The purpose of the study is to summarize the current state of the art in the economic and legal aspects of ensuring the functioning of critical infrastructure in the housing sector of the national economy and to substantiate proposals for its improvement. The study used general and special research methods: synergistic approach, trend statistical analysis method, economic-mathematical modelling using Statgraphics XV&I Centurion program, logical method and generalization method. The main results of the study include. It has been concluded that housing and public utilities infrastructure is the largest consumer of resources in the world economy, so its operation and development require further research. The authors have defined the tendencies for increasing the volumes of construction works on the territory of Ukraine for the period of 2016-2020 and slow rate for increasing the construction of housing stock. With the help of economic and mathematical modeling, the authors have obtained results of the forecast of the volume of commissioning of the total area of residential buildings in Ukraine. Based on the analysis of the dynamics of emergencies in residential buildings or constructions in Ukraine for the period of 2015-2020, the authors have made a conclusion on the need to implement measures on preventing emergencies. Critical infrastructure facilities within the residential sector of the national economy include both enterprises in the field of water supply, sewerage, production, transportation and marketing of heat and electricity, gas distribution and transportation and water heating and gas supply networks in residential buildings, as well as elevators and networks that provide communication.

Introduction. The transformation of the economic space of the regions based on digitalization and the use of intelligent technologies in the housing sector gives rise to aesthetic technical problems. When implementing spontaneous investment projects to improve the energy efficiency of the old housing stock of cities, including historical and cultural monuments, as well as buildings that form historical buildings, technical and aesthetic consequences arise. The aim of the article is to study the implemented investment projects to improve the energy efficiency of residential buildings on the adjacent territory of the border of the historical settlement of regional significance in the city of Kazan. Materials and methods. Full-scale inspection, photographic recording of the results of implemented investment projects to improve the energy efficiency of multi-apartment residential buildings of the housing stock on the adjacent territory of the border of the historical settlement of the city of Kazan. Results. As a result, a classification was drawn up of the types of interventions of the operating company, which significantly change the historical facades, change the single architectural and historical appearance of the street ensemble and generate negative externalities. Taking into account the prospects for growth in demand in the market for improving the energy efficiency of buildings of old housing stock, in order to maximize public welfare, it is proposed to consider the mechanism of state intervention to protect the architectural and historical environment of the city as a patronized good on the basis of state policy to create favorable conditions for the introduction of innovations in the housing sector in the form of institute of public guardianship. Conclusions. The institute of public guardianship will allow to preserve the artistic architectural ensembles of the city throughout the life cycle, to fight against parasitic architecture, to obtain an economic effect: to ensure low energy consumption in residential buildings of the old housing stock of cities, an increase in the value of real estate and the profitability of investment projects for the restoration, reconstruction and reconstruction of buildings in the historical part cities.

Multi-storey residential development is rapidly developing in Russian cities, both point-by-point, through the consolidation of existing buildings, and through the organization of new residential neighborhoods due to the integrated development of territories. Complex development of the territory involves the construction of not only residential buildings, but also objects of social and engineering infrastructure: kindergartens, schools, shops, sports facilities, parking lots, landscaping of yard spaces with the use of landscape architecture objects. At the same time, the architectural appearance of the development area is being worked out, and a favorable ecological and aesthetically attractive urban environment is being created [1]. However, the presence of old dilapidated buildings causes a number of problems that require a comprehensive analysis, covering the economic, social, regulatory and legal aspects to solve them. The article deals with the problems of placing social infrastructure objects in different types of urban development. It is proposed to use the territory with a dilapidated housing stock for the development of social infrastructure. Its expediency is justified.

The article examines the theoretical and legal aspects of waste management, describes the state of the waste management sector in Russia and the problems associated with it. On the basis of cluster analysis, regional differentiation in the considered sphere is determined. The efficiency of waste management in terms of current costs and investments in fixed assets, aimed at preventing the harmful effects of waste, for the national economy and at the level of the regions of Russia is assessed. The directions of improving of waste management sphere in Russia are formulated.

Background: Completeness of documentation as a legal aspect and proof a nursing activity. Nothing documentation means nothing activity.Objective: The Purpose of research to identify the legal aspect and completeness of nursing documentation after applying electronic nursing documentation. Methods: Report study approach and using pre and post-test with the control group. Thirty Four documentation collected using consecutive sampling on one-week observation before and after using electronic nursing information. The research compared the legal aspect and completeness of data conducted before and after the implementation of the new system.Results: The study showed improvement of the legal aspects increased by 50% (4,40 to 8,00) and completeness documentation by 10.39%  (43,00 to 49,00) after used of a system.   Conclusion: Nursing Electronic Documentation improved legal aspect, completeness nursing and enhance the quality of nursing care. Recommendation: Electronic nursing documentation can be done to support and increase the quality of nursing.

