This Research is about evaluation of the National Program for Community Empowerment of Marine and Fishery, in the matter of society business of salt empowerment in Prambangan Village, Kebomas District, Gresik Country. The purpose of study is to answer the problem of the study. And the research focus on: compile of detail planning for society business of salt empowerment at the Village Level, Distribution of community grants, increase of institutional capacity and Human Resources of Salt Farmers and Facilitation of partnership in society business of salt. This research use qualitative and descriptive methods. In collecting the data, researchers use the approach of observation, interviews, and focus discussion group. The techniques to analyze data is undertook qualitatively through steps of data reduction, data presentation and conclusion. Analysis was done by focusing on the findings of the data that has been gathered and the relevant information from the list of literature (secondary data). This research uses the evaluation and policy theory by FrankThomas J.Cook P.Schioli, Jr. and institutional theory. The results of this study find that the implementation of the National Program for independent society of empowerment of marine and fishery on society business of salt empowerment, which include: arrangement of detail planning of society business of salt empowerment in the Village Level, Distribution of community grants (CG), increase of institutional capacity and Human Resources (HR) of Salt Farmers provide yet an impacts expected and Facilitation of partnership in society business of salt do not provide yet an impact expected.Keywords: Evaluation, NPCEMF, CG SBSE

Indonesia's Islamic finance sector (Halal Finance) is experiencing rapid growth. In a pandemic situation, Islamic banking grows consistently. It recorded that in 2020, Islamic banking grew by 9.22%. Based on the Islamic Finance Development Index issued by the Islamic Corporation for the Development of the Private Sector (ICD), Indonesia's Islamic finance industry managed to climb to rank two after previously occupying the 4th position. The productive age of the population also has considerable potential to increase the number of Islamic bank customers in Indonesia. This is also becoming more potential because based on data from the Central Statistics Agency in 2019 Indonesia has 83,820 villages. However, on the other hand, based on a survey from the Financial Services Authority (OJK) in 2019, the Islamic financial literacy index of the Indonesian people only reached 8.93%. Based on the potential and existing problems, this study aims to develop a concept of public interest in using Islamic bank products through the Bank Syariah Kita Bersama (Basytama) program which is part of a community empowerment strategy and builds superior human resources through the development of community-based Islamic financial ecosystem institutional aspects. village. This research is based on descriptive qualitative analysis. This is supported by the use of primary and secondary data, in primary data collection we use distributing questionnaires to people and conducting interviews by telephone or virtual conference based on in-depth interviews. contact. In addition, to help support research to obtain more comprehensive and extensive data, we also use secondary data through library research, using various trusted and credible reference sources. The conceptual model of Basytama focuses on aspects of Islamic banking, empowerment, and education in rural communities. We base this concept on Basytama programs such as collecting and distributing funds, collaborating with stakeholders at the village level, opening assistance programs, and researching village potentials through the Basytama Institute so that it is hoped that an increase in the competence and standard of living of the community will be achieved accompanied by an increase in the quality of life. <p>The success of the development of a nation is determined by the Human Development Index (HDI). International scale parameter indicates the level of development of human resources emphasizes on three areas: education, health, and income per capita. The various dimensions of community development was a collective responsibility to make it happen. One way to do is through the proselytizing activities of community empowerment. This is as done in the village of Pemalang district, Danasari that has HDI levels is low compared than other villages. Community development in this village was done by taking three primary focus , they are the field of economics, health, and education and religion.</p><p align="center"><strong>***</strong></p>Keberhasilan pembangunan suatu bangsa ditentukan oleh Human Develop-ment Indeks (HDI). Parameter berskala internsional ini menunjukkan tingkat pengembangan sumber daya manusia yang menitiberatkan pada tiga bidang yaitu pendidikan, kesehatan, dan pendapatan perkapita. Pengembangan masyarakat yang berbagai dimensi tadi merupakan tanggung jawab bersama untuk mewujudkannya. Salah satu cara yang dapat dilakukan adalah melalui kegiatan dakwah pemberdayaan masyarakat. Hal ini sebagaimana dilakukan di Desa Danasari Kabupaten Pemalang yang memiliki tingkat HDI yang rendah dibandingkan desa lainnya. Pemberdayaan masyarakat di desa ini dilakukan dengan mengambil tiga fokus utama yaitu bidang ekonomi, bidang kesehatan, dan pendidikan dan keagamaan. Potensi yang ada perlu diberdayakan secara bersama dengan tujuan pencapaian perbaikan kehidupan masyarakat desa Danasari.

