The article presents the models used in the planning of production with unstable technology. This issue is becoming increasingly important for universities in connection with the transition of the Ministry of Science and Higher Education to the new principle of planning a state order for specialists, when the admission figures in the state assignment turn into release figures. For successful work in these conditions, universities are forced to change their system of planning for the training of specialists. The considered models are a proven tool for determining the size of the contingent and the necessary resources, which must be launched into the educational process in order to fulfill the state order by a given deadline.

Introduction. The need for reforming the Ukrainian education system, improving it and raising the level of the quality of training specialists is a major socio-cultural problem that is largely conditioned by the processes of globalization and the needs for the formation of positive conditions for individual development, socialization and self-realization in this world.The process of modernization of higher education in Ukraine in the context of the Bologna Process most certainly affects higher education and higher education institutions. Taking into account the place and role of tourism in the life of society, the state, according to the Law of Ukraine "On Amendments to the Law of Ukraine "On Tourism", proclaims tourism as one of the priority directions of economic and cultural development and creates conditions for tourist activities.Hypothesis of scientific research. The directions of training future tourism managers are considered on the basis of the model of a competent graduate. The criteria for the activity of teachers in higher education institutions and the possibilities for their selection are formulated. It is noted that the teacher should possess modern technologies of general and professional education, a set of effective methods and techniques, sufficient amount of professional knowledge to provide education for future tourism professionals (teaching, planning, management of didactic and educational systems).The aim of this study is to highlight conceptual approaches to the preparation of future tourism managers.Research methods:– theoretical analysis - to determine the state of disclosure of the research problem in the psychological and pedagogical scientific literature, the study of normative and legal documents in the field of education;– comparison, classification, generalization - for definition of joint characteristics of objects on the basis of processing and interpretation of theoretical sources on the problem of tourism education in universities;– diagnostics (questioning, conversation, testing, observation, expert evaluation);– mathematical statistics - for processing the obtained experimental data and calculating statistical indicators in order to test the effectiveness of the introduction of pedagogical conditions, models and methods of forming the readiness of future teachers for the organization of school tourism in the educational process of higher education institutions;Results: an approach is proposed to build a holistic process for the formation of a student's personality, which should be based on the characteristics of his upbringing in the system of tourism: education through nature, culture (the principle of visualization), the formation of tolerance; humanization of relations, education in a group (team), ecology of the individual.Conclusions: Work on developing the concept of professional training for future tourism managers led to the conclusion that a conscious and thoughtful program of actions for the organization of the educational process and vocational training precedes the training of students.

The article deals with the complex and multistage system of higher education of the French Republic. The structural features of higher education in France, its complex and multi-stage system has been considered. Attention is drawn to the role of the state in the field of higher education in France. The importance of the development of education for the national development of the country and civilization as a whole has been stressed. A strong centralized presence and role of the state in the field of education in France has been noted, in particular in the organization of the educational process and in financing the education sector, as well as in determining the fundamental principles of the educational process, the details of the curriculum at all levels of education, the organization of the procedure for receiving teachers, determining the content, recruitment teachers who become public officers, ensuring their continuing education; recruiting and training inspectors responsible for quality control of the education system; funding public education and subsidizing “private schools under contract”. The article focuses on the constant attention of the state to the problems of education. It highlights the openness of the French system of higher education and its accessibility for most of the population. The features of France’s higher education management system and the specifics of its legislative framework have been disclosed. Four Legislative Acts of the Ministry of Education are characterized, played an important role in its functioning. A more democratic and collegial management of universities for today has been noted. The relevance of the study of the structure and legislative framework of university education in France has been grounded. The types of higher education institutions in France and their features in the context of development trends have been investigated. The current stage of development of the system of French university education and the features of structural transformations have been considered. The features of the functioning of universities, “grand schools” and private higher education institutions have been disclosed. The article draws attention to the achievement of the French system of higher education and its uniqueness. The role and place of large schools in the system of higher education in France have been highlighted. Leading elite schools and universities have been mentioned, as well as the conditions for entering them. Attention was paid to the almost equal quality of education in the capital and in the province.

