Financial Behavior of the Russian Population: Regional Differences

The introductory part of the article specifies the aim and objectives of the study, reflecting some of the important outcomes of the interregional differentiation in the financial behavior of the population of individual Russian territories (in more detail – regions of the Far Eastern Federal District, FEFD).The main section of the article identifies interregional differences in the financial behavior of the population of the considered regions of the country, including the FEFD territories, based on statistical methodology and using official statistics. The authors conducted a comparative interregional analysis of the structure of consumer spending, average per capita deposits, and public debt on loans granted by credit institutions for the period 2018–2020. Specific statistics show that the FEFD regions are experiencing a negative trend of accelerating the debt of the population to credit institutions.The article concludes with outcomes of an interregional comparative analysis of the considered characteristics, reflecting the emerging negative trends in the financial behavior of the population, showing that parts of the eastern part of the country lag markedly behind the general trend in social and economic development.

Abstract. This study is an attempt to assess quantitatively social and economic factors that determine vulnerability of Russian regions to natural risk, to trace the space differences of the considered factors, and to group the regions by their similarity. In order to indicate the regional differences in social and economic development, equipment condition, dangerous substances accumulation, and social trouble four the most suitable parameters were estimated, including the per capita production of Gross Regional Product (GRP), capital consumption, volume of total toxic waste, and crime rate. Increase of the first parameter causes vulnerability reducing, the increase of the last three causes its increasing. Using multidimensional cluster analysis five types of regions were found for Russia according to similarity of the considered parameters. These types are characterized with higher value of a single (rarely two) chosen parameter, which seems to be sufficient enough to affect natural risks increasing in these regions in near future. Only few regions belonging to the fifth type proved to have rather high value of GRP and relatively low values of the other parameters. The negative correlation was found between a number of natural disasters (ND) and the per capita GRP in case when some parameters reached anomalously high value. The distinctions between regions by prevailing different parameters, which result in natural risk increasing, help risk management to find directions where to focus on.

<p>The Russian Federation is currently moving to a new model of spatial development of its economy, also by creating areas of advanced social and economic development. The Far Eastern Federal District was the first in establishing of such special regime territories. In 2014, the process spread to single-industry urban settlements. In this case, the main purpose is to develop business enterprises not connected with the townforming enterprise. For the Republic of Karelia, issues related to monotowns cities are relevant. On the territory of the republic there are eleven mononowns, and two of them contain territories of advanced development, i.e. «Nadvoitsy» and «Kondopoga». The purpose of this article is to assess the functioning of the zones of advanced development and their impact on the development of the region, as well as to identify problems<br />and develop proposals for their elimination. The research employed such general scientific methods and techniques as induction and deduction, synthesis, comparative and comparable analysis. The article reveals the features and the role of the territories of advanced social and economic development in the economic development of the country and the region in particular, as exemplified by the Republic of Karelia. The study has identified the problems of the zones and their development. The author proposes a number of specific measures to improve the efficiency of advanced development zones</p>

The general level of socio-economic development and the quality of life depend on the economic availability of food, i.e. the ability of the local population to buy products recommended by the Ministry of Health. Each family has the right to afford quality food for all household members. The local economic availability of food depends, first of all, on the income per capita in a particular region. The present research assessed the economic availability of food in the Republic of Buryatia using such indicators as food supplies, cash income per capita, household budget structure, and self-sufficiency in basic foodstuffs. The results were compared with the food situation in other regions of the Far Eastern Federal District and the average Russian data.

The subject of the research is the population decline and, as a result, a drop in the labor potential in the Far East. The relevance of the problems under study is due, firstly, to the low population density in this area, secondly, negative values of the natural movement of the population, thirdly, migration of working-age people to other regions, fourthly, relatively low indicators of standards and quality of life of citizens living in the Far East. Together, the negative factors identified in the area carry a geopolitical threat and impede the desired strategic socio-economic development of Russia. The purpose of the paper was to reveal the factors contributing to the growth of the labor potential in the Far Eastern Federal District based on an analysis of ongoing processes and existing regularities of critical interrelationships. The study is based on the analysis of changes in the population of the Far East regions, migration growth/decline indicators, life expectancy factors in the gender context, trends in loss/growth of budget incomes per capita as well as the per capita cash income. An integrated approach to increasing the labor potential of the population in the regions of the Far Eastern Federal District is proposed based on the analysis of the interrelationships of demographic, cultural, economic and social processes taking into account the concepts of self-protective behavior, human capital, and social clusterism. It is concluded that this approach can be used by government agencies in the implementation of the plan of the long-term socio-economic development of the Far East.

