This study aims to create a display of innovation systems in managing village funds by preparing vcloud computing-based innovations to manage all data generated so that local governments can help oversee the absorption of village budget funds in realtime and transparency. In this study researchers used qualitative methods because in this study focused on researching objects directly. This research is done by researching directly on innovation system of Batam City area. The research method by interview and observation from secondary data taken from the realization of village fund budget that has been running so as to produce data that can be controlled through cloud server based application. Stages performed in this design using desktop-based Visual studio applications which will be controlled via Client & Server as a controller for processing and processing data. And for the database using postgresSQL database where later technology applications are made will be integrated via the Internet network. The results of this study is to provide a description of desktop system design as a reference to manage the village funds are transparent with the help of cloud server technology so that the data processed and processed can be monitored using the internet. It can also help the urban government to innovate village-based village fund governance governance so that funds that have been prepared and distributed can be controlled quickly, effectively and targeted through technology applications.

The purpose of this study is to know and understand the community in the Village Sayati Margahayu District Bandung regency with the development and extension of department store (Convenience Store) "X". The research method is descriptive method using qualitative and quantitative approach as the basis of analysis and interpretation. Sample determination technique used is cluster with simple random sampling method and purposive sampling, which means that the sample used in accordance with the purpose of research. Data which is primary and secondary data. The results showed that people responded positively and variedly about the decision to the extension of the "X" Stores, and only a small portion would be used, but it was only up to the government.

The purpose of this study is for learning. This study entitled Social Change Towards Development of Rasau Jaya Village 3 After the Development of the Rajati Flower Garden. With the problem of how social change in the village of Rasau Jaya 3, economic improvement after the construction of a flower garden, development planning or the addition of facilities. This research method is a descriptive qualitative approach. Data sources of this research are primary data and secondary data. The results showed that: after the construction of the flower garden in Rasau Jaya 3 village the development of social change there was increasing, the people there accepted the development of the flower garden, because with the development of the community's economy there could be increased, because the people there could sell at around the flower garden so that it can increase their economy again there, and there will be plans to add facilities in the flower garden so that it can attract visitors to keep coming to the flower garden of the flower garden rajati.

The main objective of this study was to evaluate the success rate of Artificial Insemination (IB) in the Village of Semen Gandusari District, Blitar Regency. This research method is done in 2 ways, namely, descriptive and quantitative analytical. Quantitative data types are data in the form of numbers including: Number of IB services, number of females in IB, all pregnant females IB results, number of pregnant females first IB results, Data Realization of Artificial Insemination activities and recapitulation data on Artificial Insemination births, Number of Days / Months between one birth and the next, the number of farmers applying the IB program. The type of data used is primary and secondary data. The results of the research in the form of primary and secondary data obtained qualitatively are processed descriptively, while the quantitative ones are processed statistically with an average value then interpreted according to the statistics. The results that have been obtained evaluating the success rate of IBs in the working area of Semen KUD, especially Semen village, are as follows: Non Return Rate (NRR) 38.42 ± 32.91%, Conception Rate (CR) 38.42 ± 32.91%, Service Per Conception (S / C) 2.23 ± 0.95 times, 433.2 ± 57.3 days of Calving Interval (CI). It can be concluded that dairy cows in the Semen village pretty good value even though not optimal. Suggestions that need to be carried out further research on factors that influence the success of artificial insemination programs (IB).

Descriptions are obtained throughanalysis of Permendagri No. 113 of 2014 by comparing the realization in the field.Village Fund Management from the planning, implementation, administration, reporting stagesand accountability in general can be said to be in accordance withPermendagri No. 113 of 2014 although there are several things in the planning,implementation and administration that are still not in accordance with the target time.

