The practice of scheduling the expenses to be made in a certain time frame is not practiced by many people, they do not know the amount of income received as well as the exact amount they spend. This situation also occurs in the higher-level students of the administrative-economic area. Public universities in Mexico, within the curriculum discard subjects related to personal financial administration. The objective of this work is to publicize the personal praxis of financial education that a group of students of the Public Accountant has. It is a qualitative study, based on the theory of Economic Psychology, in which a tool on personal budgets for students was designed, validated and applied. The main findings are: they leave out budget planning, they spend money than they receive, the highest percentage of expenses are made in leisure activities and the lowest in sport, even though administration, finance, accounting subjects are taught in their curriculum. Little or no application of the concepts acquired during their school career is observed. It is recommended to implement a self-financial education program for the individual.

Although it has been hailed as the salvation of American journalism, public journalism poses many dilemmas. While the most immediate of these arise from its definitional imprecision, some of the most significant are in the area of journalism ethics. Some of the problems emerge from public journalism's disregard of traditional notions of journalistic objectivity, others from the inherent conflict between serving the public and serving the market. At the same time, the public journalism movement has yet to confront the fact that ethical debates in journalism have generally been constructed around the individual, thereby ignoring the reality that most ethical problems originate at the level of ownership and management. While it is too soon to determine just how well public journalism will adapt to Australian conditions, it is clear that it has a long way to go before it justifies the extravagant claims that have been made in its name.

The article also mentions the Portuguese experience of off-budget as an administrative decentralization process and the studies of Charles Taylor concerning the desired structuring of new meanings for human actions that can travel between the individual issues and public space in search of a recognitionprocess. It is proposed to build a democratic model of budget planning associated with a vision to provide the participation ofall recipients in order to pursue an ethic that allows individuals to recover what gives them the possibility of designing existentially meaningful ways of life and engagement in society.Keywords: Public budget, public policies, recognition.

The article considers the preconditions that contributed to the development of leisure activities for children with special educational needs in out-of-school educational institutions. The preconditions include: the formation in the public consciousness of the view on the importance of leisure as a sphere of self-realization of the individual; availability of a global international educational policy on positive and constructive approaches to the education of children with special educational needs; availability of historical experience in the development of models for providing education to such children in out-of-school education institutions; the presence of a community of democracies formed in the public consciousness regarding the humanistic paradigm of inclusive education; the influence of the national pedagogical heritage and the existence of an extensive network of out-of-school educational institutions at the time of Ukraine's independence. The inclusive model is defined as bringing together all participants in the educational process, including the gifted, the disabled, the socially maladapted, children from vulnerable places, children from poverty and destitution, children from national minorities and children from immigrants. It is proved that the inclusive paradigm is not aimed at adapting the individual to social, social, economic relations, but on the contrary to the restructuring of the entire system of mass education to meet the educational needs of children with special educational needs. This innovative approach promotes the development of leisure activities for children with special educational needs in out-of-school education institutions. The author's definition of the term "inclusive extracurricular education" is considered as an innovative paradigm of educational relations, which focuses on humane treatment of children with special educational needs, excludes any discrimination aimed at social inclusion of children in extracurricular educational space and their social communication.

The large sums being spent annually on reforestation by provincial governments as well as the rationalization of budget planning warrant a re-evaluation of reforestation projects using economic criteria. This paper examines the direct and indirect returns from a stand of white spruce of site class I in two ways: that of present value and that of internal rate of return on the investment. The return is poor for the individual but it could increase considerably with participation by the State. Indirect benefits are sufficient to justify reforestation by the State. The allocation of reforestation costs among the various beneficiaries (the individual, federal, provincial and municipal governments) should be made in direct proportion to the benefits received. The State has a great responsibility in reforestation because of the long production period of the forests.

Iain Chambers' essay challenges explanations of the Arab Spring emerging from the Occidental media, arguing that the terms of engagement set by the Arab revolts can no longer be unilaterally defined by the West. Chambers stresses the centrality of the Mediterranean as an increasingly evident site of confluence between East and West and between North and South. He goes on to argue that the events of the Arab Spring reopen the Western cultural and political lexicon, and put into question the historical alliance between Christianity and the universalising discourses of modernity. Ideas regarding the individual, the public sphere, political agency, religion, secularism and the state are necessarily being renegotiated in the context of the uprisings. The lived experiences of the Arab Spring slip beyond Western constructions of the events to expose the political and cultural burden of a modernity that may no longer be determined or managed single-handedly by the West. The Arab uprisings have occurred in the same time frame as protests in several European capitals, particularly since the fiscal collapse of 2008, and while there are distinct differences in these social unrests there is also, Chambers observes, a common factor: the rejection of the hypocrisies of the modern state. The new perspectives emerging from this confluence of experience around the shores of the Mediterranean may yield a more radical humanism within social, cultural, and political formations that are not automatically circumscribed by the global dictates of neoliberalism.