The article addresses to the characteristics of the administrative and legal support of the the educational process organization in the Academy of the State Penitentiary Service. With the declaration of independence, Ukraine has paid attention to build a European state with appropriate standards in all spheres of state activity. One of the priority areas of this course is the development of a new functioning system of the structure of law enforcement agencies, including the penitentiary system. For the proper functioning of this institution, professional personnel is needed, who will be the main persons of the development of the new penitentiary system of Ukraine in compliance with the leading standards of the European community. The Academy of the State Penitentiary Service has been established and operates in accordance with the Law of Ukraine “On Higher Education”. The main purpose of the Academy is to train specialists in the field of knowledge “Law”, “Social and Behavioral Sciences” and other fields in order to meet the needs of the State Penitentiary Service of Ukraine, to provide society with qualified specialists with higher education, scientific, scientific and pedagogical staff according to the state order, contractual obligations and thus the new generations formation of national intelligentsia. The educational process in higher educational institutions with specific learning conditions, such as the Academy of the State Penitentiary Service, is carried out in accordance with the legislation on higher education, although general subordination is carried out by the relevant ministry – the Ministry of Justice of Ukraine. Having certain peculiarities in the cadets, students and associate professors’ training, the Academy also prepares students and graduate students at the expense of individuals and legal entities. The main participants in the educational process at the Academy, as well as in any higher educational institution with specific learning conditions, along with research and teaching staff, are cadets (students) (at the expense of legal entities), students (at the expense of individuals), associate professors (graduate students). All higher education obtainers, enrolled in the Academy receive higher education at the first (bachelor’s), second (master’s) and third (educational-scientific) levels. The report presents the implementation of blended learning at the State Higher Education Institution “University of Education Management” of the National Academy of Educational Sciences of Ukraine caused by the priority of forming an innovative environment for pre-service and in-service training. The focus is on introducing online technologies, fundamental changes in approaches to the organization of education at the University with appropriate methodological approaches and models. The following components of the organization of the educational process are presented: organizational (regulatory framework, technological support, material and technical base, creation of digital workplaces, mastering digital technologies by lecturers and students, mastering necessary competencies by academic staff, content creation for training programs); methodical (flipped classroom model, use of online courses, educational and methodical support, author’s courses, academic mobility); technological (learning platforms, digital tools). Pre-service and in-service training under the blended learning in the system of formal, non-formal, and informal education by creating a unified educational and digital ecosystem is analyzed. The organization of in-service training at the “Ukrainian Open University” based on the cloud technologies in the non-formal education system is described. The results of monitoring key indicators of the educational environment are presented.