Purpose. The aim of the work is to analyze in the constitutional and legal aspects public associations as a constitutional institution of public nature, to determine its role and importance in the system of human rights enforcement in Ukraine, to clarify the peculiarities of formation and effective activities of this institution. Methodology. The methodology includes a comprehensive analysis and generalization of available scientific and theoretical material and the formulation of relevant conclusions and recommendations. The following methods of scientific reseach have been implemented: terminological, logical-semantic, functional, system-structural, logical-normative. Results. The study states that the driving force of a democratic, legal process is the growth of an active civil position, which is the basis for the formation of public associations, which are a basic component of civil society. The institute of public associations is an important component of the system of constitutional law of Ukraine. Involving citizens in political decision-making is one of the main principles of direct democracy. The focus is on improving the legal framework of the institute of public associations. Scientific novelty. The study has revealed that public associations, as institutions, should be an integral part of civil society in the formation of democracy; to introduce constitutional and legal mechanisms of interaction with the institution of public associations and to identify their real practical effectiveness for ensuring human rights and needs in society. Practical significance. The results of the study can be used in law-making and law enforcement activities during the functioning of the institution of public associations in the system of human rights.

Cooperation between the Council of Europe and the European Union is of great interest to Ukraine, which defines the entry into the European legal field as one of the main vectors of its development. The study is devoted to the study of the peculiarities of the impact of cooperation between the Council of Europe and the European Union on the development of modern international law. The authors studied the formation and development of collaboration between the Council of Europe and the EU; emphasized the legal aspects of cooperation between the European Council and the EU in the EU enlargement process; analyzed in detail the types of international agreements through the legal aspect and clarified the impact of cooperation between the Council of Europe and the EU on the development of modern international law and describe the forms of international legal cooperation between the Council of Europe and the EU.

The article discusses the features of the regulation of the housing and communal services market. It was noted that the housing sector is one of the key and plays a key role in human life. Utilities are highly dependent on a person’s well-being and health. The article presents an analysis of the growth in prices for utilities and housing, taking into account the available statistics. Also, in connection with the growth of paid services, including the cost of housing and communal services in the Sughd region of the Republic of Tajikistan, an analysis of wages and other economic indicators was carried out. In the article, the author explains the development of the industry with proposals for the reform of housing and communal services, the implementation of tariffs, the creation of management groups near residential buildings.

Purpose The purpose of this paper is to analyze energy performance of the multi-storey buildings built in the city of Tlemcen between 1872 and 2016. Design/methodology/approach A diagnosis based on a bottom-up methodology, using statistical techniques and engineering, has been developed and applied. To do this, demand condition analysis was conducted using a data collection survey on a sample of 100 case studies. Physical characteristics of the buildings have been determined through the archetype by period. This serves to define the strengths and weaknesses of buildings as energy consumers. Findings The obtained results showed that dwellings built between 1872 and 1920 offer better energy performance with a consumption index close to 130kWh/m2/year and this compared to the five periods considered. For dwellings built between 1974 and 1989, energy consumption is higher with an index approaching 300kWh/m2/year, thus qualifying the buildings of this period as energy intensive. Originality/value A database is established to collect physical information on the existing housing stock and thus allow their classification vis-à-vis of the energy label. This study is part of a research project aimed at evaluating and determining optimal measures for energy rehabilitation of multi-family buildings in Tlemcen. Thermal rehabilitation solutions are proposed using thermal simulations, in the following studies, to improve thermal performance of existing buildings. This study constitutes the first step of a roadmap applicable to other cities constituting climatic zones in Algeria. This helps to enrich the Algerian thermal regulation in thermal rehabilitation of existing residential buildings and conception of new ones, in urban areas with a similar climate.

This paper presents a gridd study of Mini Hydro Power Generation (MHPP) of Palangai Hulu, 2 x 4.9 MW. It is owned by PT. Dempo Sumber Energi (DSE) located at Palangai of South Pesisir Regency. The objective is to fulfill the legal aspects, technical aspects and economic aspects to develop of MHPP. The legal aspect is one of the requirements that must be fulfilled prior to the signing of Power Purchase Agreement (PPA) between DSE and State Electricity Company that called PLN. Technical aspect is to analyze the operational impact of the distribution system after MHPP connecting to the PLN distribution system, while the economic aspect is to analyze how much result energy of MHPP can be absorbed by PLN. Uultimately, it is described the financial feasibility of MHPP. The result is, legal aspect of development of MHPP of Palangai Hulu feasible to be continued to next process to sign contract of PPA. Technically, there is no negative impact of operating the PLN distribution system after the MHPP is connected to the PLN Rayon Balai Selasa system that analyzes using ETAP. Point of Connection (POC) as the selling point of electrical energy by DSE to the most economical PLN is on substation circuit of Balai Selasa. The energy production of MHPP Palangai Hulu can be absorbed 96.4% starting in 2018. The cost of POC is Rp. 11,577,000,000.
