformation, a pattern is revealed that allows synchronizing the synergy of scientific ideas, theories of being, scientific pictures of the world, as well as approaches to building a new everyday life in social virtuum. The results of the research confirmed that non-random events can be someone or something manageable and consciously ordered which creates sustainability. Sustainability is shown as a complex philosophic and theological category that has a deep eschatological meaning, actualizing the highest meaning of divine being, and a lot of manifestations of being in all its dialectical complexity and antinomy of its logic. the research wasas the ability of society as a complex system to maintain its current state under the influence of external and internal factors. Random events are transformed into non-random events, since this is logical for the human mind and necessary for a comfortable life in society. If the social system becomes emergent, then applicable to historical time and the situation, appropriate approaches, evaluation criteria, methods, strategies and tactics are developed to minimize fluctuations.
