This study aims to examine and analyze the bureaucratic pathology model in the management of honorary staff in Central Mamuju. Some of the indicators used in this study include perceptions of managerial style, violation of legal norms, low knowledge and skills, dysfunctional behavior and internal situations in various government agencies. The research method used is qualitative by using interviews as a means of extracting secondary data. Information is obtained from local governments, namely the education office, regional civil service agencies, financial institutions, council secretariats, hospitals and honorary staff. The results showed that the management of honorary staff in Central Mamuju district still shows bureaucratic pathology. This is evident in the method of recruiting honorary staff, there are still some individuals who still practice nepotism towards the acceptance of honorary staff; the lack of discipline of honorary staff is part of the pathology of the bureaucracy. Furthermore, the discipline of honorary staff in several OPDs is still not effective; found data dissynchronization / administration mall. Data discrepancies between the SK data issued and the data on the amount of wages disbursed by regional finances; the potential for budget fattening due to the absence of data validation from financial institutions on the number of SKs in each OPD with the reality in the field. Several suggestions were given as input to correct deficiencies in the management of honorary staff in Central Mamuju District.

Indonesia is one of the countries that has not ratified the 1951 Convention on refugees but that does not prohibit refugees from coming and getting protection in Indonesia because based on the prevailing constitution, Indonesia has the responsibility to handle refugees and carry out immigration control over them. With the existence of Government Regulation Number 125 of 2016 concerning Handling of Refugees from Abroad, immigration plays a role in collecting data, placing, monitoring, and returning refugees to their home countries or third countries. Supervision is an important action taken in dealing with refugees while in Indonesia. Refugees who have received approval from UNHCR and have special needs will be placed in the Community House. The formulation of the problem in this study is how to implement immigration control for refugees in the Jakarta Community House and what obstacles are found in conducting surveillance. The purpose of this research is to find out how the implementation of immigration control carried out on refugees in Community House Jakarta. The research method used is normative empiris, using primary and secondary data, studying and evaluating phenomena about refugees and legal norms related to refugees and immigration control obtained from literature and law, then analyzed to get conclusions. So it can be explained that the implementation of immigration control of refugees at the Jakarta Community House is carried out by means of attendance and data collection on refugee identification cards and stamps and signatures of Jakarta Rudenim officers. The obstacle to monitoring at the Community House is that there is still conflict between the refugees and the refugee's poor health condition.

The setting of environmental law in Indonesia has started to improve since the Law Number 32 of 2009 on Environmental Protection and Management contains criminal act for every person who violates the provisions. It is stated in Article 98, 99, 100. This research method is a library or literature research which is conducted to gather secondary data in the field of environmental law and fiqh al-bi’ah. This research is normative law research while the nature of this research is descriptive analysis. It aimed to give a systematic illustration on legal norms that was found in law number 32 of 2009 and environmental fiqh accurately and the criminal sanctions review used in both arrangements. In this study there were two questions first, how is the arrangement of criminal act in Law No. 32 of 2009 on Environmental Protection Management. The second is whether the concept of fiqh al bi’ah is in line with Law No. 32 of 2009 on Environmental Protection Management. The result from this study is that the criminal act contained in the Law No. 32 of 2009 on Environmental Protection Management has not been enough to trap the environmental destroyer so that the government is expected to revise the unsuitable articles. Furthermore, the result of this research shows the similarity concept between fiqh al bi’ah and environmental governance in Indonesia. The concept offered by fiqh al bi’ah is a part of maqashidul syari’ah where Islam strongly recommended to maintain the environment. Keywords: environment, Fiqh Al-Bi’ah, Maqashidul Syari’ah

Regional income is a source of income for local governments that hold every activity that has an allocation of funds for  people. The purpose of this study is to study and analyze the structure of regional income with regional investment as a moderator. This research was conducted at the Regency / City government in West Java Province, this study uses secondary data released from the APBD and PDRB realization report in the period 2014 to 2017. The sample research method used was purposive sampling technique. The analytical method used is the Moderated Regression Analysis using Eviews 9. Based on the results of the analysis obtained from regional original income, regional investment, balanced funds that are moderated by regional investment. Regional original income is moderated by significant regional investment on gross regional domestic product. The results of the study are used to include local governments in managing regional revenue sources and taking an assessment to make regional investments. This journal is the result of his own work and all sources, both quoted and referenced, have been properly approved.

This study aims to create a display of innovation systems in managing village funds by preparing vcloud computing-based innovations to manage all data generated so that local governments can help oversee the absorption of village budget funds in realtime and transparency. In this study researchers used qualitative methods because in this study focused on researching objects directly. This research is done by researching directly on innovation system of Batam City area. The research method by interview and observation from secondary data taken from the realization of village fund budget that has been running so as to produce data that can be controlled through cloud server based application. Stages performed in this design using desktop-based Visual studio applications which will be controlled via Client & Server as a controller for processing and processing data. And for the database using postgresSQL database where later technology applications are made will be integrated via the Internet network. The results of this study is to provide a description of desktop system design as a reference to manage the village funds are transparent with the help of cloud server technology so that the data processed and processed can be monitored using the internet. It can also help the urban government to innovate village-based village fund governance governance so that funds that have been prepared and distributed can be controlled quickly, effectively and targeted through technology applications.

This research aims to find out the effect of size, leverage, wealth, audit opinion, liquidity, and press visibility of Local Governments (LGs) on the financial information disclosure through Indonesian LGs website. Center for Regional Information Study (Pattiro) states that only 28% of LGs disclose their financial information through website, and this proves lack of public transparency. This research method is using multiple linear regression. The population is 456 Local Governments (LGs) in Indonesia, with the research sample as many as 187 LGs conducted using purposive sampling method. The type of research data is secondary data. Empirical results show that size and wealth have positive effect on the financial information disclosure through website. Press visibility has negative effect on the financial information disclosure through website. While leverage, audit opinion, and liquidity do not have effect on the financial information disclosure through website. The implication of this research is that The Ministry of Home Affairs could develop a system of reward and punishment to motivate the LGs to improve their level of financial information disclosure through the website.

