Development of Methodology for Statistical Measurement of Innovative Activity amid Reforming of International Standards

The article presents the results of the study of the latest international standards and methods of statistical measurement of innovations developed by leading international organizations, contributing to the further development of the domestic methodology of this area of statistics. The authors identified promising directions for extending and refining knowledge on various aspects of innovative activity, including those associated with generation of new information base to analyze, conduct international comparisons and make forecasts of development of the innovative sector of the economy.The article considers up to date approaches to the measurement of innovative processes and the possibility of their adaptation to domestic practice. The paper includes revised definitions of the concepts of innovations, innovation activity, and its types. The composition and content of types of specially researched innovations, covering basic business process of organizations, are revealed; characteristics of innovation activity are identified in more detail. A new version of the Community Innovation Survey program is presented, which focuses on the study of «open innovation», including user innovations, revision of innovative activities. Some additions to the existing questionnaire are formulated.The place of innovative development of Russia compared to that in European countries is analyzed. For these purposes, the authors justified the use of the system of indicators reflecting current trends and development potential of innovations in the economy. In particular, this system includes indicators of the level of innovative activity, dynamics, and intensity of innovative activity. Based on the calculations of key indicators characterizing innovative activity in Russia, the authors concluded that over the past decade, the main characteristics of innovation activity have not significantly changed. In terms of the level of innovation activity, our country ranks 28th (7,5%), as for the intensity of expenditure on technological innovation - 9th (2,1%), in terms of the share of innovative goods and services in total sales 24th (6,5%).In conclusion, the authors formulated main methodological changes in the statistical measurement of innovative processes associated with the modernization of international standards and identified further directions for improving statistics of innovation. These directions require increased attention to monitoring the effectiveness of the tools used, and creating an information basis for making informed management decisions in the field of regulating innovation processes.

The scientific article presents the basic principles of innovation from the standpoint of law. The problems of legislative and normative-legal provision of the basic principles of innovation activity on the territory of Ukraine are considered. It was found that the basic principles of innovation in Ukraine are regulated by a number of legislative and regulatory documents. The legal content of the category "innovation" is revealed, based on the provisions of the legal framework. The legal peculiarities of innovation activity on the territory of Ukraine are determined. Objects and subjects of innovation activity are analyzed. The directions of implementation of innovative activity on the territory of Ukraine are considered. The role of the state in guaranteeing the subjects of innovation activity favorable conditions for innovation activity in accordance with the provisions of legislative and regulatory documents is revealed. The key functions of the state, which are to control and regulate the basic principles of innovation in Ukraine, are considered. The key areas of innovation in Ukraine are outlined, based on the provisions of the legal framework. The mode of implementation of innovative activity by technology parks, which is based on special legal bases, is characterized. The practical experience of carrying out innovative activity on the territory of Ukraine is analyzed. Prospects for further research in the direction of studying the legislation governing the basic principles of innovation from the standpoint of law, which are a more thorough study of legislation with the allocation of promising areas to improve the legal regulation of innovation in Ukraine in accordance with international standards and norms.

The strategic factor for economic growth of the Russian regions is the activation of innovative processes. The problem of increasing innovative activity has been particularly acute in recent years due to the unfolding crisis and extended restrictions on the budget expenditures. The goal of this article consists in the analysis of indicators of innovative activity, and assessment of the impact of budget investments in fixed capital upon the indicators of innovative process in the Central Black Earth Region. The analysis employs the available statistical data on financing of investment processes and results of innovative activity in the Russian Federation, Central Federal District, and Central Black Earth Region. The research relies on the system approach, economic-statistical, logical and expert methods of analysis. The conducted analysis reveals the insufficient level of innovative development in all six zones of the Central Black Earth Region. The innovative processes in the Central Black Earth Region are characterized by low output of innovative products and investment in research and development. The dynamics of innovative processes in the region is of differential nature. There are substantial interregional differences in the indicator values of the expenditures for research and development, and innovation activity, as well as the volatility of indicators of production of innovative goods and services. The clear outsider in the Central Black Earth Region in the Oryol Oblast. The author formulates recommendations that can be used by the authorities of the constituent entities of the Russian Federation in elaboration of state support measures for innovative activity in the Central Black Earth Region aimed at acceleration of their economic development.

