The Model of Public Relations Practices in Indonesia

Objective - This research aims to compare the government public relations with business public relations in Indonesia. The research proves the hypothesis that either government or business public relations in Indonesia have already applied symmetric model on their communication activities. Methodology/Technique - A national survey involves 160 practitioners of government and business public relations. The research reinforces Grunig and Hunt's model of public relations that business public relations tends practice two-way symmetrical communication. On the other hands, the research also differs with Grunig and Hunt's model that government public relations tend to apply public information model. Findings - It is concluded that both government and business public relations in Indonesia have implemented two-way communication models. The findings have confirmed that public relations practices have grown along with the development of democracy in Indonesia. Novelty - The research contributes to develop scientific knowledge in public relations study and practices. This research is motivated by the role of public relations in the Surabaya City Governmentmedia relations activities as a means of communication with the public. Part of Surabaya citygovernment public relations in the field of information has a duty as a bridge of communication andinformation between the Government of the city of Surabaya with the community. This study aims todescribe the communication activities conducted by the Government public relations city of Surabayain superior Service and information embodies quality, improve information channels and aspiration.The theory is the theory of communication and public information Model theory Harold Lasswell.Research methods used in this research was qualitative research with type a descriptive. Thetechnique of collecting data through observation, in-depth interviews and documentation. Researchresults find communication activity conducted in Surabaya city government public relation Activitiesthe management of Media Relations as a means of communication to the public using a one-waycommunication, where is Surabaya city government public relations role as journalists indisseminating information to the public, and controls the news or information to mass media.In application of Surabaya City Government Public Relations are already maximizing the duties andfunctions of Public Relations Surabaya City Government in achieving and maintaining excellentservice and quality information, and to improve information channels and public aspirations, andmaintain harmonious relations with the media and the public.

Abstract, world democratization forces many organizations including the government in this case, of all types in many regions of the world, to consider giving more attention to the government public relations activities. The role will include contributing to good governance and respect for human rights. That would mean public relations in Indonesia, as elsewhere in Asia, will be involved in the development of public diplomacy. Aware of the problems as well as the demands of optimization and revitalization of the role of public relations in the era of reform, democratization and transparency of public information, Indonesian Ministry of Home Affairs issued the Regulation of the Minister of the Home Affairs (Permendagri ) No. 13 of 2011, in which it sets the Implementation Guidelines for PR Tasks in the milieu of Ministry of Home Affairs and Local Government. The regulation represents the desire of the Ministry of Home Affairs to fix the government's role and functions of public relations in its internal milieu. The research question of this study concerns how the understanding of the public relations officer in the Ministry of Home Affairs of the Permendagri 13/2011 and how the implementation of Permendagri 13/2011 by public relations officials of Ministry of Home Affairs. The method used was qualitative method using the theory of social constructs of reality and symbolic interaction. The results showed that public relations officials in the Ministry of Home Affairs understood that the regulation was to improve the professionalism of Public Relations of the Ministry of Internal Affairs and as an effort to encourage the active participation of the public. While the background history of the regulation discovered in the implementation, there were efforts to socialize the regulation; its impacts, constraints and solutions related to its implementation and other four main public relations activities of the Ministry of Home Affairs which include public information services, public affairs, content analysis of media and crisis management.Key words : government public relations, Regulation of the Minister of the Home Affairs 13/2011Abstrak, demokratisasi dunia memaksa organisasi, termasuk juga pemerintah dalam hal ini, dari semua jenis di banyak wilayah di dunia untuk mempertimbangkan memberikan perhatian lebih pada aktivitas kehumasan pemerintah. Itu akan berarti hubungan masyarakat di Indonesia, seperti di tempat lain di Asia, akan terlibat dalam upaya pengembangan diplomasi publik.Sadar akan persoalan sekaligus tuntutan optimalisasi serta revitalisasi peran humas pemerintah di era reformasi, demokratisasi dan transparansi informasi publik, Kementerian Dalam Negeri Indonesia (Kemendagri) mengeluarkan Peraturan Menteri Dalam Negeri (Permendagri) Nomor 13 tahun 2011, yang di dalamnya mengatur Pedoman Pelaksanaan Tugas Kehumasan di Lingkungan Kementerian Dalam Negeri dan Pemerintah Daerah. Permendagri 13/2011 merepresentasikan keinginan Kementerian Dalam NegePertanyaan penelitian ini adalah bagaimana pemahaman para pejabat kehumasan di lingkungan Kemendagri terhadap Permendagri No.13 Tahun 2011 dan bagaimana implementasi Permendagri No.13 Tahun 2011 oleh pejabat kehumasan Kemendagri.Metode penelitian yang digunakan adalah metode kualitatif dengan menggunakan teori kostruksi sosial atas realitas dan interaksi simbolik.Hasil penelitian menunjukkan bahwa pejabat humas Kemendagri memahami Permendagri 13/2011 sebagai regulasi yang mendorong Humas Kemendagri untuk meningkatkan profesionalismenya dan merupakan upaya untuk mendorong partisipasi aktif publik. Sementara dalam implementasi Permendagri 13/2011 ditemukan beberapa latar belakang lahirnya Permendagri 13/2011, terdapat upaya sosialisasi Permendagri 13/2011, dampak, kendala serta solusi terkait implementasi Permendagri 13/2011 dan 4 aktivitas kehumasan utama Kemendagri yaitu layanan public information, public affairs, analisis isi media dan manajemen krisis.Kata Kunci : government public relations, humas pemerintahan, indonesia, permendagri 13/2011