Regional income is a source of income for local governments that hold every activity that has an allocation of funds for  people. The purpose of this study is to study and analyze the structure of regional income with regional investment as a moderator. This research was conducted at the Regency / City government in West Java Province, this study uses secondary data released from the APBD and PDRB realization report in the period 2014 to 2017. The sample research method used was purposive sampling technique. The analytical method used is the Moderated Regression Analysis using Eviews 9. Based on the results of the analysis obtained from regional original income, regional investment, balanced funds that are moderated by regional investment. Regional original income is moderated by significant regional investment on gross regional domestic product. The results of the study are used to include local governments in managing regional revenue sources and taking an assessment to make regional investments. This journal is the result of his own work and all sources, both quoted and referenced, have been properly approved.

AbstractThe trend of the spread of Coronavirus (Covid)-19 which continues to soar has an impact on society for health, peace and safety of the soul.  Public awareness and compliance with laws and regulations and the government's call for a Large-Scale Social Restrictions (PSBB) policy are important not to be violated or ignored.  The application of criminal sanctions for fines is an alternative sanction in law enforcement so that people are deterred, educated and as a means of government social control. The research method is normative juridical supported by empirical research using secondary data in the form of books, legislation and the internet. Type of qualitative research. Penelitian ini bertujuan (a) untuk mengetahui Efektifitas Fungsi Intelijen Kepolisian Negara Republik Indonesia Dalam Mewujudkan Keamanan dan Ketertiban Masyarakat di Wilayah Hukum Polres Mamuju. (b) untuk mengetahui faktor-faktor yang mempengaruhi Efektifitas Fungsi Intelijen Kepolisian Negara Republik Indonesia Dalam Mewujudkan Keamanan dan Ketertiban Masyarakat di Wilayah Hukum Polres Mamuju. Metode penelitian yang digunakan adalah penelitian deskriftif yakni penelitian yang mengkaji permsalahan dengan menggunakan data perimer dan sekunder dengan cara melalui wawancara, kuesioner dan observasi langsung kelapangan serta menggunakan buku-buku, artikel melalui penelusuran internet termasuk peraturan Perundang-Undangan yang berkaitan dengan permasalahan yang dibahas dalam penelitian ini. Hasil penelitian menunjukkan bahwa Efektifitas Fungsi Intelijen Kepolisian Negara Republik Indonesia dalam Mewujudkan Keamanan dan Ketertiban Masyarakat di Wilayah Hukum Polres Mamuju dapat dikatakan cukup baik dan hal ini dapat dilihat dari Efektifitas Fungsi Intelijen Kepolisian Negara Republik Indonesia dalam Mewujudkan Keamanan dan Ketertiban Masyarakat di Wilayah Hukum Polres Mamuju melalui (1) fungsi penyelidikan, (2) fungsi pengamanan., (3) fungsi penggalangan. Sedangkan faktor yang mempengaruhi Efektifitas Fungsi Intelijen Kepolisian Negara Republik Indonesia dalam Mewujudkan Keamanan dan Ketertiban Masyarakat di Wilayah Hukum Polres Mamuju juga dapat dilihat dalam tiga hal yaitu (1) Faktor sumber daya manusia, (2) Faktor Sarana dan prasarana, (3) Faktor kondisi wilayah. The research aims to know: (a) the effectiveness of the function of Indonesian Police Force Intelligence to create security and order in Law District of Mamuju Resort Police. (b) the factors that affect the effectiveness of the Function of Indonesian Police Force Intelligence to create security and order in Law District of Mamuju Resort Police. The research method used was descriptive research, a research that is used to collect primary and secondary data through interview, questionnaire and direct observation supported by the use of books and articles from the internet as well as the law and regulations in the Constitution related to the topic of this research. The result of the research shows that the effectiveness of the function of Indonesian Police Force Intelligence to create security and order in Law District of Mamuju Resort Police is quite well, which is proven by the effectiveness of the function  of Indonesian Police Force Intelligence to create security and order in Law District of Mamuju Resort Police through the function of (1) Investigation, (2) Security, (3) Coordination, while the factors that affect the effectiveness of the function of Indonesian Police Force Intelligence to create security and order in Law District of Mamuju Resort Police consist of (1) Human resources, (2) Infrastructure and (3) District Environment.