The improvement of the quality of preschool education is an important task for the modern stage demonstrating the development of the Ukrainian society, the implementation of which, above all, requires the efforts of higher education institutions to train a methodologically competent specialist, who is able to master and create innovative methods, techniques and technologies for organizing the educational process of a pre-school education institution. This task fully meets the requirements of the State Standard for Preschool Education in Ukraine, the documents regulating the functioning and modern guidelines for the development of pre-school and higher education of Ukraine in the 21st century. Under these conditions, the formation of methodological competence of the future pre-school educators is of paramount importance. The purpose of the article is to cover and analyse the results of the diagnostics determining the proficiency markers of the future pre-school educators’ methodological competence at the ascertaining stage of the experiment. We consider the methodological competence of future pre-school educators as an integrative personal composition characterized by these features: the presence of the ability to reflect, the desire to carry out methodological activities, the understanding of its value, theoretical knowledge and practical skills, which provide the ability to consciously and methodologically use methods and techniques and technologies of preschool children’s education, upbringing and development. The structure of the future preschool educators’ methodological competence is made up of the cognitive, motivation- and value-centred, activity-oriented and evaluative-reflexive components and their indicators, according to which the manual of diagnostic methods is created and selected. During the ascertaining stage of the experiment, a sufficient level of methodological competence was demonstrated by 16.6%, a basic level – by 61.7%, a low level – by 21.7% of the future educators. Distance education requires the teacher to conduct systematic classes with the student, methodologically competent use the developed content for distance learning, means of communication, and educational resources of the Internet, as well as implement technical support for the educational process. The purpose of the study is to develop educational and methodological support for the process of professional self-improvement of teachers in higher education institutions when working remotely. The study analyzes the role of a teacher in the distance learning system, identifies the types of teacher’s activities, as well as the requirements and conditions for their successful work. Working online expands and renews the teacher’s role, makes them a mentor-consultant who coordinates the cognitive process, constantly improving their course and increasing creativity and qualifications in accordance with innovations. Based on empirical research using the survey method, the dynamics of teachers’ readiness to work online before and after passing the interdisciplinary course “Distance Education Technologies in the Educational Process of the University” were determined. Positive results in the formation of teachers’ readiness to work online after completing the course were obtained. The study concluded that the readiness of teachers to work remotely can be increased if the appropriate educational and methodological support is developed and implemented in higher education institutions, which will lead to an increase in the effectiveness of teachers’ work.

Introduction. It is common knowledge that lives and health of people as well as safe operation of various infrastructures depend on the high level of professionalism of the staff responsible for safety. It fully belongs to the personnel structure of the State Fire-Fighting Service (SFFS) of the Emergency Control Ministry (EMERCOM) of Russia. However, in a technologically developed society, there is a contradiction between the increased requirements to young officers’ competencies and the impossibility to achieve a proper complex of graduates’ characteristics by providing education through only standard traditional techniques, which continue to be prevalent in higher education and ensure optimisation of professional activity in general.The aim of the present publication was to present the developed methodology of game-based learning for training of cadets of educational organisations of higher education of the EMERCOM of Russia. The methodology is designed to develop cadets’ practical skills in the field of rescue operations and firefighting.Methodology and research methods. In the course of the research, the methods of system analysis, synthesis and modelling of professional activity were employed. The research is based on the provisions of the associative-reflex theory, the theory of motivation development and the theory of contextual, modular, problem-based, reflexive and game-based learning.Results and scientific novelty. The interrelated elements of the pedagogical theories and didactic principles, united by a common scientific-methodological objective, allowed the authors to create a methodological tool for gradual formation and consolidation of organisational and administrative competencies of young officers of the State Fire-Fighting Service. The authors considered monitoring indicators of the results of training of graduates of Ivanovo Fire and Rescue Academy in order to develop the methodology, which purposefully addresses the shortcomings and gaps of education of future firefighters’ knowledge and their practical skills.The competitive spirit increases positive dynamics of the educational process and contextual content of business games, built on realistic situations from the field of firefighting and implementation of rescue operations at various socioindustrial, housing and transport infrastructures, attract interest of cadets and stimulate their motivation to improvement of own business qualities. The advantages of the offered methodology are the following: the possibility to design various schemes of practical training through the modular principle of their design; the development in cadets of the skills of team interaction, acquisition of professional experience by them in the process of role performance of duties of chiefs of rescue and fire fighting offices and department guards; the readiness formation to quickly adapt to new circumstances and to cope with non-standard problems in the conditions of limited time; to develop the abilities of critical thinking in young officers, to reflect own activity and to define the directions of professional growth.Practical significance. The proposed methodology demonstrated its effectiveness and practical importance for cadets’ training in the field of rescue and firefighting, as confirmed by, inter alia, the improvement of academic performance in special disciplines. The proposed methodological tool has shown promise in more rational redistribution of teaching time and expansion of the base of practical modules for designing business games for the purpose of development of new relevant professional competencies in students.

