The article reveals the importance of cultural and communication centers in the development of the modern urban environment, outlines their relationship with the existing models of urban development. The prerequisites and reasons for the emergence of creative clusters on the territory of industrial facilities that have lost their original function are considered. The author defines the concept of "cultural and communication center". Several successful domestic examples of the creation of such centers on the site of former or irrationally used production facilities are described. The most important, in the author's opinion, foreign projects of creative spaces are highlighted. Based on domestic and world experience, the features of renovation characteristic of cultural and communication centers have been identified. Developed by the author an experimental project of a cultural and communication center in the city of Oryol on the territory of the former industrial zone "ORLEKS" is described. A pre-design analysis of this territory is presented, taking into account the characteristics that are most essential for the renovation process. It is concluded that the renovation of industrial territories by adapting them to cultural and communication centers increases the efficiency of using the urban area and improves its architectural appearance, promotes the development of small and medium-sized businesses, stimulates the activity of creative communities. In addition, it plays an important role in the formation of cultural identity of the city.

The article is devoted to one of the types of urban planning studies - the visual-landscape analysis during the integration of high-rise buildings within the historic urban environment for the purposes of providing pre-design and design studies in terms of preserving the historical urban environment and the implementation of the reconstructional resource of the area. In the article formed and systematized the stages and methods of conducting the visual-landscape analysis taking into account the influence of high-rise buildings on objects of cultural heritage and valuable historical buildings of the city. Practical application of the visual-landscape analysis provides an opportunity to assess the influence of hypothetical location of high-rise buildings on the perception of a historically developed environment and optimal building parameters. The contents of the main stages in the conduct of the visual - landscape analysis and their key aspects, concerning the construction of predicted zones of visibility of the significant historically valuable urban development objects and hypothetically planned of the high-rise buildings are revealed. The obtained data are oriented to the successive development of the planning and typological structure of the city territory and preservation of the compositional influence of valuable fragments of the historical environment in the structure of the urban landscape. On their basis, an information database is formed to determine the permissible urban development parameters of the high-rise buildings for the preservation of the compositional integrity of the urban area.

High-rise construction results in the need of planning of infrastructure facilities, taking into account the increase in loading, as high-rise construction allows to place considerably bigger number of residents in the limited territory. For this purpose it is necessary to estimate the required and actual level of providing the population with each particular type of the facilities of social infrastructure. The compliance of required and actual level of providing can be characterized as the territorial balance, while the discrepancy acts as the territorial imbalance. The article is devoted to the development of such instruments of planning of urban development, which will allow to create the qualitative urban environment, founded on the territorial balances. Namely, it is devoted to the calculation of level of providing the population with the facilities of social infrastructure, to the determination of level of the imbalance in absolute and relative units and also to the ranging of imbalances on urgency of their elimination. The size of the imbalance is of great importance for planning and realization of managerial influences from the executive authorities, operating the city development. In order to determine the urgency of realization of actions for the construction of facilities of social infrastructure it is offered to range the imbalances according to their size, having determined the deviation size from balance, which is so insignificant that it does not demand any managerial influences (it can be characterized as balance) and also the groups of the imbalances, differing in urgency of managerial influences, directed to the decrease and elimination of the revealed imbalance.

Create a good city environment is an eternal theme of human development. The urbanization has brought not only economic and social development, but also urban sprawl and environmental damage, which make the city become a tool to complete various functions and no longer suitable for residents to live. A strange phenomenon appears that the more development of the city, the lower residents’ satisfaction to the urban environment. This article argues that meeting the needs of the people is the true meaning of urban development, and discusses the needs of the residents to the urban environment.

In order to create an environment favorable for human development and preservation of the natural environment of the city by means of architecture and urban planning, the need for theoretical justifi cation of urban planning and urban development practices, taking into account the new requirements for the mechanisms of formation of the urban environment. Based on the fundamental principles of the concept of biosphere compatibility, an algorithm for assessing urban development was developed, criteria and indicators for assessing the quality of the urban environment were determined. Using the developed algorithm, the analysis of the feasibility of the principles of biosphere compatibility in urban development of the city of Orel. It is concluded that it is necessary to create an innovative system of employment and strategic planning for the development of urban areas on the principles of biosphere compatibility.

