The authors emphasize that the reform of the education system leads to changes in the technological and technical nature in the educational process. Information and communication technologies are now actively used in education, which, according to the authors, contribute to the design of a high-quality information educational space for higher education and the creation of the information culture of actors in the educational process. Based on the analysis, the authors revealed that in the communication space of the educational organization, circulate both external flows external relations with social groups that are outside the educational organization, and internal ones connected with the organization staff and students. External flows are built at the organizational and managerial level and based on media communications. Internal information and communication flows in the educational process are carried out through the introduction of electronic document management, corporate mail, student assessment through a remote system, and the use of onlinelearning.

The article deals with the dynamic development of information and communication technologies and their impact on the education system, as well as the importance of forming an information culture of students through the use of information technologies in biology lessons. For biological science, which is constantly updated and updated information base, the use of information technologies in the educational process is becoming more rational and acceptable. The article contains the analysis of the the significance of the information and creative environment for the professional-creative self-realization of a specialist in musical art. It has been emphasized that the implementation of information and communication technologies in the process of preparing future specialists in the field of music art in the system of continuous artistic education is one of the important factors in enriching their professional and personal experience. The purpose of informatization of the permanent system of artistic education is to increase the efficiency of learning through the information enlargement and the improvement of its methods of application, as well as the focus on the use of information technology in the educational process of higher education and professional activities. It is noted that the reorientation of modern artistic education from discrete to permanent requires the development and experimental testing of new forms of didactic interaction with musical and pedagogical workers, aimed at creating a positive motivation of specialists in musical art until the acquisition and improvement of informational competencies, continuous improvement of professional and personal experience and professional skill based on self-education activities. It is proved that expediency and efficiency of information technologies in art education are closely connected with the notion of information culture. The essential component of the information culture of a music teacher is the ability to use information and communication technologies effectively both in the musical and educational process and in the process of self-education and self-improvement. Particular attention is drawn to the fact that the creation of an innovative information and creative educational environment in a higher educational establishment depends largely on an innovative climate, the characteristics of which are often crucial for the realization of innovative goals.

The article describes the process of training future specialists under the program "Professional education", its features, conditions for implementation, aspects of further development, as well as some of the difficulties that arise during its organization. The focus of the department on how to create a new architecture of the educational process within the program "Professional education" is set by the leading principles: modularity, integrability, flexibility and dynamism, and methodological approaches - competence, activity-based, subject-oriented, environmental – were the basis for its development. As a result the authors presented a model for training a modern specialist with formed professional skills and personal and professional qualities, capable of being in demand in the labor market. The research results can be used in the educational process in the context of how to implement relevant programs in accordance with the new requirements in the educational services market. The rapid technologization of the socio-economic development of our society was reflected in the system of vocational education, designed to prepare highly qualified and competent specialists for the modern economy, science and industry. The transformation of the educational sphere is taking place under the influence of new technologies and human practices that change the social order. The determined infrastructural spheres have the greatest impact on this transformation, we are talking about "Communication Infrastructure": the sphere of information and communication technologies that affect all processes of accumulation and transmission of information; "Infrastructure of production and consumption": a financial and investment sphere, which sets the general rules for interaction in the economic and educational system. The above said made it possible to determine the further vector of educational activities of the Department of Pedagogy and Psychology of Vocational Education in training the specialists in "Professional Education" field both at the bachelor and master degrees.

This article discusses the problems of ever-increasing demands on the organization and quality of the educational process on the part of society. Today there are new opportunities for the comprehensive development of students of the XXI century, new, more effective information and communication technologies (ICT), in particular cloud- oriented learning environments (COLE), are developing rapidly. The problems of the development of theoretical and methodological foundations for designing a cloud-oriented educational environment of the university and the justification of the structural scheme of its interaction with the methodological center of the ministry based on the use of cloud technologies are analyzed. It is necessary to introduce such models of the learning environment, which will allow to fully satisfy the demands of teaching staff on the organization and conduct of classes of a new type, the activation of educational activities of students, the formation of digital competence and the comprehensive development of personality. Such opportunities are provided by the use of a cloud-based educational environment of the university.

The modernization of higher education is mandatory condition for the current stage of Russian society development and the ensuring of the Russian economy competitiveness. One of the priority issues of modernization is the strengthening of the significance of self-students studying. This is due primarily to the considerable reduction in the number of classroom sessions and the increase in hours provided for self-students studying. Self-studying becomes the basis for the professional development of a bachelor, encourage his cognitive interests, promotes the essential objectives of the training, that is, the formation of communicative and professional competences. The nature of the relationship between the teacher and the bachelor alters within the framework of competence-oriented education. The teacher, released from the mere transfer of knowledge, gets freedom in choosing forms of interaction or rather in choosing the methods used in such field of studying as “Foreign Language”. Classical teaching methods are replaced with new ones. The emergence of information and communication technologies led to their rapid introduction into the educational process. The organization of self-students studying through the use of information and communication technologies is of great interest to many educational specialists. The specific nature of information and communication technologies lies in the creation in the educational process of various kinds of relations and conditions of real life, requiring from bachelors not only the knowledge of work-related material, but also their familiarization with a given image, a holistic immersion in the professional environment. The use of simulation technology facilitates the formation of cognitive-search activity of bachelors, causes incentive for learning a foreign language.