The purpose of the study is to collect and analyze the complete database of social and economic development strategies of Russian cities with the population exceeding 100 thousand people approved by local regulatory acts in the period between mid-2014 (that is, after the adoption of the Federal Law “On Strategic Planning in the Russian Federation”) and the end of 2019. The task is challenging because despite the presence of the public federal state register of strategic documents in Russia, it does not contain complete and accurate information about documents at the municipal level. The studied range includes 168 cities. The search studies official websites of city administrations and legislative bodies as well as other open sources. Many documents are found on the websites of legal reference systems or in regional databases of strategic documents. As a result of the research, the database of documents under study includes 94 new strategies approved in 87 cities, which is about 51.8% of all cities in the studied group. In addition, 21 strategies had been updated and so only 60 cities out of 168 did not have an updated (in the sense of compliance with the Federal Law) strategy at the end of 2019. The analysis of the territorial distribution of cities that approved strategies after the adoption of the law shows the relative leadership of the cities of the Ural Federal District, the Siberian Federal District and the Far Eastern Federal District on strategic planning. On the basis of the results of studying the dynamics of approving strategic documents, the authors propose an updated periodization of strategic planning at the city level: Stage 1 – from 1997 to 2006 (“innovative strategic planning”); Stage 2 – from 2007 to 2014 (“mass proactive strategic planning”); Stage 3 – from 2014 to 2018 (“legal strategic planning”).

Subject. This article deals with the issues of environmental preferences in the field of functioning of the priority social and economic development areas in the Far Eastern Federal District of Russia. Objectives. The article aims to show the current situation in the formation of priority social and economic development territories on the basis of a brief analysis of the green economy conceptual provisions, taking into account the region's particular nature. Results. The article presents the results of a brief analysis of certain provisions of the concept of green economy from ecological position. It shows that the perspective plans of development of the Far Eastern regions practically ignore the principles of green economy. The article considers the actual situation in the development of priority social and economic development areas in the Khabarovsk Krai. Conclusions. The development of a green economy of regions with a high share of raw materials in the structure of the economy introduces fundamentally new approaches to the formation of a strategy for their development, focused on strengthening the importance of the ecosystem organization of economic activities. At present, the priority social and economic development areas are the basis for solving the government's problems in diversifying the region's economy. The first results of realization of the projects of creation of the priority social and economic development areas in the Khabarovsk Krai allow to note the progress in transformation of the production structure.

Subject. Economic security issues are recognized as the country's priority. The existence of interregional differentiation poses a risk to the achievement of national sustainable economic development goals. Objectives. The study aims to underpin the fundamental role of financial and economic security, being the key element of economic security in overcoming the inter-regional territorial imbalance. Methods. The study employs general scientific methods, including the methods of systems analysis, comparative analysis, logical, and deductive analysis. Results. I use the case of the Volga Federal District regions, to calculate indicators, characterizing the differentiation, based on the components of financial and economic security. For this purpose, I include the volume of gross regional product per capita, the amount of investment in fixed capital per capita, the number of employed in the economy, the income of consolidated budgets of the subjects of the Russian Federation, the retail turnover per capita, and the volume of fee-based services rendered to the population. The paper clarifies the concept of financial and economic security through the terminological analysis and highlighting various features. Conclusions. The analysis revealed uneven growth in security indicators and, as a result, threats to balanced sustainable development of the regional socio-economic system. A qualitatively new approach to economic policy is required. It should combine recent scientific and technological developments and efficient use of human potential.
