The article describes the essence and content of academic culture as a significant component of national innovation security. The semantic and terminological analysis of the key concepts of the research like «national security», «human security», «human security of humanity», «human capital» were carried out. The concept of «innovative security» is described as a stable, effective provision of country’s innovations in the economy, creation of conditions for modernization of industries, development of priority areas of fundamental and applied scientific research, technical and technological developments that ensure the competitiveness of the country.It was proved that main features of academic culture are the culture of study at the university, ethical values, traditions, norms, rules for conducting scientific research; scientific linguistic culture, professional subculture of the scientific community; social, moral responsibility for the process and results of the research which is formed in the cultural and educational space of higher education institution. The cultural and educational space of the university is described as a component of the development of human capital and one of the factors of national innovation safety. It is noted that universities must clearly show the values of educational services, be centers of academic culture, act on the principles of academic freedom, public responsibility, respect for human dignity and support adherence to academic integrity in research activities. The formation of the researcher’s academic culture in the conditions of the university’s cultural and educational space is defined as a complex, multidimensional, phased process of qualitative changes in the psychological sphere of the individual, taking into account the main provisions of the theory of activity, intercultural communication; the ideas of a humanistic, acmeological paradigm; concept of continuous pedagogical education.

Unemployment in the Arab world carries certain characteristics that must be taken into account when developing the solutions available to them. The most important of these characteristics are: Unemployment is a youth phenomenon. Weak professional experience available to the unemployed. Lack of targeted planning for the labor market. The large gap between the outputs of higher education for youth and the requirements of the labor market. The most important recommendations aimed at enhancing the role of universities in Iraq are: 1 - the operation of labor graduates of technical and technical institutes in the industrial field in order to promote them and eliminate unemployment and increase the hard currency as an important category of Iraqi society, which contributes actively to the renaissance of the country. Linking the Ministry of Industry and Commerce with the Ministry of Higher Education and Scientific Research to be managed by the Minister of Education alone. The Ministry is keen on the funds of the Iraqi people and contributes to the development of the industrial and commercial sectors with the help of professors and university students. 3 - the need to match the needs of the market and education outputs to reduce unemployment, in addition to the vocational education has become an urgent need at this stage to keep pace with the needs of life in society away from the negative view of this education. 4 - Increasing the number of technical workshops and providing them with the means of material in order to provide the university student maximum desired learning. Enhancing the role of higher education in building a broader partnership and cooperation with various other community institutions (public, private and private sector). 6 - Re-admission plan in universities by making the number of admissions in scientific colleges more than the number of admissions in the humanitarian colleges. 7 - Attracting foreign investment companies to invest natural resources in Iraq such as phosphate, natural gas, oil, oil shale, uranium, silica and geothermal energy for the recovery of the economy and the trend towards domestic consumption.

At the present stage a multi-level educational system allows creating favorable conditions for students’ research activities. The master’s programme is aimed at training scientific personnel ready for productive research activities in the new conditions. We substantiate the role of research work of undergraduates in development of their professional competence. The analysis of the experience in organizing the research work of the Institute of Culture and Arts master’s degree students of the Moscow State Pedagogical University, based on a practical approach to research activity, allowed us to conclude the integrated approach of the research work of “Social and Cultural Activity” department master’s degree students, that creates conditions for the implementation of our projects and a comprehensive analysis of the results obtained on the basis of theoretical and practical developments. Providing wide opportunities for scientific research of students in educational process the university promotes scientific inquiry, activation of students’ creative potential, forming skills of independent scientific research work. A competent organization of research work of students of the master’s degree helps them to master the theory, forms the qualities of the researcher, and introduces them to the future profession. Engaging of the master’s degree students in the study allows them to design their own professional activity, analyze the results of the work, motivates learning activity. Based on the analysis of the scientific activity of the students, we developed and presented recommendations on improving the research activities of students. The application of the recommendations will allow the teachers of the university to actively support the research activities of master’s degree students, develop their professional competencies, create a situation of success in the chosen professional area and predict further scientific research.