The article analyzes the current state of innovation activity of small enterprises. Based on the statistical data there are presented such parameters as the proportion of small enterprises engaged in innovative activities, proportion of innovative goods and services of small enterprises, cost of the innovation activities of small enterprises. There has been mentioned the importance of the assessment of innovative activity as a means of timely identification of problems and building solutions to improve the activity of the innovative enterprises in the science city and to increase their efficiency. As a result of the analysis, the main components of innovation activity in the science cities needed for the objective assessment have been identified. The proposed assessment is based on the principles of consistency, systematicity, complexity, practical orientation, scientific character, optimality, democracy, and reliability. In accordance with the developed principles, there has been described the proposed approach to assessing the innovation activity in the science cities. The requirements for developing assessment parameters are identified and its methodological provisions are formulated, where the goal, objectives, principles, the process of assessing, etc. are stated in a logical sequence. The sequence of the process includes forming the staff responsible for the assessment, calculating indicators, interpretation of the results. The coefficients, such as the level of added value, the profitability of intangible assets, the assessment of investments in the implementation and development of R&D, the volume of commercialized R&D have been proposed to take into account as assessment parameters. On the basis of small innovative enterprises of the science city of Korolev SPE Inkar-M LLC, SPE Impulse LLC, Robotmash LLC there has been carried out the approbation of the assessment, the results of which gave the highest rates of their innovative activity.

The article notes that in modern conditions of the transitivity of the economy, the basic component of the mechanism for forming the foundations of sustainable development is to ensure the competitiveness of domestic goods and services in the national and international markets. For the purpose of analyzing the state, pressing problems and prospects of innovative development in Ukraine, quantitative and qualitative indicators of innovative activity have been investigated. It was revealed that during 2010-2019 there was a decrease in the number of organizations engaged in research activities and the number of employees engaged in research and development. It was found that, according to the State Statistics Committee of Ukraine, there is a tendency to an increase in expenditures (in million UAH) on research activities, but this was due to the depreciation of the hryvnia, because in dollar terms, there has been a decrease in the level of funding since 2014. It was revealed that in accordance with the ratings of the European Innovation Scoreboard 2020, Ukraine loses its positions every year – 34th place in 2014, 35th place during 2015-2018, 36th place in 2019 year and the penultimate 38th in 2020, ahead of only Romania. Taking into account the fact that the financial support of innovative activity in Ukraine is still very limited, in order to form the prerequisites for its increase, it is necessary to introduce a set of measures to mobilize existing and potential financial resources, including by attracting investments.

Modern economic systems are being transformed under the influence of new technological trends. A number of important technology trends are related to information technologies (IT). Their widespread use leads to the emergence of a new type of economy, the digital economy (DE), which determines the scope and new directions of innovation and business. This opens up great opportunities for small innovative businesses, which can play a major role in its formation. The article is aimed at clarifying the essence and segmentation of DE and presenting it as an environment for developing innovative activity at small businesses. The essence of IT, software, and information systems is specified. The concept of IT is explained, and the essence of digitalization and digital transformations is specified. The essential features of DE are identified, and its components (IT, infrastructure, and business) and the basis (social networks, big data devices, etc.) are specified. DE is based on a technological "core" (IT, various technical platforms, physical technologies); has a functional "core" (digital platforms, systems of workgroup computing, process automation); encompasses economic activity; includes a number of goods and services that are critically dependent on IT. It is substantiated that IT creates a special virtual environment and new forms of markets. It is suggested to segment DE, for example:: e-commerce; e-marketing; e-procurement; electronic auctions; electronic infrastructures; e-logistics; electronic medicine; e-education; electronic trading; electronic banking; electronic insurance. The emergence of FinTech, "smart farms", "smart factories", "smart warehouses", "smart things", "smart home", "smart jobs", etc. is also noted. The obtained segmentation determines the directions of structural development of DE. It is substantiated that IT creates opportunities for innovative activity of small businesses and should be considered as corresponding environment. The understanding of the development of innovation activity and its areas in DE are clarified. In this context, the lines of the state regulation of DE are defined.

