The research objective is to analyze the rule of law in the application of diversion to children; the factors causing the criminal act of theft of motorized vehicles by children and the diversion policy against child suspects in the crime of theft of motorized vehicles at the Sibolga Resort Police. The research method used is descriptive method, while the data analysis technique uses descriptive qualitative. The results of the study indicate that the rule of law in the application of diversion to children who commit criminal acts is regulated in Law No. 11 of 2012 concerning the Juvenile Criminal Justice System, namely in articles 6 – 15 and Law no. 35 of 2014 concerning Child Protection, namely article 1 number (2). Factors causing the theft are internal factors, namely economic factors where children come from families of weak economic groups, lack of parental supervision because they are busy at work, lack of legal awareness by children because they are still not mature in thinking, narcotics needs because they are wrong in the association of friends, external factors are the opportunity to commit theft, the influence of the environment where children are connected to criminal groups or motorcycle gangs, the influence of adults who try to take advantage of children to commit theft of motorized vehicles, and the number of collectors of stolen motorized vehicles. The diversion policy against child suspects in the crime of motor vehicle theft at the Sibolga Resort Police is carried out by means of formal and non-formal policies.

This study aims to determine efforts to foster school dropouts at the Takalar District Social Service Office. This type of research is a descriptive study with a qualitative approach. Indicators used as benchmarks in this study are accountability, transparency, participation, and the rule of law of the bureaucratic apparatus. Data collection techniques are done through observation, interviews, and documentation. The data analysis technique used consists of data reduction, data presentation, and drawing conclusions. The results of the research on the application of the principles of Good Governance in the effort of developing school dropouts at the Takalar District Social Service Office show that governance at the Social Service Office is good enough

The article discusses motor vehicle theft and legalisation. Despite modern methods of securing this kind of property, such offences are still committed by criminals. This type of crime is determined by the large and fast fi nancial profi ts, which criminals make not only from selling such cars, but also from ransoms obtained from the owners for returning the stolen vehicles. Criminal groups are also interested in vehicles carrying cargoes that are sold by the group or become objects of ransom obtained from owners. In the article, the author presents methods and techniques of stealing vehicles used by thieves in recent times. Moreover, the structure of criminal groups and the individual roles of their members are discussed. Furthermore, methods of legalising vehicles through previously stolen or counterfeited documents are presented, thanks to which buyers and public authorities are not able to get an idea of the practice. In most cases, the sale of properly prepared vehicles and documents is carried out under the pressure of time and attractive prices. In the last part of the article, the author presents the issue of obtaining compensation for stolen vehicles. This type of criminal activity is also a source of income for groups dealing with car theft.

The crime of seizure and theft of motorized vehicles with violence is so disturbing to the public. This research method was conducted using empirical juridical research methods. The role of the investigator is very important in overcoming the crime of seizure and theft of motorized vehicles with violence, bearing in mind the high number of crimes that occur in the community, especially in the surrounding area of the Medan City Police. The role of the Medan City Polrestabes in dealing with motor vehicle theft with violence appears from preventive and repressive efforts. As law enforcers, patrons and community guides through routine raids and patrols in places suspected of being prone to motor vehicle theft and socialization to the public. Inhibiting factors in the police, including the lack of witness participation in providing information in the investigation process, the limited number of investigators, inadequate income / salary factors of investigators, the lack of an investigative budget, inadequate facilities and infrastructure to support investigator performance and lack of participation witness in providing information in the investigation process.

Efforts are being made to combat criminal acts of theft in the Pohuwato Regional Police jurisdiction, namely through Pre-emptive efforts, preventive measures and repressive efforts. Operations carried out to combat motor vehicle theft, namely: K2YD Patrol (enhanced police activities), competitive Patrols, and Ranmor Patrol. (2) The Constraints Faced by the Police in Addressing Motorized Vehicles In the Pohuwato Regional Police's Legal Area are Internal Constraints consisting of incomplete Facilities and Infrastructures, Interrupted Information Networks, inadequate members of the police in terms of demand, and support for voting. And External Constraints which consist of a lack of evidence and elections, communities that support the Police, and supporting facilities at the crime scene are inadequate.

Children are often victims of armed disputes, not only in the case they are trapped in situations of armed conflict but also children are often included directly as child soldiers, therefore children must be given protection to obtain their rights as a child in an armed dispute. Child protection is closely related to Human Rights that have been generally recognized by the international community. International legal instruments and national law have regulated the protection of children's rights. Countries that are involved in armed disputes and do not implement the provisions of humanitarian law in particular the protection of the rights of the child and are considered a war crime. This research is a legal research, which is a process to find the rule of law, legal principles, and legal doctrines in order to answer the legal issues faced with the approach used is the legal approach, which is carried out by examining all laws and regulations relating to the legal issues being addressed. Countries that have not ratified the provisions of Humanitarian law, should be able to ratify the provisions of Humanitarian law regarding the protection of children from being directly involved in armed disputes, and implement them into armed disputes, and implement them into their respective national legislation each country.