The article presents the institution of an administrative agreement from the perspec-tive of legal solutions in force in selected European countries. The increase in the number and diversity of tasks performed by the administration and the multitude of conducted proceedings encourage the search for alternative forms of settling a case in relation to an administrative decision. The administrative agreement is one of them. The analysis of foreign regulations confirms that the institution in question belongs to the modern procedural laws. The scope of regulation varies, as do the individual solutions concerning the admissibility and mode of concluding the contract, its subject matter, the mechanisms for removing defects, the grounds for contestability of the contract and its enforceability. It turns out that in individual European orders two patterns of regulation dominate: French and German, although they are subject to significant modifications. The performance of certain public tasks by private parties on the basis of an administrative agreement provides for certain guarantees not only for the parties to the agreement but also for the beneficiaries of those tasks. This particular type of contract allows adequate protection of the public interest. The prevalence of the administrative agreement in Europe prompts the author to formulate a conclusion on the need to include this institution in the home system. The attempt made in the 2017 reform of the Administrative Procedure Code to include in it an administrative agreement was unsuccessful. The provisions on an administrative agreement that were then drafted were intended to give a deeper meaning to mediation, a new institution in administrative proceedings, which is currently not popular. Mediation was to precede the conclusion of an administrative agreement. However, there are no significant obstacles to returning to work on the regulation of this institution, which is so widely used in other European countries, and which is clearly lacking in its home Code

The article deals with funding of sport at the regional level in the Czech Republic. The paper aims to evaluate sport and leisure activities, focusing on allocated public expenditures from regional budgets in self-governing regions in the Czech Republic. Relations between public expenditures on sport and public expenditures on leisure activities and recreation from regional budgets of the Czech Republic in years 2010 and 2018 are tested by using correlation and regression analysis. The results showed differences between self-governing regions in the Czech Republic in public expenditures on sport and leisure activities and recreation per capita as a share of the total regions’ expenditures in 2010 and 2018, which were also corroborated by the regression model. The allocated financial resources of self-governing regions in the Czech Republic are mainly related to the general economic potential, demographic and political factors of and preferences in funding of the individual areas of the public sector.

The state policy of health preservation of Russians and the process of introducing a healthy lifestyle into their everyday life is hampered by the lack of sufficient self-activity and purposefulness of the individual ecological and valeological behavior of representatives of various population groups. According to the authors of the article, one of the important indicators of the maturity of professional and labor competencies of school and student youth is their readiness and desire for permanent self-preserving behavior. “With numbers in hand,” the authors show the scale of deviant deviations and the phenomena of spontaneous irresponsibility in the educational and leisure activities of students, hindering the preservation and development of physical culture, the accumulation and effective use of their psychophysiological and labor potential. The conclusions of the proposal of the authors of the article are based on the results of a number of sociological surveys conducted in 2000-2020. at the Institute of Economics of the Ural Branch of the Russian Academy of Sciences in a number of secondary schools and universities of the Ural and Volga Federal Districts.

Eddic poetry constitutes one of the most important genres in Old Norse or Scandinavian literature and has been studied since the earliest time of modern-day philology. The progress we have made in that field is impressive, considering the many excellent editions and translations, not to mention the countless critical studies in monographs and articles. Nevertheless, there is always a great need to revisit, to summarize, to review, and to digest the knowledge gained so far. The present handbook intends to address all those goals and does so, to spell it out right away, exceedingly well. But in contrast to traditional concepts, the individual contributions constitute fully developed critical article, each with a specialized topic elucidating it as comprehensively as possible, and concluding with a section of notes. Those are kept very brief, but the volume rounds it all off with an inclusive, comprehensive bibliography. And there is also a very useful index at the end. At the beginning, we find, following the table of contents, a list of the contributors, unfortunately without emails, a list of translations and abbreviations of the titles of Eddic poems in the Codex Regius and then elsewhere, and a very insightful and pleasant introduction by Carolyne Larrington. She briefly introduces the genre and then summarizes the essential points made by the individual authors. The entire volume is based on the Eddic Network established by the three editors in 2012, and on two workshops held at St. John’s College, Oxford in 2013 and 2014.

The progress made in dentistry during the latest decades is due, conceptually, to the new, systemic vision of man, which has also taken place in this field of medicine. In this context, the link between organic and psychic is indestructible. Thus illness is understood as a drama in which the somatic process has a psychic value, and the mental one has a body value. It is known that the morphological and functional integrity of the dental system, health and vigorousness, gives the individual a state of well-being that affects his somatic and psychic health, as any disturbance at this level entails repercussions in psychological and social behavior. Such a disruption is the total edification that seriously alters not only the dental system but the whole organism, putting various biological and psychosocial problems to the practitioner. The total expression represents not only a physical disability but also a psychological one. A special importance in studying psychological changes at total edentulous presents the psychological aspects of senile involution. This is not only a theoretical but also a practical importance due to the increase in the number of elderly people. Through the researches of the present paper we intend to present the reality of the psychological manifestations in the total edentation, which is objectified on different methods of psychodiagnosis in the first part, in order for the second part to be addressed to problems of prosthetic psychotherapy.The study comprises a group of 43 patients, of whom 24 were men and 19 women with total uni or bimaxilar edentation. Total edentation can be and is responsible for somatopsychic alterations, along with other pathogens, general, local, social, which sometimes can take a dramatic form, converting, where the area is also favorable, a pure somatic disease, for those who are not in psychopathy or even psychosis, although these latter cases are extremely rare and especially in youngsters, which would disrupt not only the person�s behavior as an individual, but also their status, function and social integrity. The treatment of dental and psychological complex is mandatory for any patient, but especially for the elderly, where recovery is more difficult, with disease-specific disorders adding to those of senescence.
