At present, the study of natural objects without modern information technologies is almost impossible. The use of GIS for monitoring spatial features of irrigation systems uncovers broad opportunities. The development of the organizational structure, the selection of the necessary software tools for the collection, storage, processing and analysis of semantic data integrated with spatial objects is an urgent task and has important scientific and practical value. The irrigated lands located in the southeast of Kazakhstan within the Almaty region are the object of research. Monitoring of these land salinization is carried out, including hydrogeological and hydrological observations and soil reclamation studies. The article discusses the methodology for creating a geographic information and analytical system to monitor irrigated lands, and describes its organizational structure. The content of the database, the composition of functional components, the basic properties and capabilities of laboratory processing and analyzes of field materials are described. The cartographic material component describes its basic properties, including properties intended for analysis of database objects and their spatial point analogues. Also, the possibilities for ArcGIS application modules to automate the process of constructing maps of the hydrogeological and reclamation conditions of irrigated objects, and the possibilities for automated calculation of areas in specified gradations of depth and groundwater salinity to assess the reclamation state of these lands are shown.

My research explores the question: how can theorists better understand the ways in which planning technologies are used by municipal planners? In the case-study municipality, a recently introduced web-GIS technology had little demonstrable success in attaining two of its stated goals: enabling increased public access to municipal geographic information and encouraging planners to produce their own maps. My research links these outcomes not only to the technologies themselves, but to organizational structure and human agency. Planners and planning theorists can gain additional insight into the impact of planning technologies through closer attention to the process through which planners come to use information technologies and the way this process both alters and is constrained by existing organizational constraints, including previously adopted technologies.

Contemporary ERP systems have various applications. Today, they are successfully used both in material value adding areas and in services rendering / work performance areas. Taking into account the business’ specific features is crucial for selection of software that will automate the activities of each organizational structural unit and the enterprise as a whole. The task of selecting and implementing contemporary ERP systems for business management requires conducting detailed analysis to identify the advantages and drawbacks of their application, as well as determine economic benefits from application of this information and analytical system. In this research, we relied on methods of economic and comparative analysis and used a systemic approach. The main purpose of research is finding arguments proving the practical value of purchasing an ERP system. The paper presents this research containing information on economic benefits that an enterprise could gain after ERP system implementation. According to the author, using a contemporary information and analytical system makes it possible to solve one of the most important tasks – improve business reliability and controllability through application of contemporary information technologies, which is particularly relevant as enterprise management procedures are growing ever more complicated.

Metropolitan development has motivated car sharing into an attractive type of car leasing with the help of information technologies. In this paper, we propose a new approach based on deep learning techniques to assess the operation of a station-based car sharing system. First, we analyse the pick-up and drop-off operations of the station-based car sharing system, capturing the operational features of car sharing service and the behaviours of vehicle use from a temporal perspective. Then, we introduced an analytical system to detect the system operation concerning the spontaneous deviations derived from user demands from service provisions. We employed Long Short-Term Memory (LSTM) structure to forecast short-term future vehicle uses. An experimental case based on real-world data is reported to demonstrate the effectiveness of this approach. The results prove that the proposed structure generates high-quality predictions and the operation status derived from user demands.

The work considers the peculiarities of formulating the business model of the commercial enterprise on the basis of improvements in the accounting and analytical support. A particular role of the rational organization of accounting in the implementation of principles of re-engineering in the enterprise business processes has been proven within the scope of the presented paper. For these purposes, the accounting ratios and indicators represented in the reporting information must remain precise, reliable and relevant, adapted to transfer and identification by all hardware resources and technological means without data corruption. The paper incorporates the elaborated scheme for re-engineering of accounting and analytical support for inventory management according to the intended purposes. It is determined that forecasting of the prospects of the enterprise development based upon conducting re-engineering of the accounting and analytical system serves to establish the best possible directions for its activity, to evaluate new possibilities and alternatives that are employed in drafting the balance statements in the process of predictive assessment and promotes the rational use of resources. The re-engineering is based upon the use of the latest information technologies. Therefore, quite frequently re-engineering becomes compared to the notions of computerization of business processes, automation and reorganization of the enterprise. The processes must be conceived with the use of modern communication technologies, use of the Internet, objective multi-level models for development of computing systems, achievements in the domain of databases. Information technologies are intended to facilitate the management of large amounts of data. Implementation of the principles of re-engineering within the practical activity of enterprises requires continuous stimulation of the personnel towards their professional growth. Introduction of the computer-mediated system of accounting at the enterprise must be preceded by the re-engineering of business processes, i.e. re-thinking and re-designing the enterprise activities for the purpose of achieving sizeable improvements in such key indicators of modern business management as the profit, the quality, the level of service and the prompt responsiveness. The success of re-engineering is bound with fast transformations in the enterprise while namely the radical nature of measures applied serves as the key indicator. It is imperative that enterprise employees would be committed to radical and swift changes in their work, with the corresponding absence of conflicts. Another point of success would be managing every employee of the company to form a common and specific understanding of the future of enterprise.

The paper presents a regional cluster of aquaculture and fishery of the Astrakhan region as a subject of research. The authors have developed the information domain model of a regional cluster using metaontology of data domain for solving unstructured and semi-structured problems to control intracluster business processes. There has been well-founded the necessity of development and use of information technologies of intellectual support of decision-making in the process of managing a regional cluster. According to the results of the research, there has been offered the concept of information and analytical management system of a regional cluster of aquaculture and fishery. The system contains a complete description of all the control modules.

The problem of special prevention of the violent crimes committed by minors and youth on the national hatred grounds is considered in article. Law enforcement agencies have a special role in the solution of the matter because they carry out the large quantities of work on special prevention of crimes committed by minors and youth. Acquisition of sociocultural skills by minors and youth directed to elimination of long term habits and stereotypes of antisocial behavior among youth is one of the most perspective measures of prevention the violent crimes committed by minors and youth on the national hatred grounds. The author pays attention to necessity of the earlier bringing legal information to minors, taking into account features of group dynamics. Modern information technologies (for example, the complex automated information-analytical system “Safe City”, which allows ensuring safety on city streets) are also more effective in preventing crime among minors and youth than traditional methods of preventing teenage and youth crime, as these categories most often commit violent crimes in the streets.

Adoption of information technologies is determined by several factors, trained human resource and the organizational structure are one of them. The aim of this research is to examine whether the human resources and the organizational structure influence on adoption of information technologies between owners and managers of SMEs dedicated to the distribution and sale of software services of the most important cities in Sonora. The methodology used was: Causal - correlational, cross section, not experimental and quantitative. The collection of information was through a survey designed by researchers with a Likert scale of five levels; the sample was represented by 35 SMEs. The data were analyzed through the Modeling of Structural Equations with Smart PLS software. The research evidence reveals that having trained personnel with a well-defined organizational structure influence on adoption of information technologies and contributes to the knowledge of academics and researchers who develop research in SMEs.
