The chaos associated with the rapid development of digital technologies that have filled the economy has become a powerful demotivator of the workforce in education, career growth, and high productivity. In these conditions, the need arose for new leadership capable of developing and implementing strategies, managing personnel, inspiring and motivating. The object of the research is strategic leadership skills in the digital economy. The purpose of the paper is to describe the qualities of a modern strategic leader that are required to manage a company (region or country) in the digital economy. The author applies methods of analysis of scientific literature of domestic and foreign authors, international organizations. The study was based on the strategizing methodology of Vladimir L. Kvint, Foreign Member of the Russian Academy of Sciences, Professor, Doctor of Economics. The article examines the characteristics required for a strategic leader according to J. Maxwell, P. Hersey and C. Blanchard, D. Goleman, R. Boyatzis, A. McKee and R.K. Greenleaf, and the World Economic Forum. Based on the results of the study, the author developed guidelines for the formation of the necessary skills for state, regional, municipal and corporate leaders, opt to effectively realize themselves in the digital economy. The results of the paper may be useful for state, regional, municipal authorities, as well as in the corporate sector.

Since the establishment of the China (Heilongjiang) pilot free trade zone, the development of cross-border e-commerce with Russia has continued to increase speed and quality. With its geographical advantages and its comparative advantages in the Internet field, Heilongjiang Province promoted the rapid development of the Internet economy in Russia, fostered a new digital trade format represented by cross-border e-commerce, and promoted online and offline collaborative promotion of customs clearance logistics and financial services. The paper expounds foundation and development status of Heilongjiang Province’s cross-border e-commerce, analyzes in integrated development of digital economy with the Heilongjiang Province’s cross-border e-commerce with Russia, and further puts forward prospects and recommendations.

Most of us commonly use our ability and wisdom to assist and guide others. However, this kind of assistance is not just beneficial for individuals equally. For instance, it will be time pressure to guide colleagues to boost their capability and progress their course that will lead to more disadvantageous to the operation. Mentoring is a kind of auxiliary and casual administrative conversation that is very compelling in career growth. Workers and administrators in all kind of organization require grasping this fact and its affiliation in achieving their goals so that they can professionally promote their employees and attain outstanding victory in the workplace. It is likewise an instrument that organizations can take advantage of, to help them nourish and flourish their employee. As organizations endeavor to keep hard earned knowledge and wisdom, they are embracing the mentoring method as a mode of social knowledge administration. This subject has been explored and examined beyond much development for the past years. And organizations are witnessing breathtaking progress in performance, competence and, of course, the transmission of corporate intelligence and leadership skills. In this article we incorporate the dominant frame of mentoring literature with a decade of observational analysis by the authors using a range of case of the working community and seeking at the benefits of mentoring on career success with the mentor and mentee as well.

Interest in the history of book collections is not a recent phenomenon. However, rapid development of computers and the Internet over the past twenty years has provided researchers with new tools for network analysis, such as UCI6 и NetDraw 2.160. Continuing to identify the provenance of the documents kept in the Western European Section of the Scientific Historical Archive of the St. Petersburg Institute of History of the Russian Academy of Sciences, the author had to face the fact that abundance of information and complexity of the links between various sources make it difficult to make out the complete picture. The Western European section of the Scientific Historical Archive of the St. Petersburg Institute of History of the Russian Academy of Sciences is mostly based on the collection of the academician N P. Likhachev (1862—1936). N.P. Likhachev contacted hundreds of antiquarian firms around the world, and thus his collection fits into the complex and interwoven system of the European antiquarian market of the late 19th–early 20th century. To overcome the problem of branching data, the author decided to call on the experience of sociologists and to use computer programs for network analysis that enable to reflect and comprehend the links between objects. The article is to present the process and results of this work, as well as to underscore problems and specificity of the programs in relation to the archival material. The main source is data from the personal provenance archive of the academician N. P. Likhachev, collection of documents on the history of the Western European Section, and artifacts from the Likhachev collection. The second layer of sources is antiquarian catalogs. The program can visualize these two layers of information in different ways by using different colors and lines. Overlaying of the schemes allows completing of missing elements in the chain of provenance. It should be noted that due to the richness of the sources, the network, originally compiled for the collection of N.P. Likhachev, grows into a pan-European system of “collector-antiquarian” relationships. It opens wide perspectives for research.