As a fruit of technological telecommunication prowess that is the internet, e-commerce has unveil the barrier that obstructs economic growth due to the unnecessarily complicated conventional procedures of bureaucracy. Technological deveopment in telecommunication has a great contribution to the economic growth for which we should be thankful. Yet at the same time, it needs to be regulated in order to construct a condusive and viable climates for economic growth. This article intends to disclose the availability of regulations that can ensure the safety and stability of the economy and keep the investors, consumers and entrepreneurs in accordance with the Title III of Indonesian Civil Code. The research method of this paper is normative approach that is based on secondary data. The outcome of the research is we found out that e-commerce practices shall be subjected under paragraphs 1320, 1321, 1337, 1338 and 1339 of Indonesian Civil Code.

Tujuan dari penelitian ini untuk mendeskripsikan penguatan masyarakat hukum adat dalam Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Metode penelitian yang digunakan adalah metode hukum normatif yang bersifat deskriptif. Penelitian ini menempatkan sistem norma dalam Undang-Undang Nomor 6 Tahun 2014 tentang Desa sebagai objek kajian. Penelitian ini menggunakan data sekunder yang terdiri dar bahan hukum primer dan bahan hukum sekunder. Teknik analisis data secara kualitatif dengan menggunakan theoritical interpretatif dengan menafsirkan data yang dikumpulkan berdasarkan teori sebagai kerangka berpikir. Hasil penelitian menunjukkan bahwa pengakuan masyarakat hukum adat telah dijamin dalam Konstitusi baik itu UUD 1945 Pra Amendemen maupun UUD 1945 Pasca Amendemen. Penguatan Masyarakat Hukum Adat dalam UU No. 6 Tahun 2014 tentang Desa dengan menganut asas rekognisi yang merupakan asas pengakuan dan penghormatan negara terhadap kesatuan masyarakat hukum adat berupa otonomi komunitas. Implikasinya terjadi peningkatan status hukum dari kesatuan masyarakat hukum adat menjadi desa adat dengan status sebagai subjek hukum. Kebijakan penguatan masyarakat hukum adat tersebut secara formil masih membutuhkan political will pemerintah daerah dan inisasi Masyarakat Hukum Adat untuk mengikuti prosedur menjadi Desa Adat. The objective of research to describe the understanding of indigenous people in Act No. 6 of 2014 concerning the village. The method used is the method descriptive normative law. This study puts the system of norms in Act No. 6 of 2014 on the village as an object of study. This study uses secondary data consisting dar primary legal materials and secondary law. Qualitative data analysis techniques using interpretative theoritical to interpret the data collected under the theory as a framework. The results showed that the recognition of indigenous people has been guaranteed in the Constitution is the Constitution of 1945 Before the Amendment and the Constitution of 1945 After the changes. Strengthening indigenous people in uUndang Act No. 6 of 2014 with the principles of recognition which is a principle of recognition and respect for the state of the law community unit in the form of community autonomy. The implication an increase in the legal status of customary law community unit into a traditional village with its status as a legal subject. Strengthening public policy formally customary law still requires the political will of local governments and the initiation indigenous people to follow the procedure becomes a traditional village.

This research aims to find out the effect of size, leverage, wealth, audit opinion, liquidity, and press visibility of Local Governments (LGs) on the financial information disclosure through Indonesian LGs website. Center for Regional Information Study (Pattiro) states that only 28% of LGs disclose their financial information through website, and this proves lack of public transparency. This research method is using multiple linear regression. The population is 456 Local Governments (LGs) in Indonesia, with the research sample as many as 187 LGs conducted using purposive sampling method. The type of research data is secondary data. Empirical results show that size and wealth have positive effect on the financial information disclosure through website. Press visibility has negative effect on the financial information disclosure through website. While leverage, audit opinion, and liquidity do not have effect on the financial information disclosure through website. The implication of this research is that The Ministry of Home Affairs could develop a system of reward and punishment to motivate the LGs to improve their level of financial information disclosure through the website.
