The appeal to the category of «human capital», its conceptual development becomes particularly topical in the late 20th century. The conditions and requirements of the digital economy, which are actively stated by society, significantly increase the requirements for training graduates of educational institutions at all levels. Special attention is paid to the system of higher professional education. Intensive development of a person’s productive abilities and subsequent formation of its readiness (within the limits of competences) is possible only with significant investment in specific (primarily educational) processes of activity. Thus, investments in education, upbringing, and the formation of a healthy physical body are included in the first phase of creating human capital. The article discusses some aspects of the formation of human capital in the learning process. Human capital as an integral procedural component of the educational process is characterised by the level of intellectual and spiritual development, innovative abilities of students. In the context of higher education, the most clearly considered elements are manifested through a network of innovation parks. What we describe in the article, is the pedagogic innovation Park functioning at Petrozavodsk State University in its activities is subject to the tasks of increasing the availability and quality of education at all levels that meet the requirements of advanced innovative development of the regional economy. The success of innopark’s practical activities is shown in the creation and testing of a large number of methods in the work of the University, which include blocks and elements of forming the human capital of each student.

Purpose. The paper describes the experience of implementing a brand new interactive education platform at Novosibirsk State University (NSU). The purpose of the platform is to effectively use all potential communication channels between the object and the subject of knowledge in the system of higher professional education. The modular exposition and education project “Archaeology of Eurasia” developed by the education and research centre “New Archaeology” includes material sources and several digital stands designed following modern trends in education, latest information technologies and many years of experience in teaching archaeology at NSU. Results. The platform is based on primary principles of contemporary teaching approaches, such as brevity, imagery, diversity of sources, interactivity. Its active use in the educational process at the NSU Institute for the Humanities (IH) has shown to improve the quality of teaching and the level of learning skills. The project applies interdisciplinary methodology, which includes the best achievements in the field of educational and information technologies and archaeological science. Conclusion. For the NSU IH this project is a new experience to transfer from the usual classroom to a fundamentally different learning environment which provides an endless variety of opportunities for teaching and learning. Combination of the virtual exposition and real exhibits provides the opportunity to find the optimal algorithm of the interaction between the visitor and the expositional and educational space.

It is noted that in higher professional education there is a global trend of the growing number of students combining the process of studying at the University with employment in the workplace in order to form a basis for their future professional and specialized career. Modern researches of the existing educational standards reveal the fact that there are practically no models meeting the needs of a new perspective on the organization of professionally-oriented training. It is suggested that the topological description on the basis of the graph theory, namely the cognitive model which has already been tested in the study of such problems in education should be used as a theoretical and methodological basis of the study. The cognitive model allows to involve the available model descriptions of educational processes, namely, structural-dynamic descriptions interpreted in this case as logical-semantic and causal. A multi-circuit cognitive model of professionally-oriented education based on the integration of competencies is proposed. The authors propose a multi-circuit cognitive model of professionally-oriented education based on the integration of competencies. The Central place in the model is given to the target chain of factors: Integration of competences → Professional competences → Educational and production process. This model helps transmit and synchronize signals across all model contours, continuously initialize the target model functioning, and analyze the achieved level of professional competencies in the integration process. It is on this axis that all four contours of the model are strung, which eliminates the loss of the target determination of the structure. The model implements the principle of professional orientation of education. Thus it is possible to balance the advantages of the educational competences received as a result of educational process, as well as the peculiarities of the production competences generated in manufacturing by means of their integration. Professional competencies in the model do not dominate, but rather are the result of continuous integration of both educational and industrial competencies.

This article examines online educational products developed by museums both independently and in cooperation with educational institutions. The analysis revealed a pool of museum online products, including mass open online courses (MOOCs), specialized professional online courses (SPOCs), educational games, mobile apps, and podcasts. The authors identify advantages and features of each type of the museum online products (MOPs) and determine the prospects for their inclusion in the educational process.The study aims to reveal the activity of different kinds of museums and museum communities in the development and implementation of educational online products both in their own educational activities, carried out by an increasing number of museums, and in the process of formal and non-formal education in cooperation with universities, schools, and further education institutions that implement it. The study discovered that museums develop both MOOCs that are traditional for the system of higher professional education, and educational online products, such as educational games, podcasts, and mobile applications with educational content, that are not widely used at present, but are promising for formal and, especially, non-formal education. An important result of the study was the conclusion about the common practice of cooperation between museums and universities in the joint development of online products, as well as about the feasibility of deploying such work with institutions of secondary general and vocational education.The authors’ analysis of the system of museum educational online products allowed us to conclude that new players — museums — have appeared in the online education market in the role of organizations that create and use various online resources in their activities, including those that can be used in the field of education.

The article deals with the problem of improving the quality of professional training of cadets of military educational institutions of higher professional education of the National Guard troops of the Russian Federation (hereinafter referred to as military universities of the VNG RF), the solution of which determines the level of security of the Russian Federation. In connection with the changes that have occurred in the educational process on the basis of the requirements of the Federal State Educational Standard of Higher Education 3 ++, as well as in the structure of the troops, the need to revise the content of military education, as well as the choice of more effective methods for its implementation, has been identified. After analyzing the current state of affairs, the possibilities of frame methods were studied, the main advantage of which is the intensification of the educational process through the structuring of educational information. The authors have developed frame schemes, the effectiveness of which has been tested experimentally. All this made it possible for the teacher to devote more time to explaining the educational material of a lesson, eliminating the excessive amount of information, and for the cadets - to study the subject in more detail, to comprehend the information received, and then apply these methods in their future professional activities when training the personnel of their unit in the army.