Over the years, the rise of digital economy has confused countries in their efforts to tax foreign companies without physically presence within their jurisdiction. One of the potential tax revenues that have not been optimally digging comes from the digital sector. The digital economy sector has enormous potential along with the rapid development of information and communication technology, especially the internet. This digital economy market is dominated by internet-based services commonly called Over The Top (OTT) services and is filled with global content owned by foreign companies. This article argues the provisions of taxation for foreign OTT lending providers in England, Australia, India, and Japan. This research used a qualitative non-case study approach. This study outlines the strengths and weaknesses of each alternative.

Technology has been developing instantaneously since the beginning of the 19th century from the inventions of light bulb by Thomas Edison to the space shuttle by NASA (National Aeronautics and Space Administration). Technology contributes to the GDP growth, transforms work force, enhances business innovation and creates jobs. Rapid development of technology has created many newer industries and professions for instance, Facebook created worldwide 182,000 jobs (World Economic Forum, 2016) and it is expected information technology sector will grow by 22 percent by 2020 (World Economic Forum, 2013). Nevertheless, technology is creating many employments; it is also replacing many other jobs with technological breakthrough (Arntz,Gregory &Zierahn, 2016). The study of this paper is to identify the technology challenges and its implication to the future job market, economy as well as human resources practices. The paper also suggests means of addressing the areas and recommendations for future research in this area.

The article is devoted to the study of intra-firm labor mobility and the opportunities for updating the composition of research personnel, including managers. The information base was the data from the questionnaire survey of the personnel of the institutes of the Russian Academy of Sciences, carried out by the Institute of Socio-Economic Studies of Population RAS in 2015. The age limit set for heads of institutions, the established standards for young research fellows and other measures have changed the mechanism of labor mobility. Changes in the position of researchers of different categories have been analyzed with the account of the factors facilitating career growth or, on the contrary, complicating it. It turned out that junior researchers and top-management were the most mobile categories in the personnel hierarchy. The summary picture of the career advancement to top management, on the one hand, showed its availability for employees with different starting opportunities, and on the other hand, provided insight into the personnel reserves of candidates for the position of director and deputy director for research. Career attitudes were correlated with the assessment of the reality of their implementation. The process of accelerated rejuvenation of the RAS personnel can be described as controversial, especially in connection with the large-scale changes in the top management. The internal potential of candidates for director’s post was also investigated. According to the study, it is not high enough, and the chances of a person from the outside are significant. It looks like normalization of the intra-firm mobility of researchers, including rotation of managerial personnel, is possible not so much by administrative regulation, as through the all-round development of the scientific environment in which there is a qualitative professional growth of scientific personnel.

The development of e-commerce business in Indonesia is very rapid. The rapid development of e-commerce in Indonesia will make Indonesia the largest digital economy in Southeast Asia in 2020. However, there are several obstacles, one of which is the provision of a trusted e-commerce database. Data has an important element in development in developing an e-commerce business in Indonesia. As the National Statistics Organizations, BPS Statistics Indonesia was pushed to collect the e-commerce data. BPS has developed several methods of collection e-commerce data using e-commerce survey and crawling technique in 2018 but still has a weakness. As a comparative study, there are several countries of G-20 that have high development in e-commerce and associate themselves as BRICS countries. With SWOT Analysis and Maturity Assessment, this study wants to analyze strength, weakness, opportunity, and thread, also measure the maturity from each method of collection used. Based on the result, Indonesia has better maturity in technology implemented, but worse regulation and people cooperation.

Digitalization of all spheres of the modern socio-economic system leads to the active introduction of innovative developments in our daily lives, but also determines the possible risks. The article discusses the controversial issues of the digital economy, pays attention to the current state of digital technologies, economic principles and provisions of the formation and features, characteristics of the digital services economy, its capabilities, makes forecasts of the development of digitalization processes in society.