This study aims to determine what difficulties met by government translator and government public relations officers in carrying out their duties and function in the Bureau of Leadership Administration, Regional Secretariat of Central Kalimantan Province from data analysis obtained from questionnaires, observations and related literature studies. The method used in this research is descriptive; the researchers describe the phenomena arisen from questionnaire data which are the answers of respondents filled by the government translator and government public relations officers in the Bureau of Leadership Administration, Regional Secretariat of Central Kalimantan Province. This data analysis is also supported by observation and study of other related literature. This study shows there are several difficulties and overlaps found in the tasks division between government translator and government public relations officers, especially in the field of translation, government relations and public information. Understanding this issue, it is hoped that both government translator and government public relations officers master basic knowledge and competencies related to their job descriptions as discussed in this research. In addition, officials at the structural level are also expected to better understand the duties and function of government translator and government public relations officers so that in coordination and implementation of their tasks, their role can be more optimal. Keywords: government, translator,  public relations ABSTRAK Penelitian ini bertujuan untuk mengetahui kendala apa saja yang dihadapi oleh penerjemah dan pranata humas dalam pelaksanaan tugas pokok dan fungsinya khususnya dalam kegiatan penerjemahan, kehumasan dan informasi melalui analisis data yang diperoleh dari kuesioner, observasi dan studi literatur. Metode yang digunakan dalam penelitian ini bersifat deskriptif yaitu peneliti menjabarkan fenomena yang muncul berdasarkan data kuesioner yaitu jawaban responden yang diisi oleh pranata humas dan penerjemah di Biro Administrasi Pimpinan, Sekretariat Daerah Provinsi Kalimantan Tengah. Analisis data ini juga didukung dengan observasi dan studi literatur terkait lainnya. Kajian ini menunjukkan beberapa kendala dan tumpang tindih serta ketimpangan pembagian tugas antara penerjemah dan pranata humas khususnya dalam kegiatan penerjemahan, kehumasan dan informasi di Biro Administrasi Pimpinan, Sekretariat Daerah Provinsi Kalimantan Tengah. Memahami hal tersebut, diharapkan penerjemah dan pranata humas menguasai pengetahuan dan kompetensi dasar terkait uraian tugas dimaksud. Selain itu, pejabat jenjang struktural diharapkan juga lebih memahami tugas pokok dan fungsi penerjemah dan pranata humas sehingga dalam koordinasi dan pelaksanaan tugas, peran keduanya dapat lebih optimal Kata kunci: pemerintah, penerjemah, pranata humas

This study was conducted to describe the communication network in the management and provision of public information in Government Public Relations and Regional Work Unit (SKPD) in Solok City. The description of the communication network was obtained using descriptive qualitative research methods with data collection techniques of interview, observation and documentation. The communication network observed revolves around the functions of the communication network, connectivity, communication network typology, and separator of Solok City Public Relations Division and other Regional Work Units (SKPD). The results of the study illustrate that; 1) The function of the Government Public Relations communication network with other SKPD in the City of Solok as a technical person in charge of being able to manage the organization's internal communication. The Public Relations Department has provided information technology in the form of an application system in the form of integrated internet in each organizational unit, 2) Connectivity of the Public Relations Section of Solok City Regional Secretariat and other SKPD have strong and close connections because they use informal communication that prioritizes interpersonal closeness, the Public Relations and other SKPD departments in Solok City Government are running decentralized, 4) In the communication network of the Solok City Regional Secretariat and other SKPD, each member of each agency can communicate with each other, either directly or using media, such as telephones.