One of the most important functions of management is control. Without its implementation the manager won't achieve the objectives. On methods of implementation of function of control in management many works are published. However in system personal, that is personal, management of this function in scientific literature much less attention is paid. In a special measure such situation is characteristic of a problem of the personal organization of high school managers. University managers play a special, significant role in development of the higher education. Carry to them managers of departments, deans, the rectorial case, and also heads of functional services of management of university (educational and methodical, scientific, financial, cultural and educational and other divisions). Relying on understanding of an essence of personal management, in article scientific and methodical approaches to implementation of function of self-checking personal activities of university managers are considered. Usually activities of managers are estimated quality of work of subordinate divisions of university, and problems of an efficiency evaluation of the personal activities which aren't connected with a management of higher education institution often remain in the shadow. However, as a rule, managers of departments, deans, rectors (and their deputies) are not only managers, but also professors and associate professors interested in results of the personal activities in science, pedagogics, public life. In our opinion, productivity, effectiveness and efficiency of a personal labor can be the indicators allowing university managers to control the personal activities. Faithful at first sight, these concepts, actually have semantic distinctions, but in a complex allow the high school manager to perform real self-checking of the individual activities as scientists and teachers. Within the research content and forms of self-checking in the sphere of personal management is determined, the sense of key concepts, content and features of personal work of university managers is revealed, experience of implementation of the offered approaches is generalized, recommendations about use of the offered indicators in case of a quality evaluation of activities of high school managers are made.

There is an ongoing discussion among experts concerning the result of university activities. One point of view is that universities should be considered as places of research and measured by their contribution to science. The aim of research is to formulate a methodological approach to assess scholarship and research productivity in universities based on the assumption that the growth transaction costs define higher education institution knowledge generation. The authors present a proposal of a new ratio, called the Knowledge Generation Efficacy Ratio (KGER), which assesses the research productivity in universities. To test this ratio, an empirical survey was carried out based on data collected from four different universities in Russia. The results of this study contribute to the development of scholarly and research productivity method. The KGER can be used as a tool for making decisions concerning the different research activities taking place in the university, the level of funding and return on investment.

The article is part of the discussions related to the knowledge of the essence of human capital and the problem of its measurement. The typology of human capital has been presented in the mainstream, taking into account the individual and institutional perspective. The main components of human capital were presented, which dominated in scientific research conducted in the last two decades. These include experience, education, entrepreneurial activity, demographic data and psychological aspects. In these article we find an example of measuring human capital in two construction companies. The authors have modelled the A. Mayo model by calculating the numerical value of human capital. The conclusions present research challenges related to the measurement of human capital ordered according to three key areas: definition context, methodical context and organization of research.

Transformational processes in the modern society, the market approach to training of specialists, increasing of competition in the field of employment determine the relevance of the development of professional mobility of the individual. In general, professional mobility characterizes the readiness and ability of the specialist to socio-psychological and functional-status changes, innovative transformations of themselves and the environment. Obviously, the development of this quality is one of the most important tasks of the vocational school. The most intensive formation of professional mobility is facilitated by various factors, one of which is scientific research activity. The purpose of the article is to characterize the phenomenon of scientific research activity of a modern specialist as a factor of the formation of his professional mobility. Research methods: analysis and synthesis of scientific literature (to clarify the key concepts of the study), systematization (in order to identify existing scientific approaches to solving this problem), theoretical generalization (to formulate the final provisions and conclusions). The phenomenon of scientific research activity is considered on the example of the specialty «Social work». Scientific research activity is an integral component of social work, which is formed through the separation of the scientific research subsystem in its system. This interpretation of scientific research activity allows us to identify its most important features: it is an empirical scientific research activity; it is purposeful and characterized by the relationship of certain elements, procedures and methods; it is built within the framework of logical and constructive schemes, methods and means of cognition inherent in research activities; it is performed in accordance with the research algorithm; relies on the facts that require empirical verification; the result is new knowledge about the objects of social activity; is a methodological regulation that sets the logical direction of choice of methods and means of activity. In the process of scientific research activity there is the development of professional, systematic, logical, reflective, creative and innovative thinking, the ability to predict the results of work depending on the conditions of activity.

The object of the research is the scientific potential of the modern university, and the subject is the system of social factors of its formation. The purpose of the study is to identify the role of social factors in the development of the scientific potential of the modern university. The methodological basis of the paper is a system-dynamic approach to the study of scientific potential, which consists in the consistent disclosure of its spatial, temporal and technological components. Within the framework of the first component, it is necessary to emphasize such a little-studied aspect as the social foundations of scientific potential, including the system of values of employees and students of the university, their motivation to engage in scientific activity and the level of prestige of scientific activity at the university. The components of the scientific potential of the modern university have been analysed in the article. In particular, the close interrelation of the specified social factors with personnel bases of scientific potential of higher education institution, namely with tendencies of development of its personnel structure has been revealed. A system for assessing the social factors of the scientific potential of the university has been proposed. The results of the study can be used by universities to increase the level of motivation of teaching staff to research activities, as well as the Ministry of Education and Science of Russia – in assessing the research activities of Russian universities.