This study aims to explore village authority in village financial management to realize village governance in accordance with the principles of Good Governance. One of the financing for the Village Government program is the Village Fund Budget (ADD). The research method used is descriptive analysis to get a clear picture by examining secondary data. Secondary data is obtained through literature studies from primary legal materials and secondary legal materials related to regional autonomy in villages in the management of Village Government, particularly with regard to the performance of Village-Owned Enterprises based on Law Number 6 of 2014 concerning Villages. The data obtained from this study were analyzed juridically normative with a statutory approach. The results showed the accountability of the village head in managing village finances. In exercising the power of village financial management, the village head authorizes part of his power to the Village apparatus. (2) The village head as the holder of the village financial management power as referred to in paragraph (1), has the authority to: a. establish policies regarding the implementation of APBDesa; b. determine PTPKD; c. determine the officer who collects village revenue; d. approve expenditures for activities stipulated in APBDesa; and e. take actions that result in spending at the expense of the Village Budget. The factors that become obstacles in Talagasari, namely the lack of information and lack of direction in the distribution of ADD, so that it contributes low to community empowerment.

Program nasional pemberdayaan masyarakat mandiri kelautan dan perikanan pada sektor perikanan diwujudkan dalam bentuk pengembangan usaha mina pedesaan. Program penanggulangan kemiskinan melalui pemberdayaan masyarakat kelautan dan perikanan seringkali tidak tepat sasaran dan tidak memperhitungkan keberlanjutan program sehingga kemiskinan tidak berkurang bahkan semakin bertambah. Pengembangan Usaha Mina Perdesaan (PUMP) merupakan salah satu program Kementerian Kelautan dan Perikanan (KKP) ditujukan untuk menanggulangi kasus kemiskinan pada kelompok masyarakat tertentu. Tujuan penelitian ini adalah untuk menganalisis pelaksanaan Pengembangan Usaha Mina Perdesaan (PUMP) pada kelompok masyarakat pengolah dan pemasar hasil perikanan di Kota Banda Aceh, mengetahui respon masyarakat terhadap Pengembangan Usaha Mina Perdesaan Pengolahan dan Pemasaran Hasil Perikanan (PUMP P2HP), dan mengidentifikasi faktor-faktor yang mempengaruhi pelaksanaan program tersebut. Penelitian ini menggunakan pendekatan kualitatif dan pengumpulan data dilakukan melalui wawancara, observasi dan desk study. Pengambilan sampel ditentukan secara purposive dengan responden anggota kelompok pengolah dan pemasar hasil perikanan (POKLAHSAR) penerima program. Metode analisis data dilakukan secara deskriptif. Hasil penelitian menunjukkan bahwa pelaksanaan PUMP P2HP di setiap tahapannya secara normatif memang telah terlaksana dan terdapat kesesuaian antara ketentuan pedoman program dengan pelaksanaannya di masyarakat. Namun demikian, dalam hal pelaksanaannya sebagai sebuah program pemberdayaan, secara substansi masih jauh dari tujuan yang diharapkan. Hal ini didukung dengan analisis mengenai respon masyarakat terhadap pelaksanaan program, baik itu mengenai keberlanjutan program, keterlibatan dalam program, manfaat program, dan konflik selama pelaksanaan program. Faktor-faktor dominan yang dapat menghambat pelaksanaan program ini secara keseluruhan perlu dilakukan perubahan dan perbaikan. Faktor yang menjadi penghambat dan penunjang keberhasilan program yaitu kesesuaian lokasi, pemberian peralatan yang menunjang produksi, dan ketepatan calon penerima bantuan. Rekomendasi kebijakan untuk perbaikan pelaksanaan program bantuan langsung tunai (BLT) di masa depan yaitu (1) Penyederhanaan dalam prosedural kegiatan program, (2) Ketepatan pemilihan calon penerima, (3) Pelatihan dan pendampingan kepada para calon penerima maupun penerima bantuan, dan (4) Evaluasi terhadap program bantuan untuk pengembangan usaha dan kemandirian penerima bantuan secara berkelanjutan. (Implementation of The National Program for Marine and Fisheries Community Empowerment in The Fisheries Processing Business : A Case Study in Banda Aceh City)Fish business development in the village level is considered as the natural program for marine and fisheries community empowerment. Poverty reduction programs through marine and fisheries community empowerment are does not effective and take into account the sustainability of the program so that poverty can not be reduced even increasing. National program of marine and fisheries in the fish processing business are considered one of the MMAF program intended to eliminate poverty in a certain society. The aims of this study was to analyze implementation of PUMP P2HP, particularly in Banda Aceh City, identify the public response to the PUMP P2HP, and identify factors that affect the implementation of the program. This research used a qualitative approach and data collection through interview, observation and desk study. Sample was determined using purposive sampling with respondents “kelompok pengolah dan pemasar” (POKLAHSAR) members participating in the program. The method of data analysis was carried out descriptively. Results show that the implementation of PUMP P2HP in each stage have indeed been implemented as in the guidelines on the implementation of programs in the community. However, in terms of its implementation as a policy of empowerment, it is still far from the expected goals. This is supported by an analysis of the public response to the implementation of the program, in relation to the sustainability of program, the participation in program, the benefits of program, and conflict occurred during implementation of the program. The dominant factors that can support and prevent the implementation of the program as a whole, that the implementation procedures should be be changed and improved. Inhibitory and supporting factor for success of the program were namely the suitability of the location, provision of equipment to support the production, and the accuracy of the prospective beneficiaries. Policy recommendations to improve implementation of the programs of direct cash assistance (BLT) in the future were identified as follows: (1) simplification of the program process, (2) accuracy in selecting candidates (3) training and assistance to the recipients and beneficiaries, and (4) evaluation of the programs for business development and self-reliance of beneficiaries sustainable manner.

