Human resources are the key element in any organization as they plan, coordinate, organize and harness all other resources towards the achievement of organizational goals. For any organization to increase its productivity level depends on the level of competence of its workforce. Hence, the need for training and retraining of workers to develop their abilities in order to function effectively and efficiently in the organization. Training is an indispensable tool for human and national development, hence a worthwhile investment for greater productivity in the organization. Training can be viewed as the acquisition of skills, knowledge and abilities to enable one function effectively in the performance of one’s job. The major types of training for workers are in-service training made up of on – the – job and off – the – job training. Training makes workers to be confident, enriches employee’s knowledge and increased performance skill, creates greater efficiency and effectiveness, increases productivity and leads to higher profitability. The major problems affecting the training of workers are inadequate finance and lack of constant training. Therefore, periodic training should be organized for workers to keep them abreast of technological changes in their work and adequate financial allocation should be devoted to training of workers in the organization.

The human resource of any organization or country is the most important and invaluable asset it has and thus, an essential tool in achieving organizational goals and national development. However, the success or failure in achieving the vision of any organization or nation-state depends solely on the quality of its leadership and how it is able to enhance the knowledge, skills and attitudes of her human resources. Aside the material resources in Nigeria, she is also endowed with human resources. Lack of adequate emphasis on human resource development as a tool for development on the part of government as well as business organizations and private bodies has brought about hardship among Nigerians especially the youth, and has thus led them to their engagement in unethical means for survival. It was against this backdrop that the study examines the investments made by successive government in Nigeria on human resource development. It discussed human resource development from the micro/organization level and macro/national level. As a secondary data based research, the study utilized evidences from the Human Development Index (HDI) report of selected years (2000-2014) and used system theory of Talcott Pearson as a guide for its discussion. It pinpoints the problems of leadership with regards to human resource development in Nigeria. The paper recommends that organization; government and private bodies should invest hugely on the human resources as this will result to the achievement of the mission and vision statement of any organization, and of course, leads to national deve

SMaking a responsive, favorable and efficient official system can be realized thorough training courses based on its current and future needs. The main aim of organizational trainings is facilitating organizations staff improvement in all aspects. On the other hand, what makes planning and administering organizational trainings legal, is their efficiency degrees. Since, the constant improvement of training system is a vital necessity in advancing organizational goals, this study tries to examine components affecting efficiency and effectiveness of in-service training in organizations. The results can be applied by authorities of short-term training courses of Tehran Municipality Organization. Outcomes of the present study revealed that some components like training need assessment and adjusting education system with organization strategies have key roles in improving efficiency and effectiveness of in-service training courses in organizations.

Tujuan dari kegiatan pengabdian kepada masyarakat ini adalah untuk memenuhi kewajiban dosen untuk melakukan tridharma perguruan tinggi. Tourism is very necessary to continue to be developed to improve the economy in Indonesia and increase the position of the country geographically, which is very strategic for tourism and the world economy. For this reason, the ability to communicate in English is absolutely necessary, in order to compete with workers from other countries, so that they can contribute to the improvement of the national economy. The ability to communicate in English is a strategic sector in the development of highly competitive human resources in the tourism industry sector and in the global economic community. By having good English communication skills, it will be easier to grab market share in the tourism industry sector and the economic sector. The tourism sector as one of the prime industrial development is developed in order to further increase the rate of national development. For this reason, it is necessary that the government continues to increase its resilience, policies, and increase the development of tourism with a view to further developing the community's economy and increasing the ability to speak English so that human resources are able to compete in various tourism industries so that the economy will increase.