BACKGROUND AND OBJECTIVES. For student youth the process of entering the profession and harmonization of interactions with professional environment and future professional activity is the key moment of life activity. This process, according to the majority of modern researchers, is a certain complexity and contradiction both for students and for higher education institution, as well as social institutions and organizations acting as social customers.METHODS. The study of the process of adaptation of student youth to research and professional activity was carried out on the basis of the Kyiv National University of Technologies and Design. Assessment of students' expectations regarding studies, the level of students' awareness of the future professional and scientific activity was carried out with the help of the University Hackathon Ecosystem toolkit. Processing of the obtained results of the survey was carried out on the basis of the "Methodology of research of students' adaptability to dual education in higher education". The methodology includes two scales: adaptability to professional activity and adaptability to research activity.FINDINGS. The following directions of training are distinguished: professional, social and research, as well as stages of adaptation to professional training: learning identification, learning-professional activation, professional-value reflection. Integration of these directions allows us to organize activities that ensure formation of necessary professionally important qualities (competences) in students (graduates), agreed with potential employers and demanded by the corresponding profession. The conducted experiment on the basis of Hackathon-ecosystem of the university was carried out taking into account the directions of training and their corresponding adaptation criteria: professional direction – activity-result and motivation-value criteria; humanitarian – communication-professional criterion; research – personal-creative criterion.CONCLUSION. Students' adaptation to future professional and research activities can be defined as one of the most urgent social problems at the pre-production stage. This is due to the fact that the student spends one of the main periods of his life in a higher education institution, since it is at this time he is formed as a professional and as a person, masters the necessary competencies in order to achieve a certain professional and research level. At this stage the professional intentions of the individual and the requirements of the profession come into alignment, i.e. there is an adaptation to professional and research activities.

Technological developments that were increasingly rapidly, especially information technology have a positive impact in people’s lives. So spur of information technology to transform follow any changes that occur, due to the increasing needs of the growing. However, there are still problems to deal with at this point, including the benefit of the project are felt still less effective and efficient in the entire college community, thereby inhibiting the activities and some decision-making. Therefore, making an application system which is precise and accurate information is highly recommended. With online based storage system, it can greatly facilitate students learning environment. iREC is an online support system in the delivery of students’ project activities and scientific research, which strongly supports the iLearning environment and community. Further described in this article, regarding the problems that arise and solving the problem under study. In addition there are three (3)characteristics and 6 (six) advantages of this application. In the implementation, there are prototype displayed shown in iREC applications. Hence, it can be concluded that the contribution of iREC system can maximize scientific research activities in delivering a project to study of the students, so that more targeted research can be achieved, and can be used as a medium of valid information is for the entire university community and society in general.

Abstract: The terms "university", "teaching" and "research" are closely related. The reason for the establishment of a community of learners and students were, on the one hand, the formation of man, and on the other the search for the truth about man, life, society and the world. In the face of technological development and access to information, including the development of legislation that allows the individual, without going through formal institutions, data acquisition, the question arises whether the university is needed, and if so, what is its role in realizing the right to education and freedom of scientific research. Implementation of freedom of scientific research and freedom of teaching in times of universal information access and modern technology can do without the university. However, this is university that can benefit from innovative research methods and teaching remains the most important forum for the exchange of ideas and the search for truth and knowledge transfer, vocational skills and social attitudes.Keywords: Right to education. Freedom of scientific research. Constitution. Cultural rights. Freedom of teaching. Resumo: Os termos "universidade", "ensino" e "pesquisa" estão intimamente relacionados. A razão para o estabelecimento de uma comunidade de alunos e estudantes foram, por um lado, a formação do homem, e por outro a busca da verdade sobre o homem, a vida, a sociedade e o mundo. Em face de desenvolvimento tecnológico e do acesso à informação, incluindo o desenvolvimento de uma legislação que permite que o indivíduo, sem passar por instituições formais, tenha acesso a dados e a informações, gera a questão de saber se a universidade é necessária, e em caso afirmativo, qual é o seu papel na realização dos direitos à educação e à liberdade de pesquisa científica.
