The article presents an analysis of the activities of regional airports in France in 2019. The growth of passenger traffic was observed in those airports that actively developed cooperation with budget airlines, increasing the number of destinations in the route network. Regional airports in France, whose route network structure did not expand in 2019, showed a slight decrease in passenger traffic (from –0.1% to –3%). The first and only experimental regional airport in France (city of Beziers), handling flights of only one budget airline, Ryanair, showed an increase in passenger traffic by 14.5% in 2019. The share of routes of budget airlines in the structure of the route network of regional airports in France is quite high. The key problems of regional airports in Russia are the low passenger traffic and the underdeveloped route network. Due to the presence of the only national budget airline "Pobeda" on the market and the minimal impact on the segment of budget air transportation of foreign airlines, the share of budget air transportation destinations in the structure of regional airports of the Russian Federation continues to remain at an extremely low level. 2019 showed a record growth in passenger traffic at regional airports in the Central Federal District (an increase from +2.8% to +262%, with the exception of Tambov Airport, whose passenger traffic fell by 57.4%), which indicates an increase in demand and the need to expand the route network of regional airports. On the example of the Voronezh airport, a model for the development of low-cost airline destinations is presented.

In article the question at the choice of the rolling stock of passenger motor transport in the BRT system which provides movements of buses on specially allocated and often obgorodzheny strips, that is its full isolation on the road from other means of transport is considered. For increase in passenger capacity in the BRT system use three-link buses and trolleybuses. Along with indisputable advantages of three-link buses and trolleybuses also shortcomings - the worst maneuverability and stability of the movement in comparison with two-link are inherent in them. Besides, the efficiency of operation of such cars is provided with a passenger traffic which during the day can change many times. Therefore the road train as a part of two (or three) the buses or trolleybuses working in connection, і which passenger capacity similar to the jointed buses and trolleybuses can become perspective. In rush hours the bus train, and in interpeak the period - each bus separately works (the possible parking of one bus at allocated to the platform). In view of restriction of the maximum length of the bus train at the level of 24.26 m, as buses as making road trains, we will accept the 8th meter buses MAZ 206. Passenger capacity of such bus is 72 passenger, the power of the traction engine - 160 kW. The expediency of use of three-link hook-on road train is proved by the conducted researches that MAZ 206 with a total length up to 26 m and with a passenger capacity up to 220 passengers in the BRT system consists of three same buses. It is shown that the total power of engines is necessary for the movement of such bus train with a speed of 25 m/s has to make 300 kW while for one bus at the movement with the same speed it has to be at the level of 135 kW. It demonstrates about economic feasibility of use of the bus train from three buses working in connection because for their movement in all range of speeds there is enough power of two engines, that is one of buses can be used as the passive trailer that will lead to improvement of fuel profitability of the bus train. It is established that on maneuverability indicators three links the hook-on road train considerably exceeds three links pivotally - the jointed bus. So, the dimensional lane of the hook-on bus train at execution of the most typical maneuvers by it during the work on a city route does not exceed 3.9 and 4.1 m at turns respectively on 900 and 1800 that it is much less, than for three links pivotally the jointed bus 24 m long respectively of 6.8 and 8.2 m. KEYWORDS: THREE-UNIT THE ROAD TRAIN, THE BUS, PIVOTALLY-THE JOINTED BUS, THE BRT SYSTEM, POWER, MANEUVERABILITY, A TRAJECTORY, OVERALL STRIP

The main problems of transport infrastructure of cities are the problems of interaction of different types of transport, optimization of route flows, technical backwardness, low capacity, low speed of travel on public transport, low comfort for passengers. Currently, this is complicated by the constant growth of population and the number of cars, which invariably results in the need for optimization of an urban logistics system. A comprehensive solution to the problems presented can be the building of a network of transport hubs as a new stage in the implementation of transport reform. The article analyzes the transport infrastructure of Yekaterinburg. Based on the ABC analysis of passenger traffic, a method has been developed to identify the stopping points of the route network, which can later be transformed into transport hubs. The optimal logistics system of Yekaterinburg has been formed, consisting of three transport and logistics hubs: “Bus terminal”, “Railway station”, “Professors’” (Professorskaya).