<span lang="IN">Social media is one type of new media that facilitates the process of communication among human. Social media makes it easy for users to communicate and share information in a wider range. At present, not only people use Instagram, but the government also needs to keep up with the time to participate in using Instagram as an online information media. Public Relations of the Salatiga Government is one of the public relations departments that uses Instagram as an online information media to provide information needed by the community.<br /> This research aimed to find out how the content of the information was<span>  </span>and how the role of instagram was as an information deliverance to the citizen by the public relations of Salatiga. Through qualitative methods research, data is collected by means of interviews and observations. The results showed that the Salatiga <span> </span>Government Public Relations Instagram account had a role to increase brand awareness, connect many people and as a source of information/ business promotion.Public Relations of the Salatiga Government considers that Instagram plays an active role in conveying information to the public. This is seen from the many positive responses received by the Salatiga City Government Public Relations during managing Instagram as a modern information deliverance.<span>     </span></span>

Abstract The relevance of public relations (PR) efforts of scientific organizations for public communication of science is increasingly recognized. PR departments are not mere mediators between scientists and journalists but represent the stakeholder interests of their organizations in the public sphere and are communicative actors themselves. Previous Taiwanese studies focused on university PR in the educational context, whereas the potential function in the communication of research and scientific knowledge received less attention. This study explores how PR departments of academic organizations in Taiwan view their role in the public communication of science. Insights from eleven semistructured interviews with PR officers suggest that public relations departments of academic organizations in Taiwan only half-heartedly contribute to the communication of science. Another interesting finding is that even in the era of social media science, PR still relies heavily on journalism, which in Taiwan lacks professionalism in the communication of science. We suggest a more active role of academic organizations in the public communication of science, pursuing not only marketing or self-presentation goals, but also assuming genuine responsibility for public information about research and scientific knowledge.

Public Relations of Headquarters of the Indonesian Armed Forces (TNI Headquarters) must work with the Government Public Relations strategy to maintain a reputation by maintaining credibility, trustworthiness, reliability, and responsibility in delivering positive news to the internal and external public. This study aims to see how the government public relations strategy of the Indonesian National Armed Forces Information Center (Puspen TNI) maintained the reputation of the TNI institution. The method used in this study is a qualitative descriptive method by interviewing the Head of Puspen TNI, non-participant observation, and documentation. The results showed that Puspen TNI in maintaining the reputation of the TNI, first, maintained credibility by measuring the objectivity and quality of the news. Second, it proclaimed information about TNI and the contribution of the TNI to the nation-state to the public through mass media and social media. Third, it disseminated the news according to the facts. Forth, it reported the performance of the TNI to the external and internal public regarding responsibility to the state and nation professionally and proportionally by providing information delivered directly through the TNI website, Facebook, Twitter, Instagram, YouTube and TV public relations TNI Streaming produced by Puspen TNI. It also maintained good relations between external media and editor in chief and journalists of print, electronic and online media.

Objective - This research was aimed at firstly, uncovering how people in Mount Merapi meet their daily needs without government aids and secondly, finding the solutions to narrow the gap between regulations and the implementation of the people's ECOSOC rights. Methodology/Technique - The research conducted in 2012 showed that based on local wisdom values, hundreds of households rejected the government's policy related to the relocation. The policy was issued by the government for disaster risk reduction. Their villages were categorized as disaster-prone areas and banned to be inhabited. Because of their refusal, as a consequence, they did not receive any government aids. Findings - On one hand, the government is constitutionally required to protect and fulfil its citizens' ECOSOC rights; but, on the other hand, the government may not provide aid due to the existence of regulation prohibiting people living in disaster-prone areas. As a result, people rely on social capital and local wisdom to fulfil their daily needs, and to narrow the gap, the government should implement the concept of living in harmony with disaster. Based on the discussion in the previous sections, it can be concluded as follows: First, regulation and its implementation, which were based on positivism doctrine, had led the government to not fulfilling the ECOSOC rights of the people who rejected to be relocated. Certain information and personal data, held by the government, needs to be kept secret because its disclosure to the general public could jeopardize the operation of the state. On the other hand, the state should allow the public to have free access to all other state-held information. To ensure a balance between these two claims of modern democratic societies, there is a need to legally regulate this matter. The state should have a law on access to public information and a law that will regulate the classification, access to and storage of information which should be kept secret. This chapter analyzes the global experiences in regulating this matter, with a particular emphasis on the practice in the Republic of Macedonia.