This paper aims to analyze the role of the Election Supervisory Body and the obstacles faced in handling election crimes in Simalungun Regency. The research method used is descriptive method, while the data analysis technique uses descriptive qualitative. Based on the results of this study indicate that the rule of law regarding the role of the Election Supervisory Body in handling election crimes is stated in Law no. 7 of 2017 concerning General Elections, Election Supervisory Body Regulation No. 7 of 2018 concerning Handling of Findings and Reports of General Election Violations and Bawaslu Regulation No. 31 of 2018 concerning the Integrated Law Enforcement Center. The role of the Election Supervisory Body in handling election crimes in Simalungun Regency has not been fully able to carry out its role in handling election crimes. The obstacles faced by the Election Supervisory Body in handling election crimes are: there are often differences in perceptions in the Gakkumdu Center, there is a large enough opportunity to eliminate evidence, suspects are often uncooperative, and the lack of Bawaslu officers even though the task must be carried out, especially during elections. relatively much.

Two-wheeled motorized vehicles provide a separate role in shortening travel time and can also save travel costs compared to using public transportation (city transportation). With the availability of motorized vehicle facilities for students, parents do not have to bother with their child's business going to school, so children can go to their own school. However, the presence of motorized vehicles brought by students to school resulted in a decrease in parental supervision of their children. Therefore, this study aims to create a monitoring and control system for website-based motor vehicle operations with the help of Arduino Uno, Neo Ublox 6M GPS Module, and SIM900 GSM Shield which is installed into a motorized vehicle that is useful as a motor vehicle controller. Using this system can increase parental supervision of children when using motorized vehicles. Arduino installed in motorized vehicles then waits for the GPS signal from the Neo Ublox 6M GPS Module, after that the GPS data will be sent to the web service using the SIM900 GSM Shield. The web service will calculate the distance between 2 points, that is, the zone of the zone with the location of the prototype after comparison with the size of the zone that has been determined, if the calculation results exceed the zone, the prototype will turn off the engine. From the results of GPS accuracy testing using HDOP has produced a good rating and the use of the GPS NEO module is feasible to be used as the current location data provider and also the prototype response to the zone has been tested and produces an average value of 14.8 seconds.   Keywords: GPS, Arduino Uno, GPS Neo Ublox 6M module, GSM Shield SIM900, Vehicles monitoring system, web service.

The article aims to reveal the nature and specifics of the alternative method of modern banking ‘Hawala’, which makes it on the one hand, extremely convenient for use by organized criminal groups, and on the other, difficult to be investigated and proven. The authors trace Hawala’s historical roots, referring to the ancient customary law, and point out the strict rules on which it operates. It highlights that, with the development of information technologies, the Hawala systems’ principles have found a new application, from which organized criminal groups benefit. The article clarifies how the Bulgarian legislation incriminates money laundering and the possible use of the ‘Hawala’ system for this and other criminal activities. Attention is paid to the Bulgarian experience in the investigation of a network of persons involved in the use of the Hawala method for concealing, particularly serious crimes. The conclusion is made that the Hawala phenomenon poses a serious threat to the rule of law in any country, and the Bulgarian legislation needs to be adapted in order to provide effective mechanisms to counter such non-conventional type of crime.

The rise of crimes occurred in almost all over the world has appeared as the limelight not only for the security forces and the community but also for scholars or researchers to strive for uncovering the motives beyond the criminal acts and the strategies for prevention and settlement. As is the case in Indonesia, especially in the Bali territory - the main center of Indonesian tourism activities - crimes in various forms have often taken place. This study reveals the police efforts in uncovering the criminal acts of motor vehicle theft occurred at Jalan Andong, Desa Petulu, Ubud - Bali, as well as the inhibiting factors encountered. The study makes use of qualitative research design and empirical and sociological legal research methods. The results showed that there were two actions the police had taken. First, pre-emptive action was realised through community guidance through Non-Commissioned Officer (NCO) for People’s Security and Order (most commonly known as BHABINKAMTIBMAS in Indonesia). The second is preventive action through patrol activities and control of the completeness of motorised vehicles. The latter is a repressive measure, in which the police took actions according to the police report models (A) and (B). In an effort to disclose this action, several obstacles were encountered, including: internal factors appearing in the form of inadequate number of investigators, facilities and equipment such as fingerprint scanners which were also inadequate and a limited budget; and external factors which include inadequate CCTV, the minimum number of witnesses, negligence of vehicle owners, perpetrators and stolen property had been outside Bali. The lack of witnesses, especially but not limited to recidivists, in an effort to expose the crime implies that sophisticated and adequate facilities and equipment have the crucial functions, benefits, and urgency to be equipped in order to realise national security and peace. Related to this, Criminal Investigation Agency holds a crucial role that needs to be realised immediately.