This article highlights current issues of the organization of distance learning and its role in the educational policy of the Republic of Uzbekistan. The role of this form of education as a factor in improving the quality of education in higher education is considered. One of the factors for improving the quality of education in the system of higher professional education is the widespread adoption of modern information technologies, including multimedia and virtual. Modern information technologies in combination with pedagogical technologies can significantly increase the effectiveness of the educational process; to achieve a solution to the main problem: the development of cognitive skills of students, critical and creative thinking, the ability to independently construct their knowledge, navigate in the information space.

The following paper discusses the actual task of modern technical specialist training: getting him/her ready to communicate professionally in a foreign language. Practice requests are naturally reflected in the development of curricula and programs of higher professional education. The author demonstrates the urgency of the task in connection with the constantly changing foreign language professional communication, especially computer-mediated part of it. The author identifies two main approaches to the organization of studies at the university: changing the structure, content, methods of the course Foreign Language and the development of new courses of the curriculum. Within the framework of the second approach, the process of designing an educational and methodical complex for a professional communication course on the basis of a process approach is considered in some detail. The paper emphasizes the importance of using professional skills of prospective specialists to increase the effectiveness of the educational process, in particular, the development of copyright audio and video materials. The workshop for audio engineers, developed by the author of the paper, is successfully used in the educational process of Samara State Institute of Culture.

The article considers issues related to the formation of scientific and research competence in students of nonlinguistic universities by means of a foreign language. Using a foreign language as a tool for obtaining information of a scientific or professional nature is particularly relevant in the current labour market. The distinctive feature of the new federal standard of higher professional education is its focus not only on the accumulation of knowledge, but also on the formation of the ability to apply knowledge in practice, on the development of certain competences. Therefore, it is necessary to switch from the content to the effectiveness of the educational process. Scientific research work is becoming an important part of a student ‘s professional training. This is one of the key factors of development and active formation of the qualities essential for a would be railway specialist. Creation of knowledge-intensive industries in the field of railway transport changes the requirements to the skills of university graduates. Skills in selecting and analyzing of information, applying it creatively, identifying problems and making management decisions are in demand. Project technology is offered as a tool for forming the research competence among students of railway specialties. The feasibility of this method as an effective way of organizing research activities of students of railway and economic specialties is justified.

The educational program «Management in Tourism and Hospitality» implemented at the Federal State-Funded Educational Institution of Higher Professional Education «Russian State University of Tourism and Service» is constructed in such a way that the primary emphasis is placed upon the management processes in the organizations. That said, a number of the competences containing the requirements as to the training for professional activities in the bodies of state and municipal administration (in particular, in tourist administrations) may be insufficiently mastered by the graduates. For example, the competences related to the organization and regulation of service activities. As far as is known, in the current context the service component in a tourist product is the important factor affecting its competitiveness. The introduction of discipline «Service Quality and Design» into the curriculum will allow to change to some extent the current situation. This discipline will help students to acquire expertise, knowledge and skills regarding the existing concepts of service activities; the methods of service activities organization in tourism and hospitality; the service management and its role in the improving competitiveness of a tourist product, tourism organization and tourist destination as a whole.

The paper presents arguments in support of competency-building approach as a methodic determinant of modern-level education in the light of globalization process; justifies, that competence should be considered as innovation standard in the Third Generation Federal State Educational Standard of Higher Professional Education. Also presented is a set of competencies stipulated by the FSES for the training direction 040400.62 �Social Work� (with the degree (qualification) of Bachelor). The author reveals her own views on how to draw out an exemplary map of proper blend composition of competencies for a Bachelor-degree social worker with further integrating this map in the educational process, as one of the ways to implement competencybuilding approach. Challenge areas in developing and assessing competencies and benchmarks for eradicating these shortcomings are suggested with respect to implementing Third-generation FSES of Higher Professional Education.

Further vocational education is one of the priorities of Ministry of Education and Science of the Russian Federation. Nowadays professional retraining is of special interest for those who wish to get further vocational education. The article examines the relevance of the Translator in the Field of Professional Communication programme in the context of further vocational education at the present stage in a classical university setting. The authors describe the experience of implementing the above-mentioned programme at Nizhnevartovsk State University. The programme provides an opportunity for getting additional qualifications that allow for a combination of professional knowledge and translation competences in the area of professional interest. The authors emphasize the importance of the programme aimed at the university self-presentation at the regional level. The programme is designed for students with higher professional education and university students of non-linguistic specialties. The article sets out the legal basis on which the programme was developed, presents the main provisions of the program, the content and form of, the technology and teaching methods used, as well as the planned results of the programme. The article stresses that in accordance with the objectives of the programme and FSES 3++, students should develop universal, general professional and vocational competencies, which allow graduates to implement a new type of professional activity in the field of translation. The factors conditioned viability and demand for this professional retraining programme are pointed out. In conclusion the authors underline the students realization of a foreign language command pragmatic value while pursuing the programme.