The village government has an substantial responsibility in managing human resources to produce regional economic benefits. This research aims to identify the stakeholder collaboration to support accountability in village fund management and rural development.  This study used an interactive approach with data collection methods such as structured interviews, documentation, and observation. The object of the study is village officials in Pranggang Village, Plosoklaten District, Kediri Regency, East Java Province. The results of the study showed that the village government has not optimally carried out its role in involving more stakeholders.  Collaborative stakeholders in managing village funds involved village government officials, activity management team and community.   They play a positive role in bringing about village accountability in managing village funds. An increased community participation contribute to program evaluation activities and effectiveness in the village financial management. The accountability of the village funds utilization has met the Home Affairs Ministerial Regulation number 113 of 2014. In addition, social accountability has been applied in various forms of effective interactions between the community and village government. Much efforts are required to improve the quality of human resources through more stakeholder engagement, training activity and  community empowerment.   JEL Classification: H72; H83; O20

Pemuteran has tourism potential and stunning natural beauty. Pemuteran village communities have not been involved in tourism activities resulting maximum untapped tourist potential to the maximum, limited opportunity society are involved in tourism development, and creativity in tourism in the village. This research is objective to maximize the role of the community in various aspects of tourism development. The development of tourism is expected to: (1) empowering local communities; (2) diversification of rural tourism products; (3) demonstration model to develop green tourism; (4) produce a tourism product of high quality and competitiveness; (5) the development of a more responsible and sustainable tourism. Data were collected through observation, interviews, questionnaires, literature studies, and technical documentation. Data were analyzed using qualitative descriptive analysis of IFAS, EFAS, and SWOT. The strategy resulted in the development of green tourism as an effort to increase community empowerment in economic activity in the village of Pemuteran is green tourism marketing strategy; Strategy creation and development of green tourism products; Strategy commitment and development of community-based tourism development in North Bali; The strategy for improving the quality of human resources through the mastery of information technology and entrepreneurship; Waste management strategy together and independently; Infrastructure development strategy based tourism green tourism; Strategy green tourism travel packages in Buleleng. Advice can be given is the importance of the commitment in the development of tourism development in North Bali-based green tourism; the need for management of solid waste management; the need for the identification and development of a tourist attraction; importance of improving the quality of human resources that are highly competitive; the importance of increasing public participation in the planning, implementation and monitoring of tourism development in the region.

The village as the lowest government organizational structure becomes the frontline of services that directly come into contact with the community, therefore the ability and capacity of the village government apparatus plays a very important role. In order to create good village governance, the village government needs to be supported by proper village administration. The method used is in the form of training on village administration management. So that with this training, it is expected that government administration and financial governance, especially in increasing the capacity of human resources of village apparatus in realizing orderly village administration which functions as a source of data and information on village government administration, implementation of development, coaching, community, and community empowerment.

The village government is at the forefront of implementing public services to ensure the welfare of the community, which is a determining factor for the success of government programs. Increasing the capacity of village officials is an action to create a prosperous society. The village government must make efforts to increase the capacity of its village apparatus considering that the quality of human resources in various villages is generally still low. Therefore, the purpose of this study is to describe the development of the capacity of the apparatus in the dimension of developing the capacity of the human resources of the apparatus. Data collection in this qualitative research was carried out through participant observation, in-depth interviews, and documentation. The informants in this study were the Village Head and the Secretary of Kenongo Village, Tulangan District, Sidoarjo Regency. The data that has been collected will then be analyzed using the interactive analysis model of Miles and Huberman. The results showed that the development of human resource apparatus capacity was carried out through technical guidance from the Village Community Empowerment Service (DPMD), the implementation of technical guidance had not been accompanied by enthusiasm from the Kenongo Village government apparatus. Apparatus capacity development in the IT field has also been carried out, but not accompanied by monitoring and evaluation stages, so that IT training only evaporates without soft skills for Kenongo Village Apparatus. The findings also show that the development of the human resource capacity of village heads also needs to be improved, especially in terms of the ability to communicate with village apparatus staff to create a conducive working climate in government administration. The obstacles in carrying out the development of the capacity of the Village apparatus human resources are the lack of enthusiasm of the village apparatus in following technical guidance, the disinterest / curiosity of the village apparatus in using IT, the existence of passive village officials in planning work programs, and the morale of the apparatus is decreasing, because the salary received is used up for pay bank installments.