Stunting in toddlers is one of the big problems that can threaten the development of the Quality of Human Resources, that can have an impact on national development. Quality human resources can be obtained by consuming adequate food, both in quantity, quality and balance. Associated with the problem of stunting food consumption in Aceh Province based on the Score Desirable Dietary Pattern as DDP is still less than DDP ideal is 70.0. This study aims to determine the association of food consumption and the Hope Food Pattern score with the prevalence of stunting in Aceh Province. This research is a descriptive analytic with the Cross-Sectional. Study design. The study used secondary data, National Census data analysis and Nutritional Status Monitoring 2016. The analysis used is a regression. The results showed that the average energy and protein consumption in households in Aceh Province was 2.276 kcal of energy and 65,21 grams of protein. The average energy and protein consumption are in the normal category of 105,8% (energy) and 114,0% (protein). The diversity of food consumption has not been varied enough based on the average score in Aceh Province is 77,8. Stunting is a public health problem with a mild problem category known from the average value of stunting prevalence of 26,3%. There was no relationship from AKE (p= 0,430), PPA (p= 0,274) and PPH score (p= 0,259) with stunting prevalence based on District / City in Aceh Province in 2016. The conclusion is There was no significant relationship between stunting and Energy Adequacy Rate (AKE), Protein Adequacy Rate (PPA), and Score DDP.Sumber daya manusia yang dapat berakibat pada pembangunan nasional. Terkait dengan masalah stunting konsumsi pangan di Provinsi Aceh berdasarkan Skor Pola Pangan Harapan (PPH) masih kurang dari ideal yaitu 70,0. Penelitian ini bertujuan untuk mengetahui keterkaitan konsumsi pangan dan skor Pola Pangan Harapan (PPH) dengan prevalensi stunting di Provinsi Aceh . Penelitian ini bersifat deskriptif analitik dengan desain Cross Secsional Study. Penelitian menggunakan data sekunder yaitu data konsumsi (Susenas) dan data stunting balita survei (PSG). Pengumpulan data dengan cara wawancara menggunakan kuesioner food list (data konsumsi pangan), sementara data status gizi dengan cara penimbangan berat badan pengukuran tinggi badan. Analisis  yang digunakan adalah  korelasi regresi. Hasil penelitian menunjukkan rata-rata konsumsi energi dan protein pada rumahtangga di Provinsi Aceh adalah sebesar 2.276 kkal energi dan 65.21 gram protein.  Rata-rata  konsumsi energi dan protein pada rumah tangga di Provinsi Aceh berada pada kategori normal 105,8% AKE dan 114,0% AKP. Keragaman pangan konsumsi pangan belum cukup beragam diketahui berdasarkan nilai rata-rata  skor PPH sebesar 77,8,  skor maksimum 92,5 dan skor minimum 64,2. Masalah stunting merupakah masalah kesehatan masyarakat dengan kategori masalah ringan diketahui dari nilai rata-rata prevalensi stunting sebesar 26,3%. Tidak terdapat hubungan AKE (P=0,430), AKP (p=0,274) dan skor PPH (p=0,259) dengan prevalensi stunting. Kesimpulan adalah tidak terdapat hubungan yang signifikan antara stunting dengan Angka kecukupan Energi (AKE), Angka Kecukupan Protein (AKP), dan Skor PPH.

This study investigated the perception of Physical Education (PE) teachers on barriers to implementation of PE pro[1]gramme in terms of the administration of PE programme, and the provision of non-human resources. A total of 248 PE[1]major teachers were surveyed using questionnaires which were mailed to schools. The sample consisted of almost 63% male teachers and the majority was under 40 years of age. A 12-item questionnaire was used to assess the administration of the PE programme, and the provision of non-human resources. Results showed that a majority of administrators did not assume PE important; they did not seek consensus in assigning teaching duty, did not discuss teaching and learning factors, and did not organize staff training programme (STP). Older teachers and teachers with 15 years of teaching ex[1]perience or more agreed that administrators discuss their teaching assignment, observe them, and organize STP. Respon[1]dents also perceived inadequacy of facilities, equipment, financial allocation, and reference books in the school PE pro[1]gramme. Male teachers, younger teachers and teachers with less teaching experience concurred the inadequacy of human resources. It is recommended that further research on solving PE human resource problems and PE administration be undertaken. Specifically, greater attention should be given to the needs of younger and junior PE teachers.

The continued development of the business world today requires companies to have an ‘edge’ to compete with other companies. Any characteristic of the company that gives them an opportunity for growth should be put to good use. The use of information technology should support its operating costs and even increase the efficiency and effectiveness of the company. However, the use of this information technology must be balanced with the readiness of existing resources to operate. Without the support of resources, especially human resources available, the use of this technology would be something that is useless. This thesis aims to assist PT. Grama Bazita in improving the efficiency of existing processes that will ultimately reduce the cost and time. The methodology used in the writing of this thesis is an analytical method which consists of a survey of running processes, analysis of the survey findings, and the identification of the needs of information technology as well as designing a new process which should prove more efficient than the prior business processes. From the analysis, it can be concluded that information technology is one of the factors driving reengineering, as well as the business needs to improve competitiveness.

The implementation of Good Amil Governance as one of important aspects in standard of international zakat management institution that stated in Zakat Core Principles requires an approach that is more than just amil competence and qualification aspect. Psychological aspect of amil in work also needs to be considered in order to obtain and maintain the best human resources. As a profession that is oriented towards social benefits, amil has different working rhythm and consequences from profit institutions. This research aims to measure the happiness of amil in the workplace and see the impact on amil productivity. The result show that amil is a satisfying job, the most blissful factor for amil is work motivation, while the most unhappy factor for amil is unclear career path and less promising. In addition, the happiness level of amil also has positive relationship to the work productivity level of amil. Therefore, psychology condition of amil should be considered in order to increase the performance of zakat institutions.


Nowadays, efficiency and effectiveness in government organizations are particularly most important. Whereas the performance of human resources is the most important factor in increasing and decreasing the efficiency and effectiveness of government agencies, government agencies and corporations are using tools to manage their workforce to increase their efficiency and effectiveness. But because of the features and complexities of government agencies, these tools do not produce the desired results and sometimes produce the opposite results. One of the most important reasons for the ineffectiveness of staff performance management practices is the type of contract between individuals and government agencies, which is mainly based on pay on the amount of effort regardless of the outcome. In this paper, given the opportunity provided by a government department to employee human resources based on pay results, The efficiency and effectiveness of the organization were compared with respect to two models of human resource use, salary payment on the basis of effort and consequence and outcome. And the tangible results of changing the approach of the government agency from the use of manpower based on copyright contracts to the outcome contracts. And the tangible results of changing the consider of the government agency from the use of manpower based on effort contracts to outcome contracts.
