The risk-based approach in the control and supervisory activities in the field of land use remains relevant despite significant experience in this area. Since the issues related to the interaction of the branches of supervisory and control bodies from the federal to the municipal level have not yet been resolved. There are no uniform criteria for assigning objects to a particular risk group, considering regional conditions. To analyze the performance of the Rosselkhoznadzor (the Federal Service for Veterinary and Phytosanitary Surveillance) in the field of agricultural land assessment for the Republic of Karachay-Cherkessia, geoinformation technologies were used, which made it possible to give an objective assessment of the effectiveness of the risk-based approach system. Four hundred seventy eight land plots were identified, most of them belongs to land plots that are not classified as medium or moderate risk (68.6 %), about 28 % of all plots are considered as moderate risk, and 3.1 % of land plots are classified as medium risk. Using publicly available sources of information, a land plots database was created with the definition of the risk category. A geoinformation model of the density of land plots (heat map) is constructed using the QGIS software. The thematic maps created made it possible to identify the features of land plots with medium and moderate risk categories. The main feature of the risk-based approach is the absence of land plots subject to routine inspection in the forest zone, foothill subalpine and high-altitude subalpine and alpine meadows, Karachay-Cherkessia Republic, where there are two natural biosphere reserves and many protected natural areas of regional significance. A small number of inspected land plots were also identified within the boundries of specially protected ecological and resort region of the Russian Federation, Caucasian Mineral Waters, which is geographically located in the Karachay-Cherkessia Republic.

AbstractDespite harsh climate, agriculture on the northern margins of Russia still remains the backbone of food security. Historically, in both regions studied in this article – the Republic of Karelia and the Republic of Sakha (Yakutia) – agricultural activities as dairy farming and even cropping were well adapted to local conditions including traditional activities such as horse breeding typical for Yakutia. Using three different sources of information – official statistics, expert interviews, and field observations – allowed us to draw a conclusion that there are both similarities and differences in agricultural development and land use of these two studied regions. The differences arise from agro-climate conditions, settlement history, specialization, and spatial pattern of economy. In both regions, farming is concentrated within the areas with most suitable natural conditions. Yet, even there, agricultural land use is shrinking, especially in Karelia. Both regions are prone to being affected by seasonality, but vary in the degree of its influence. Geographical location plays special role, and weaknesses caused by remoteness to some extent become advantage as in Yakutia. Proximity effect is controversial. In Karelia, impact of neighboring Finland is insignificant compared with the nearby second Russian city – Saint Petersburg.

Abstract The risk of diffuse pollution of groundwater by nitrogen substances from agricultural land is perceived as a result of the interaction of groundwater vulnerability (determined by the characteristics of the environment overlying groundwater in relation to water transport or soil solution) and loading of overlying environment by nitrogen. Index of groundwater vulnerability was assessed on the basis of four parameters, namely, the amount of effective rainfall in the period from October to March, the capacity of soil to accumulate water, the average depth of the groundwater table and the permeability of the rock environment. Assessment of the index of loading of overlying environment by nitrogen was based on two parameters, namely, nitrogen balance and crop cover on agricultural land in the winter half on districts level in 2012, which corresponds with current state of the load. The resulting risk of groundwater pollution by nitrogen was expressed by the formula counting with the transformed values of groundwater vulnerability index and the index of loading of overlying environment by nitrogen. From practical point of view, the above mentioned indexes, as well as the subsequent risk of diffuse groundwater pollution, were spatially expressed via three associated categories. Based on the evaluation of relevant parameters, 5.18% of agricultural land falls into the category of very high and high risk, 42.20% in the medium risk category and 52.62% in the category of low and very low risk of diffuse pollution of groundwater by nitrogen from agricultural land.