Modern research on the sustainability of the urban environment mainly focuses on environmental factors like water, air, energy and transport, while urban identity rarely attracts attention. The concept of sustainability, which includes the identity of the urban environment, combines a wide range of factors, including urban planning and architectural objects, natural, geographical, cultural products and social norms. With modern architectural and urban development and globalization, cities are increasingly facing the problem of losing their original identity. In the context of the concept of the identity of the urban environment considered in this study, the role of urban planning objects, architecture and culture in the formation and maintenance of the unique identity of the city of Astrakhan and the need for considerable attention to the resource of identity for the development of the city and the region is stressed.

This paper discusses the urban development history of Samara and the nuances of how its urban pattern was formed. The paper highlights the key milestones in the history of the city’s development, addresses how the unplanned and planned cities were structured, and considers the city’s main historic squares. It also analyzes the part the city squares play in modern Samara. The definition of the term architectural landmark provides the basis for several primary classifications of architectural landmarks, identifying the historic landmarks of Samara. Also considered is the part that the primary architectural landmarks played in forming the historical and modern urban environment as well as how that part changed as the city grew and developed. The paper also addresses the effect that later development has had on the historic landmarks. Keywords: city, urban development, architectural landmarks, city structure, planned city.

The article is devoted to the issues of planning and development of urban environment in the Arctic region of the Russian Federation, the city of Murmansk located beyond the Arctic Circle is investigated as an example. The article provides a description of the natural and climatic conditions, characteristic of the latitude of the city, it also gives a detailed analysis of the site development and the microclimate it formed, impacting greatly on the distribution of pollutants in the city’s outside air and, consequently, on the comfortable conditions for the northerners living. The conclusions are based on the surveys of more than 200 industrial facilities located on the territory of Murmansk and the city’s transport as well. The analysis of their combined impact on the outside atmosphere of the city was conducted by the specialists of JSC Research Institute ”Atmosphere” applying the system of summary calculation.

The tendency to transform the old industrial areas began in 1950-1960 last century in Europe and America. By the end of the twentieth century with the development of the world economy, the time has come when the transformation of industrial infrastructure is becoming a comprehensive phenomenon. Currently, in the economies of developed countries, forms of transformation such as global mergers, takeovers, re-equipment and re-functioning are being intensively implemented. Based on the analysis of positive foreign experience, the main directions of humanization of the urban environment are considered through the transformation of industrial facilities. The transformation of industrial facilities and their territories with a change in functionality becomes the main direction of humanization of the urban environment in the XXI century. Numerous architectural and compositional techniques are allowed to adapt any industrial facility in the dynamic infrastructure of the city.

The article examines the main stages of the historical and urban development of the city of Algiers, particularly its growth and urban changes during the period from 1830 to 1962. Starting from the early 1830-s., Algiers became the scene of major construction activities carried out in accordance with the French idea of the development of the city which was to become the capital of the French colony.There were two directions of development, namely, construction on the territory of the «White City» (Kasbah) and construction outside the Ottoman fortifications, on free land areas. Construction activities on the territory of the old city led to irreparable losses of the urban environment. During this period, the historical part of Algiers underwent profound social, economic, cultural and spatial changes. The new districts were built in accordance with the style trends existing in this period in Europe.

Kirovsk town, located near Hibiny Mountain in the Murmansk region, is known as the industrial center as well as the favorable area for tourism industry development. On the example of Kirovsk town we examined the problem of functional urban zoning of the territory with intensive tourism and recreational development. Based on anintegrated assessment of the territory, analysis of space images and the general scheme of the city development we created the map of functional planning of Kirovsk town and territories of its jurisdiction. The content of existing and projected planning zoneswas disclosed and detailed. In total 10 categories of urban landuse are identified: residential, public, tourist and recreational, sport, industrial, agricultural lands, parks and forest plantations, etc. Current spatial-functional conflicts between the zones used for public utilities, industrial facilities and the zones of potential tourism and recreational (mountain skiing) development are defined as well as the recommendations for its mitigations are proposed. The ecological risks of urban development are analyzed,and the list of environment protection actions is proposed for the functional zones of Kirovsk town. The territories were ranked by favorable and relatively favorable zones of tourist-recreational and sports-recreational developmenttaking into account the identified natural and natural-anthropogenic processes. The conclusion of necessity to adjust the territorial city structure to its new role of tourism, recreational and ski center is made. The general factors, which should be considered in process of urban development, are identified. They include the comprehensive design of city environment considering the greening, the recultivation of industrial plots, located close to tourism and recreational, public zones of the city center, and the features of urban landscape and revealed risks of natural and natural-anthropogenic processes.
