There is no room for debate about that the quality is one of the most important competitive factor and nobody against that this quality virus has to be spread. The paper would like to help with methods and techniques -what are not well known and used in the domestic organizations- to spread this virus in different fields of the organization. Its strategic motto is: Instead of quality management development and improvement the quality of the management has to be developed in the interest of quality management. Today, that idea has to be given up what says more and more modern quality systems development start is needed instead of it the whole quality of the management has to be developed. High level of the quality system is not equal with the high quality of the management. It has to be turned. The high level of the management quality will ensure the possibility of well operating high level quality management. The paper wants to present this from different aspects on the one hand by comparing the classical development of quality management systems on the other hand by new (volume, profit and quality) approaches of certain management elements and methods.

Even in healthcare and health information technology change will not vanish or disperse. Technology, civilization, and creative thought will drive this force increasingly forward. Health care managers will continue being judged on their ability to efficiently and effectively manage (Patton & James, 2000). The arena of Health Services Research (HSR) is trusted on by judgment deciders and the public is the principal basis of data on how thriving health systems are meeting this task (Steinwachs & Hughes, 2008). The goal of HSR is to deliver material that will ultimately lead to advances in the health of the community. HSR evaluation of quality of care has demonstrated it is an unspecified science and multifaceted, even though its description is comparatively simple (Steinwachs & Hughes, 2008). This article is to investigate the background, controversies, and problems surrounding Health Information Technology (HIT) Change and Quality Management including an overview of current changes and benefits of implementation. This will be coupled with solutions and recommendations, further research, and conclusion. This will enhance the field of research in leadership, change management, quality management, and health care.

Total Quality Management (TQM) is the latest in a parade of models, recipes, programs, frameworks, and slogans for guiding academic reform. It provides a tool to help ensure this quality. The management in TQM means everyone is the manager of their own responsibilities because everyone in the institution, whatever their status, position or role is. Information and technologies have brought sea changes in education and has therefore changed the interpretation of the term quality. AbstractSustainable development is usually investigated from a global or national rather than a regional or local perspective. However, it is local communes that decide on the directions and dynamics of local development and on achieving the sustainable development goals. In the article, new insights are provided into how sustainable development can be further embedded into regional development practices by improving the management quality of local government units and through a contemporary approach to sustainable local development. The study attempts to show the relationship between the implementation of quality management methods by local governments, commune characteristics and sustainable development.