The article deals with the problem of completeness of information on measures to counter terrorism and extremism taken by the labor-surplus states of Central Asia. With the help of some former labor migrants, a new model of terrorism (IS 2.0) is being developed based on the use of pendulum migration of radical Islamists to the countries of Central Asia and Russia, such Islamists serve as the core of various extremist organizations. A serious problem for the Russian experts is that none of the countries (Tajikistan, Kyrgyzstan or Uzbekistan) sending labor migrants to Russia publishes complex information each country publishes mainly statistical or regulatory information or news. For example, not all official documents are available in Tajikistan or Uzbekistan and it is difficult to obtain official statistics in Uzbekistan or Kyrgyzstan. Nevertheless, the analysis of the disparate experience of the three countries, among which we can highlight the purposeful work with labor migrants carried out by the representative offices of the Republic of Tajikistan abroad the courses for imams of mosques and clerics on the prevention of radicalization of the population organized by the State Commission for religious affairs of the Kyrgyz Republic and the system of social rehabilitation of repentant extremists in Uzbekistan prove the need for relevant information in a certain standardized form. The main sources of information used in the article are documents of the UN, the CIS Anti-Terrorist Center, speeches of the President of the Republic of Tajikistan containing statistical information, news information from the websites of the special services of the Kyrgyz Republic and legal documents of Uzbekistan. The article substantiates the conclusion about the need to highlight the information aspect in the formation of the anti-terrorist Eurasian space, the relevance of which was discussed at the Council of the CSTO Parliamentary Assembly in May 2019.

Abstract Objective: Cholesterol is one of the cardiovascular risk factors, but also a core component of the central nervous system. Moreover, hyper-cholesterolemia and hypocholesterolemia are directly related to numerous mental illnesses too. This study intents to examine the association between cholesterol level and autolytic behavior among female psychiatric patients. Methods: The present study involves 123 female subjects, who suffered from suicidal thoughts at the moment of hospitalization. The risk of suicidal intentions was assessed by the Modified Scale for Suicide Ideation (Miller et al) and their total serum cholesterol levels were measured. We performed a case-control, analytical, randomized, observational study at the Clinical Hospital of Neurology and Psychiatry Brasov among adult female psychiatric patients admitted during 2014. Results: By our results we distinguished 3 categories: 38 patients with low suicide risk, 32 with moderate risk and 53 with high suicide risk. Significant difference can be noticed in the higher suicide risk patients’ blood cholesterol levels: 44 patients having under 4,5mmol/L total cholesterol level (83%). Although, in other two categories, this proportion is minimal: in the moderate-risk category were 8 patients, representing just 25 %, and in the low-risk category only 1 patient had her cholesterol level under 4,5mmol/L (2,6%). Conclusions: According to our results, proposing cholesterol-level as a biomarker for the determination of high-risk suicide behavior can be important. The presence of other important risk factors (sociodemographic and psychiatric variables) can increase exponentially the suicide behavior. The limitations of this study are the relatively small number of cases and the lack of longitudinal subsequent follow-up. Further investigations are needed on a larger and more heterogenous sample of patients in order to clarify this suggestive correlation.

Introduction. High values of standardized mortality and morbidity rates of standardized cancer mortality in Serbia, especially colorectal, cervical and breast cancer led to creation of national programs for their early detection and engagement of the international support for their implementation. Objective. Assessment of required resources (time, personnel, financial) to implement the National program for screening of breast cancer in the Republic of Serbia. Methods. Three possible scenarios have been prepared (optimistic, realistic and pessimistic) based on the expected coverage by screening of women aged 45 to 69 years, and time, personnel and financial feasibility estimates were made for a two-year screening cycle. Results. Time aspect of feasibility even under conditions of ?relaxation? of the assumption on the number of working days during the year did not question feasibility of any of the scenarios. Personnel feasibility is only possible in the pessimistic scenario, while the financial feasibility only makes sense in optimistic scenario as the least unfavorable solution due to economies of scale. Conclusion. Establishment of the initial base of skilled radiologists and radiology technicians and the system for their continuous medical education as well as allocation of specific MoH budget line for screening program expenditures, along with donated mammographs and good organization and coordination, may provide unobstructed implementation of the National program for early detection of breast cancer in the Republic of Serbia.

As is well-known, the chemical knowledge is acquired at three levels: the macroscopic and tangible (what can be seen, touched and/or smelt); the sub-microscopic (atoms, molecules, ions and structures) and the representational (symbols, formulae, equations, mathematical manipulation, graphs etc.). In order to acquire real knowledge, all factors involved in the educational process (authors of textbooks, teachers, electronic sources of information and students) should do everything possible to avoid formation of school-made erroneous notions (misconceptions). Reported here are the findings of a study on the presence of students’ misconceptions regarding the three levels of representation in the chemistry teaching in the Republic of Macedonia. As our study showed, many school-made misconceptions are due to the fact that students do not distinguish between the three levels of think-ing/representation.