Electrifying bus transit has been deemed as an effective way to reduce the emissions of transit vehicles. However, some concerns about on-board battery hinder its further development. Recently, dynamic wireless power transfer (DWPT) technologies have been developed, which enable buses to charge in-motion and overcome the drawback (short service range) with opportunity charging. This paper proposes a mathematic model which optimizes the locations for DWPT devices deployed at stops and size of battery capacity for battery electric buses (BEB) in a multi-route network, which considers the battery’s service life, depth of discharge and weight. A tangible solution algorithm based on a genetic algorithm (GA) is developed to find the optimal solution. A case study based on the bus network from Xi’an China is conducted to investigate the relationship among optimized costs, greenhouse gas (GHG) emissions, battery service life, size of the battery capacity and the number of DWPT devices. The results demonstrated that a bus network powered by DWPT shows better performance in both costs (a 43.3% reduction) and emissions (a 14.4% reduction) compared to that with stationary charging at bus terminals.

The fundamental goal of the research is to analyze the route network of the Kurumoch airport (Samara) and determine the percentage of flights of classic and budget airlines. Analysis of the structure of the route network of Kurumoch airport allowed us to conclude that the share of budget airlines remains at an extremely low level. Low-cost airlines operate only two international flights from the airport. There are no low-cost airlines in the structure of the domestic route network. Analysis of the route network of the airport in Voronezh, which is comparable to Samara airport in terms of passenger traffic, proved that the number of low-cost airline destinations is only 6,67 %. The data from the analysis of the route network of airports in the North Caucasus Federal district, where the share of destinations of budget airlines is from 6,67 % to 62,50 %, served as evidence of the growth of passenger traffic at airports that actively develop cooperation with budget airlines. A significant number of airports in the North Caucasus Federal district, based on the results of operations in 2018, showed high passenger growth rates. The hypothesis of the research is the assumption that the development of low-cost air carriers in the structure of Kurumoch airport (Samara), in the conditions of overcoming the crisis caused by the COVID-19 pandemic, can serve as the main factor of growth and development. The author of the study presents the data from the analysis of the route network of the two largest budget airlines in Europe: «Ryanair» and «EasyJet» in the structure of the airport of Bordeaux (France). The share of European budget airlines in the structure of the route network of regional airports in France ranges from 30 % to 80 %, which allows regional airports to demonstrate high passenger traffic. A significant share of low-cost airlines flights is made up of short-and medium-length flights (from 500 to 1 000 km), which allows us to achieve high performance indicators of the aircraft fleet, which is a fundamental factor in the strategy of low-cost airlines. The result of the study is the conclusion that the development of low-cost airline destinations can become a key driver for the development of regional airports in Russia. As a justification for the conclusion, the author presents a model for the development of promising destinations for budget airlines and provides data on the possible growth of annual passenger traffic at Kurumoch airport (Samara) when opening destinations for low-cost airlines.

Introduction of a new transport product in urban agglomerations helps to attract additional passenger traffic by changing parameters of organizing the operation of suburban trains. Problem of determining the effective parameters of the route network of suburban-urban railway communication in order to achieve acceptable financial results for the owners of infrastructure and carriers is considered. Controlled variables are determined that characterize the route network of suburban-urban traffic and include the type of train schedule, the operation interval, the routes, the traffic volume of suburban-urban trains, the station of departure and arrival, the service class. It was also determined that the distribution of passenger traffic correspondence over the network of transport products depends both on a set of controllable variables and on the time of travel by rail when using a transport product, taking into account the execution of terminal operations at points of departure, destination, transfers, waiting for trains, and travel on trains. The objective function for the carrier and the owner of the infrastructure, which is identical for both participants of transportation, is considered, while the components of investment costs and direct production costs for transportation activities and income receipts that ensure the break-even of this activity are different for each participant in transport services. Relevant constraints for the task, due to the resources of the railway infrastructure and rolling stock, have been determined. Authors provides the principles of solving this multicriteria problem by finding a group of the best options by a directed enumeration of alternatives with the subsequent selection of the resulting solution by the methods of compromise control. The research results are intended for use in projects for the development of suburban-urban traffic in large urban agglomerations.