Under the current conditions, the urgency of the problem of health is conditioned by the realities of life, because in recent times there have been rapid changes in the economic, political and socio-cultural life of the individual and society as a whole. In order for young people to be able to easily adapt to higher education institutions and realize themselves after their graduation, they must be healthy not only physically but also spiritually. That is why the basis of full-fledged personality development is psychological health. It is the psychological health of the individual - the optimal functioning of all mental structures necessary for the current life. It describes the person as a whole, has a relation to the motivational, cognitive and emotional-volitional spheres.The main criteria for psychological health are: adequate perception of the environment, conscious perpetration of deeds, activity, ability to work, purposefulness, ability to establish close contacts, full family life, feelings of affection and responsibility towards relatives, ability to compile and implement their life plan, orientation to self-development, integrity of the individual.In the development of the problem of psychological health should pay attention not only to the mental processes and properties of the psyche (they are more or less studied in psychology), but also on the mental states of a person experienced them in the process of life, taking into account their strength, frequency of repetitions, etc. p. In the context of the study, psychological health is seen as an element of a full-fledged human functioning, based on two levels: structural, content and functional.Structural-content analysis of psychological health reflects the vision of domestic psychologists about the structure of the human psyche, which is considered as an individual-personality, subject-person, individual-subject-personality, individual-personality-individuality, organism-individual-personality. The functional level studied by us in the psychological health of man is an integrative characteristic of human states in terms of efficiency, the activity carried out by him and involved in its implementation of the system according to the criteria of reliability and the internal price of activities. In studying the state of psychological health of modern students and their dynamics in the process of their study, it is necessary to consider the influence of a number of factors, which includes the complex as subjective (depending mainly on the students themselves) and objective (dependent on external circumstances) factors. Therefore, in order to determine the state of psychological health, we proposed the following factors of influence, namely: organization of the educational process, ability to study, social and living conditions, a new group of comrades, material well-being of students, support of the curator of the group.

The article considers and analyzes the peculiarities of the professional training of educators in the developed countries of the world, and educators’ progressive achievements, and a high level of high school teacher training, which develop professional qualities in line with world standards, as the State standards of preschool education and all development programs. Children have stated an integrated approach to the educational process in the pedagogy. The works of leading scientists, which reveal various aspects of the future teachers training for pedagogical activities, are analyzed in the works of domestic scientists, in which the specificity of education, the state of pre-university vocational training, problems of higher education, various aspects of adult education, in particular integration of pedagogical training, foreign systems of pedagogical technologies of development, reform of European higher education in general. It is concluded that the systems of training teachers of preschool education in the leading European countries are different. They have their own peculiarities and their own promising experience, as well as the basic qualities of the training of future preschool specialists of European countries, not only is the system of organization of educational process in higher educational institutions established, but also the complex implementation of further training and professional development, the design of a new educational policy in the framework of the European integration processes that ensure the quality of preschool education in countries.

The work of the institution of professional higher education in the conditions of competition between educational institutions is analyzed. In modern conditions in institutions of professional higher education in order to survive and function effectively, it is necessary to coordinate their goals with the goals of the labor market and education; heads of educational institutions to review the forms and methods of work with all participants in the educational process, to develop in them the skills of charity, civic activity, to expand their participation in the development, adoption and implementation of legal decisions in the field of education; be able to cooperate with patrons, deputies, organizations and public and public institutions. With the development of democracy and the expansion of the practice of co-management, institutions of professional higher education will increasingly rely on public organizations and communities. This will help complete the transition from a policy of patronage and domination of the state over the public to their constructive partnership and interaction. The task of democratization of management as a result of constructive dialogue of the institution of professional higher education, the public and the state is to unite all subjects for joint actions on the basis of their real interest in the development of education. The refore, the management system must be constantly developed and improved, respectively, the heads and managers of educational institutions, as managers of education, must constantly improve their skills.