The paper analyzes the effectiveness of budget fnancing of innovative activities in Russia. The structure of sources of fnancing of internal expenditures on research and development, branch orientation of the state support of innovative activity is considered. The estimation of the cost-effectiveness of technological innovation is given. The analysis is based mainly on the materials of Rosstat for 2013–2016. In addition, the authors cited international comparisons of innovative activity for 2012–2014. To assess the effectiveness of government measures to support innovation activity proposed “Golden rule of the economy.” It consists in determining the ratio of the main components of innovation activity (innovative goods and technologies) and the resources used, including budget fnancing. An important conclusion is made about the ineffcient mechanism of state support of innovative activity in Russia. Proposals for its improvement are formulated, including: bringing the content and structure of state programs in line with the objectives of the formation of conditions for accelerated technological modernization of the industry; introduction of the Institute of state programs of the mechanism of project fnancing and methods of the digital economy; reducing the number of targets of state programs; stimulating by an order of magnitude more technological costs carried out by industrial companies using the mechanism of public-private partnership; preferential state stimulation of process and organizational and managerial innovations in the creation of value chains; encouragement of own and commissioned research and development carried out by domestic companies; promotion of innovative activity in large industrial enterprises, etc.

The article contains a review of underlying concepts and definitions of non-observed economy which are formulated in the international standards on this topic and used by the CIS countries for computation of GDP and other key indicators of the System of National Accounts. The article considers the methods used for measuring non-observed economy and some figures on the share of non-observed economy in GDP of the CIS countries and other selected countries of the world. Perfection of methods of measuring non-observed economy and raising reliability of its estimates requires improvement of general level of work on compilation of national accounts.

The presented study examines the experience of forming a regulatory framework for the integration of the Eurasian Economic Union (EAEU) member states through the example of standardization as one of the key tools of quality economics.Aim. The study analyzes the major solutions of the EAEU authorities and member countries aimed at increasing the role of standardization in the economic integration of the Union over five years of its existence.Tasks. The authors identify efficient methods for developing standardization for the integration of the EAEU states as well as the most problematic aspects in this field that need to be taken into account in the qualitative strengthening of the Union’s economy.Methods. This study uses general scientific methods of cognition to examine the activities of the EAEU authorities and member states aimed at creating a system for the economic integration of the Union during a period of its transition from separate national markets towards a single (common) market.Results. Over five years of operation in the field of stadardization, the Eurasian Economic Union has created the necessary organizational and legal framework to ensure the successful development of integration processes. The national legislation on standardization has been modernized with allowance for the harmonization of these laws. In the next five-six years, the development of international standards for 40 technical regulations is expected to be completed, which would create a regulatory framework for unhindered interaction between all participants of the single (common) EAEU market. Conclusions. The analysis of activities in the field of standardization reveals a sufficiently thought-out and coordinated policy of the EAEU states in creating the necessary conditions for overcoming legal and administrative barriers in the movement of goods and services within the common economic space of the EAEU.

Based on a critical analysis of the authors’ various points of view on the content of the concepts of “innovation process” and “innovation activity” from the standpoint of modern concepts of innovation management in the era of information and digital transformation, the features of interrelated categories of the innovation process and innovation activity reflecting transformational changes in the moment are clarified and disclosed and the perspective of an innovative economic paradigm and perceived through the specifics and features of functional process-activity metamorphoses.

The role of innovation in the economy development is extremely significant. Within the framework of this work, the innovative activity of enterprises and its relation to corporate social responsibility (CSR) is of particular interest. This study is aimed at modeling the project management of corporate innovation activity on the basis of CSR. The results obtained by the author for the Russian economy suggest that there is a positive relationship between the level of innovative development and CSR, both in general and in terms of investments in the transformation of human capital. In this regard, the model of project management of corporate innovation activity based on CSR is proposed. Author suggests, that this model's implementation for companies is promising, since transition to such a model should be resulted in an increase in the innovation activity of companies, regions and the whole country, as well as an increase in the economic, social and organizational effectiveness of innovative activity.