The financial sector in Indonesia is a sector that is most important than advancing and developing the level of the economy. This of course needs to be maintained both by banks and other financial institutions so that the process of economic development in Indonesia is not delayed. Moreover to maintain this thing, it is necessary to make improvements which in particular do it with financial institutions and of course not banks. The purpose of this study is to reveal the factors that cause overmacht due to Covid-19 at PT. Federal International Finance (FIF) Karangasem Regency and efforts to resolve the overmacht due to Covid-19 at PT. Federal International Finance (FIF) Karangasem Regency. This research method using empirical legal research with a literature study approach. The sources of data used are primary data and secondary data. Data collection techniques by observing, interviewing and documentation methods. After primary legal data and secondary legal data are collected, the data will then be processed and analyzed using systematic legal data processing methods. The research results reveal that some of the problems identified lie in internal and external factors where these problems cannot be borne by the consumer and beyond the control of the consumer himself. The overmatch settlement is carried out by using non-litigation.

This study examined the influence of the auditors’ competency, independency, and experiences towards audit quality of financial auditing of the staff of inspectorate in Tomohon City as part of their supervision function. The finding of this study could be an important input for improving the quality of financial management of the local government since the policy of decentralization has given the local governments authority not only to manage natural resources but also their financial sector. However, as could be seen there are still a lot of problems related to financial management mostly caused by the poor knowledge and skills related to financial auditing of government offici als responsible for this specific task. It is common to find inconsistency in the financial report of internal auditor  ( inspectorate )  and external auditor, Supreme Audit Agency  ( Badan Pemeriksa Keuangan) .There were two variables in this study. Audit quality was the dependent variable  ( Y ) while the independent variables elaborated into three variables, namely: auditor’s competency  ( X1 ) , auditor’s independency  ( X2 )  and auditor’s experiences  ( X3 ) . There were 36 personnel of the Inspectorate’s Office of Tomohon City participated as the sources of this study. Thus, the population of this research is the Tomohon City Regional Inspectorate officers. Data used in this study were primary and secondary data, while questioner and indepth interview as well as document study used as the data collection methods. The first consecutive methods employed to obtain primary data while the last used for obtaining secondary data. Both data analyzed using the multiple linear regression techniques.This study found that the influence of independent variable which were competency, independency and experiences towards dependent variables which was audit quality was significant. The 0.645 value of coeficient determination showed the significant relationship between both variables. This means that the equation model used in this study found the significancy at about 64,5%. The remaining proportion which was 35,5% explained by the other factors which were not part of this model. After examining the hypotheses, it can be concluded that partially competency had positive influence but not too significant to the quality of the inspectorate officer. However, independency and experiences had a positive and significant influence to the auditing quality of the public servant working in the inspectorate’s office.This study recommends to improving the knowledge and skills of the public apparatus by conducting short courses and training in accounting and auditing.Keywords: audit quality, competency, independency and experiences

The purpose of this study was to analyze the implementation of policies and conflicts between actors in restoring peatlands in HTI areas in Riau Province. This research method is qualitative. Secondary data is obtained through literature studies, or from other written sources that do not interact directly with the object of research in order to obtain data. Some of the secondary data used by researchers are documentation and data containing information on the theme of policy implementation, both from electronic and print media. The results of the study show that the inhibiting factors for the achievement of BRG's performance are First, overlapping policies related to the restoration area / map between the executors of activities, namely BRG and KLHK, which causes conflict. Second, coordination between central and local governments in the implementation of restoration so that the Riau Provincial Government is not proactive in supporting the restoration agenda. The Riau Province Environment and Forestry Service does not have a significant role in implementing the peatland restoration agenda in Riau. Third, the inactivity of the Riau Provincial Government is indicated by the fear of disruption to the Industrial Plantation Forest (HTI) and Oil Palm sectors due to peat restoration. This is related to the regional development agenda itself. The disruption of these two sectors has implications for the economy of Riau Province as a whole.

The community empowerment program is a program provided to the community by conducting training to improve human resources and community income through local governments. The purpose of this study was to analyze the community empowerment program that will be implemented to increase community income in the Sitimulyo Village, Piyungan District, Bantul, Yogyakarta. Qualitative research method was used. The number of samples in the study were 30 respondents, data collection techniques used interviews supported by observation as well as secondary data and primary data. The results showed that the community empowerment program with the OVOP approach with training related to activities to increase skills development and entrepreneurship had been carried out by village officials through village community empowerment activities. That the empowerment program through the OVOP approach or One Vilage One Product is a training carried out by the local government, especially village officials with activities to increase community income through skills training and entrepreneurship by participating in the community in a good rated training program that will be given to the community successfully because of the enthusiasm of the invited community in following the training program. Village officials always try to provide any kind of assistance in terms of tools, materials and services for the success of the community empowerment program. This training program will increase community knowledge and skills in making a product by utilizing a variety of local food and so on until it can be produced which can later become an entrepreneur.Community empowerment with the OVOP approach is an empowerment program directed at (1) enabling, namely the creation of a climate capable of encouraging the development of community potential, (2) empowering, namely the potential possessed by the community is further strengthened and (3) protecting the potential of the weak community in all respects balanced protection is needed so that the competition formed runs healthily in an effort to make the community have the ability to run a business so as to increase people's income.