Economic literature pays a great deal of attention to economic and financial efficiency, expressed in terms of competition, concentration, productivity and profitability. This paper provides an all-embracing framework for the various existing theories in this area and illustrates these theories with practical applications. Currently, changing the size of the production potential in agricultural units in the Republic of Moldova depends to a great extent on the influence of different trends in the modification of production resources: the reduction of labor resources and agricultural land, quantitative and qualitative changes in fixed assets, and in current assets, etc. The notion of resource potential means the totality of the volume of all resources (natural, labor, material, intellectual, information, etc.) on specific enterprises, territories, branches, regions. Evaluating a broad field of research, the paper describes profit maximizing food products and demonstrates how several widely-used products can be fit into this framework. The authors also present an overview of the current major trends in the food sector and relate them to the assumptions for food products, thereby displaying their relevance and timeliness. The results include a set of recommendations for future research on this topic. The design, methodology and approach of this research is to explain why efficiency can help obtain a profit surplus, and to measure this efficiency. For quality of methodology we apply a range of statistical methods, as well as the strategic capability of organisations – made up of resources and competences. One way to approach the stategic capability of an organisation is to consider its strengths and weaknesses (for example, where it has a competitive advantage, profit, efficiency or disadvantage). Based on our research and results, we sought to understand the concepts of financial effciency and to apply these concepts to practical situations. At the start of each analysis entrepreneurship plays an important role. Most organisations have to innovate constantly to obtain profit and efficiency for food products. They need to be first into a market, or simply a follower of customers in developing new products and services. Original studies in Moldova and Poland regarding farm concentration in terms of Gini Coefficient, Gini Index and Concentration Index of the utilized agricultural area. Original calculus formula to determine the Concentration Index of the UAA for the top 10% largest farms in Moldova and UK.

The authors study the issues of applying mathematical methods to the assessment of the criminogenic levels in administrative-territorial units of the Republic of Kazakhstan. They have analyzed a considerable volume of statistical information for the past 20 years and, as a result, have identified the highest and the lowest number of registered crimes. Several indices were used to develop an index of criminogenity (ranging) of regions: crime level, graveness of crimes, size of population in a certain area. They recommend to define the public danger of crimes as a numerical value expressed in abstract units - points - based on the average sanctions, an average punishment imposed by a court and an average rating assigned by experts (researchers, practical specialists). The authors have studied modern Kazakh and foreign publications on the use of mathematical methods in criminology. The results of assessment according to three methods of ranging - legislative (legal), court, and expert - are presented in the tables. There is a correlation between legislative (legal) and court assessments. Calculations were used to determine the criminal status of some territorial units, which makes it possible to compare the number of crimes and the degree of their public danger for the population in the over-16 age group. In order to analyze the administrative-territorial units of the same type, the cities have been grouped according to the size of population. The presented methodology is reflected in the spectral scale on the «Map of Criminal Infringements» of the Committee for Legal Statistics and Special Records of the Prosecutor Generals Office for the Republic of Kazakhstan; it takes into account the distribution of cities into four groups which, in the end, will make it possible to obtain a maximally objective assessment of the criminal situation and to take preventive measures.

Effective monitoring, prevention and impact mitigation of nonindigenous aquatic species (NAS) relies upon the ability to predict dispersal pathways and receiving habitats with the greatest risk of establishment. To examine mechanisms affecting species establishment within a large lake, we combined observations of recreational boater movements with empirical measurements of habitat suitability represented by nearshore wave energy to assess the relative risk (RR) of Eurasian watermilfoil (Myriophyllum spicatum) establishment. The model was evaluated using information from a 17 year (1995-2012) sequence of M. spicatum presence and absence monitoring. M. spicatum presence was not specifically correlated with recreational boater movements; however its establishment appears to be limited by wave action in Lake Tahoe. Of the sites in the "High" risk category (n=37), 54% had current or historical infestations, which included 8 of the 10 sites with the highest RR. Of the 11 sites in the "Medium" risk category, 5 had current or historical M. spicatum populations. Most (76%) of the sites in the "Low" risk category were observed in locations with higher wave action. Four sites that received zero boater visits from infested locations were occupied by M. spicatum. This suggests that the boater survey either represents incomplete coverage of boater movement, or other processes, such as the movement of propagules by surface currents or introductions from external sources are important to the establishment of this species. This study showed the combination of habitat specific and dispersal data in a relative risk framework can potentially reduce uncertainty in estimates of invasion risk.