The 2020 crisis caused by the negative impact of the COVID-19 pandemic had a positive influence on the development of regional air travel. Against the background of an overall drop in passenger traffic exceeding 40%, a number of airports in the Southern Federal District have demonstrated positive development dynamics. With the opening of regular flights to cities in the Southern Federal District and the Republic of Crimea, a number of airports in the Central Federal District and the Volga Federal District by the end of 2020 increased passenger traffic due to the development of the domestic route network. The Russian air passenger market demonstrated high growth and development rates during the period of 2009–2019. The underlying factors of growth and development were the implementation of the subsidizing regional air routes program, the development of competition and the increase in the growth rate of production of the regional jet “SSJ-100”. According to the results of activities at the end of 2020, the Russian regional airline (a mono-operator of the “SSJ-100” jet) demonstrated the lowest rate of passenger traffic reduction. The airline also increased its aircraft fleet by 2 units and expanded its regional route network. The Republic of Crimea is a strategically important region of the Russian Federation. Modernization of the regional logistics complex, which includes the development of regular flights to the regions of the Russian Federation, is a priority task of domestic policy. Based on the structural analysis of the air passenger market and the regional logistics system, a model for creating a regional budget airline for the Republic of Crimea is proposed. The result of overcoming the 2008 crisis on the European air passenger market was the strengthening of the role and influence of the budget airlines (increase in market share from 15% to 50% from 2009 to 2019). The low-cost air transportation segment of the Russian market demonstrates high potential for development due to growing demand. The development of regional air transportation is one of the key factors in the development of the national aircraft construction system. The results of the study can be used in developing a strategy for the aviation logistics system of the Republic of Crimea, as well as in developing strategies for the development of regional airports on the island and peninsular territories.

Based on the analysis of passenger traffic at the airports of the Moscow Aviation Hub and regional airports of the Central Federal District, the impact of the COVID-19 pandemic on the dynamics of passenger traffic was assessed. As a result of the system analysis, it was concluded that the growth of passenger traffic at the airports of Yaroslavl and Kursk is due to the expansion of the internal route network. As a result of the introduction of temporary prohibitive and restrictive measures for international air transportation, there was an increase in demand for domestic destinations. The airports of Yaroslavl and Kursk, in the summer of 2020, opened regular flights to the resort cities of the Southern Federal District. Based on the analysis of passenger traffic dynamics, it is concluded that an important factor in the development of regional airports in the Central Federal District is their structural modernization. The current passenger traffic index of regional airports can be significantly increased if the runways and terminal complex are expanded. The results of the study can be applied in the development of a strategy for the development of regional airports, of which there are more than 200 as of 2021 on the territory of the Russian Federation and many of which need structural modernization. In the context of the development of the airport complex in the Russian market of passenger air transportation, there will be a dynamic increase in passenger traffic.

Transport accessibility of the territory determines the possibility of getting a certain area using a certain transport mode of the existing transport network. The paper describes the concept of accessibility of the territory as a factor of sustainability of the urban transport system and methods of its assessment for urban conditions. It is proposed to use the indicator of the number of non-stop public transport routes between transport zones as a criterion for the "cost" of travel. Non-stop travel increases the comfort of public transport and reduces the financial costs of the passenger. The route network of the city of Lviv and interconnections of transport zones by public transport routes (bus, tram, and trolleybus) are analyzed. Modelling of passenger traffic volumes and their distribution by modes (private transport, public transport, and pedestrian traffic) was done in the PTV Visum software based on the matrix of a duration of movement and the matrix of the number of non-stop routes. It was found that at commensurate distances between transport zones, the number of non-stop routes increases the share of public transport users. The relationship between the number of non-stop routes and the share of public transport users is described by the logarithmic dependence. Comparing the simulated passenger flows on the public transport routes with the results of field researches, it was found that taking into account the number of non-stop routes between transport zones during the simulation allows increasing the accuracy of the results. Further research may focus on analyzing the impact of other factors that characterize the accessibility of the territory on the distribution of transport users between modes, and on the development of recommendations to the responsible city authorities to improve the city's passenger route network.
